1. Introduction

Due to population explosion, the forest and Wildlife of our State have been subjected to serious

threats resulting in large scale illicit felling and poaching. The main role of Forest Department is

to protect forest/wildlife and conserve bio-diversity from the biotic interferences like,

encroachment, illicit felling of trees, poaching and fire hazards with active participation of forest

communities. The present mandate of the Odisha Forest Department is defined by the 1988

National Forest Policy. The primary objectives are:

Maintenance of environmental stability through preservation; and restoration of the

ecological balances where serious depletion of the forests happen.

Conserving the natural heritage of the state by preserving the remaining natural forests.

Increasing sustainability & the forest/tree cover in the State through massive afforestation

and social forestry programme.

Thus, the principal aim of our State policy is to ensure environmental stability and maintenance

of ecological balance including atmosphere equilibrium, which is vital for sustenance of all life

forms - human, animal and plant.

Forest HRMS is an employee information management system which is responsible to store the

details of all employees. HRMS has been designed to store and manage all the information of an

employee in a systematic manner. Here user can add an employee, view the profile of an

employee, can edit the information of an employee and can delete an employee. Once data will

be saved in data base, it can be retrieve and check as per the requirement. This application is

responsible to store all information of an employee.

2. Purpose of document

This User Manual contains all essential information for the user to make full use of the

information system. This manual includes a description of the system functions and capabilities,

contingencies and alternate modes of operation, and step-by-step procedures for system access

and use.

3. Login to the system:

User has to perform following steps to access the HRMS application

1. Type the URL www.odishaforest.org in address bar.

2. Press enter from keyboard; the home page of the website appears.

3. Go to Forest apps menu in menu bar & click on the forest HRMS submenu as showing in fig.

HRMS 1.

4. A window appears displaying the login page of HRMS as shown in fig. HRMS 2.

5. Type the user id, password & enter Captcha (fig. HRMS 2).

6. Click on Login button (fig. HRMS 2). As a result the user logon to the HRMS application.

On successful login the HRMS home page will be displayed.

7. Then click on HRMS tab. (fig. HRMS 3).

Note: User can make use of logout button present on home page to sign out of HRMS application.

4. Add Employee

To add a new employee performs the following steps:

Click on add employee button (Fig HRMS 5).

The add employee page appears as shown in Fig. HRMS 6.

Select employee type, circle, division and post from the dropdown field.

Type the employee name in employee name text box.

Type the mobile no. in mobile no. text box.

Type the HRMS ID in HRMS ID text box.

Select the date from employee date of birth calendar.

Click on save button to save the newly added employee data as shown in fig. HRMS 6.

Click Reset button to refresh the values from all fields.

5. View Profile

After click on view profile icon profile information page appears as shown in fig. HRMS 6.

Profile Information

Click on view profile button to check the profile of an employee.

The employee information page appears as shows in fig. HRMS 7.

There are four tabs as personal details, service details, Training, Disciplinary Proceedings.

Personal details tab shows personal information like Name, qualification, father’s name, mother’s

name, address, mobile number, child details etc.

Service details tab shows the service information of an employee.

Training tab shows the training details like training name, training institute, from date & to date.

Disciplinary proceeding tab shows an information like office order number, explanation

submitted, enquiry officer appointed, final order passed, appeal petition filled etc.

There is a generate button in each page.

Click on the generate PDF button (Fig. HRMS 7) to generate the profile information in PDF

format.

6. Edit an employee Profile

To edit the employee information, go to user listing, click on manage profile icon as shown in fig.

The edit profile window appears as fig. HRMS 9.

Fill up all fields like name of the employee, fathers name, mothers name, permanent address,

present address, mobile number, bank account number, e-mail id etc. in personal details tab.

Click on the browse field to upload the document.

To add the details of child, click on add child button in child details tab.

Type the child name in child name text box.

Select the date from child date of birth calendar.

Select gender from child gender drop down field.

Click on close button to close the tab.

Then click on save button to save button to save the data.

To add the details of service, click on service details tab.

Select the date from DOJ in service, DOJ in present place of posting and DOJ in present rank

calendar.

Select joining/present cadre, controlling officer and present rank from drop down field.

Type the place in present place of posting text box.

To add the details of previous posting, click on the previous posting details tab.

Select cadre, previous rank, posted as, and controlling officer from the drop down field.

Type place of posting in place of posting text box.

Select from date & to date from the calendar field.

Then click on save button to save the data.

Click on the close button to close the tab.

To add the training details click on the training details tab.

Type training name in training name text field.

Type institute name in training institute text field.

Select from date & to date from calendar field.

Click on save button to save the data.

Click on close button to close the tab.

To update the disciplinary proceeding click on disciplinary proceeding tab.

If there is no disciplinary proceeding of an employee, choose the radio button as ‘No’ and click

on submit button to submit the record.

If there is a disciplinary proceeding choose the radio button yes.

Fill up the office order no. in office order no. text box and upload the document in browse field.

After fill up the office order no., explanation submitted radio button automatically appears.

If there is no explanation submitted, choose the radio button as No and click on submit button.

If there is any explanation choose the radio button as yes.

Upload the explanation submitted document in browse field.

If there is no or not applicable enquiry officer appointed, choose the radio button as No and click

on submit button.

If there is any enquiry officer appointed choose the radio button as yes and upload the document.

If there is no submission of enquiry report, choose the radio button as No and click on submit

button.

If there is any submission of enquiry report choose the radio button as yes and upload the

document.

If there is no enquiry report submit upon delinquent, choose the radio button as No and click on

submit button.

If there is any enquiry reports submit upon delinquent choose the radio button as yes and upload

the document.

If there is no delinquent’s reply received, choose the radio button as No and click on submit

button.

If there is any delinquent’s reply received, choose the radio button as yes and upload the

document.

If there is no show cause notice issued, choose the radio button as No and click on submit button.

If there is any show cause notice issued, choose the radio button as yes and upload the document.

If there is no final passed order, choose the radio button as No and click on submit button.

If there is any final passed order, choose the radio button as yes and upload the document.

If there is no appeal petition, choose the radio button as No and click on submit button.

If there is any appeal petition, choose the radio button as yes and upload the document.

If there is no order passed on appeal petition, choose the radio button as No and click on submit

button.

If there is any order passed on appeal petition, choose the radio button as yes and upload the

document.

Then, click on submit button to submit the document.

Click on reset button to reset all values.

7. Delete an employee profile

Click on the remove Icon as shown in fig. HRMS 8 to delete an employee record.

8. Search an Employee

To search an employee fill up all fields and click on search button.

Select circle controlling officer, division controlling officer and post from dropdown field.

Select date of joining and click on search button.

A user can search by circle wise, division wise or post wise.

Fill up the name field and click on search button to search an employee by name wise.

9. Logout

Check the logout button in left top as shown in fig. HRMS 10.

Click on logout button, as a result user will logout from the HRMS applications.

Logout button appears on each page.

This button can be used to logout from the application at any time.
