Resumen

Elpaisajeresultadeprocesosencontinuainteraccineneltiempoyenelespacioquequedan reflejados en los usos del suelo.De all que el objeto de estudiode este trabajo serefierealasfranjasprximasacentrosurbanos,lasqueseencuentransometidasalconstanteempuje del crecimiento de la ciudad a causa de la funcin residencial y de diferentesactividades complementarias (servicios e infraestructuras), que dan lugar a un espaciodinmicoycomplejo,yaqueelintensoprocesodeurbanizacingeneraunsectorespeculativoque se apropia de tierras con renta agrcola para obtener renta urbana. Este territorio debordeest sometidoaprocesoseconmicos relacionadoscon la valorizacincapitalistadelespacio,comoconsecuenciadelaincorporacinrealopotencialdenuevastierrasalaciudad.

Enelreaseleccionadaparasuestudio,seobservaqueelcrecimientourbanoimplicala incorporacin de nuevos territorios rurales en el complejo sistema que comprende unespacioenmutacin,comoloeslaciudadysusreasdetransicin,sintenerencuentaparaello las relaciones existentes entre las demandas que incorporan estas propuestas y ladinmica de los condicionantes naturales, conjuntamente con la dinmica propia de lasactividades tradicionalespreviasa esteproceso (agrcolas, ganaderas), lo cual complejiza lasproblemticasambientalesderivadasdelastransformacionesdelespacioinvolucrado.

El crecimiento de este espacio de transicin del AMGR presenta cuatro formasespacialesbsicasreconociblesdeocupacinconfinesurbanos,queson:desarrollocontinuodebajadensidad,desarrolloen faja,desarrollodiscontinuooensaltoderanaydesarrollodisperso extraurbano. El efecto de este fenmeno es el aumento de sistemas deinfraestructura viaria y demovilidad intraurbana, que acenta el crecimiento de lamanchaurbanaconcomitanteconbolsasdemarginalidad,vacosurbanosypobreza,aloquesesumanespaciosurbanizadosconunaltogradodevulnerabilidadhdrica.

Esta aproximacin de anlisis sobre la ocupacin de lo urbano sobre lo rural, conespecial nfasis en los espacios de transicin, permiti deducir el comportamiento de lasituacindelatierra,verificarlaorganizacindelamismaylosproblemasqueafectanalreaencuestin.Palabras Claves: Crecimiento urbano, espacios de transicin urbano rurales, condicioneshidrogeomorfolgicas, tendencia natural, accin antrpica, uso del suelo, problemticas,diagnsticoygestin.

1.Introduccin

LapresentetesistienecomometaestudiardesdelaGeografaalgunascaractersticasdistintivas del crecimiento urbano del rea Metropolitana del Gran Resistencia, poniendoespecialnfasiseneldesarrolloqueseproduceenlosespaciosdetransicinurbanosruralesdedichoaglomerado.

Enelmismosetienenencuentaelfenmenodelaexpansinurbanaasociadosconeldesarrollo de la mancha urbana y la fragmentacin territorial, a los que se suman loscondicionanteshidrogeomorfolgicosy la tendencianaturaldel sitio.Estoselementos, juntoconladinmicadelsistema,definenlatrazaycrecimientodelaciudadysucomportamientodalugaraproblemticasenrelacinconladegradacindelosentornosylavulnerabilidaddesupoblacin.

En este aspecto, la tendencia natural junto con los procesos antrpicos actan, enconjunto, en la configuracin de reas con fisonomas particulares. Los resultados de estosprocesos e interacciones, ya seande ordennatural o antrpico configuran en el espacio unmosaicodefisonomasdenominadospaisajes.

La nocin de paisaje aporta la dimensin sociocultural a los problemas deordenacindelterritorio,porloquepodraenriquecerlaspropuestasdegestinterritorialconel conocimiento ms profundo de la relacin entre los procesos naturales, sociales,econmicosyculturales,facilitandolacomprensindelasociedadengeneralconrespectodelastransformacionescausadasporestosprocesos.

Paraello,elmarcometodolgicoparaelestudiogeogrficodel temaencuestinsebasa en el sistema GTP (geosistema, territorio, paisaje) presentado por Claude y GeorgesBertrand (1968), que nos permite entender los procesos y caractersticas principales delpaisajeensudimensingeogrfica

Valindosedeesteenfoquegeogrficoysistmicoquepuedesignificarelpuntodepartidadenuevasinterpretaciones,eltrabajodetesisaportarunensayoconformadoporun

conjunto ordenado de representaciones grficas y cartogrficas, con su correspondientevertidodeconceptos.

2.MtodosyTcnicas

Paraeldesarrollodeltrabajoseaplicunmtodoparaelestudiodelpaisajeapoyadoenunaconcepcingeogrfica,siguiendolosprincipiosdelageografa(localizacin,causalidad,conexinyevolucin)yfocalizadaenlavisinsistmicaparaconcluirenlasntesisgeogrfica.

Esteenfoquerespondia lanecesidaddedetectarycaracterizar losprincipalestiposde paisajes resultantes de procesos naturales y antrpicos en el AMGR y sus alrededores,centradosenlaexpansinurbanadedichametrpolissobreespaciosrurales;valindoseparaellodebasescartogrficas,desntesisehistricas,complementadasconfotografasareaseimgenessatelitales.Estosrecursosestuvieronorientadosalusodeherramientasinformticasquepermitieronanalizaryevaluarlasdiferentesvariablesqueintervienenendichoproceso.

3.Laurbanizacinenelcontextoregional

Los aspectos ms importantes del crecimiento urbano de las ciudades del NEAduranteestosltimosaosestuvieronasociadosal impactoproducidoaprincipiosdeladcada pasada por el proceso de privatizacin de las empresas del estado, ladesregulacin y apertura de las actividades econmicas y los efectos iniciales de laestabilizacin de la economa y la expansin del crdito, que dinamiz y modernizalgunas actividades comerciales y de servicios vinculadas a los sectores financieros,energticos,decomunicacinydelaconstruccin.

El resultadosobreelespaciourbanodeestosprocesos trajoaparejado,porunaparte,larenovacindelaimagenurbanadelcentrodeestasciudadesydealgunasreasrevalorizadas,comoproductodelgastopblicoenobrasdeinfraestructuraylainversinprivadaenel sectorcomercialdeserviciose inmobiliario,mientrasque,porotraparte,la expansin de grandes reas residenciales de baja calidad ambiental y serviciosdeficientes como producto de la accin autogestionaria de los sectores populares y lapoltica habitacional pblica, que han contribuido a definir un espacio urbano decontrastesyfragmentacinsocial.

Sobre este proceso tuvo una incidencia importante la segregacin urbanaproducida por la implantacin de grandes obras pblicas de infraestructura en lasprincipales ciudadesde la regin, que contribuyeron a redefinir reas socialmentemshomogneas hacia su interior y dispares entre ellas, en trminos jerrquicos, como astambin, la baja calidad del espacio pblico de estas reas promovida por las polticaspblicas,quenohancontribuidoalaintegracinsocialdelapoblacin.

4.Condicioneshidrogeomorfolgicasdelsitio

LascaractersticasmorfomtricasdelsitiodelAMGR.yzonasaledaassonelresultadode ladinmicadelroParanquesecomportacomoungranreguladorhdricoytopogrficodelespaciosujetoaestudiodebidoalamagnituddesucuencayelcaudalquetransporta,loquegenerainnumerablesformasfluviales(actualesoabandonadas)queincidenenelrelievegenerando irregularidades topogrficas. Las accin antrpica sobre este espacio natural, sehanhechosentirdesdelosalboresdelaocupacin,tantoporlosusosdesueloagrcoladelosalbardones comopor la explotacin forestal. La expansindel reaedificada, los servicios einfraestructurascomoel trazadodevasdecomunicacin,sedioentodossentidos,peroenespecial,conmirasalaconexindelpuertoconlasreasdeproduccinlocalesyconlasreasmslejanasdelterritorio.

EnconsecuenciasemodificaslafisonomadelreadeinfluenciahidrolgicadelroNegroyde supropia fajadedivagacin,no solopor la supresindeelementos sinopor lasalteracionesdelosquequedaron,fenmenoqueserepiteenlaactualidadenlasriberasdelroTragaderoyplaniciesencerradas,prximasaColoniaBentez.Estasituacinderellenodelas lagunas,desufragmentacinodesuaislamientodelcursoprincipal,noslo incideen ladepresin al modificarse la primitiva morfologa, sino que se altera el comportamientohidrolgicoqueaellaseasocia.

ComoeselcasodelAMGR.,lamayoradelosproblemasambientalesdependendedesajustes iniciales en la seleccin o utilizacin del sitio original. En ocasiones, latransformacin del espacio natural inicial por usos intensivos, supera condiciones naturalesgenerandounciertocolapsodetalsitio.Latransformacindelentornonaturalporefectosde la urbanizacin, constituye una de las formas ms intensivas de modificacin de dichoentorno,desarrollndoseenciertoscasos,situacionesambientalesextremadamentecrticaseirreversibles.

5.ElAMGR.comoorganizadoradeladinmicadedesarrollourbano

El crecimiento del AMGR presenta cuatro formas espaciales bsicas reconocibles deocupacin con fines urbanos, que son; desarrollo contino en baja densidad, desarrollo enfaja,desarrollodiscontinuooensaltoderana,ydesarrollodispersoextraurbano.Elefectode ste fenmeno es el aumento de sistemas de infraestructura viaria y de movilidadintraurbana que acentan el crecimiento de lamancha urbana concomitante con bolsas demarginalidad,vacosurbanosypobreza,a loquesesumanespaciosurbanizadosconunaltogradodevulnerabilidadhdrica.

La ausencia de planeamiento en las periferias urbanas es muy visible. Ah est larealidad:unaextremadegradacinambiental,unaacentuadadesarticulacinfuncionalurbanaentre las colonias perifricas y la ciudad, un uso del suelo irracional, una dispersin e

insuficiencia de equipamiento y servicios, unamasa humana desintegrada socialmente quegeneraproblemasdedesadaptacinyfaltadesentidodepertenenciaallugarenquevivenporlaausenciadeidentidadconelmismo.

6.Condicionesydinmicasdeunespacioruderalsujetoalapresindelaexpansinurbana

Entre las caractersticas ms destacables del sitio que comprende el rea sujeta aestudiosepuedendetallarqueesunaplaniciealuvialcomplejadondeseobservalapresenciade terrenos elevados de baja amplitud que estn ocupados por relictos de leosas cuyaspoblaciones son tolerantes a la accin de las inundaciones y sequas moderadamenteprolongadas.Estosseencuentran intercaladosentreterrenosbajoscuyoescurrimiento lentose produce demanera laminar con un gran desarrollo areal donde la permanencia de aguaest condicionada por el efecto de frenado que generan los obstculos topogrficos ybiolgicos,yqueseacentanconlosantrpicos.

En esta interfase urbano rural estudiada se observa que la coexistencia de ambosusos es contradictoria, ya que en la misma se dificulta la convivencia de su poblacin enrelacina interesesdismiles,pero se tolera lacompetenciaentreeldesarrollourbanoy losusos rurales, recibiendo en consecuencia todo tipo de poblacin: poblacin urbana enbsquedademenorescostosdevidaomejorescondicionesambientalesydevida,poblacinruralenbsquedadenuevasoportunidadesdetrabajoporlareduccinydegradacindesustierras, y la implantacin de actividades de servicios propios de la vida urbana (oficios,domesticas,etc.),queensuconjuntorespondenalasdinmicasregionalesynacionalesdesdelapequeaalagranescala.

7.Dinmicayconfiguracindelosusosdelsuelodeunespacioruderalsujetoalapresindelaexpansinurbana

Loplanteadoconanterioridadevidencialabajaintegracinentrelonaturalysocial,yaque no se tienen en cuenta simultneamente los diversos tipos de actores sociales, losobjetivos ymetas oficiales sectoriales, la incidencia que tiene el efecto de intervencionesexternas para obtener beneficios a corto plazo, las polticas de desarrollo y sus cambiosrpidos,lareparticindelosbeneficiosdelusodelosrecursos,etc.

Estaproblemticas,ensuconjunto,danlugaralaprdidadeatractivoeconmicodelasproduccionesprimarias(agrcola,ganadera,hortcolayforestal)enlazona,generandounatransformacin en la valoracin del uso del suelo, ya que este deja de tener un valorespeculativodesdeelpuntodevistaproductivo(aptitudagrcola,receptividadganadera,etc.)paraadquirirunvalorespeculativodetipoinmobiliario(distanciaalarutaycentrospoblados,servicios,etc.),quederivaenlaacentuacindeprocesosdeurbanizacinapartirdeloteosyedificaciones.

Estosprocesos,organizadosengrupos, incidirnen ladinmicayelcomportamientodelaevolucindelpaisajepormediodeunasecuencialgicadecambiosdepropiedadesqueresponderan,ensuconjuntoalaaccinantrpicasobreelreadeestudio,quedenotomarselas medidas preventivas pertinentes se acentuaran, dando lugar a problemticas an mscomplejas que las diagnosticadas y analizadas en este trabajo, por lo tantoms difciles depaliarysolucionar.Seobservaqueelprocesodeexpansinurbanasobreelespaciosujetoaestudio:

contribuyeaundebilitamientodelosequipamientosyserviciospblicos. disminuyeelmantenimientoefectivodelasinfraestructurasexistentes. incrementaloscostossocialesdetransporte. consumemsrecursosqueotrospatronesdedesarrollourbano. limitaagranpartedelapoblacinlocalalaccesoapuestosdetrabajoenelAMGR. incrementalosgastoseneltiempodetransporte. degradalacalidaddelaireydelagua. suponeunaalteracinodestruccinpermanentedeloshbitatsnaturales.

8.Comportamientotendencialydeseadodeladinmicadelosusosdelsuelodeunespacioruderalsujetoalapresindelaexpansinurbana

Como se ha mencionado en apartados anteriores, en la identificacin de lasproblemticassepartedeunenfoqueintegradoysistmicodelpaisaje,conlopretensindebrindarlineamientosparaelordenamientoambientalqueelsistematerritorialdebealcanzar.

Paradichoplanteosetrabajsobredosgrandessistemas,elnaturalyelantrpico;enel primero se tuvo en cuenta solamente aspectos fsicos y biolgicos que caracterizan elcomportamientodel readeestudio, sinporellopasarpor alto laaccinhumana sobre losmismos.Encambio,elsistemaantrpicoseorganizapartirdecuatrosaspectosdinmicoseinterrelacionadosentre s:elproductivo (explotacin forestal, ganadera,agrcola,hortcolaeindustrial),elinmobiliario,lapoblacinylasinfraestructurasyservicios.

Enrelacinalsistemanatural,tantoelaspectofsicocomoelbiolgicopresentanunafuerte degradacin delmedio ambiente, resultado de la acentuacin de procesos naturales(erosin, colmatacin, inundacin) y la alteracin de las formaciones vegetales originales atravsdelaaccinantrpica(dilapidacin,sobreexplotacin,avancedeinvasoras,extincin)

Con respecto al sistema antrpico, en el aspecto productivo, que implica lasactividadesprimariasydetransformacin,lamayorpartedelosproblemasidentificadosestnrelacionados con la degradacin del medio por sobreexplotacin, erosin, compactacin,contaminacin y enfermedades, sumados a la escasa rentabilidad econmica productiva delmismoporfaltadecoordinacinycomplementacindelaexplotacinanivelpredio,aloquese aade la escasa transformacin, preservacin, promocin y comercializacin de losproductosobtenidos.

Enelaspectoinmobiliariosehacereferenciaalosfinesdeocupacindelsuelo.Enelmismo,seobservaunaalteracinde lascualidadesespacialesporunaocupacinanrquica,resultado de una acentuada especulacin inmobiliaria, que responde, en primer lugar, a unaceleradocrecimientodemogrficoyaunadensificacinurbanaporprocesosmigratoriosdembitosruralescercanosydelaciudaddeResistencia,yensegundolugar,porsuproximidadendistancia y tiempoaestaltima, la cual, en lasdcadasdel 80y90ha tenidoun rpidocrecimientodelespaciourbanizado,acentundosedichoprocesoenestosltimos15aos.

Estaproblemticaderivaenunloteodetierrasproductivas,artificializacindelpaisajeconpraderasybosquesmonoespecficosdeespeciesendgenasyexgenas indistintamente,deficiencia de servicios e infraestructuras existentes, situacin que se profundiza por laausenciadeunproyectodeplanificacinde expansinurbana ypor la carenciadepolticasfiscalesacordesalusodelsuelo.

En elaspecto demogrfico se visualiza un crecimiento acelerado de la poblacin, laque se concentra en ncleos ubicados en los parajes Tres Horqueta, y El Tropezn y en elpueblodeColoniaBenitez.Granpartedeestaprovienedembitosruralesaledaos,dondelasactividadesagrcolasseencuentranenunasituacindecrisisyrecesin;aunqueenlosltimosaos, como se coment ms arriba, se observa una marcada tendencia de poblacinproveniente del AMGR en busca de esparcimiento o con fines residenciales, procesoacompaadoporunmovimientopendularporcuestioneslaborales.

En el caso de la poblacin local, se observa un nmero importante de personasdesocupadas con demandas insatisfechas de viviendas y servicio bsicos, lo cual generaasentamientosmarginales,bajocondicionesdeilegalidad,enreasconriesgodeinundacin,loqueponeenpeligrolaintegridadfsicadelosmismos,situacinqueprofundizalapresenciadebolsonesdepobreza,incrementandohechosdelictivosydeinseguridad,tantoenlosbienescomoenlaspersonasengeneral.

Enrelacinalasegunda,elposibleincrementodelosespaciosurbanizadosatravsdeviviendas y, el creciente inters en adquisicin inmobiliaria con un fuerte loteo yartificializacin de tierras productivas sin un plan rector que las oriente, advierten para unfuturoprximoel carcterurbanode la zona conunadensidadde saturacinde suelomuyimportante, donde la capacidad de contencin de los servicios e infraestructuras se vernsuperadas, tornndose deficientes. Esta situacin, junto a la falta de coordinacin de losactoreslocales,profundizaralaespeculacininmobiliariaalterandolascualidadesespacialesyla formade vidade suspobladores, a loque se sumaraun incrementode la confrontacinentrevecinospordiferenciasdeinteresesydecostumbres.

En el aspecto de infraestructuras y servicios, las problemticas observadas son elresultadodelmarcadocrecimientodelapoblacinyelaceleradoaumentodelassuperficiesurbanizadas y construidas, complementadas con procesos de ocupacin de espacios ruralescon fines productivos. Se observa que en mbitos rurales stas no respetan la tendencia

natural en la mayora de los casos, por ejemplo el trazado de caminos y alcantarilladosdeficientesquelimitanelescurrimientodelexcesohdrico.Encambio,enmbitosurbanossenota la demanda insatisfecha de viviendas de planes sociales, la deficiencia en elabastecimientodeaguapotable,lalimitadacapacidaddecontencindelsistemaeducativoysanitario,yfinalmentelacarenciadeserviciosbsicosdecloacas,situacinquedemuestraunanotoriaprdidaenlacalidaddevidadelospobladores.

Adems se percibe un descuido de los patrimonios culturales y naturales, poraislamientoeindiferenciaalosinteresesdelacomunidadporpartedelosprincipalesactoressociales, o bien, de poblacin inserta proveniente de otras zonas que no se sientenrepresentadosporlasmismaspautasoideales.

Definitivamente la falta de cohesin y coordinacin, a nivel local, para elmantenimientoyampliacinde infraestructurasyservicios impactandemaneranegativaenlos sistemas estructurales del equipamiento comunitario, acentuando la crisis en la calidadvidadelapoblacin.

Finalmente,teniendoencuentalotratadohastaaqu,sepuedenproponeratravsderbolesdeobjetivosposiblesoportunidadesparasuperarlosproblemas,esdecirapartirdelassituacionesconflictivasodedesequilibriodetectadasseformulanunaseriedecondicionesosituacionesesperadasenelfuturo,quesondeseadasyrealizablesenlaprctica.

Ensntesis,todoslosproblemasidentificadosseresumenencuatroproblemasclaves,quesedetallanacontinuacin:

1. Degradacindelmedionaturaloriginalensutotalidad.2. Sistemasproductivosineficientesenrelacinarentabilidadysostenibilidad.3. Alteracindelascualidadesespaciales.4. Prdidadelacalidaddevida.

Apartirdelosproblemasclaves,sehandefinidolossiguientesobjetivostendientesasusolucin:

1. Paliary/odisminuirladegradacindelmedionatural.2. Fomentariniciativasparamejorarlaeficienciadelossistemasproductivos.3. Disminuirlaalteracindelascualidadesespaciales.4. Paliarodisminuirlaprdidadelacalidaddevida.

9.Conclusin

Enelreaseleccionadaparasuestudio,seobservaqueelcrecimientourbanoimplicala incorporacin de nuevos territorios rurales en el complejo sistema que comprende unespacioenmutacincomoloes laciudadysusreasdetransicin,sintenerencuentaparaello las relaciones existentes entre las demandas que incorporan estas propuestas y ladinmica de los condicionantes naturales junto con la dinmica propia de las actividades

tradicionalespreviasaesteproceso(agrcolas,ganaderas),locualcomplejizalasproblemticasambientalesderivadasdelastransformacionesdelespacioinvolucrado.

El crecimiento de este espacio de transicin del AMGR presenta cuatro formasespacialesbsicasreconociblesdeocupacinconfinesurbanos,queson;desarrollocontinoenbajadensidad,desarrolloenfaja,desarrollodiscontinuooensaltoderana,ydesarrollodispersoextraurbano:

El desarrollo continuo en baja densidad, es el de mayor consumo de territorio en losmrgenes del rea metropolitana, transformndolo en suelo urbano. Este tipo deexpansinsebasaenlaextensinsectorizadadelasredesdeinfraestructuraurbanacomoseragua,electricidad,etc.(VillaFabiana,VillaCamila,MonteAlto,LaCalifornia,etc.)

Eldesarrolloenfajasedaenlalneadelosgrandescorredoresdetransportequesalendelas zonas centrales de la ciudad (en especial la rutaNacional n 11 y la AutovaNicolsAvellaneda)Laszonasadyacentesalcorredorsedesarrollanconusosurbanos,ylaszonasalejadasalmismomantienensucarcterrural.Coneltiempoestatierraruralseconviertea urbana, en la medida que surjan corredores transversales de transporte o caminosvecinales.

Eldesarrollodiscontinuooensaltoderana(Sprawl),sonurbanizacionesdiscontinuasdelos mrgenes del rea metropolitana o de conurbaciones en faja, como el caso de lasurbanizacionesprximasalalocalidaddeColoniaBentez(LasMaras,ChacrasdeBentez,etc.) Este tipodedesarrolloeselquerequieredemayor inversinenserviciosurbanosparapodermaterializarse.

Eldesarrollodispersoextraurbanoseasociaalconceptodeexpansinenviviendadetipoparcelacin,enentornosnaturales(agrcolas,forestales,etc.),msalldelossuburbiosdelaciudad.Estepatrndeasentamientohasidotambindenominadodesarrolloenbajadensidadextendido,ydifieresignificativamentedelospatronesurbanos,desuburbiosorurales.LosmismosseencuentranenunacentuadodesarrolloeneltrayectocomprendidoentreMargaritaBelnyColoniaBentezprximosalarutaNacionaln11yelviejocaminoentreestasdoslocalidadesconocidocomoLadiagonal.

En este "permetro", en constante aumento, conviven todas las posibilidadescomentadas que traen como consecuencia las demandas de requisitos muy dispares,complejos y difciles de satisfacer, dando lugar a una variedad de problemticas sociales,

legales,econmicasyensuconjunto,ambientales.Comorespuestaa lasituacinantedicha,los grupos humanos deben recurrir a los espacios perifricos y vacos urbanos que puedenencontrarse en riesgo debido a que estos territorios, lejos de reunir cualidades dehabitabilidad,sonvulnerablesporsuscondicionesfsiconaturales.

Esta aproximacin de anlisis sobre la ocupacin de lo urbano sobre lo rural, conespecial nfasis en los espacios de transicin, permiti deducir el comportamiento de lasituacindelatierra,verificarlaorganizacindelamismaylosproblemasafectanalreaencuestin. Teniendo en cuenta los aspectos antedichos que inciden sobre el rea de estudiosurgelanecesidaddeprofundizareinsistirenlaslneasdeaccinfuturascomo:

Estudiar las tecnologas posibles de aplicar sin prdida de puestos de trabajo porexpulsin.

Desarrollar sistemas productivos novedosos, alternativos, complementarios ydiversificadosqueexplotenlosrecursoslocalesdemanerasustentable.

Definirypotenciarcentroscrticosdedesarrolloeconmicolocal,poniendoelesfuerzoenidentificarncleosdeurbanizacinquepresentenunpotencialdesarrolloenapoyodelasactividadesagropecuarias.

Trabajarenelincrementodelintercambiocomercialentrecentrospobladoscercanosparaqueseconviertan,adems,encentrosdedistribucindelosproductosagrarios.

Paliar el acceso insuficiente o la mala distribucin de tierras, ya sea por obstculospolticos,sociales,inmobiliariosoeconmicos.

Legislar para limitar la usurpacin de tierras por medio de un sistema no sujeto a laescrituracinusualde lapropiedadprivada,paraellosedeberdeterminar lapropiedadde las parcelas y registrar el derecho de los individuos sobre los terrenos, a partir denormasqueresultenaccesiblesalosgruposdesfavorecidosydebajosingresos.

Proponer medidas enrgicas para limitar la expansin urbana en las zonas agrcolasfrtiles, conservndolas para la produccin de alimentos y como espacios libres decontaminacin.

Construir la estructura que orienten el cambio de la actividad urbana y de la actividadrural,trabajandoafavordeeducarenunaculturaacordeconeldesarrollosustentable.

Abstract

Landscapeistheresultofprocessesincontinuousinteractionintimeandspacethatitisreflectedintheusesofthesoil.Theobjectofstudyofthiswork,isreferredtothefringesnexttourbancenters,thataresubjectedtoconstantpushofthegrowthofthecitybecauseoftheresidential function and other complementary activities (services and infrastructures) thatleadstoadynamicandcomplexspacebecausetheintenseurbanizationprocessgeneratesaspeculative sector that appropriates land with agricultural rent to obtain urban rent.This"border territory" is subject to economic processes related to the capitalist valorization ofspace,asaresultofactualorpotentialincorporationofnewlandtothecity.

In the area selected for study, it is observed that the urban growth implies theincorporationofnewruralareas into thecomplexsystemmutations suchas thecityand itstransitionareas,disregardingtherelationshipsbetweenthedemandsoftheseproposals,thedynamicsofnaturalconditionsandthedynamicsofprevioustraditionalactivities(agricultural,livestock) All this, complicates even more, the environmental problems arising from thetransformationofthespaceinvolved.

The growth of this transitionspace of the AMGR presents four basic space forms ofurban occupation,they are; continuous development in low density, development instrip,discontinuous development or "leapfrog", and external urbandispersed development.Theeffectofthisphenomenonistheincreaseinroadinfrastructureandintraurbanmobilitythataccentuatetheconcomitantgrowthofurbanstainwithmarginalizationbags,povertyandurban voids, to which are added, urbanized areas with a high degree of hydrologicalvulnerability.

Thisanalysisonoccupationoftheurbanovertherural,withspecialemphasisonthetransitionalspaces,helpedtodeducethebehaviorofthelandsituation,verifyitsorganizationandtheproblemsthataffectthisparticulararea.

1.Introduction

The present thesis has like goal to study from the Geography some distinctivecharacteristicsoftheurbangrowthoftheMetropolitanAreaoftheGreatResistance,puttingspecialemphasisinthedevelopmentthattakesplaceintheurbantransitionspacesruralofthisagglomerate.

In the same one they are kept in mind the phenomenon of the urban expansionassociatedwiththedevelopmentoftheurbanstainandtheterritorialfragmentation,tothosethat sink theconditionshydrogeomorphologyand thenatural tendencyof theplace.Theseelements,togetherwiththedynamicsofthesystem,definetheappearanceandgrowthofthecityand theirbehaviorgivesplacetoproblematic inconnectionwith thedegradationof theenvironmentsanditspopulation'svulnerability.

Inthisaspect,thenaturaltendencytogetherwiththeprocessesantrpicacts,onthewhole, in the configuration of areas with particular physiognomies. The results of theseprocessesandinteractions,bealreadyofnaturalorderorantrpictheyconfigureinthespaceamosaicofphysiognomiesthatdenominatedlandscapes.

Thenotionof"landscape"itcontributesthesocioculturaldimensiontotheproblemsofordinationoftheterritory,forwhatcouldenrichtheproposalsofterritorialadministrationwith the deepest knowledge in the relationship among the natural, social, economic andculturalprocesses, facilitatingtheunderstandingofthesociety ingeneralwithregardingthetransformationscausedbytheseprocesses.

For it,themethodologicalmarkforthegeographicalstudyofthetopic inquestion isbasedonthesystemGTP(geosistem,territory, landscape)presentedbyClaudeandGeorgesBertrand(1968)thatallowstounderstandeachothertheprocessesandcharacteristicmainofthelandscapeinitsgeographicaldimension

Beingbeenworthofthisfocus"geographicalandsystemic"thatcanmeanthestartingpointofnew interpretations, the thesiswork itwill contributea rehearsal conformedbyanorderly group of graphic and cartographic representations, with their corresponding onepouredofconcepts.

2.MethodsandTechnical

Forthedevelopmentoftheworkamethodwasappliedforthestudyofthelandscapesupportedinageographicalconception,followingtheprinciplesofthegeography(localization,causation, connection and evolution) and to center in a systemic vision to conclude in thegeographicalsynthesis.

Thisfocusrespondedtothenecessityoftodetectandtocharacterizethemaintypesofresulting landscapesofnaturalprocessesandantrpics intheAMGRanditssurroundings,centered in theurbanexpansionof thismetropolises it hasmore thanenough rural spaces;beingbeenworthfor itofcartographicbases,ofsynthesisandhistorical,supplementedwithairpicturesand imagessatellites.Theseresourceswereguidedtotheuseofcomputertoolsthat they allowed to analyze and to evaluate the different variables that intervene in thisprocess.

3.Theurbanizationintheregionalcontext

ThemostimportantaspectsintheurbangrowthofthecitiesoftheNEAduringtheselastyearswereassociated to the impact takenplaceat thebeginningof lastdecade for theprocess of privatization of the companies of the state, the deregulation and opening of theeconomic activities and the initial effects of the stabilization of the economy and theexpansionofthecreditthatitenergizedanditmodernizedsomecommercialactivitiesandofserviceslinkedtothefinancial,energysectors,ofcommunicationandoftheconstruction.

Theresultontheurbanspaceoftheseprocessesbroughtharnessed,ononehand,therenovationof the urban imageof the center of these cities andof some revalued areas, asproduct of the public expense in infrastructure works and the investment deprived in thecommercialsectorofservicesandrealestate,while,ontheotherhand,theexpansionofbigresidential areas of low environmental quality and faulty services as product of the actionwould selfmanage of the popular sectors and the public residence politics that havecontributedtodefineanurbanspaceofcontrastsandsocialfragmentation.

Onthisprocessshehadanimportantincidencetheurbansegregationtakenplacebythe installation of big public works of infrastructure in the main cities of the region thatcontributed to redefine socially more homogeneous areas toward their interior and shootamongthem,inhierarchicalterms,Ieatlikewise,thedropqualityofthepublicspaceoftheseareaspromotedbythepublicpoliticiansthathavenotcontributedtothepopulation'ssocialintegration.

4.Conditionhydrogeomorphologyoftheplace

The characteristic morphology and topography of the place of the AMGR and nextareas are the result of thedynamics of the river Paran that behaves as a hydrological andtopographicalgreatregulatorofthespacesubjecttostudyduetothemagnitudeoftheirbasinandtheflowthatittransports,whatgeneratescountlessfluvialforms(currentorabandoned)

that impact in the relief generating topographical irregularities. The action antrpic on thisnaturalspace,theyhavebeenmadefeelfromthebeginningsoftheoccupation,somuchfortheusesofagriculturalfloorofthehighlandsasfortheforestexploitation.Theexpansionofthebuiltarea,theservicesandinfrastructureslikethelayoutofcommunicationroads,itwasgiveninallsenses,butespecially,withaneyetowardtheconnectionoftheportwiththelocalproductionareasandwiththemostdistantareasintheterritory.

In consequence he modified this way the physiognomy of the area of hydrologicalinfluenceoftheBlackriverandoftheirownwanderingstrip,notaloneforthesuppressionofelementsbutforthealterationsofthosethatwere,phenomenonthatrepeatsatthepresenttime in the riversides of the riverGullet and contained plains, next to Colonia Bentez. Thissituationoffillerofthelagoons,oftheirfragmentationoroftheirisolationofthemaincourse,itdoesn'tonlyimpactinthedepressionwhenmodifyingtheprimitivemorphology,butratherhe/shelosestemperthehydrologicalbehaviorthatassociatestoher.

As it is thecaseoftheAMGR,mostofthose"environmentalproblems"theydependon the separation "initials" in the selection or use of the original place. In occasions, thetransformation of the space natural initial for intensive uses, overcomes natural conditionsgenerating a certain one "I collapse" of such a place. The transformation of the naturalenvironmentforeffectsoftheurbanization,oneinthemostintensivewaysinmodificationofthis environment constitutes, being developed in certain cases, extremely critical andirreversibleenvironmentalsituations.

5.TheAMGRasorganizerofthedynamicsofurbandevelopment

ThegrowthoftheAMGRpresents fourrecognizablebasicspaceformsofoccupationwith urban ends that are; I develop I continue in low density, development in strip,discontinuous development or in "Sprawl", and urban external dispersed development. Theeffectofthisphenomenonisthe increaseofsystemsof infrastructureroutesandofmobilityamong towns that accentuate the growth of the concomitant urban stain with bags ofmarginal,urbanholesandpoverty, towhat they sink spacesurbanizedwithahigh gradeofhydrologicalvulnerability.

Theplanningabsence in theurbanperipheries isveryvisible.There thereality is:anextreme environmental degradation, an accented urban functional separation between theoutlying colonies and the city, an use of the irrational floor, a dispersion and equipmentinadequacy and services, a humanmass disintegrated socially that it generates problems oflack of adaptation and it misses of sense of ownership the place in that they live for theabsenceofidentitywiththesameone.

6. You condition and dynamic of a ruderal space subject to the pressure of the urbanexpansion

Inthisurbaninterfaceruralstudieditisobservedthatthecoexistenceofbothusesiscontradictory, since in the same one its population's coexistence is hindered in relation tointerestsdissimilar,butthecompetitionistoleratedbetweentheurbandevelopmentandtherural uses, receiving in consequence population's type: urban population under search ofsmallercostsoflifeorbetterenvironmentalconditionsandoflife,ruralpopulationinsearchofnewworkopportunitiesforthereductionanddegradationoftheirlands,andtheinstallationof activities of services characteristic of the urban life (occupations, you tame, etc.) thatrespondtotheregionalandnationaldynamicsfromthesmallonetothegreatscale intheirgroup.

7. Dynamics and configuration of the uses of the floor of a ruderal space subject to thepressureoftheurbanexpansion

This problematic ones, in their group, they give place to the loss of economicattractivenessoftheprimaryproductions(agricultural,cattleman,horticulturalandforest) inthearea,generating a transformation in thevaluationof theuseof the floor, since this shestops to have a speculative value from the productive point of view (agricultural and cattleaptitude,etc.)toacquireaspeculativevalueofrealestatetype(itdistancestotherouteandpopulated centers, services, etc.) that derives in the accentuation of urbanization processesstartingfrommensurationsandconstructions.

Theseprocesses,organizedingroups,willimpactinthedynamicsandthebehavioroftheevolutionofthe landscapebymeansofa logical sequenceofchangesofpropertiesthatyou/theywould respond, in their group to the action antrpic on the study area that theywould be accentuated of not taking the pertinent preventive measures, giving place toproblematic evenmore complex that those diagnosed and analyzed in this work, thereforemoredifficultoftopalliateandtosolve.Itisobservedthattheprocessofurbanexpansiononthespacesubjecttostudy: itcontributestoadegradationoftheequipmentandpublicservices. itdiminishestheeffectivemaintenanceoftheexistentinfrastructures.

AMGR. itincreasestheexpensesinthetimeoftransport. itdegradesthequalityoftheairandofthewater. itsupposesanalterationorpermanentdestructionofthenaturalhabitats.

8.Behaviortendencyandwantedofthedynamicsoftheusesofthefloorofaruderalspacesubjecttothepressureoftheurbanexpansion

Asithasbeenmentionedinremoteprevious,intheidentificationoftheproblemsheleaves of an integrated focus and systemic of the landscape, with the pretense of offeringlimitsfortheenvironmentalclassificationthattheterritorialsystemshouldreach.

For statement I outline one worked on two big systems, the natural one and theantrpic;inthefirstoneonekeptinmindonlyphysicalandbiologicalaspectsthatcharacterizethebehaviorofthestudyarea,withoutfor ittopassforhighthehumanactiononthesameones. On the other hand, the system antrpic was organized starting from four dynamicaspects and interrelated to each other: the productive one (forest exploitation, cattleman,agricultural, horticultural and industrial), the real estate one, the population and theinfrastructuresandservices.

In relation to the natural system, asmuch the physical aspect as the biological onepresent a strong degradation of the environment, result of the accentuation of naturalprocesses (erosion, todeposit, flood)and thealterationof theoriginalvegetable formationsthroughtheactionantrpic(dilapidation,exploitation,invaders'advance,extinction)

Withregardtothesystemantrpic,intheproductiveaspectthatimpliestheprimaryactivities and of transformation, most of the identified problems is related with thedegradationofthemeansforonexploitation,erosion,contaminationandillnesses,addedtothe scarce productive economic profitability of the same one by coordination lack andcomplementation from the exploitation to level property, to what is added the scarcetransformation,preservation,promotionandcommercializationoftheobtainedproducts.

Intherealestateaspectreference ismadetotheendsofoccupationofthefloor. Inthe same one, an alteration of the space qualities is observed by an anarchical occupation,result of an accented real estate speculation that responds, in the first place, to a quickdemographic growth and an urban concentration for migratory processes of near ruralenvironmentsandofthecityofResistance,andinsecondplace,foritsvicinityindistanceandtimetothislastone,theonewhich,inthedecadesof8090shehashadaquickgrowthoftheurbanizedspace,accentuatingyouthisprocessintheselast15years.

Thisproblemderivesinanitmeasuresofproductive,artificiallandsthelandscapewithprairiesand forestsofendogenousandexogenous species indistinctly,deficiencyof services

andexistentinfrastructures,situationthatisdeepenedbytheabsenceofaprojectofplanningofurbanexpansionandforthelackofinagreementfiscalpoliticianstotheuseofthefloor.

In the demographic aspect the population's quick growth is visualized, the one thatconcentratesonnucleilocatedintheplacesTresHorqueta,andElTropeznandinthetownofColonia Benitez. Great part of this it comes from environments rural bordering, where theagricultural activitiesare ina crisis situationand recession;although in the lastyears, like itwascommentedabove,amarkedpopulationtendencycomingfromtheAMGRisobservedinrecreationsearchorwithresidentialends,Iprocessaccompaniedbyapendulousmovementbylaborquestions.

In the case of the local population, an important number of unoccupied people isobserved with unsatisfied demands of housings and basic service, that which generatesmarginalestablishments, lowersconditionsof illegality, inareaswith floodrisk,whatputs indangerthephysical integrityofthesameones,situationthatdeepensthepresenceofnucleiof poverty, increasing criminal facts andof insecurity, asmuch in the goods as in people ingeneral.

Inrelationtosecondo'clock,thepossibleincrementofthespacesurbanizedthroughhousings and, the growing interest in real estate acquisitionwith a strongmensuration anddegradation of productive landswithout a plan rector that the east, they notice for a nextfuture the urban character of the areawith a density of saturation of very important floor,wherethecapacityofcontentionoftheservicesand infrastructureswillbeovercome,beingfaulty.Thissituation,nexttothelackofthelocalactors'coordination,woulddeepentherealestate speculationaltering the spacequalities and the formof its residents' life, towhatanincrementoftheconfrontationwouldbeaddedamongneighborsbydifferencesof interestsandofcustoms.

Intheaspectof infrastructuresandservices,theobservedproblemsaretheresultofthepopulation'smarked growthand thequick increaseof theurbanized surfaces and built,supplemented with processes of occupation of rural spaces with productive ends. It isobservedthat inruralenvironmentsthesedon'trespectthenatural tendency inmostofthecases, for example the layout of roads and faulty sewer systems that limit the glide of theexcessdilute.Ontheotherhand, inurbanenvironmentstheunsatisfieddemandofhousingsof social plans, the deficiency in the supply of drinkable water, the limited capacity ofcontention of the educational and sanitary system, is noticed and finally the lack of basicservicesofsewers,situationthatdemonstratesanotoriouslossinthequalityoftheresidents'life.

Anegligenceoftheculturalandnaturalpatrimoniesisalsoperceived,forisolationandindifference to the interests of the community on the part of themain social actors, or, ofpopulation it insertscomingfromotherareasthatarenotrepresentedbythesamerulesorideals.

Definitivelythe lackofcohesionandcoordination,at local level, forthemaintenanceand amplification of infrastructures and services impact in a negative way in the structuralsystemsofthecommunityequipment,accentuatingthecrisisinthepopulation'squalitylife.

3.todiminishthealterationofthespacequalities.

4.topalliateortodiminishthelossofthequalityoflife.

9.Conclusion

In thearea selected for their study, it isobserved that theurbangrowth implies theincorporationofnew rural territories in the complex system thatheunderstandsa space inmutationlikeitisitthecityanditstransitionareas,withoutkeepinginmindforittheexistentrelationshipsamong thedemands that incorporate theseproposalsand thedynamicsof thenatural conditions together with the dynamics characteristic of the previous traditionalactivities to this process (agricultural, cattlemen), that which complex the derivedenvironmentalproblemsofthetransformationsoftheinvolvedspace.

Thegrowthof this spaceof transitionof theAMGRpresents four recognizablebasicspace forms of occupation with urban ends that are; I develop I continue in low density,developmentinstrip,discontinuousdevelopmentor in"sprawl",anddevelopmentdispersedurbanexternalborder:

TheresultingproductofthefouraboveurbanizationprocessescausesevidentimpactsasmuchintheAMGRasintheareaselectedforsuchstudyas: thelossofpopulationoftheconsolidatedurbanspaces that it generates for theadministrationsof thecitydecreaseandescapeintheperceptionoftaxes;theincreaseintheexpensesoftheinfrastructureofroadsdifficulttofinancewiththedropsdensities;theconsumptionoflandsperiurbandedicatedtotheproduction,thelittleuseoftheurbancenter,towhatsinkstheresidentialsegregationinrelationtothedifferentiationasforthetypesofservices(youbuy,entertainments,education,health)
