Tarlac State University (TSU) welcomed accreditors from the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) during the opening ceremonies of the second survey visit of eight different programs from four different colleges last April 17, 2018 at the TSU Alumni Center, Villa Lucinda Campus, Binauganan, Tarlac City. The TSU Rondalla ensemble welcomed the accreditors with their folk song medley, while Dr. Jasper Jay Mendoza, Associate Dean of the College of Education (COEd) led the doxology. TSU President Dr. Myrna Q. Mallari presented the milestones of

the university. She also shared the best practices of TSU in becoming a premier university in the Asia-Pacific Region. The internationally acclaimed TSU Performing Arts showcased their talents after performing an intermission number. Afterwards, the Intramurals 2018 Dance Sports Champion from COEd amused the participants with their energetic dance moves. Coordinator Dr. Evelyn D. Taban of Nueva Vizcaya State University (NVSU) introduced the accreditors who were tasked with checking the authenticity of the documents of the programs under survey in the Lucinda campus. Likewise, San Isidro Campus Coordinator Dr. Renelda Nacianceno

of Iloilo Science and Technology University (ISAT U) introduced the pool of experts covering the programs in the said campus. The programs under Level II Survey Visit are: Bachelor of Physical Education, Master of Arts in Education major in English, Master of Arts in Education major in Pre-School, Master of Arts in Education major in Filipino, Master of Arts in Education major in Physical Education, Bachelor of Fine Arts, Master of Arts in Nursing, Bachelor of Fine Arts, and Master in Information Technology. Dean Bildan named ASEAN Architect

College of Architecture and Fine Arts (CAFA) Dean Architect Marco F. Bildan was named the 65th ASEAN Architect (AA)at the prestigious ASEAN Architects Meet last March 9, 2018 at Raffles Fairmont Hotel in Makati City. Dean Bildan is one of 37 other Filipino architects who were conferred, making the Philippines the third highest ranking Asian country to have the most number of recognized AAs in the ASEAN region with Indonesia at the top followed by Singapore. The dean submitted his profile to the PRC International Affairs in October 2016 and was interviewed by a panel of ten experts on April 26, 2017. He successfully passed the rigid interview and thereafter conferred the title ASEAN Architect (Registration No. 0065) specializing in Architectural Design, Building Utilities and the Academe. Dean Bildan is not only an architect but also a Real Estate Broker & a former board examiner in the Master Plumbing Board Exams in 2007 - 2009. At present, he is one of the three Continuing Professional Development (CPD) Council members in Master Plumbing. He also serves as a private

professional practitioner, designing several commercial, industrial, sectoral, and residential structures through Bildanation Architectural and Engineering Solutions. His continuous development as an architect has been evident in his active involvement and leadership at the United Architects of the Philippines (UAP), particularly in the UAP Tarlac Chapter; the Council of Deans and Heads of Architectural School in the Philippines and other professional organizations. Bildan is also a member of the university technical working group responsible for the design and inspection of major campus infrastructure projects including the 4-storey University Hotel, 3-storey University Library, the 5-storey Multi-purpose Building, the University Interfaith Chapel, the 5-storey Academic Building (Phase I) and the Development Plan of San Isidro Campus which is envisioned to be the ‘Technological Campus’ of the University. A contributing writer of the Archikonst – the Philippines’ longest running architecture and construction magazine, Arch. Bildan wrote about the “design of Butterfly Gutter,” “Campus Beat: The Technology

A seminar on the national smoking ban was held last April 26 at the TSU Main AVR. Executive Order No. 26, s. 2017, provides for the establishment of smoke-free environments in public and enclosed places and prohibits smoking in public

A Foundation Course on Intellectual Property (IP) was conducted by the Technology Development, Transfer and Commercialization Office (TDTCO) last April 18, 2018 to provide technical knowledge in managing student and faculty researches/inventions at the TSU Gymnasium. The said activity was participated by colleges whose researches can be patented through the Intellectual Property Office of the Philippines (IPOPHL). Engr. Emir Lenard SF. President for Institutional Linkages and External Affairs (ILEA), spoke to the participants and reiterated the importance of the Intellectual Property law in governing researches and inventions. She emphasized the need to comply with the basic requirements of the Intellectual property code in order to avoid suits and legal disputes surrounding intellectual property works. Dr. Roberto C. Pagulayan of Angeles University Foundation (AUF) started the first leg of the activity, discussing the relevance of IP to the Academe. Meanwhile, Mr. Dindo O. Dumali of IPOPHL provided an overview of the IP System.

Special prizes were given to the participants who were able to answer the pop quiz questions prepared by the Masters of Ceremony Dr. Wilmark J. Ramos and Ms. Francelle L. Calub. In the afternoon session, Umali delivered an in-depth factual analysis regarding patents and utility models. Pagulayan, on the other hand, mentioned the Importance of Prior Art Search in developing research papers. To end the program, Dr. Glenard T. Madriaga, Vice President for Research and Extension Services congratulated the seminar attendees and asked them to share the knowledge that they acquired in the whole-day seminar.

The Tarlac State University-Professional Development Services (TSU-PDS) Program of the University Extension Services Office (UESO) has successfully conducted the 2nd Continuing Professional Development National Seminar-Workshop for Early Childhood Education Teachers last April 13, 14 and 15, 2018 at the TSU Hotel, Villa Lucinda Campus, Tarlac City. The PDS Program is an income generating unit of the UESO headed by Dr. Maria Agnes P. Ladia. It aims to help the professionals in acquiring new skills and enhancing their existing work-based experience by conducting seminar-workshop to give them the competitive edge and take their careers to the next level. This seminar-workshop will help them garner 9 credit units as compliance to R.A. 10912 for professional teachers. It also aimed to create an up-to-date teaching ideas and child care training as to its philosophy, purpose and potential for a conducive, satisfying and enjoyable environment.

The 78 participants from different schools were welcomed by UESO Director Redemptor G. Toledano, followed by the Dean of the COED, Dr. Erwin E. Lacanlale and Keynote Speaker, Dr. Rosauro M. Perez for the gist and overview. The attached faculty of the TSU-COED (TSU-College of Education) and staff of TSU-TDTCO (TSU-Technology Development Transfer and Commercialization Office), Ms. Francelle L. Calub was the master of the ceremony. Dr. Cynthia G. Quiambao and Dr. Nino B. Corpuz served as the speakers during the seminar-workshop. Dr. Quiambao is a professional teacher of the TSU-COED and the Program Extension Chairperson (PEC) of two programs, namely, Elementary Education and Graduate School. She has also been a part of different professional organizations such as Phi Lamda Theta and Association of Educators for Interrelated Research and Studies while Dr. Corpuz is a professional teacher of the TSU-COED and a

registered guidance counselor and they are experts in preparing young minds for the challenges and opportunities discovered as they embark children on their careers. They reiterated the importance of child care training. To develop the physical, cognitive and socio-emotional dimensions of a child by allowing them to be exposed, encouraging them to explore and experience the world because it can be an advantaged or disadvantaged to the development of a child. After the talk, series of brain-based and stimulating workshops were held and participants were commended on their outputs. In the closing program, Mr. Meljo Z. Apilano from the Don Mariano Marcos Memorial State University (DMMMSU) in La Union, as one of the participants, actively participated in the seminar-workshop and gave impressions. He emphasized the best practice of making use of the available materials and have it indigenized that could be implemented in their designated schools.

To liven up the crowd, acoustic guitar and song numbers were performed by the VP for Extension and Research, Dr. Glenard Madriaga, NASA President Harland Cappal, and OPAI Director, Prof. Bong Luis.

In accordance with Civil Service Commission Circular No. 19, s. 2012 and pursuant to Republic Act (R.A) 8491, or the Flag and Heraldic Code of the Philippines which requires public offices to hold a flag retreat ceremony, the Tarlac State University (TSU) accordingly

commenced its first flag retreat last April 19, in front of the Administration Building. Hosted by the Administrative Service Unit, the program started with the assembly of all the non-teaching personnel of the university. The national anthem

Lupang Hinirang was sung while the flag was slowly lowered. This was followed by a closing prayer which officially ended the day and the week’s activities. Accordingly, the flag retreat ceremony will be held every 5:00PM of the last working day of the week.

With the theme “supremacy,” colleges of the Tarlac State University battled it out for the sought-after annual TSU Intramurals championship held last April 10 -14, 2018. The College of Business and Accountancy (CBA) Green Tigers once again dominated the field as the green shirts claimed their historical three-peat championship this year. Showing grit right on the opening day, the green tigers snared the gold in the cheerleading competition, pocketing their 4th straight championship in the event. For the past years, the Department of Agrarian Reform-Province Office of Tarlac (DARPO-Tarlac) has established a strong partnership with the Tarlac State University. The involvement of the University started in the Organizational Enterprise Needs Assessment and Design Assessment (Oe-Nada) Project of the DAR in 2016, to the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS)

In the effort to provide quick and hassle-free services to its student-stakeholders, the Tarlac State University (TSU) adopted a procedure to make enrollment faster and easier. By gathering relevant offices and temporarily housing them together in one accessible place, enrollees now need not waste time searching for them across the university campus for the enrollment procedures. Ultimately, the green tigers showed great class and a powerful all-around performance which netted them 77 golds, 60 silvers and 42 bronzes. The College of Education was second with 74 golds, 54 silvers and 65 bronzes, while the Engineering maroon sharks finished third overall with 39 golds, 54 silvers and 54 bronzes.

Samson, talked on ARBO backgrounds and made a review of their vision, mission, goals and objectives. Ms. Maria Teresa Cayabyab-Agustin was speaker in the said seminar. She is the Former Vice President for Government Chair of the Philippine Institute of Certified Public Accountant- Luzon Geographical Area and now the TSU Executive Assistant for Admin and Finance. She discussed the importance of vision, mission, goals and objectives of an organization because it defines

the business, products or services and customers. She also emphasized guidance and clarity on specific human resource issues, relationships and relative ranks of an organization. Towards the end of the activity, the UESO distributed a series of checklist questionnaires particularly on documents required by the Cooperative Development Authority (CDA). The office also identified the ARBO’s training needs. The goal was to assist them in managing their own business enterprises thereby helping attain the ARBOs’ goal of becoming independent and more self-reliant organizations. Follow up trainings, coaching and mentoring sessions were also scheduled for the succeeding weeks.
