● What is the real need for UH-1N Replacement? Can small changes in procedure result in big savings?
● Condition Based Maintenance = No Depot Required
● Commercial condition based maintenance aircraft commonly operate alone or in small fleets at very high utilization rate and low cost
● High-Tempo Small Fleet Advantage
● “the key to making money is to have fewer more efficient helicopters”
● Like computers commercial helicopters improve and drop in price
● Competition incentivizes lowering the need for repairs, repair parts, and maintenance man-hours per flight-hour
● Like cell phones rebuilding very old helicopters makes little sense
● Being responsive to customer needs and passing on savings like NRE is just good business

UH-1Ns Need Replacement
USAF stated CVLSP program was “Urgent and Compelling” to Congress. $768M was programmed across FY12 FYDP. AF stands by requirement but zeroed funding in FY13 due to affordability with AF Topline reductions and the Budget Control Act (Sequestration)

Challenge and Opportunity
There is a Win-Win here
● The USAF needs to replace the UH-1N which is incapable of doing its assigned mission
● The Air National Guard is losing flying missions
● The National Guard needs resources for Domestic Operations Equipment and Training
● Governors consistently rank multi-mission vertical lift as a top priority
● A top “Enhanced Domestic Operations” need is planned, programmed and unambiguous federal funding for emergency response operations
● The need for domestic operations and emergency response to disasters both catastrophic and common
● Dual-use equipment is usually how to adapt a military piece of gear to civilian use
● The National Guard ability to provide critical response, with the proper equipment, to American’s at a moment’s notice can be enabled more effectively
● Domestic Operations can be enhanced at a very cost effective price. Providing resources for domestic response to natural disasters, wildfires and special events to help civilians in times of crisis

The USAF UH-1N mission should be done all or in part by the National Guard
● Congress’ National Commission on the Structure of the Air Force recommended it
● Further the Commission recommendation provides a vehicle to accomplish this
● They recommend “Pilot Programs” similar to the Air National Guard Security Force unit at Minot which augments the base Security Forces-- roughly 150 airmen, 70-90 of which are on PRP
● A pilot program can be constructed to augment an existing unit, be evaluated and either be terminated, be expanded, or remain in place. It’s a blank template to be shaped
● A competition would likely need to be held. Doesn’t necessarily mean that every mission needs the exact same solution in configuration or even platform
