2020 USEF JUNIOR HUNTER NATIONAL CHAMPIONSHIPS SPEIFICATIONS The Federation may provide the applicable Recognized Affiliate, Council, and discipline or breed committee with the Qualifying Criteria and Official Specifications for review and recommendation. MEMBERSHIP REQUIREMENTS The horse must be actively recorded with the Federation and registered with USHJA at the time of qualification and on or before the first day of the Championship. The owner of record of the horse must be an Active member in good standing of the Federation and USHJA – i.e. horses must be shown in accordance with GR1102 and GR1108 in order to be eligible to qualify. Horses must have a valid microchip and current USEF measurement card. QUALIFYING A maximum of 200 horses may be accepted on a first-come, first-served basis for the USEF Junior Hunter National Championship – West Coast. Entries must be received at least 24 hours prior to the start of the Championship. ENTRY RESTRICTIONS Each junior exhibitor may show one large and one small entry on both coasts. PHASES The competition will be conducted in three separate phases: Under Saddle to count 20%, Handy Hunter to count 40% and a single Classic Round to count 40%. To determine the winner, scores must be calculated based on the total of the combination of all three phases after the percentages of each phase have been calculated. Under Saddle. To be shown at a walk, trot and canter both ways of the arena. Horses are to hand gallop one direction, halt and back. Light contact with the horse’s mouth is required. Judged on performance and soundness. Manners and suitability to be emphasized. In the Under Saddle phase, horses shall be judged in groups of twelve or less. Each horse shall be judged and given a score based on its performance in the group. Handy Hunter. Obstacles should simulate those found in trappy hunt country. The course must have at least two changes of direction and at least one combination. Horses are required to trot over one fence on the course and may be asked to open a gate while mounted. Emphasis shall be placed on “handiness” for this round. In the Handy Hunter each entry will be given a numerical score based on its performance. Classic Round. The course must include at least ten obstacles, have two changes of direction and have at least one combination. There shall be one single oxer on the course that shall be ridden at the gallop. Emphasis shall be placed on “brilliance” for this round. In the Classic Round each entry will be given a numerical score based on its performance. The same junior exhibitor is required to show an entry in all phases of the competition. Per HU124.2, exhibitors will be eliminated after two cumulative refusals.

Note: If a horse/rider combination does not compete in a phase and/or is eliminated, the horse will receive a score of “0” for that phase but may continue on to compete in the remaining phases of the competition. A horse with a total score of “0” for a phase is not eligible for an award for that phase but is eligible for an ‘Overall award’. JUDGING Three judges will judge each phase simultaneously but independently of each other. Each judge will give every entry a score for each phase. Prior to the Under Saddle and Handy Hunter, each entry’s score in the previous phase shall be totaled and announced. During the over fences phase, the Open Numerical Scoring System is used. After each entry completes the course each judge’s score for the round is immediately shown or announced. The total overall score for each entry is then calculated as soon as it has the completed the last phase. TIES Ties will be broken based on the score of the judge that is designated as judge number one for each phase of the competition. If a tie still exists for the overall standings, the score from the Classic Round will break such a tie. COMPETITION SPECIAL REQUIREMENTS Horses competing in the USEF Junior Hunter National Championship are required to be stabled on the competition grounds beginning at 8:00 pm on Friday, July 17th. Commencing 12 hours prior to the start of the competition and continuing until through competing, only the competition rider may ride his/her entry. These riders must wear their competition number at all times anywhere on the grounds while mounted. Failure to comply with these rules will result in elimination if deemed appropriate by an appeals jury which will be compiled of one of the competition’s Federation Steward(s), a member of the Federation staff and the competition manager. Horses may compete in either the East Coast or West Coast Championship but not both in any one year.

2020 USHJA GLADSTONE CUP EQUITATION CLASSIC SPECIFICATIONS QUALIFYING The ‘Gladstone Cup Equitation Classic’ may be held at either (or both) the East and West Coast USEF Junior Hunter National Champion ships. For 2020 only, any Junior rider that wishes to participate will be accepted for the West Coast Gladstone Cup Equitation Classic. Riders must be an active USHJA junior member at the time of competition in order to compete. Past winners of the former East Coast or West Coast USHJA Hunterdon Cup Equitation Classic or the East Coast or West Coast USHJA Gladstone Cup Equitation Classic are no longer eligible to compete. Once a rider competes in USHJA Gladstone Cup Equitation Classic they are no longer eligible to compete in the THIS Medal classes or Finals. COMPETITION FORMAT Classic Phase: Riders to show over a classic hunter course of at least ten (10) jumps. Scores to be announced. Handy Phase: Riders to show over a handy hunter course of at least ten (10) jumps. Handiness and brilliance to be emphasized. The top twenty (20) riders will return for the Handy Hunter Round in reverse order based on the scores from Round 1. Scores to be announced. Final Phase: Based on the combined scores from Rounds 1 and 2 a minimum of the top four (4) and a maximum of the top ten (10) riders will be asked to switch horses and jump a third course designed by the judges. The third course will use components of the course from Round 1 and/or 2 with a maximum of eight (8) jumps. The jumps may not be changed in any way from Phase 1 and/or 2, and the riders may not be asked to execute anything that they have not already executed on their own horse previously in this competition. Riders will switch as follows: riders one and two, riders three and four, riders five and six, et cetera. The riders will be asked to switch horses in either the show arena or a secured schooling area with the help of one assistant per rider. This assistant may not be the rider’s trainer. A schooling supervisor will oversee the switching of horses and subsequent schooling. Once the riders have switched horses they will line up at the direction of the judges and the course will be announced. As their numbers are called, in reverse order (lower to higher combined scores from Phase 1 and Phase 2) the riders will be asked to do a brief flat, jump no more than two (2) schooling jumps and continue promptly to the final round course. No trainer assistance will be allowed once the finalists have been announced. Number scores will be given, but not announced until the final awards ceremony. COURSE REQUIREMENTS Jumps to be set at 3' 6" with at least ten (10) hunter type jumps including a minimum of two (2) jumps with no ground lines. A variety of jumps that will nicely challenge the riders are encouraged. TACK Refer to EQ106.5a in the USEF Rule Boo k for current specifications.

SCHOOLING Commencing twelve (12) hours before the start of the USHJA Gladstone Cup Equitation Classic and continuing until finished competing in the USHJA Gladstone Cup Equitation Classic, only the competition rider may ride his entry. These riders must wear their competition number whenever mounted. Riders may change horses for the Gladstone Cup only in the case of illness or injury to the declared horse, verification from the horse show veterinarian and approval from the horse show committee. JUDGING PROCEDURES Two judges will be selected by the USHJA for each of the USHJA Gladstone Cup Equitation Classic- East and West Coast events. Both judges will sit together for the duration of the class and provide one (1) numerical score for each competitor in each phase. Riders to be judged on style and smoothness with an emphasis on hunter style of riding. The scores from each round will be combined for a final total score for each rider. The final combined scores from each rider will be used to determine placings. All ties will be broken using the scores from Phase 1. AWARDS The previous year’s winner, if available, will be asked to assist in the presentation of the Top ten ribbons. Ribbons will be awarded 1st – 10th place with the presentation of awards to be given in reverse order. Recognition will be given to the Trainer of the Overall Champion. Recognition will be given for the USHJA Gladstone Cup Top Equitation Horse – West Coast. To be awarded to the horse deemed by the judges to be the best and most suitable equitation horse competing in the Gladstone Cup.

RULES AND GENERAL INFORMATION 1. "Every class offered herein which is covered by the rules and specifications of the current USEF Book will be conducted and judged in accordance therewith."

2. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. See GR901

3. RELEASES

FEDERATION ENTRY AGREEMENT: By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee,

Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered.

I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. SONOMA HORSE PARK: I HEREBY EXPRESSLY, VOLUNTARILY, AND UNCONDITIONALLY RELEASE, INDEMNIFY AND HOLD HARMLESS Howard Herman, Marcia Herman, Meredith Herman, Ashley Herman, Riverside Equestrian Center, Sonoma Horse Park, Sally Hudson and/or Headlands Management, Inc., their owners, officers, members, agents, employees, licensees and invitees, as well as any other person, firm, corporation, company, entity, or anyone in any way connected with the ownership and management of the show premises and the Horse Show, or in control of the premises or equipment related thereto (collectively, “Releasees”) from and against ANY AND ALL CLAIMS FOR INJURIES, DAMAGES, AND/OR LOSSES connected with participation in this Horse Show. This includes, but is not limited to, claims for monetary damages, attorney’s fees, costs, losses, and/or causes of action against Releasees for any and all Harm to me or my horse(s) and for any Harm caused or contributed in any way to by me or my horse(s) to others, arising out of or in any way connected with

participation in this Horse Show, and includes reimbursement of Releasees’ costs and attorney’s fees incurred in defense of such claims. I further agree to this release, indemnification, and holding harmless WHETHER OR NOT SUCH CLAIM, INJURY, DAMAGE, OR LOSS RESULTED, DIRECTLY OR INDIRECTLY, FROM MY NEGLIGENT ACTS OR OMISSIONS OR THE NEGLIGENT ACTS OR OMISSIONS OF RELEASEES, to the fullest extent allowed by law. I also acknowledge that no representations or warranties, whether oral or written, implied or expressed, have been made by Releasees concerning the Horse Show premises, the Horse Show event, or the activities at Burgundy Farms, Riverside Equestrian Center, and/or Sonoma Horse Park, or any other matter. 4. MANAGEMENT: The Horse Show Manager reserves the right to itself to interpret all questions and conditions in regard to, or arising out of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the horse show manager; its decision to be final. 5. RESPONSIBILITY: The Horse Show Manager reserves to itself the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes as competition warrants.

6. CONDITION OF ENTRY: Every horse entered herein for competition will be under the control of the Horse Show Manager, but the horse show manager will in no case be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the individual horse shows and the officials, employees, directors, officers, sponsoring entities, Sonoma Horse Park, Riverside Equestrian Center, Giant Steps, Headlands Management, Inc. and its employees, directors, officers, sponsoring entities of each horse show and the facilities at which each horse show is held blameless for any loss or accident to his horse(s), employee(s), or equipment which may occur from sickness, fire or other cause. All owners and exhibitors shall be responsible for any damage incurred by them, their agents or employees to stalls, buildings, and other properties on the show grounds, and shall be billed accordingly. 7. STALL REQUEST: Trainers will be responsible for payment of all stalls requested. Check or Credit Card required to hold stalls. If stall request are taken, they will only be held until the close of entries. A limited number of 10 x 12 stalls are available on a first come, first served basis. 8. ENTRY PROCEDURES: Entry blanks must be filled out completely, including all classes entered, signatures and organizational membership numbers. Horses entered without classes may be put on a waiting list for classes if rings are fully subscribed. Entry blanks must be postmarked or submitted electronically (showgroudslive.com/headlands or Equestrian Connect) on or before the closing date of entries. Any entry postmarked or entered online after the closing date of entries may be charged a late fee. Late fee is $50. GR907.1 9. JUNIOR HUNTER ENTRIES:

NO ENTRIES WILL BE ACCEPTED AFTER 24 HOURS PRIOR TO THE START OF THE CHAMPIONSHIP. 10. NOMINATING FEE: The Nominating fee will not be deducted from the entry fees. Classes scratched in the Horse Show Office on the official add/scratch forms before the start of the class will receive a full refund. Scratch fees will still apply.

11. ENTRY BLANKS: Care should be taken to enter each horse in its proper division or class. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. In all cases the description on the entry blank must fully identify the horse. The word “entry” shall not be accepted.

A. Be properly signed, and in the case of a minor, be signed by a parent or guardian. B. Be made on an entry blank provided by the show. C. Show the correct mailing address of the owner. D. Social Security number must be included on entry blank.

E. Include copy of USEF membership card for each owner, lessee, agent, trainer, coach, rider and handler. F. Include copy of USHJA membership card for each owner, lessee, agent, trainer, coach, rider and

handler. G. Include all additional membership numbers and birth dates of junior and amateur riders. Please

attach photocopy of USEF amateur card. H. Please attach photocopy of USEF measurement card for any Junior Hunter entered in the hunter

division. I. Payment for Nomination Fee & Stall Fee per horse must be included. J. Credit card number, expiration date and signature should be included on the credit card form.

12. REFUNDS: All refund requests must be submitted in writing.

Before close of entries all fees will be refunded. After the closing date of entries, no refunds will be given unless you meet one of the following

requirements: Prior to start of show, entry fees will be refunded less the stall fee and office fee.

After the show starts, classes that are scratched in the Horse Show Office before the class has

started will be refunded.

After the show starts, add and scratch fees for Classics, Grand Prix, Stakes and Special Classes

may apply.

13. RETURNED CHECKS: Checks returned by the bank for any reason are regarded as a most serious offense and will be handled in the following procedure. $50 OR 10% OF THE AMOUNT OF THE CHECK WILL BE ASSESSED FOR EACH RETURNED CHECK!! Accounts will be given ten days to be paid in full with cash, or cash equivalent or they will be turned into USEF and PCHA for further disciplinary action. Credit Cards declined and chargebacks will be handled as above. 14. UNPAID CHARGES: If the show management or show official (i.e. farrier, veterinarian, feed supplier, photographer, food concessionaire, etc.) must bill an exhibitor for unpaid charges, a $50 billing fee will be added to the amount due.

15. PRIZE MONEY: Prize money not deducted from the statement will be made payable to the owner listed on the entry blank and mailed within thirty days after the show. PRIZE MONEY WILL NOT BE MAILED UNLESS THE OWNER'S SOCIAL SECURITY NUMBER IS LISTED ON THE ENTRY BLANK. ANYONE REQUESTING 1099 CHANGES AFTER THEY HAVE BEEN MAILED WILL BE CHARGED $100 TO BE PAID IN ADVANCE. PRIZE MONEY CHECKS NOT CASHED AFTER 90 DAYS WILL HAVE A STOP PAYMENT PLACED ON THEM AND THE EXHIBITOR WILL FORFEIT THE PRIZE MONEY.

PRIZE MONEY WON BY FOREIGN EXHIBITORS: Foreign exhibitors are advised that the U.S. Internal Revenue Service requires sporting events to withhold 30% of prize money won in the United States. Foreign exhibitors should apply for a U.S. Social Security number and will be asked to complete form W-8 prior to the Headlands Management, Inc. horse shows issuing prize money won.

16. ARRIVAL AND DEPARTURE: Horses and Grooms may arrive and depart within the days and hours listed below.

17. MOTORIZED VEHICLES: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. USEF GR1301.7. The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. USEF GR1301.8. 18. PARKING: Horse trailers will be parked in designated areas. Autos will be parked in designated areas. No autos in the barn isles.

19. LIMITED RV's: RV parking is available at $400 per RV per show. Includes 30 amps of electricity, water and two pump-out services. If available, 50 amp spaces will be available for $550 per show. There are VERY LIMITED spaces available. RV's must park in designated area with a dated permit provided by the show. Permit must be visibly placed in windshield. RV’s will be pumped on Thursday and Saturday Evenings. Reservations will be taken on a Paid first come-first served basis.

20. STABLING: Request for stalls for horses not entered in the show or for tack, feed or grooming may be reduced by management and refunds given, if there is a shortage of stalls. NO STRAW ALLOWED.

21. STALLS: Exhibitors are responsible for the condition of the stalls upon departure. Anyone dismantling stalls or causing damage to a stall will be charged a $100 fee per panel, with a maximum fine per stall of $400. Wood and canvas stalls are 10 x 10 with top & bottom doors. Chinook Stalls (puck board) are 10 x 12 with doors. All stalls have dirt floors.

22. FEED AND BEDDING: All feed orders received in the Horse Show Office by NOON will be delivered the same day. Saturday feed orders must be in by NOON. No deliveries on Sundays. All feed orders must state barn and stall numbers. Feed and bedding will not be delivered without a signed open check or credit card # on file at the Horse Show Office.

23. MEDICAL WASTE: Needles must be placed in the proper receptacles. Anyone found in violation shall be subject to a $100 fine or other penalties deemed necessary by show management. USEF GR1210.4

24. NUMBERS: Management will provide a number card for each competitor which shall be worn on the rider's back for hunters and equitation and must be clearly visible to the judge at all times when in competition.

25. HARD HATS AND ATTIRE: USEF GR801 will be strictly enforced. It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. GR801.2 All exhibitors are required to wear shoes or boots with a riding heel whenever mounted on horseback on the grounds. GR801.9

26. SCHOOLING SUPERVISION: Please be advised that the starters are schooling supervisors and have absolute authority to scratch riders who do not follow USEF schooling rules. They can scratch riders without going through the USEF Steward or the Horse Show Manager. 27. DOGS: Dogs are not permitted to be loose on competition grounds and must be held on a leash or otherwise restrained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs’ behaviors. Dog owners failing to comply with this rule will be issued a Yellow warning card may be subject to penalty under Chapters 6 and 7. See USEF GR1301.6

Loose dogs may be picked up and detained. A second offense may cause the owner to be barred from showing and expelled from the show grounds. Management reserves the right to call Animal Control to have an animal removed from the premises.

28. LUNGING: Lunging is NOT permitted in the following arenas: Grand Prix Arena, Grand Prix Warm-Up, Main Hunter Arena, Jumper 2 Arena, Hunter 2 Arena, Hunter 3 Arena or Hunter 4 Arena. The trainer will be fined $50 each time anyone is caught lunging in any of these arenas. The $500 penalty fee will be added to the trainer's show bill and is expected to be paid upon show check out.

29. ARENAS: Grand Prix Arena, Jumper 2 Arena, Main Hunter Arena, Hunter 2 Arena, Hunter 3 Arena is sand and CLOPF® Fiber. All other arenas are sand footing.
