MISSION STATEMENTAside from our service and military command structure, we are, from the Basic Crew-Member to the Highest-Ranking General, servants of Mankind. As our ability to travel the immense distances of space has progressed, we find ourselves tasked as protectors of the Federation and its member planets. Now that time travel has been opened to us, we not only must protect the members of the Federation, but their respective timelines as well. This is not to say that the timelines of others, if interfered with, would not affect us. We must regard all timelines as unalterable and sacrosanct:

The past must not be altered.

AUTHORS NOTEFor the purposes of this handbook, which is focused on being a Marine in a STARFLEET world, the terms Officer In Charge and Deputy Officer In Charge have been modified to reflect that of a Naval nomenclature. Commanding Officer or (CO) and Executive Officer (XO) will take their place.

When talking about the parent organization within the pages of this handbook we will be referring to STARFLEET: the International Star Trek Fan Association of more than 40 years, found on www.sfi.org membership to the parent organization is an annual fee of as little as $10 for the e-membership or $20 for the standard membership which includes the magazine version of the newsletter the “STARFLEET Communiqué”. HISTORY, NAME AND SHIPWelcome to the USS Stephen Hawking! I’d like to mention here that we started work this chapter on December 13th 2014 the last day of its kind this century. (12/13/14). We commissioned the ship as a STARFLEET chapter on July 20th 2015 (the 46th anniversary of Man landing on the Moon) after our 7 month Shakedown; five months shorter than a normal one year Shakedown. A Shakedown is the trial and training period for new SFI chapters.

We are a Star Trek based Science Fiction fan club formed by people who want to have a good time enjoying the entire universe of Science Fiction from every genre in all of its extended vision and its many art forms. We embrace all Media Books, TV and movies. Everyone is welcome; from lovers of Anime to Zaphod Bebblebrox, people who love CosPlay in any manner or players of Board Games and DnD. We are also Writers, artists, editors, programmers, scientists, and gamers. As a very diverse group we welcome anyone who loves Science Fiction, regardless of race, creed, nationality, gender, politics, sexual orientation or ability differences. Our City of Charter is Long Beach, California.

The USS Stephen Hawking is a Temporal Displacement Vessel. There have been Temporal Displacement Vessels in the Canonical Star Trek Universe. Where said ship is based upon theWells-Class Time Ship on the working drawing board of the Fleet in the year 2989. As the Marines take charge of the Temporal Displacement design there will be a few refit measures made to thisparticular ship. There are fewer comfortable quarters for more Marine Personnel aboard her. Using deflector array and tachyon inhibitors there is no need for a cloaking device. There is one TD pod of the Aeon Class NCV-4744400 / 013 "Time Bandit" (seen in VOY episodes: Future’s End Parts I and II) and two Raven Class Ornithopters NCV-4744400 / 00X-(ray) -00Z-(zed) [Non Canon].

The USS Stephen Hawking NCV-4744400 is a Wells-Class Temporal Displacement Vessel. (As seen in VOY episode: Relativity). This ship doesn't bend space like the warp nacelles do on a regular Starship. The Temporal Displacement Engines use their power to send the ship through time to the place the crew enters into the temporal navigation system.

OFFICIAL COMMUNICATIONSOfficial communications are defined as the newsletter of the Chapter, “TIMESCAPES” and theFacebook Group of the Chapter hereafter referred to as FB. These communication points are notmutually exclusive, but both are binding. Our FB Group can be found at:

The Google account is under the e-mail address [email protected]. Please approach the Commanding Officer (CO) for the password, when you join the roster. We utilize Google Drive for documents and photo archives, e-mail for sending important information from the Unit and most importantly, we use the Google Calendar to post all our events and birthdays. All STARFLEET contacts are also listed, including other members of the parent organization.

MEETINGSThe USS Stephen Hawking is a Correspondence Chapter and is not required or mandated to have meetings. When meetings are held there will be a general online meeting on the last Sunday of every odd month at 1500 hours (3pm) PST, unless otherwise stated on Facebook or via an official communication method. In addition, there may be special events, during the month. There will also

be opportunities to participate in volunteer community service projects. These special events will always be announced in the preceding meetings, by phone from the Chief of Operations or through notices on our Facebook Group.

ORDER OF MEETINGMeetings of the USS Stephen Hawking will proceed accordingly:

1. Social/Set up period (10 minutes prior to item 2)2. Call to order3. Roll call and quorum declaration4. Presentation of certificates and awards5. Reading of any correspondence6. Divisional reports7. Committee reports8. Presentation of guests9. Disposition of unfinished business10. Introduction of new business11. Announcements12. Miscellaneous matters13. Call to adjourn

The order of business may be altered at any time by the decision of the CO or by a majority vote of the present membership. Most of the time, an online venue may be used, in order to attend the meeting. Present is defined as physical, phone or visual video presence provided by modern technology, such as Skype, OOvOO or Google Hangouts.

In the case of any medical or other emergency, the meeting will be immediately interrupted and either canceled, or postponed until the situation has been resolved. It is the responsibility of all members to bring any emergency to the attention of the CO or meeting chairperson.

VOTING PROCEDUREThe standard voting method will be by a ballot submitted via email. Matters put before the Chapter concerning the bestowal of honor or the infliction of discipline will be voted upon by secret ballot, which will also be conducted via email.

MEMBERSHIPYou may join the USS Stephen Hawking in several different capacities. All members should, after a suitable period of time, make a departmental preference.

These are the four categories:

Active Marine: The active Marine is interested in the more Military aspect of STARFLEET. When you choose to be a fully active Marine, it means you are affiliated with the SFMC. You will be able to take all the exams and are eligible to wear any awards and ribbons on your uniform, as long as it adheres to the regulations outlined in the SFMC Marine Force Manual. As an active Marine, you will be addressed as the other members of Military organizations. There is also the chance for you to be

an enlisted person as well, as the backbone of every military organization is in its enlisted personnel. You can either choose to be an officer, or work your way up in the Non-Commissioned Officer ranks. You also have all the rights and responsibilities of the Active STARFLEET members listed above.

Reservist Marine: A reservist Marine is a member who wants to retain the ranking and structure of the parent organization in the grades used for the fleet. A reservist wants to be part of the more structured part of the club and wishes to participate in the deeper military part of STARFLEET. As a STARFLEET Marine, the reservist as well as the active Marine, will be able to take the exams in the SFMC Academy and is authorized to wear their awarded ribbons on their uniforms, while maintaining your naval rank and grade.

Cadet Corps: Members of the Cadet Corps are those members that are of the ages from birth through 17 years old.

Civilian: A civilian crew member is one who wants to participate in the club activities and receive the Chapter communications, but who chooses not to join the parent organization. Civilians are not eligible to receive ranked positions. It is strongly recommended that, after a suitable amount of time, the civilian member joins the parent organization. There will be limitations to the things civilians can do, such as contests or special STARFLEET events. Any merchandize that the Chapter USS Stephen Hawking has for sale such as patches or club collectibles can be purchased, but shipping and handling charges will be included to the actual cost of the items.

There are also several affiliations that STARFLEET Marines can choose from, Fleet, STARFLEET Medical, Special Operations, MAQUIS, Klingon Empire, Romulan Star Empire, or the Chaplin Corps. STARFLEET members can also choose to be any of the fictional races on the official Database at www.db.sfi.org

USS STEPHEN HAWKING FLEET AFFILIATIONIn case it was not clear before, in order to be a member of the USS Stephen Hawking you HAVE to be a STARFLEET Marine!! If you have a civilian status, you will only be a member of the Facebook Group until and unless that privilege is revoked by the CO, which could happen at any time without notice.

If you become an active Marine and you will use the standard convention of military ranking e.g. Private or Sergeant, and you’ll have Majors, where Captain means Lieutenant, and there is no such thing as an Ensign. If that doesn’t appeal to you can also become a Reservist Marine, which means you can keep the naval form of military address, with crewmen and Chief Petty Officers (CPOs) and where a Captain is equivalent to Colonel’s rank in the real Military.

In order to change your AFFILIATION you must go over to the database again. Hit the “SFMC” tab on the left. The next step is to choose “MARINE AFFILIATION” and choose either the “ACTIVE” or “RESERVE” radio button, and click “SUBMIT”. You are now a member of the Marine Time Displacement Vessel, USS Stephen Hawking. (See Appendix III; page 27 for further information)

There is another reason for being a STARFLEET Marine, when you are a Marine you are eligible for more awards and authorized to wear ribbon type awards on your STARFLEET Uniform as found and directed in the STARFLEET Marine Force Manual.

DUES STRUCTUREThere are no official scheduled dues to participate in the USS Stephen Hawking; however, any out of pocket expenses for meetings, events and away teams are equally split between the members present at each event. Any costs Chapter materials will be discussed with the membership, prior to publication, then divided again equally by all members. A member that has chosen to participate in a function and for whatever reason is a no-show they will forfeit their monetary contribution to the event.

COSPLAY OUTFITSPart of the story telling or fantasy aspect of the USS Stephen Hawking a Time Displacement Vessel is that we will be traveling to other worlds and time periods, perhaps even other science fiction dimensions. The USS Stephen Hawking has a complete infiltration department; they recreate a society’s identification papers, there are mannerism coaches, tailors, and linguists. So that away teams can visit these other cultures without being discovered or the mission compromised. Those who play in other worlds with other people, Star Wars, or Role Playing Societies are welcome and those outfits will be considered as outfits after due consideration by our Support staff.

UNIFORMSUniforms are not required; however, many members like to purchase or make uniforms and wear them to meetings and special events. The USS Stephen Hawking welcomes you to wear a uniform or costume from any of the Star Trek series or movies. Our preferred era will be that of THE NEXT GENERATION, DEEP SPACE 9 and VOYAGER. Although one of our favorites is from “The Wrath of Kahn” era these uniforms (Monster Maroons) are more than acceptable but can be more expensive to buy or create.

If you have a costume/uniform from another era, we encourage you to increase our diversity and wear it. We only ask that you respect our dedication to Trek and wear the correct insignia for your rank and department while “aboard ship,” in whatever uniforms you wear. At times, the CO will specify appropriate attire for any meeting or event. It is requested that you properly respect these uniform specifications.

OFF DUTY UNIFORMSOff duty uniforms, created to be more cost effective, will be in the form of civilian wear and can be found at: http://USSStephenHawking.spreadshirt.com. (Available in the near future on the www.HawkingTimeShip.club website) Sweatshirts and Hoodies with a Star Trek theme from www.thinkgeek.com and anything on our website will be considered as off duty and fare for wear.

MEMBERSHIP CREED1. Each member has the right to be informed of all Chapter meetings and events and to participate in these activities (allowing for space limitations when they apply, guests must be approved by the CO).2. Each member has the right to pursue his or her choice of rank path, to advance according to that path and to hold positions aboard the ship, according to the requirements of that path.3. Each member has the right to vote on all motions put before the Chapter, as well as in the election of pertinent Chapter and parent organizational positions.4. Each member has the duty to uphold the basic tenets of the Chapter, of the parent organization and to respect the will of the Chapter, when voted on and approved.5. Each member has the right to voice their opinions and concerns in a direct and honest manner, providing logic to back up their statement.6. Each member has the duty to behave in a forthright and respectful manner to their fellow members, to respect their concerns & choices and to generally promote a supportive & courteous environment.7. THE NEWSLETTEROur Chapter may from time to time publish a newsletter. It shall be called the “TIMESCAPES” which will be an online format. This newsletter will contain reports from the Command Staff and Department Heads, any information pertaining to the ship and news about other parent organizational Chapters in our Region. In addition, all members are encouraged to submit reports from away missions, artwork and letters. The primary location of the TIMESCAPES will be on the chapter’s website to be updated periodically at http://www.hawkingtimeship.club

When a newsletter is published, every member will receive a copy of the publication by e-mail, USPS or at an official Chapter function. Our primary mode of communication will be our closed FB Group and other community pages or forums.

We may also have an exchange program with other ships in the Fleet. If you have an interested party for an exchange, please contact either the CO, or Chief of Communications. Any articles published in the TIMESCAPES are the property of the Chapter. Any retraction in the TIMESCAPES must be by the author of the article. The spelling and grammar of any article is the responsibility of the author not the Chapter, nor the editor.

the parent organization. While the main goal is to enjoy ourselves, there are some inherent responsibilities to maintain the safety and well being of the away team participants.

The primary responsibility falls to the away team leader, who has been appointed by and reports directly to the CO. If any problem should occur, the leader will contact the CO immediately, to inform him/her of the status of the mission and provide any help or solutions needed. The away team leader should not feel embarrassed to contact the CO if there is a problem. The leader should always put the safety of the team first, above all else. Membership sign-up sheets for away teams will be provided at meetings and on the Facebook Group. Sign-ups will be on a first come, first served basis with three alternate positions available. In the event of a time constraint, a random phone poll of the membership will be conducted. Final responsibility for any conduct or action taken by any member of an away team is the sole responsibility of the individual(s) involved, not that of the Chapter.

This being a correspondence chapter there will be times when you are doing something on your own, that doesn’t involve the group. If you feel that you would like to share your experience and your photos with the club, please submit your images and your story for the Facebook page and the “TIMESCAPES” Newsletter. SERVICE PROJECTS AND CHARITIESYear around the Stephen Hawking suggests you join your local Community Emergency Response Team (CERT) in your area. STARFLEET Marines also participate in the Marines and Fire Department’s Toys for Tots programs during the Holidays.

Our charities are first Yuri’s Night, a celebration of technology and history and space exploration. On the anniversary of the Russian Cosmonaut Colonel Yuri Alekseyevich Gagarin the first man to orbit the Earth each year on April 12th. We encourage all members to go to a local Yuri’s Night Celebration or create one of your own. ANNUAL REGIONAL AWARDSThe USS Stephen Hawking chooses to create its own rewards program, based off of that of the parent organization and Region 4. The awards are for a calendar year period and are awarded at the May general membership meetings. Winners of these awards will be nominated to the Regional and, if granted, taken to the Fleet levels.

The following is a list of the available awards within STARFLEET and Region 4 that translate to the Chapter Awards. Winners of Regional Awards will be submitted to The Fleet Awards program by April 30th of each year in the same categories:

• Officer of the Year Award: This award is reserved for Reserve and SFMC officers who hold the rank of O-1 inclusive of O-6. This award is given to the individual who best demonstrates outstanding direction, a consistent level of guidance for fellow members and leadership in, through both word and action. The officer of the year also demonstrates consistent conduct in accordance with the philosophy of Star Trek and supports the series’ vision of a positive future through community service and scholastic accomplishment (where appropriate), in addition to participation in I, Region and Chapter functions.

• Enlisted Member of the Year Award: This award is reserved for members who hold the rank of E-1 through E-9. This award is given to the individual who best displays, through his/her individual contributions, consistent support for and contribution to STARFLEET, as well as a consistent level of direction as appropriate. The enlisted member of the year also demonstrates consistent conduct in accordance with the philosophy of Star Trek and supports the series’ vision of a positive future

• Junior Member of the Year Award: This award is reserved for members less than 18 years of age. The junior member of the year, to the best of his or her abilities, takes an active role in Chapter and STARFLEET functions and demonstrates commitment to the organization through both word and action. The junior member of the year also demonstrates the potential for leadership, consistent conduct in accordance with the philosophy of Star Trek and support for the series’ vision of a positive future through community service and scholastic accomplishment (where appropriate), in addition to participation in Brigade and Chapter functions.

MARINE CORPS AWARDS AND DEVICESNominations for SFMC awards are far easier than those of the Regional Award System of STARFLEET. On the STARFLEET Marine Corps website there is an award form. Go to this site and fill out your nomination for any award. Remember any Marine can nominate any other Marine for any of these awards. Final decision will be made by either your Brigade Officer In Charge or Commander FORCECOM.

• Good Conduct Award: This award is granted to Marines who have served three consecutive years in STARFLEET as a Marine Active or Reserve.

• Initial Entry Award: This award is granted to Chapters members who have completed the STARFLEET Marine Corps Academy (SFMCA) Professional Development Exam PD-100 which is a prerequisite for taking all SFMCA courses.

• Brigade Muster Award: Given to Marines who have attended either the Regional or International Convection Marine Musters.

• Leader’s Commendation Award: This award is given by a Unit CO to a Marine under their command who exemplifies meritorious service. The award is represented by SFMC Ribbon Named: Murphy Ribbon.

• Aerospace Wing Device: This award is given to those Marines who successfully completed the Marine Corps Aerospace College. The award is a pair of wings and public display of your own Callsign.

• Special Operations Device: The award given to those who have completed the Special Ops courses dispensed by the Director of the Special Ops War College at the SFMCA. The device is crossed swords surrounded by oak leaves.

FINANCIAL REQUIREMENTSMembers are required to pay their fair share of any events, prior to participation in any said event. If by the due date of an event their obligations are not in compliance then an alternate will be given the opportunity to participate. Any additional charges incurred by the Chapter due to a bounced check will be paid by the owner of that check, prior to participation in future events. Additionally, all Chapter privileges of that member will be suspended, until such time as the Chapter is made whole. Any fees for PayPal transactions will be paid by the payee and added to any costs. PayPal is the preferred method of payment. Payments should be made to [email protected] for USS Stephen Hawking business. Members are also required to be in good standing with the parent organization for its International and Regional events.

If a member, for whatever reason, chooses to not participate in a function and has paid monies to that function, it is assumed that purchases and guarantees have been made that are not refundable.

REVOCATION OF MEMBERSHIPThe Chapter’s CO may revoke the membership of any member that may have outstanding debts to the Chapter or parent organization. Notification will be made in writing to that member or by means of the official communication methods.

EXPULSION OF A MEMBERThe Chapter may, by a two-thirds vote of its active membership, present at any scheduled general meeting, with no less than 30 days’ notice, expel a member for any offense which directly violates the person, property or dignity of any individual human being or pet, which seriously compromises the safety, harmony or the reputation of the Chapter and its crew. Expulsion guidelines and procedures are outlined in the Conflict Resolution Policy of the Chapter. The USS Stephen Hawking reserves the right to refuse any new or renewal member application, for any reason, with the agreement of the Command Staff, given just cause to that applicant in writing.

FINANCIAL REPORTINGThe Officer In Charge is responsible for providing to the Chapter an annual financial report each January for the previous year and/or as requested by the parent organization through its constitution or bylaws.

CHAIN OF COMMANDWithin the Chapter, any qualified member may hold positions. However, there are certain levels of knowledge and experience required by the parent organization.

1. The Chapter Chairperson, also known as the Chapter Commanding Officer (CO), is first in command and plays an extremely important role in the day-to-day operations of the Chapter. The CO represents the parent organization to the members of their Chapter, and likewise, through regular reports, represents the opinions and needs of their members to the parent organization. The OIC of a Chapter must be a graduate of both Officer Training School (OTS) and the Officer Command College (OCC). CO(s) serve as the leaders and administrators, may be involved with organizing Chapter activities, administering policy and developing Chapter projects and operations. The CO is granted commission by the parent organization and serves at the pleasure of the ship’s

crew. The CO administers the ship’s funds, appoints all Departmental Chiefs and approves departmental crew appointments based on their recommendations.

The CO is responsible for recruitment and discipline aboard the ship. The CO must reside in the City of Charter and hold current memberships in any affiliated organizations. Chapter members should expect their CO to be familiar with the parent organization’s policies, operations, current events and should recognize the CO as a resource for information and issue resolution. CO (s) has the authority to grant promotions to their Chapter members, up to and including the grade of O-5 (Lt. Colonel), and may demote members within those same grades.

2. The Chapter Vice Chairperson, also known as the Chapter Executive Officer (XO), is second in command of the ship and is appointed by the CO with ratification by the crew. The XO is responsible for assisting the CO with ship operations by overseeing the Chief of Operations and is responsible for the minutes of the ship meetings, unless another has that responsibility. The XO communicates directly with the CO. In the event the OIC is incapacitated, the XO will assume command and complete any Chapter Status Report to the parent organization, until relieved of said duty by either the CO, or the parent organization. The XO must hold current memberships in all affiliated organizations.

DEPARTMENTAL HEADSThere are several departments within the ship, each with a Chief Officer and various crew staff. The Departmental Chief will appoint members to posts within his/her department, with approval of the CO & XO. All Department Heads are required, by the handbook, to make a report worthy of publication on the Facebook Group or newsletter on a bi-monthly basis.

Aboard the USS Stephen Hawking, the Departmental Chief positions are as follows:

3. Second Officer: The SO is third in command of the ship and is appointed by the CO. The SO is responsible for Regional/Sector internship diplomatic relations and communicates directly to the OIC.

4. Third Officer: the TO's is next in command. Their primary duties are matters of safety, inspecting lifeboats, and all equipment onboard insuring that it is safe and operational. Other duties include training and instructing crew members.5. Chief of Operations: the COPS is appointed by the XO. Will report to and assist the XO in any ship wide communications or event coordination. Will also originate the calling phone tree or email dispatches.

The following Departments are in descending order of command.

6. Section 31/ Time Officer: There is a Section 31 officer on board, but the identity of this officer is compartmentalized to need to know personal.

7. Chief Medical Officer: Is appointed by the CO and is responsible for keeping the ship’s first aid kit. While present on away missions, or any official function, the CMO will monitor the health of all members involved.

8. Ship’s Counselor: Will provide assistance in any membership dispute following the guidelines of the Conflict Resolution policy. (Appendix VII)

9. Tactical Officer: Is in charge of ships weapons, seeing to the overall maintenance and optimal ship weapon readiness.

10. Master at Arms: Will provide and maintain shipboard security. This person is responsible for any security detail organization for a major event or public gathering.

11. Marine Strike Group Commander: The MSGC is appointed by the CO and is responsible for maintaining tactical preparedness as well as serve as the “Honor Guard” of the USS Stephen Hawking. The MSGC of the MARDET is responsible for security on all away team missions.

12. Chief Engineer: The CE is fourth in the chain command on the ship, and will also provide technical assistance as needed. May also be known as the “Ship’s Photographer, or Digital Media Artist.”

13. Chief of Science Officer: Will provide scientific assistance as needed.

14. Chief of Communications: Will be responsible for the creation and distribution of the “TIMESCAPES” Newsletter and management of the Facebook community.

15. Chief Historian: Officer in charge of all the ship’s Historians from Federation members to Romulan Star Empire and Klingon, Cardassian, Jem’Hadar, Narrsican, Caitain and half a dozen others.

16. Support Officer: Officer in charge of all support operations aboard the USS Stephen Hawking, including entertainment, food and clothing replication, and the housekeeping of ships facilities and cabins.

17. Cadet Training Officer: Officer in charge of the Cadet’s assigned to the USS Stephen Hawking.

18. Quartermaster: Appointed by Support Officer to equip all away team personal with gear for missions away from the command vessel.

19. Lead Non-Commissioned Officer: Appointed by Chapter CO, duties include but not limited to training and advancement of all Non-Commissioned personnel.

RANKS AND STATUS All members of the ship have the opportunity to advance in rank. Aboard the USS Stephen Hawking, a new member (which means one who participates in the Chapter) is ranked “CREW.” To attain and advance in rank, the crewmember would then decide if they wish to be a fully active member, by joining the parent organization. At this point you are assigned a position aboard the ship. Reserve Marines will bear and wear the standard Federation rank and pips, unless otherwise deemed appropriate by the CO. Ranks are also determined by the CO and may assign rank based upon a members real life accomplishments.

Members also have the right to know verbally or in writing if they will be demoted in rank and for what reason, by the CO or the XO who will meet and talk over the situation on the given crew member.

(Marines in Bold) & Reserve Ranks are as follows:1. Midshipman (MIDN): Joins the Chapter and the parent organization.2. 2nd Lieutenant / Ensign (2nd Lt. / ENS):

Passes the first core exam of the parent organization, Officer Training School (OTS).3. 1st Lieutenant / Lieutenant Junior Grade (1st Lt. / LTJG):

Passes the second core exam of the parent organization, Officer Command College (OCC) or 18 months of continuous STARFLEET membership.

4. Marine Captain / Lieutenant (MCAP / LT): Qualifies for commission from the CO through service and dedication to the ship with Chapter / Fleet time in service of 2+ years.

5. Major / Lieutenant Commander (MAJ / LTC): Qualifies for commission from the CO through service and dedication to the ship of 3+ years.

6. Lt. Colonel / Commander (LCOL /CMDR): Qualifies for commission from the CO through service and dedication to the ship of 5+ years.

7. Colonel / Captain (COL / CAPT): Commissioned by the parent organization or Regional Coordinator.

8. All other ranks above Colonel, known as Flag Ranks, follow the time in service and qualifications of the parent organization.

9. Marine and Naval Ranks are granted. See the Rank Appendix I for this promotion schedule.10. Cadet (CAD): For ages 1-17 only are also granted.

APPENDIX IISTARFLEET THE INTERNATIONAL STAR TREK FAN ASSOCIATION INC.“THE PARENT ORAGNIZATION” www.sfi.org

Each year that you renew your membership to STARFLEET you will be coming back to the longest incorporated Star Trek fan club in the world. This year Trek celebrates its 50th Anniversary and last year STARFLEET turned 40! With all the other perks you get on an annual basis you will receive your membership packet. Enter your User Name: _______ and Password: _______ to log in. You will find this in your membership packet, with your member ID card.

Then hit the SUBMIT button.

Your username will be found in your SFI member packet, in your Chapter Welcome email or by asking your Commanding Officer. Your password is a different thing. Your membership packet includes a fleet designated password. But if you don’t want to wait for your packet, you can use your SCC# that was included in your Chapter Welcome email or ask your Commanding Officer for your SCC# and reset your password.

Your SCC# can be used immediately to begin taking your academy exams.

This is the home page and your controls are on the left hand side. From this page you can see what other members are online and even chat with them if you want. This page will also show you your rank, name and SFI expiration. Make sure you renew at least 3 weeks before this date. So look through all the information in the site, but start with the Member section. You may not have as many choices as you see here.

Member Eligibility is where you can find and confirm your record; see the courses you take and scores. You should confirm your information and keep it updated at all times.

To make changes use the Change Account Info link. Here you can update your name, address, phone, email, and birthday you can even select or deselect a chapter. Your chapter should say USS Stephen Hawking. You can also select a character species if you choose to. Finally at the bottom you can add a family member to your membership.

USS Stephen Hawking NCV-4744400Conflict Resolution Policy

Why do we have conflict?Conflict in small, personal organizations like ours usually arises from one of five different kinds of situations.

Different NeedsThe first is when members have different needs, objectives or values. If the members involved are mature enough to recognize the problem and to reach a compromise, this kind of conflict can be the least troublesome and the most rewarding. It’s especially useful in broadening people’s viewpoints!

Different PerceptionsThe second is when members have different perceptions of each other’s motives, or the meaning of each other’s words or actions. This can range from simple misunderstandings to a complete lack of trust. Again, if the members involved are mature adults, the problem can usually be solved if each member explains his/her point of view in a reasonable and intelligent manner (and then gets on with business as usual!!).

Different ExpectationsThe third is when members have different expectations of results. This kind of conflict is best addressed before it has a chance to get started. That’s why it’s always best to clearly identify what results are expected from a project before we begin working on it.

Personality ClashesThe fourth is when two or more members are unwilling to work through issues: to collaborate or to compromise. This is usually the result of a basic personality clash and may require the intervention of either the Officer in Charge, or Ship’s Counselor. If the squabbling members still cannot effectively work together, the Officer in Charge may need to remove them from the project concerned with an oral warning.

Immature MembersFinally, the fifth situation is when we have a member who is immature and won’t take no for an answer. This will probably require the intervention of the Officer In Charge and/or Ship’s Counselor and an oral warning. Next, after receiving a written reprimand, the offending member will be given a probation period of not less than three months; but if he/she does not mend his/her ways, then the Officer In Charge has only one recourse: the member must be removed with due process. People like these can ruin this experience for everyone around them and any member’s first duty is to preserve the harmony of the ship.

HOW CAN I AVOID CONFLICT?Conflict is inevitable. It will happen. But, it is important to recognize the difference between positive conflict and negative conflict and to understand how to deal with negative conflict when it occurs.

Positive ConflictThe hallmark of positive conflict is an obvious willingness on the part of those concerned: to discuss their differences calmly and rationally, to respect their differences as individual human beings and to compromise so that each party gets something that they want (this is called a win-win situation). Positive conflict should not be avoided. In fact, it’s a very healthy thing. Positive conflict breeds respect for diversity, which is the foundation of successful win-win interaction with others. It helps each of us to broaden our own viewpoint and to remind ourselves that we do not have a monopoly on creative input. However, negative conflict quite often masquerades as positive conflict. Immature individuals sometimes learn to get their own way by using the “What’s the matter, afraid of a little positive criticism?” line as a weapon. So, it’s important to be able to distinguish between the two.

Negative ConflictNegative conflict usually results from either a personality clash, or an immature member. It may result from differences of need, perception and expectation; but, when it does, there’s usually a personality clash or an immature member escalating the situation. The hallmark of negative conflict is stubbornness or the lack of active listening. If one or more members insist on replacing an equal discussion of opinions with a one-sided barrage of demands, refuse to respect the viewpoints of others, continue to refer to others’ ideas in insulting or demeaning terms, refuse to compromise with their fellow members and insist on getting everything their own way, then you’ve got negative conflict!!

How do I deal with negative conflict?If the situation is not yet severe, or is just beginning to get started, attempt to resolve the problem by speaking directly to the member(s) involved. If you feel that this is a little out of your league, you must first ask the Ship’s Counselor to step in and help resolve the situation in your place. However, if the situation is seriously compromising the harmony of the Chapter (or it appears likely to in the

near future) then, through the Ship’s Counselor, it must be reported to the Executive Officer. The XO will try to defuse the situation and reason with the parties involved. If they are unwilling to listen, the XO, with the Ship’s Counselor present, will report the problem to the Commanding Officer. The Commanding Officer has the authority to call the members “before the mast” and to discipline them, when necessary.

HOW DOES THE OFFICER IN CHARGE DEAL WITH NEGATIVE CONFLICT?How the Commanding Officer deals with negative conflict depends on whether the situation is a personality clash or an immature member.

Personality ClashesPersonality clashes are usually caused by unresolved animosity. This could be the result of insult or injury, real or imagined, on the part of one or both of the parties involved. If left unresolved, the animosity will grow into full fledged hostility. At this stage, the situation becomes extremely dangerous to the Chapter, since our membership will begin to polarize as each of our members unconsciously chooses sides. Such a situation must be dealt with quickly and decisively. The Commanding Officer, with the Ship’s Counselor present, will meet with both parties together and require each of them, in each other’s presence, to voice his or her grievance. Then, the Commanding Officer will require each party to apologize for those words or actions which were inappropriate on their part. Require them both to work together; suggesting that if they can’t succeed together, they will both fail! When they realize they’re in the same boat, hopefully they’ll come to their senses!! However, if this approach is not successful, the Commanding Officer may have to remove the offending member(s) from the project(s) they were working on with an oral warning.

Immature MembersMost people don’t realize it, but having an immature member is one of the most dangerous situations in which an organization like ours can find itself. This is especially true since many immature people are, nevertheless, quite clever!! When you think about it, this makes a lot of sense. Someone who has managed to reach physical maturity, without having to develop any emotional maturity, is probably very ingenious at those tricks which are the hallmark of the immature member: making “suggestions” which are, in fact, barely concealed demands; stating “opinions” as if they were undeniable fact, having neither professional knowledge of the subject at hand, nor any ability to back those opinions with hard evidence or solid logic; camouflaging as “positive criticism” remarks which are actually attempts to demean or ridicule opposing ideas; forcing each “discussion” into a win-lose situation with him/herself as the winner and using the “member’s right to speak” as a cover for bullying the Chapter into doing things his/her way.

An important note: sometimes an immature member will attempt to make his/her attacks seem like they are merely one-half of a personality clash. This is a diversionary tactic and seeks to make a reacting victim look like an initiator of hostilities. It is very important to understand the difference between these two situations.

But the cleverest and the most dangerous of all in the immature member’s arsenal is the trick of accusing the accuser. The immature member cannot afford exposure. Once the organization begins to see these games for what they really are, they lose their effectiveness and their abuser becomes an object of amusement, rather than of power. This is intolerable to the immature member and

he/she must do whatever is necessary to focus the organization’s attention on another member, ideally the very one that is making the accusation. The immature member will attempt to convince the Chapter that the accusation is, in and of itself, an act of hostility and will accuse his/her accuser of playing precisely those tricks mentioned above. He/she does this by confusing the difference between an unjustified attack and an act of self-defense. The immature member will try to make others think that these are the same thing. They are not! No one has the right to commit an unjustified attack on another person. But everyone has the right to self-defense, to whatever extent is necessary to end such an attack and to prevent it in the future. The Chapter reserves that right, too! The Commanding Officer will, of course, give the member the chance to “mend his/her ways.”

Resolution of the conflictFirst, the member will be given an oral warning. If that is not effective, the member will be given a written reprimand. At this point, the member is on probation and temporarily removed from his/her post for no less than 30 days. If the immature member still refuses to change his/her behavior, then the Commanding Officer will petition the Chapter to expel the member. The Chapter has the authority and the responsibility to permanently expel such a member, by a two-thirds vote, taken in secret ballot, at a Chapter meeting for which not less than 30 days’ notice was given. The Chapter also has the authority to rescind such an action, by a three-fourths vote, taken in secret ballot, at a Chapter meeting for which no less than 30 days’ notice was given.
