    The use of chemicals in farming was introduced by the firstworld countries, US and European countries to meet thedemands of the growing population.

    Artificial chemicals would reinforce the exact nutrients of thesoil needed by the plants to grow without waiting for thenatural time especially the so-called seasonal plants.(Fertilizers and other soil additives)

    The typical Philippine agriculture is communal. Withtraditional method of farming, farmers have no control overnature when pests attacked the farm and yielded nothing. Sothat artificial pesticides are produced in laboratories.

    Weeds are also the most common enemy in farming. Withtheir presence, farm would yield less than what you invested.Herbicides are invented.

    Other chemicals are used to stimulate plants to bear fruits.

    The constant use of chemicals in farming does not help the soilregain its natural nutrients. Instead this method of farming makesthe soil more acidic. Therefore, other chemicals are manufacturedto neutralize the acidity of the soil to produce more crops.Spraying pesticides kills also the good insects and not only thepests.

    Farmers after spraying the chemicals would usually wash theirequipment in the rivers and the remaining chemicals run thru it tothe seas. Thus destroying the habitats of the fishes, including coralreefs.Other lives in the rivers, like shells, shrimps, crabs, eels, clams,frogs, turtles, fresh water fishes die also because of thesechemicals.

    Other insects are resistant to the chemicals and form another colonywhich is more stronger to devastate acres and hectares ofplantation. So that the never ending demand of new chemicalinvention continues.

    Modern synthetic farming really destroys the natural web of life.It is the culprit of reducing the number of species of insects,birds, flowers, fishes and many other animals. Predators diebecause of the chemically contaminated prey.Insectsfrogs.snakes.eagles/birds..monkeys etc. Ultimately the web of life would boil down to the life ofman.

    Farmers become indebted from many lending institutions due

    the increasing demands of artificial farming biologics. Ricefarming for example demands plenty of chemicals from plantingto harvesting. (anti-cohol, golden cowry). The result, mostfarmers become tenants of their own land because of theforeclosure of their property by the banks and other lendinginstitutions due to non-payments of loans.

    National scene pictures out Philippines is an agricultural countrybut we are dependent on imports of agricultural products fromother foreign countries like the U.S.

    Diseases which used to be genetic in nature long time agocan be acquired thru lifestyle. Processed foods are chemically

    concentrated, sodas in soft drinks too. (Diseases like,Diabetes, arthritis would now usually manifest at early stageof human life.).

    Artificial chemicals when already in the system of the humanbody would weaken the immune system.the human systemthat would combat diseases producing bacteria.

    Synthetic lifestyle of the modern man shortens his life span.

    Artificial chemicals used in farming, processing foods,preserving foods, manufacturing of flavored foods are treatedthe gradual weapons of mass destruction.

    Section 1 Title This act shall be known as the OrganicAgriculture act of 2010.

    Section 2 Declaration of Policy State policy to promote,propagate, develop further and implement the practice oforganic agriculture in the Philippines that will cumulativelycondition and enrich the fertility of the soil, increase farmproductivity, reduce pollution and destruction of theenvironment, prevent the depletion of natural resources,further protect the health of the farmers, consumers and thegeneral public and save on imported farm inputs.

    Organic means biological or ecological.

    Organic production system is a system designed to:1. Enhance biological diversity within the whole system.

    2. Increase soil biological activity.

    3. Maintain long-term soil fertility;

    4. Recycle of wastes of plants and animal origin in order to

    return nutrients to the land, thus minimizing the use ofnonrenewable resources;

    5. Rely on renewable resources in locally organized agriculturalsystem;

    6. Promote the healthy use of soil , water and air as well asminimize all forms of pollution thereto that may result from

    agricultural practices;7. Develop and promote the use of biotechnology in

    agriculture;

    8. Handle agricultural products with emphasis on carefulprocessing methods in order to maintain the organic

    integrity and vital qualities of the product at all stages;9. Become established on any existing farm through a period

    of convention, the appropriate length of which is determinedby site-specific factors such as the history of the land andtype of crops and livestock to be produced.

    Section 5 National Organic Agricultural Program .Involvement of the LGUs, POs and NGOs

    Section 6 National Organic Agricultural Board (NOAB).Tocarry out the policy and program provided in this act. Ensuresthe full participation of POs and NGOs.

    Section 7 Composition of the NOAB Secretary of theDA,DILG, S&T, DENR, Education, DAR, DTI, Health, and their

    authorized permanent representatives and the representativesfrom the small farmers, representative from each NGO involved.

    Promotion of Research Development and ExtensionSUCsand the academe.

    Tax Holidays for seven years (Big Investments) Exemption from the payment of duties on the importation of

    agricultural equipment

    Local taxes incentives to farmers

    Zero-rated value-added tax (VAT)

    Subsidies for certification fees and other support services tofacilitate organic certification.

    Section 25 AppropriationsFifty million pesos (P50,000,00.00) fundallocation for the initial implementation of thelaw on Organic Agriculture is budgeted by thenational government.
