Directors Philosophy
w Keep me informed ask yourself What do I know? And, who else needs
to know? Bad news does not get better with age.
wSeek opportunities to develop subordinates (e.g. PME, Conferences, etc.).Take care of your personnel and yourself.
w Lets make working in C4 fun. We work hard, and we play hard.
w Develop reasonable goals and objectives.
w Help me make informed decisionsbrainstorming is important.
w Do complete staff work Avoid leaving the monkey on my desk. When
given a task, you are responsible for the care and feeding of the monkey
until the task is complete. Understand the issues and its context. Provide
analysis of the facts and details. Be careful about spinning me in the over
head without all the facts.
w Attempt to work actions at the lowest level.
wWhen possible, use formal tasking (e.g. Naval message/letter, route sheet).
It facilitates staff coordination and input. Avoid getting caught-up in the
vicious e-mail cycle. Please be mindful when you state a position make itclear whether its your personal or the Departments position.
w Keep briefs and point papers neat, simple, and to-the-point (include
speaker notes and clouds).
wWere a rst class organization committed to producing rst class products.
w Put the bottom line up front.
wDont assume Im familiar with a specic issue, ask the questions.w Dont hesitate to ask for guidance.
w Keep track of your own deadlines.
w Look for opportunities to use other peoples money.
w Choose the difcult right over the easy wrong.
w Dont cut corners.
w Sometimes it pays to help others achieve their objectives to further thedepartment objectives.
wRemember, you can catch more ies with honey than vinegar.

F Serves as the Departmental POC and provides
the Departments coordinated response.
F Lead division is responsible for the total
response/product identied in the original tasker.
wWhen preparing a speech or brief for the Director, the LD (AO) not onlyprepares the speech/brief, but also follow-through after it is approved to
ensure copies and media get to the appropriate forum. Also, the same
holds true to ensure that appropriate C4 read-aheads are provided to
DMCS for CMC and ACMC.
C4 Portal
The C4 Portal is a virtual information-sharing environment for all personnel
within and selected personnel external to the Department. Designed to
improve the ow of information by attening and removing barriers, we
recommend that all users login daily to remain abreast of issues affecting
the Department. Some information currently available includes:
wMCATS Taskers. A replica of taskers listed in the Marine Corps ActionTracking System (MCATS) assigned to C4. Designed for information
purposes, do not answer taskers on this site. Instead, answer taskers by
logging-in to [email protected].
wC4 Calendar of Events. List of upcoming events that require C4
representation/visibility.
wNMCI Shared Forum. Created for Principal G-6s and Commanding
Ofcers, which allows exchange of dialogue and direct communication withthe Director, C4 on issues impacting the C4 Community. Allows the Director
rsthand-account of issues and concerns around the operating forces.
Placement of information on this site is strictly limited to Principal G6s,
Commanding Ofcers and C4 Division Chiefs, others are limited to read-only.
wTop 10 List. Due 1200, each Friday, the Top-10 List is submitted to the
Director. The report is written at the executive level and details the 10 most
signicant issues from each Division.Note: The EA extracts the most signicant issues (compelling enough
for the CMCs attention) from the Top 10 report for inclusion into the CMC
Twice Monthly report. The CMC Twice Monthly report is submitted the rst
and last Wednesday of each month.

wC4 Conference Room Schedule. Conference room reservations are
made directly by the requestor. In the event the Director or Chief
Technology Advisor requires use of the conference room when reserved,
the POC will be contacted so that alternate reservations can be made.

POC is responsible for the following:
FEnsure trash is placed in receptacles.
FReport any malfunction/inoperable media devices and computer
equipment to C4 Admin.
FWhen meetings involve classied information, notify the Security
Manager or the Assistant Security Manager, at 693-3464.

Director, Chief Technology Advisor and Executive Assistant to assign
taskers to Division Chiefs and action ofcer.

portal. To place a supply request, go to C4 Admin Resources Link, (left
hand Quick Launch column), select Ofce Supply Requests, create a

up in the catalog and enter it in. Once a supply request is placed in the
portal, it will remain in the active view until the item(s) are received. C4 will
notify each division when the order arrives. It is the responsibility of the
division to retrieve supplies from C4 Admin. However, due to limited space
in Admin, supplies must be signed for and picked-up within 48 hours after
notication. Supplies are ordered on the rst Tuesday of each month.
Essentially, each division has until the last day of the month to place an
order for purchase on the following month. For examples, during the month
of Sep, all supply items listed in the portal received by COB, 31 Aug (last
day of the month) will be requisitioned on Tuesday, 5 Sep. All requests
received on 1 Sep through 29 Sep will be ordered the following month.
