U.S. GOVERNMENT SHUTDOWN: CONGRESS DEADLOCKED ON SPENDING BILL

cbc.ca -The U.S. Congress plunged the nation into a partial government shut-down Tuesday as a long-running dis-pute over U.S. President Barack Obama’s health care law stalled a temporary funding bill, forcing about 800,000 fed-eral workers off the job and suspending most non-essential federal programs and services.

The shutdown, the first since the win-ter of 1995-96, closed national parks, museums along the Washington Mall and the U.S. Capitol visitors centre. Agencies like NASA and the Environmental Protection Agency will

be all but shuttered. People classified as essential government employees — such as air traffic controllers, Border Patrol agents and most food inspectors — will continue to work.

The health care law itself was unaf-fected as enrolment opened Tuesday for millions of people shopping for medical insurance.

Unclear how long standoff will lastThe military will be paid under legisla-

tion freshly signed by Obama, but pay-checks for other federal workers will be withheld until the impasse is broken. Federal workers were told to report to their jobs for a half-day but to perform only shutdown tasks like changing

The Senate twice on Monday rejected House-passed bills that, first, condi-tioned keeping the government open to delaying key portions of the 2010 “Obamacare” law that take effect Tuesday, and then delayed for a year the law’s requirement that millions of peo-ple buy medical insurance. The House passed the last version again early Tuesday; Senate Majority Leader Harry Reid said the same fate awaits it when the Senate reconvenes Tuesday morn-ing.

“You don’t get to extract a ransom for doing your job, for doing what you’re supposed to be doing anyway, or just because there’s a law there that you don’t like,” Obama said Monday, delivering a similar message in private phone calls later to Republican House Speaker John Boehner and other lawmakers.

Boehner said he didn’t want a govern-ment shutdown, but added the health care law “is having a devastating impact ... Something has to be done.”

It wasn’t clear how long the standoff would last, but it appeared that Obama and Reid had the upper hand.

“We can’t win,” said Senator John McCain of Arizona, adding that “sooner or later” the House would have to agree to Democrats’ demands for a simple, straightforward funding bill reopening the government.

This includes 53 per cent of the world’s lentils, 38 per cent of the world’s peas and 21 per cent of the world’s canola oil.

To showcase the diverse career options in agriculture, the ministry has created an opportunity catalogue to distribute to guid-ance counsellors and industry leaders. The catalogue features examples of careers in agriculture, highlighting the people behind the jobs and the unique paths they took to find their home in agriculture.

During the month of October, teachers, producers and industry are encouraged to get involved in spreading the news that a job in agriculture can lead to a challenging, rewarding career.

On this day in History 1973: Hundreds flee from poison gas cloud

On Oct. 2, 1973 hundreds of residents in central Alberta are forced from their homes after a cloud of hydrogen sulfide spews into the air from an oil well. The threat posed by the poisonous and potentially flammable cloud prompts authorities to seal off a 225-square-kilometre area.• Hydrogen sulfide, or “sour gas”, is common in sewers, underground mines and oil and gas wells. A by-product of decaying organic matter, the highly-flammable gas is believed to be present in a third of all natural gas wells in Alberta.• Sour gas smells like rotten eggs and can be highly dangerous if inhaled. Exposure to low amounts can cause respiratory problems and headaches, while contact to a high concentration of sour gas can cause a loss of consciousness and death.• Most wells are outfitted with safety mechanisms to prevent the leakage of sour gas. In the case of an accidental leak, workers are trained to set the gas on fire to burn off any sour gas before it gets into the environment.• In the October 1973 accident, water got mixed in with the oil and sour gas, pre-venting workers’ attempts to set it on fire.• The well, which was located 50 miles south of Edmonton, had been inactive for years when it suddenly “blew out” on Oct. 2.• According to a front page story in The Globe and Mail “The well, which had been dormant for 10 years, came to life with an eruption about 4:30 p.m. Tuesday, hurling 90 feet of pipe more than 20 feet into the air and spewing out oil, water and sour natural gas.”• A spokesperson for the Sun Oil Company, which operated the well, told the Ca-nadian Press that crews were doing maintenance work when the well blew. The situation “just got away from them,” he said.• The blowing well sprayed particles of sour gas into the air, which within hours gathered into a mile-long cloud of poison gas. The cloud reportedly drifted up to 100 yards a minute and reached about 8,000 feet above ground.• Police immediately sealed off a 140 square mile area around the well as the cloud began to drift. The RCMP alerted residents in nearby villages of New Norway, Gwynne, Ferintosh and Bittern Lake as well as those in the larger Camrose, to be aware of the encroaching cloud.• Around dinner time the RCMP started the evacuation of more than 300 homes in the villages east of the well after the winds shifted in their direction. • Most people left their homes with their pets and a few items of clothing. Phyllis Jensen, whose family lived less than a mile from the well, told the Globe and Mail about her up close experience with the gas cloud.• “It was coming along the ground, a blue fog. It just crept along about waist high.” (cont.)• “We were told an automobile travelling in it can ignite it,” she added. “Our hired man and his wife said, “Come on, let’s get out of here.’ We just took our night clothes and moved out.”• Ray Chapman, who lived near a few miles north east of the well, told the Globe “I was sitting there watching television and my eyes started to water. Then I began to smell it inside and decided to play it safe [and leave].”• In total more than 700 people fled to emergency shelters in Camrose and Red Deer, where they stayed for at least two days.• About a dozen people were taken to hospital and treat-ed for irritated eyes and throats. Many cases of nausea and chest pains were also reported, but no serious injuries re-sulted.• In August 2005, an explosion at a well in the southern Al-berta town of Brooks killed a 24-year-old and injured three other workers as they struggled to cap a well spouting a mixture of crude oil and sour gas.

5 TIPS FOR CLEANING FOR FALL (TIP 2 OF 5)By Sara Elliott

When the days start getting shorter and your thoughts turn to sitting around the fireplace instead of standing around the outdoor grill, it’s time to invest a weekend on fall cleaning. Spring isn’t the only time of year it pays to clean, organize and take stock of your home environment and accumulated stuff. Autumn is a perfect opportunity to stash that summer sports gear and other assorted toys, and start figuring out where you tossed the umbrellas, driving gloves and snow shovels last spring. You spend major time indoors when the weather gets cold, so the more you do now to clean and ar-range your space, the more pleasant it will be to hunker down for the duration when the weatherman starts talking about frost on the pumpkin. Some elbow grease now will make Christmas entertaining easier and keep your home safer and more secure, too. A dirty dishwasher or grimy shower may not seem like a big deal when you’re watching fire-flies on the patio, but come January, you’ll be surrounded by overcast skies and wishing you’d dragged out the ammonia on a day when it wouldn’t be a problem to leave the windows open all afternoon. These five important autumn chores will help get you prepared for winter and save you from having to play catch up during those short winter weekends when there never seems to be enough time or energy to get things done before it gets dark outside.

2: WINTERIZING YOUR KITCHEN

OK, so it isn’t glamorous, but a good kitchen overhaul every once in a while helps keep germs and grease buildup under control. It also makes everything smell fresher and look brighter. Apart from regular maintenance, this is the time to wash the cur-tains, replace the shelf liners, remove and clean the ceiling fixtures and review all the bottles and cans that have taken up residence under the sink. This seems like a big job now, but once you’ve started to work, it will go fast.

This is also the time to give your major appliances some attention:

• Refrigerator -- Yes, the refrigerator gets dirty enough for a serious cleaning, even though you spot-clean drips and spills right after they happen. Take the time to remove all the contents as well as the shelves, racks, bins and trays. Wash everything with an antibacterial cleaner. Don’t forget the door gasket. Door gaskets help cre-ate a good seal that keeps the warm air out and the cool air in, so clean it now and make sure that it stays clean.Don’t stop with the interior, either. Haul out the vacuum cleaner and clean the condenser coils on the back or bottom of your refrigerator, too. You’ll probably have to pop out the decorative grill below the refrigerator door. Clean condenser coils will save you energy dollars by helping your refrigerator run more efficiently.Before you put everything back, be sure to check the condiments and other stuff that tends to accumulate at the back for freshness dates. Keep everything smell-ing sweet by putting a stocking filled with activated charcoal or an open box of baking soda on one of the shelves.• Stove -- No one likes cleaning the stove, but short of buying a new one, it’s inevita-ble. If your model is self-cleaning, then you probably know the drill and can pass on some of the scrubbing.If you detest oven cleaners, you can place a cup of ammonia in a ceramic dish in the oven overnight to loosen some of the baked on stuff, or heat the oven to warm and the ammonia will work a little faster. Be sure to wear gloves and open all nearby windows.As for the outside, your oven’s owner’s manual will have some cleaning recommendations. By all means, use their guidelines for wiping down the stovetop and range hood, and don’t forget to clean the range hood’s charcoal insert if your model has one [source: Heloise].Now, pull the stove out and tackle the dust bunnies and any grime on the sides.• Dishwasher -- Who knew that an appliance whose sole purpose is to get things clean could get so dirty? For this job, use some baking soda on a damp sponge and wipe down the interior liner. You can clean and deodorize at the same time. For stub-born stains, try using a plastic scrubber.
