BANGOR, Wash.

The first of four Ohio-class submarines to be converted to a Tactical Trident rejoined theU.S. Navy’s fleet in a Return-To-Service ceremony here earlier this month.

In December, Electric Boat completed its conversion of USS Ohio (SSGN-726) froma ballistic-missile platform to a guided-missile submarine capable of carrying 154 Tomahawkcruise missiles and more than 60 Special Operations Forces (SOF) for extended periods. The com-pany is currently engaged in the conversion of USS Michigan (SSGN-727) at Puget Sound NavalShipyard, and USS Florida (SSGN-728) and USS Georgia (SSGN-729) at Norfolk Naval Ship-yard in Virginia.

“As it became clear our deterrence goals had been met, our Congress authorized the conversionof these four boats to support SOF strikes,” said Adm. Edmund Giambastiani, vice chairman ofthe Joint Chiefs of Staff and the military’s second highest-ranking officer.

Also speaking at the ceremony wasElectric Boat President John Casey, whocalled the SSGN a powerful example ofmilitary transformation, with capabilitiesunmatched by any other ship on theplanet.

“SSGN represents more than justElectric Boat’s capability to constructone of the most sophisticated machines

on earth. Answering the Navy’s call, weprogressed from a PowerPoint slide tofinished product in just 39 months, trans-forming what was the consummate ColdWar weapon to a platform uniquely con-figured for warfare in the 21st century.

“Even though Ohio’s conversion to anSSGN configuration was a first-of-a-

kind project, we overcame the unex-pected and remained within both sched-ule and budget. In doing this, we dis-played our ability to develop a concept,complete the detailed design, and per-form the required manufacturing andconstruction work. Now, we’re preparedto support SSGN Ohio throughout itsworking life,” said Casey.

“Electric Boat’s performance on theSSGN conversion program demonstratesclearly that the company and its work-force are national assets that must be sus-tained for our country’s security. Team Successfully Tackles Space Crunch At Graving Docks

Anyone who has worked in EB’s Groton shipyardwould agree that storage space is a rare commodity,particularly in and around Graving Docks 1 and 2.

To improve the situation, and to reduce the crane and safetyissues that have been occurring as a result of the space crunch atthe docks, a dedicated Process Improvement team was estab-lished late last year – and it quickly got down to work.

“Our objectives were to improve the usage around the gravingdocks and establish material laydown areas; improve on bestpractices and lessons learned; and investigate some new tech-nologies for material handling and storage,” said Lifting & Han-dling Superintendent Jack Callinan (230), who presented anupdate on the team’s progress last month. “We still have a cou-ple things to do, but we have much better control now.”

Callinan said the team owes a debt of gratitude to many indi-viduals within the shipyard for the project’s quick success. “Ittook a lot of help from a lot of different people to get where weare today,” he said, adding the timing of the project couldn’thave been better.

“When the Secretary of the Navy came in recently, we didn’thave to go clean up the docks,” Callinan said. “The docks wereready for him.”

In addition to the cleanup, the project also included the relo-cation of a few areas, including a smoking area, some fencingand a small parking lot. The end result: Larger, more efficientmaterial laydown areas that are within the reach of the gravingdock cranes.

“Before this project, material was being stored all along thedock walls,” explained Lean Six Sigma green belt MarkHomand (459), another member of the Process Improvementteam. “The crane walkers had to walk around all the material,so they were having trouble keeping the crane rails clear. Itwould get messy really quick.

“You had vehicles running up and down the docks, so it wasa constant safety hazard also,” he said. “So we decided to findnearby areas where we could place material and equipment foreasy access during a job, or easy removal afterward.”

Homand said a follow-on stage of the project will be to reor-ganize the Hunter Property in the South Yard, which will beused for overflow storage for the docks.

“We’re reorganizing that so that the large equipment andmaterial used in the graving docks has a place to go before andafter a job, and in an organized fashion so we can get to it read-ily,” he said.

Director of Operations Mike Alu (200) praised the team forits work, and then he issued a challenge: to create a system that

brings to the graving docks only what’s needed for a given dayor week. “Otherwise, you’ll start finding that you’re not going tohave a place to put it,” he said.

Callinan quickly replied that the team hasn’t finished yet, andis looking to make additional enhancements like Alu described.“I keep my garage at home clean, and I want to keep the grav-ing docks clean as well,” Callinan said.

Besides Callinan and Homand, the Process Improvementteam included Robert Miller (271), Mark Mills (230), John Azz-inaro (545), Mark Makoid (252), Bruce Hart (508) and WilliamNewton (615).

As a volunteer judge for theConnecticut Invention Con-vention, Mark A. Zecco, a pro-

gram manager in Department 411, saidhe’d like one of the two-door mailboxesthat one grade-school student developed.

“I live on a terrible corner, and stand-ing out there trying to get my mail can bepretty dangerous, but with a mailbox likethat I could get it without stepping outinto the street,” Zecco said.

But he was most impressed with thecontrivance that another young boy cameup with to help his grandfather, who hadsuffered a stroke. Using Bungee Cordsand Velcro, the boy came up with a wayto secure silverware, plates and cups sohis grandfather could eat without drop-ping any utensils.

“That student’s heart was definitely inthe right place,” Zecco said. “He put histime into solving a problem for someonein his family, when he could have beenplaying games.”

The CIC recently hosted a lunch atElectric Boat to honor 24 EB employeeswho have given up one or more Satur-days to judge inventions during the com-petition, open to students in kindergartento grade 8. Zecco is the most senior ofthem, having participated for the lasteight years.

EB President John P. Casey accepted acitation from the Connecticut General

Assembly honoring the volunteers. Fivestate legislators attended the luncheon aswell: Sens. Catherine Cook, R-Mystic,and Andrea Stillman, D-Waterford; andReps. Betsy Ritter, D-Waterford, KevinRyan, D-Montville, and Diana Urban,R-North Stonington.

“Innovation is a large part of what wedo as a company, and this program is allabout instilling that spirit of enthusiasmand inventiveness in the hearts of ourchildren,” Casey said. “I’m really gladyou all find the time to do this.”

EB has turned out everything from theNavy’s first practical submarine, the Hol-land, to the first welded submarine, thefirst nuclear submarine, the first ballisticmissile submarine, and now USS Vir-ginia, the first warship designed for apost-Cold War environment, Casey said.

“We’re hoping your participation inthis program will impart that same sortof inventiveness to a new generation ofyoung people,” he said.

Marty Wood, Assistant Dean forUndergraduate Education at the Univer-sity of Connecticut, said each year about650 students are chosen from a pool ofabout 10,000 budding inventors toadvance to the final competition at theHarry A. Gampel Pavilion at UConn’sStorrs campus. The 23rd annual CIC willbe April 29.

board of directors, said one technique toencourage inventiveness is to give stu-dents small appliances to dismantle, tosee the technology behind it.

“The most recalcitrant child will try totake apart an iron, to figure out whatmakes it work,” Kenney said. “There’s aculture here of Yankee ingenuity.”

She said the convention relies on 120volunteers each year to weigh the meritsof students’ creations during the competi-tion each year at Gampel. “Judges comeaway from this thinking this is a wonder-ful way to spend a Saturday morning.”

The 24 judges from EB are the second-largest company contingent in the state,second only to United TechnologiesCorp., which sends people from a half-dozen of its divisions in Connecticut, shesaid.

“You’re part of the creation of a cul-ture, a culture that will appreciate inno-vation, that will use it wisely,” Kenneysaid. “They’re going to become educatedconsumers and hopefully more informedcitizens.”

AsI walked past one of

the smoking kiosks

the other day and

noted the wide array of humanity hap-

pily puffing upon the latest offspring of

Philip Morris, I was tempted to stop and

offer them both good cheer and perhaps

some useful advice. It pains me to admit

that I did not. Perhaps it was the cold or

some other issue on my mind, but I did-

n’t stop. On the other hand, some might

argue the last thing people standing in

19-degree weather need is a gray-haired

physician lecturing them on the evils of

smoking. Yet, the sentiment that I

should have offered them something

remains. I wonder if they would smoke if

they understood what is known of

tobacco and how effective it is in pro-

ducing cancer. It is to those smokers in

all the kiosks at EB that I dedicate this

month’s column.

cinogenic compounds such as polynucleararomatic hydrocarbons, the classical car-cinogen benzo (a) pyrene, and the nico-tine-derived tobacco-specific nitrosamine,4-(methylnitrosamino)-1-(3-pyridyl)-1-butanone interact with lung epithelium.Recent experimental evidence has con-firmed that the carcinogens that come incontact with the cells of the epitheliumcause damage to the cellular DNA. Thesecigarette carcinogens in smoke drive themulti-step process. The chemicals formwhat is known as a DNA adduct, whichcan interact with your lung tissue to initi-ate cancer.

Let’s look at a simplified process ofcarcinogenesis. The tissue in your throatand lungs is epithelial tissue which, whenexposed on a daily basis over years to theagents in cigarette smoke, initiates a seriesof steps. Under the right circumstances,lung epithelium will conceptually undergothree phases: initiation, promotion andprogression. Initiation is thought of as anirreversible change of the DNA within acell that arises from an interaction with acarcinogen that is necessary, but not suffi-cient, for tumor development. If yourexposure were to cease at this point, thecell may or may not go on to become acancer cell. The irreversible changes inDNA are called DNA adducts, which setup individuals for the next potentialoccurrence in this multi-step process. Pro-motion is the subsequent process thatfacilitates tumor development. Unlike ini-tiation, which binds to DNA and alters it,promotion suppresses proteins within thecell and alters the expression and tran-scription of DNA. Promotion oftenchanges things like membrane receptorsthat impact cellular growth and differenti-ation. Promotion typically causes a pre-neoplastic cell that lacks the ability toinvade other tissue or metastasize to otherparts of the body. The last step, progres-sion, makes possible the genetic changesthat turn this cell into a true malignantcell. This cell has many abilities such assustained cell growth and metastasis.

Carcinogenesis is not this simple, andagents such as cigarette smoke possess

It is well recognized that tobacco expo-sure is the dominant risk factor for lungcancer. Cigarette smoking and second-hand smoke have been definitively estab-lished by epidemiologic and preclinicalanimal experimental data as the primarycause of lung cancer. The percentages oflung cancers estimated to be caused bytobacco smoking in males and femalesare 90 percent and 78 percent, respec-tively.

We know that lung cancers haveincreased in both men and women overthe past few decades. Despite improveddetection and treatment, this growingincidence has increased the burden onsociety when viewed from a populationperspective. The epidemiological view-point is clear that smoking significantlyharms a population both in cost of eval-uation and treatment as well as lost pro-ductivity and life. When compared tonon-smokers, the smoking populationhas a dose-dependent increase in the riskof dying from lung, head and neck, blad-der and other cancers. In short, the moreyou smoke, the more risk you have ofgetting cancer. On the other hand, if youstop smoking you reduce your risk ofcancer. It sounds pretty straightforward,but why is it so?

It has a lot to do with presentation ofexposure. The more times you exposeyour body to carcinogens, the morechance you have of getting cancer. Haveyou ever wondered what happens to acell within your body that decides tobecome cancerous? Scientists havelearned some of the “rules,”andalthough these rules are not hard andfast and are subject to change, we dohave a rudimentary understanding ofwhat it takes to change one of your cellsinto a cancer cell.

One of the reasons that tobacco insmoke form is so effective is that youpresent the carcinogenic substance deepwithin your body in vulnerable regions.Once placed onto your lung epithelium,multiple actions take place at the cellularlevel. In the multi-step carcinogenesisprocess, cigarette smoke, laden with car-

both initiator and promoter qualities,making them “complete carcinogens.” Ifthis wasn’t bad enough, cigarette smokesets the stage for other carcinogens thatmay be present in the lung. Inhaled cigarette smoke alone has well over 1,000compounds.

As I said earlier, this rudimentary con-struct of multi-step progression is con-stantly being revised as we acquire moreknowledge. Current research suggests themulti-step process is increasingly complexand the evidence blurs the distinctionbetween initiation, promotion and pro-gression. In addition, latency, the timebetween exposure and initiation may begreat. Cancers associated with exposureare now known to take from 10 to 20years to develop, making identification ofthe causative agent indeed difficult.

We have learned that when the DNAwithin cells is altered, this leads to tumordevelopment, which is at least partly dueto mutations of proto-oncogene andtumor suppressor genes. A proto-onco-gene contains the altered DNA sequenceswe talked about with initiation. When

stimulated by a “complete carcinogen”such as cigarette smoke, this potentialalteration becomes an oncogene, which inturn stimulates the cell to transform andproliferate as a potentially neoplastic cell.These genes we have labeled proto-onco-gene are necessary for normal cell matu-ration and differentiation. Those labeledtumor-suppressor genes typically act toregulate cell growth. With inactivation ofone of these genes, the cell grows in anunregulated manner.

And if the above were not enough,please consider the following. We havelooked at cancer from the perspective of asingle cell. What of a group or area ofcells? From the perspective of “field car-cinogenesis,” we know that individualsexposed to carcinogenic tobacco smokedevelop multiple areas of independentneoplastic lesions. We also know thatpatients developing cancers of the lungsand throat secondary to cigarette smokealso are likely to have multiple premalig-nant lesions of independent origin withinthe carcinogen-exposed field.

If the first wave doesn’t get you, thesecond wave will.

ment that this information is better pre-sented in “Health Matters,” rather than acold kiosk. I hope it gets someone think-ing about quitting. Colors Make Healthy Eating Easier

Have you noticed the new labels in the Groton and Quonset Point cafeterias? These color-coordinated labels are designed tohelp you make informed choices about healthy food options.

Foods are characterized by the colors green, yellow and red – the same as a traffic light:

Green-light (Go) foods – Eat these foods frequently. They include fresh fruits, non-starchy vegetables, salads with small amounts oflow-fat dressings, and fat-free dairy products. Eat baked, broiled or canned skinless chicken, turkey and fish. Fruits and vegetables aregood for snacks because they are easy to carry around.

Yellow-light (Slow) foods – Portion size matters with these foods. Don’t have more than five or six small servings each day ofstarchy vegetables (potatoes, corn and peas), pasta or bread.

Red-light (Whoa) foods – Any food with high fat, sugar or calories belongs on the red-light list. Limit your consumption of` the fol-lowing: cakes, cookies, pies, fatty meats, fast food, fruit juices and pizza. Soda, bottled lemonade and iced tea also are on this list.

The development of an ultralightgas metal arc welding systemfor shipbuilders marked a key

milestone when the system was unveiledat a recent industry meeting here.

This new welding system is beingdeveloped by a government/industryteam comprising the Advanced Technol-ogy Institute/Center for Naval Shipbuild-ing Technology (ATI/CNST) – the gov-ernment sponsor; the Lincoln ElectricCompany – the co-sponsor responsiblefor product development; and EB –which is defining welding-system require-ments and evaluating the system through-out its development. EB has been a major proponent of thedevelopment of Ultralight. Beginning inNovember 2003, the company led a pro-

posal development effort that resulted in$1.7 million of funding for Ultralightfrom CNST and Lincoln Electric. Theprototype Ultralight welding system isnow under evaluation at the EB WeldingEngineering Laboratory. This evaluationis scheduled for completion in September.

At 45 pounds, the Ultralight weldingsystem will perform many of the weldingoperations currently done in the shipyardwith 175 pounds of equipment, thuseliminating many handling requirements.In addition to being portable, Ultralightwill provide a greater degree of shipyardsafety because it operates on 220-volt sin-gle-phase power rather than the 440-voltthree-phase power required by weldingsystems now in use.

Holliday, the Ultralight project lead forOperations, has high hopes for the newwelding system. “Progress made by Lin-coln Electric has exceeded our expecta-tions,” he said. “Lincoln has worked

closely with EB in implementing ourrequirements and supporting testing inthe EB Welding Engineering Laboratory.Given Lincoln’s performance so far, I feelconfident that Ultralight will meet orexceed the demanding requirements ofthe shipyard.”

To further ensure the acceptance ofUltralight by the shipyard, the EB Ultra-light team is also collaborating withLenco, a producer of welding supplies,on the development of a light agile torchto use with the new welding system. Thisevaluation of a new torch design is beingled by Wardwell, who praised Lenco’ssupport. “Lenco has offered to modifyone of their production torches to meetour requirements. We expect that this newlightweight flexible head torch will be anexcellent match for the Ultralight weldingsystem.”

Electric Boat Is Awarded $9 Million For Submarine Support Work

Electric Boat has received a $9 million modification to an existing contract forsubmarine modernization and related work at the Naval Submarine Base inGroton.

Initially awarded in October 2001, the overall contract could be worth $142 millionover five years if all options are exercised and funded.

Under the terms of the modification, Electric Boat will continue to perform non-nuclear submarine modernization and repair services at the Naval Submarine SupportFacility at the Base. These services include intermediate overhaul, repair and modern-ization activities in support of submarines and the Shippingport floating drydock, aswell as support and service craft.

NASSCO Lands $317M Contract To BuildNinth T-AKE Dry Cargo / Ammunition Ship

SAN DIEGO, Calif.

General Dynamics NASSCO has received a contract option from the U.S.Navy to build an additional ship under the T-AKE program, a new class ofcombat logistics force ships. The $317 million contract brings the total num-

ber of T-AKE ships awarded to NASSCO to nine, and the total contract value to $2.8billion. Options for three additional T-AKE ships remain available under the existingcontract.

Exercise of this option brings NASSCO’s backlog to 10 ships, including the nine T-AKEs and the fourth of four double-hull oil tankers being built for BP ShippingCompany of Alaska.

The first T-AKE, the USNS Lewis and Clark, was launched in May 2005 and deliv-ery is scheduled for the second quarter of this year. The second T-AKE, to be namedthe USNS Sacagawea, is now in full-rate production and will be launched May 23.Construction on the third T-AKE, to be named the USNS Alan Shepard in honor ofthe first American in space, began last September.

The T-AKE is a dry cargo/ammunition ship that will be operated by the MilitarySealift Command, providing logistic support from sources of supply either in port orat sea. The ships will transfer cargo – ammunition, food, fuel, repair parts, and expend-able supplies and material – to naval forces at sea.

The T-AKEs are 689 feet in length and 105.6 feet in beam, with a design draft of29.9 feet. The ships can carry almost 7,000 metric tons of dry cargo and ammunitionand 23,500 barrels of marine diesel fuel. The T-AKEs are the first modern Navy shipsto combine proven international marine technologies such as an integrated electric-drive propulsion system with commercial design features that will minimize their costof operation and maintenance over their expected 40-year life.

Marine Group UpdateEB Receives$1.35 Billion Contract ModificationFor Virginia-ClassSubmarine Procurement

The U.S. Navy has awardedElectric Boat a $1.35 billioncontract modification that pro-

vides funding for the construction of theeighth Virginia-class submarine andadvance procurement for the ninth and10th ships of the class.

The award modifies an August 2003contract for the construction of six Vir-ginia-class submarines at a rate of oneper year from FY 03 through FY 08; thetotal value of the contract is $8.4 billion.Altogether, Electric Boat and its con-struction teammate, Northrop Grum-man, have received contracts to build 10ships of the class. The lead ship, USSVirginia (SSN-774), was delivered to theNavy in October 2004.

This contract modification has beenfactored into the company’s workloadprojections since the initial contract wasannounced in 2003. It is not unplannedwork. For that reason, it will not affectthe number of layoffs the company willmake over the next two years

The contract modification provides$1.1 billion for construction of SSN-781,$208 million in advance procurement forSSN-782 and $40 million for SSN-783.

Fifteen percent of the work will beperformed at Electric Boat’s Grotonshipyard; 15 percent at its QuonsetPoint, R.I., facility; 30 percent atNorthrop Grumman in Newport News,Va.; and 40 percent at various sitesthroughout the U.S. Work under theoverall contract is scheduled for comple-tion in 2014 when SSN-783 is delivered.
