THE NATIONAL PRODUCTIVITY CENTRE OF MALAYSIA.The National Productivity Centre was establised in 1962 as a joint project by the
United Nations-Special Fund and the Federal Government with the InternationalLabour Organisation as the executive agency.
In 1966, the National Productivity Council (Incorporation) Act. No. 19 was passedby Parliament and the Council became an autonomous body effective as from 1stMarch, 1966. The members of the Council are appointed by the Minister of Tradeand Industry.
The centre is subsidized by the Government until such time as it becomes self-supporting.OBJECTIVE
Among others, the objectives of the National Productivity Centre are:— raising standards of management including supervisions at all levels;— improving efficiency of industrial operations with particular reference to
methods of increasing productivity, of improving quality and output^ofreducing costs and developing constructive labour/management relations;
— initiating training and other programmes that would best serve specificand local requirements of the country.
METHOD OF INSTRUCTIONQuestion /answer and discussions are emphasised. Informal instruction in the
form of lectures, syndicate discussions and case studies creates an atmosphereconducive to adult training. The Centre's staff also carry out follow-up visits to givefurther guidance and assistance, particularly in the case of in-plant practical pro-jects being carried out by the course participants. Case studies and exercises play acentral part in discussions throughout the courses. The courses are supplemented withrelevant management films and study visits.ADMISSION FOR COURSES
Application for admission should be made on the Pre-course Questionnaire formattached at the end of this brochure. Applicants should have some experience in theparticular subject relevant to the course. Selection is based on the information con-tained in the Pre-course Questionnaire forms, which are to be returned two weeksbefore the course commences, together with the relevant fees. Applicants are advisedto apply early to avoid disappointment.
Cheques should be made payable to the Director National Productivity Centreand crossed 'A/C Payee Only' .CERTIFICATES
The Centre issues a certificate of attendance to every participant who attends allthe sessions of each training course. Successful participants will receive their certifi-cates in 1978.FURTHER INFORMATION

INDUSTRIAL ENGINEERINGSECTION
IE 1 WORK STUDYThe course presents some techniques
of Work Measurement. It seeks to train theparticipants in carrying out time studiesand shows the benefits that can be derivedfrom Work Study.
Only participants who have attentedthe Job Simplication course will be consi-dered.
IE 2 PRODUCTION PLANNINGAND CONTROL
The objective of the course is toacquaint one with the various factors thatcan affect production. The course willalso delve into fields which productionpersonnel should understand and knoweven though it may have no direct bearingon their duties as production engineersor managers. Emphasis will 'be placedon Procurement and Stock Control, Load-ing and Scheduling, Net work Analysisand Quality Control.
The course is suitable for top andmiddle management personnel who areinvolved in production planning andcontrol.
IE 3 QUALITY CONTROL
The course introduces the generalconcept of Quality and Quality Control,and some of its many techniques. Itenables participants to use these techni-ques for the controlling and maintainingof the Quality of the product manufactured.
Practitioners of Quality Control,directly or indirectly, will be considered.A basic knowledge of statistics is recom-mended.
IE 4 MATERIALS HANDLINGIn any organisation materials are
handled either manually or by mechanicalmeans. Materials handling contributes tothe cost of the end product but not itsvalue. The unproductive contribution

may be as high as 90% of the total labourcosts. As such the course introduces therequirements to reduce materials handlingand its costs.
This course is useful to Works Mana-gers, Plant Engineers, Production Suoer-visors, Work Study Officers, Storekeepers,Purchasers of materials and other staffinvolved in materials handling and theirstorage.
IE 5 CRITICAL PATH METHODParticipants will be introduced to the
advantages and applications of CriticalPath Method through Process Planning,Scheduling and Planning of Costs, illus-trated with films and examples and work-ing out typical CPM exercises.
Senior management and engineeringexecutives, involved in planning, schedul-ing and controlling of Projects wouldfind knowledge of CPM useful in theirwork.
IE 6 ORGANISATION AND METHODSThe course introduces the various
techniques used by the O & M practi-tioners in their efforts to improve the flowof information within the office. As such itwould benefit the manager who is con-cerned with the rising costs of paper-work and the need for effective use ofavailable information.
IE 7 FILING AND RECORDSMANAGEMENT
The course acquaints participantswith the principles, modern techniquesand efficient procedures In filing. Itprovides a valuable guide to currentpractice in modern business filing andemphasises the need for business to givegreater thought and care to filing and runit asa business undertaking.
The course Is suitable for all person-nel involved in filing or recording func-tions.

US 1 JOB SIMPLIFICATION
The course presents some techni-ques of Method Study by which jobs canbe studied, simplified and improved. Itgives particular training in certain techni-ques and principles of Job Simplificationwhich can be used by participants in theirwork place.
The course would benefit Work StudyOfficers, Supervisors and managerial staffof all levels involved in production func-tions, members of joint consultativecommittees and trade union executives.
LIS 2 INDUSTRIAL SAFETY I
The occurrence of personal-injuryaccidents and also those accidents thatcause damage only to property, clearlyindicates a fault somewhere along the lineof planning, design, construction, installa-tion or operations. The effect of such acci-dents is to increase cost, decrease produc-tion and interrupt continuity of operation.
The course emphasises the axiom;"Accidents do not happen — they arecaused!"

IR 1 INDUSTRIAL RELATIONS FORSUPERVISORS
The objective of this course is topresent methods for dealing with problemsof present-day supervision; help fosterthe development of supervisory ability;enable participants to review their con-cepts and practices of industrial rela-tions; exchange ideas and experienceswith each other and develop alternativeapproaches to promote and maintainindustrial peace, reduce areas of conflictand encourage harmonious labour rela-tions, and cultivate productivity conscious-ness. The course also focusess on thefollowing objectives: developing super-visory skills in respect of managementand human resources; developing anunderstanding of issues and forces affec-ing an industrial organisation and work-place; developing the ability to analyseand resolve conflicts arising out of thework relationship; and developing anappropriate style of leadership for chang-ing supervisory requirements.

IR 2 MANAGEMENT OF LABOURRELATIONS
This course would enable partici-pants to review their concepts and prac-tises of labour „relations, exchange ideasand experiences with each other and helpdevelop alternative approaches to promoteand maintain industrial peace, reduceareas of conflicts and encourage har-monious labour relations and cultivateproductivity consciousness. The course
focuses on the following objectives:developing managerial and supervisoryskills in respect of management andhuman resources; developing an under-standing of issues and forces affecting anindustrial organisation and work place;developing the ability to analyse andresolve conflicts arising out of the work re-lationship; and developing an appropriatestyle of leadership for changing mana-gerial and supervisory requirementsin making organisational decisions.

IR 3 INDUSTRIAL CONFLICTS ANDREMEDIES
The main objective of the course isto provide senior management personnel,government officials and trade unionexecutives with ideas and experiencesin the field of employer-employee rela-tions. The course highlights the imperativeneed of avoiding conflict in the industrialsphere. The course analyses the forcesresponsible for the labour unrest, itsadverse effects on discipline, workingconditions, production and productivity.It also enables the participants to studyvarious existing methods to prevent andsettle industrial disputes and the need forfurther improvement in handling workers'grievances, disputes and strikes to pro-mote industrial peace so essential foreconomic prosperity and future employ-ment potential.

One of the most serious problemthat plagues,commercial, industrial andgovernmental organisations to-day isAbsenteeism. Absenteeism causes delays,disrupts production, upsets customers& creates a host of other managementsproblems. If Absenteeism in an organisa-tion rises or is ignored, the productivityof the organisation is reduced. To thatextent this course examines the variousproblems presented by Absenteeism andpresents to participants an effective wayof assessing the problems. It also seeks totrain participants on the establishmentof an effective Absenteeism controlsystem.
