NOAAPort DVB-S 10 Mbps North-America At least 2013 Requirements driven by NWS offices

LRIT (incl EMWIN)

Direct Readout (*)

300/400 kbps Whole region Yes Bandwidth limits the selection of products

ISCS VSat 128/64 kbps

Whole region TBD after 2012 ICAO and WMO requirements. Limited flexibility

RANET Various Large footprint TBD Suitable for end-user distribution, remote areas

(*) « Direct Readout» because LRIT is transmitted from a meteorological satellite

System ¦ Data Rate ¦ Coverage ¦ Sustainability

Several data distribution capabilities available in Regions III/IV but issues with - integration; - data/products available;- bandwidth;- sustainability of service.

FindingsDATA DISTRIBUTION SYSTEMS

- Direct Readout an option for only few countries (Brazil, Argentina, Canada)

- Ftp/internet with limited bandwidth for NRT applications

- GNC-A / EUMETCast-Americas possible solutions but need (i) additional data and (ii) confirmed sustainability and operational support

Achievements :Mitigating the loss of GOES-12

• NOAA/NESDIS (M. Kicza,

5 Aug 2013) letter to WMO

– Informed about decommissioning of

GOES-12; Asked RA-3-4-SDR to

collaborate on planned GOES-13

optimized schedule

• RA-3-4-SDR considered user needs

and other imagery (Meteosat )

• Matched against technical constraints

• New schedule went operational on

6 May 2014

• Ensures scanning of most of South

America at least hourly at all times

• In addition, Group generates GEO-

LEO mosaic for low-coverage areas

NOAA Satellite Conference Action Items (2013)

16

Action Response NOAA (8 Apr 2015)

6) Will GEONETCast be an operational system that us ers can base their operations on?

GEONETCast Americas is complementary to NOAA’s directreadout and online dissemination services. NOAA is workingclosely with regional partners to support the nine GEOSSSocietal Benefit Areas and to address the requirements of theCoordination Group on Satellite Data requirements for RA II I andRA IV. The internet connection, processing system, satelliteuplinking system, and satellite transponder are all monito red 24x 7 x 365. The operation of individual content channels, configuration settings within the accounts and incomingproducts are administered on an 8 x 5 or Monday through Fridaybasis and are therefore best effort. Availability of the bro adcastis nearly 100%.

8) Can NOAA, in coordination with RA III, create a Satellite Application Partners (SAP) team to addres s the following applications: lightning, winds, sounding, cloud classification, precipitation estimation etc.?

Increased coordination with RA III is possible and will need to be pursued virtually and possibly through visiting Scientist exchanges of subject matter experts. In some instances, the RA III and RA IV Satellite Data Requirements Coordination Group may be a vehicle for strengthened coordination. .

10) Can NOAA, in coordination with RA III, create a Satellite Archive and Dissemination Partners (SADP) team to mirror data access and historical data dissemination for the users mainly interested in products?

The RA III and RA IV Satellite Data Requirements Coordin ation Group may be a vehicle for strengthened coordination. This group will be meeting at NSC 2015 and these items can be discussed.

Action Response NOAA (8 Apr 2015)

12) Can NOAA provide a better definition (use and p lanned use) of the GEONETCast system?

NOAA continues to support the regional GEONETCast Americas (GNCA)service and has made several enhancements to the broadcast i ncoordination with our partners. GNCA is part of the global GE ONETCastsystem […]

NOAA is working closely with regional partners to support th e nineGEOSS Societal Benefit Areas and to address the requirement s of theCoordination Group on Satellite Data requirements for RA II I and RA IV.GNCA product requests are vetted by the GNCA Coordination Gr oup […]

NOAA and its partners completed two projects to add GOES East FullDisk imagery in three channels, in GEOTIFF format in 2014 and then toadd GOES East North and South Sector imagery in three channel s, inGEOTIFF format in February 2015.

NOAA plans to replace the GOES East NOPimagery with an equivalent amount ofGOES-R series imagery if GOES-R is placedat the GOE S East position.

GNCA supports capacity building through assisting the effo rts ofcountries to add receive stations and develop national netw orks likethose in Brazil, El Salvador, Costa Rica, Colombia and plann ed inMexico ; collaboration with the WMO Virtual Laboratory for Training andEducation in Satellite Meteorology (VLab) and promoting pa rticipation inthe GEONETCast Americas Coordination Group.

Points for Discussion

1. How to ensure that data distribution systems meet the regional satellite data requirements on an operational basis?

2. How to prepare the Region to receive and exploit data from the next satellite generation (GOES-R)?

3. How to ensure effective dialogue of Group with satellite operators at both technical and management levels?

4. How to ensure continued leadership and support to the Group?
