Division of Arts & Museums For the Utah Arts Council, the Office of Museum Services, our staff, and the remarkable arts and cultural community of our state, this year was filled with great

achievements. We celebrated highly successful projects, like the

Utah Commemorative Quarter. We forged new part-nerships and dedicated funds to bring arts specialists into

classrooms. We actively took part in programs, like writing competitions or Museum Day, that provided

professional development and helped our cultural com-munities grow.

Also, the wide range of work from local artists made a big impact on the quality of life in our communities.

There are new and stronger connections between the arts and issues of vital importance to the well-being of this state. These connections translate into successful

schools, healthy local economies, strong tourism, attrac-tive neighborhoods, broad access to resources, and civic

pride in what it means to be from Utah. Our mission to help schools, government, organiza-

tions, museums, and individuals advance arts and culture in our state is stronger than ever. Together we continue

to accomplish great things for those who calls Utah home.

Utah Arts Council The Utah Arts Council is constantly striving to learn what the citizens of Utah need and desire in order ot make their communities innovative and vibrant places to live. One way we are meeting this challenge is through our ongoing listening tour of communities throughout the state. A number of important issues are under re-view and several initiatives are being developed as a result of these meetings. The Utah Arts Council Strate-gic Plan is a reflection of statewide involvement in this process. We urge you to share your comments and ideas with us. Creative Community Grants and a developing pro-gram designed to strengthen learning through the arts within the state’s elementary schools, are outcomes typical of this collaborative activity. We seek broad communication and greater collabo-ration in pursuit of vibrant and accessible arts experi-ences for all of the state’s constituencies. Together, let us nurture and promote creative engagement for all through the wide array of artistic experiences character-istic of Utah's diverse and lively culture.

Museum Services Board Most people are curious about why they are the way they are, just as I am. Upon looking back at the environ-ment we grew up in, the people we associated with, and the experiences we had, we find the "puzzle pieces" begin to fall into place. Our museums provide a wonder-ful venue to remind us of all those things. It is so uplifting to watch as groups of people, as well as families, see something in a museum that reminds them of times in their past. There is usually laughter, and then the stories begin to pour out. What a wonderful time of sharing and a greater understanding of who we are. These experiences are so valuable in lifting our un-derstanding of the world in which we live and nurturing our creative curiosity to know more about the world. In Utah our young people and our residents are served by the 265 museums. These wonderful institutions preserve for future generations an understanding of how people lived and worked in past times. They provide a frame-work for understanding cultural traditions and elevating an appreciation for the diversity of the heritage of Utah.

Commemorative Quarter The Utah Arts Council was given oversight of the Utah Commemorative Quarter process and event. The concept for the Utah quarter underwent a rigorous vetting process before being selected. The Utah Commemorative Quarter Commission, headed by the Utah Arts Council, gathered input from the numismatic community on ensuing the collectability of the quarter concepts. To aid the selection process, a set of criteria was devel-oped that would lead to a concept that we unique – unlike any other state quarter – specific to Utah – and which would age well as the quarter was passed in circula-tion. The resulting design has already gener-ated interest within the national numismatic community.

Between September 2004 and June 2005, Utah school children were invited to submit con-cepts for Utah’s quarter. Children from every Utah school district submitted design ideas, totaling 98% of the submissions. The Commis-sion received over 5,000 submissions. Gover-

nor Huntsman and the U.S. Mint narrowed down the submissions to three concepts: 1) Bee-hive, 2) Winter Sports, and 3) Golden Spike/Locomotives. The U.S. Department of Treasury approved the “Crossroads of the West” design on June 22, 2006 and the Utah quarter was re-

leased into circulation on November 9, 2007 beginning with a ceremony at the Rio Grand Depot.

The “Crossroads of the West” de-picts the image of the two steam lo-comotives converging on a centered golden spike with the words UTAH, CROSSROADS OF THE WEST, and E PLURIBUS UNUM, as well as the date, 1896.

Mountain West Conference on the Arts The Mountain West Conference on the Arts is a state and region-wide gathering which provides opportunities for innovation, networking and professional development. The conference is designed to help individuals and organizations in the arts community access essential resources and create community connections throughout Utah and the Mountain West. The 2008 confer-ence took place over two days and had over 500

people in attendance. Highlights of the confer-ence included the following: A Keynote ad-dress titled “Crossing the Unknown Sea: Work as a Pilgrimage of Identity” was given by internationally recognized poet, author, and lecturer David Whyte. A networking opening reception was hosted by the Utah Arts Coun-cil Board of Directors; and the Governor’s Leadership in the Arts Awards were presented by Lieutenant Governor Gary Herbert.

Martinez and YouthCity Mural Kim Martinez and her University of Utah stu-dents, in conjunction with participants in Salt Lake City’s YouthCity Artways program, cre-ated a mural along the side of the Utah Arts Council’s Art House building. A local mural artist trained by a student of famous Mexican muralist David Alfano Siquerios, Martinez lead the group of students in the creation of im-agery that connects Utah’s growing interest in contemporary murals with the historic Mexi-can tradition of creating vibrant and socially relevant murals in urban spaces.

The Utah Arts Council developed the project in coordination with Governor Huntsman’s desire for a stronger emphasis on international cross-cultural linkages with Canada, China, India, and Mexico.

Change Leader The Change Leader Program was initiated in 2002 to address organizational stability through leadership with a focus on leading change. The goals of the program are to not only better equip arts and cultural leaders through certification, conferences and semi-nars to deal with environmental changes which threaten the sustainability of their organiza-tions and communities; but also to create a statewide mentoring network in the arts and cultural community. After completion of the five-day institute training, Change Leaders need to complete a certification project to become a certified Change Leader, followed by a three-year certification that entails continued professional development opportunities. Dur-ing the past year, sixteen participants attended the Change Leader Institute and nine leaders became certified. Some of the Certification projects included the publication of a Cultural Heritage Tourism brochure,

the formation of a “second-hand” shop with profits going to a community center in Escalante, a feasibility study and initial plan for the building of a community arts center in Spanish Fork, and several other community-based projects. Change Leaders were also able to gather to-gether to network and exchange ideas at two semi-annual conferences and over seven leader-ship circles held throughout the year. Creative Communities Initiative The Creative Communities grants were awarded for innovative and collaborative community-based arts projects that enhance economic op-portunities and citizen quality of life in Utah’s communities. The uniqueness of this grant is the requirement that multiple community or civic

groups collaborate and provide matching funds for a project that enhances the cultural life of a com-munity and can be measured in economic impact. Over $90,000 was granted to six community pro-jects that included renovation of a historic theatre in Gunnison, a bo-tanical garden sculpture at the Tre-monton Library, the establishment of a satellite public radio station in

downtown Logan to produce programs that highlight arts and downtown events, and a “Sidewalk Cinema” that projected short local documentaries on storefront windows which created a connection within the downtown area. These projects leveraged over 200% in matching funds by partners in these communi-ties and generated overwhelming community support. Governor’s Leadership in the Arts Awards The four recipients of the 2008 Governor’s Leadership in the Arts Awards were presented to Ferron Holt of Washington County – Arts Education Leadership Award; Gail Bunker of St. George – Community Leadership Award; Representative Greg Hughes of Draper – Leg-islative Leadership Award; and Ruth Draper of Salt Lake City – Lifetime Leadership Award. The 2008 recipients were honored during the Governor’s Leadership in the Arts Awards Luncheon during the Utah Arts Council’s Mountain West Conference on the Arts.

Beverley Taylor Sorenson Arts Learning Program In the 2008 Legislative session, lawmakers es-tablished the Beverley Taylor Sorenson Arts Learning Program. This $15.82 million, four-year initiative will ensure quality arts education for Utah students by dedicating funds to the hiring of school-dedicated arts specialists to work side-by-side with teachers in the class-room, promoting partnerships with universi-ties that offer pre-service and professional de-velopment training, and providing instruments and arts materials. A portion of the funding will also be used in tracking and evaluating stu-dent progress in order to quantify results.

This program represents a remarkable part-nership that includes art works for kids!, the Utah Arts Council, the Utah State Office of Education, the Utah PTA, and numerous schools, districts, educators, and par-ents across Utah. The Utah Arts Council has adminis-trative oversight of the program.

Arts Education

Big Read In 2007, the National Endow-ment for the Arts (NEA) introduced the Big Read, a national program designed to “encourage lapsed and reluctant readers” to read a book together to discuss as a commu-nity.

In FY08, UAC received a $20,000 grant from NEA to conduct 3 projects in Ogden, Blanding and Montezuma Creek, Utah. Additional book-related activities (The Frybread Freedom Festival at the high school featured an original theatre and music performance by theatre stu-dents and the WHS band. Additional festival activities included a graphic arts exhibition, a discussion group on cultural identity, and a screening of the film, Smoke Signals. The Big Read project closed in Montezuma Creek with an evening concert for students, parents and community by Navajo singer/songwriter James Bilagody. Mr. Bilagody sang the praises of Sherman Alexie and emphasized the im-portance of reading. Approximately 570 adults and students participated in the Big Read.

Status of Arts Education In FY08, through a partnership between the Utah State Office of Education and the Utah Arts Council, the elementary/secondary school principals completed the third Status of Arts Education in Utah. To date, survey re-sults demonstrate the importance of arts edu-cation, the range of schools that have strong programs and those who are just beginning to explore arts education. One indicator of the efficacy of the arts in schools is improved school attendance and a reduction in referrals to the principal’s office when students are en-gaged in the arts.

In the fall of 2009, Utah joins Idaho, Montana and Wyoming in introducing a four-state sur-vey on the status of arts education to elemen-tary/secondary principals. The information the survey will document include, the number of highly qualified teachers in dance, theatre, mu-sic and visual arts; how often and for how many minutes a week students are taught the arts; the level and quality of professional devel-opment for teachers; the source of arts educa-tion funding and priorities of building adminis-trators.

Mondays in the Park The July and August 2007 Mondays in the Park concerts marked the Twentieth Anniversary season of this popular series held in front of the Chase Home Museum of Utah Folk Arts in Salt Lake’s Liberty Park. From Hopi and cow-boy performers to some of the state’s most recent arrivals - - refugees from the Balkans and Africa, the series presented Utah’s diverse cultural traditions. The sound of the Scottish bagpipe, Jewish accordion, Japanese koto and the Celtic harp filled the summer evenings while audiences enjoyed the graceful moves of Cambodian court dances and the skill and energy of Hawaiian hula and Mexican Ballet Folklorico. A special concert celebrated the 50th anniversary of the Salt Lake City – Matsu-moto, Japan Sister City relationship with per-formances by local Japa-nese musicians and danc-ers paired with cowboy singers and square danc-ers.

Folk and traditional arts encom-pass all traditional artists and communities, from rural cowboys, farm folk and American Indians living on reser-vation lands to the many cultural, occupa-tional and ethnic groups living in Utah.

Focus is centered on perpetuating artistic traditions and skills and maintaining unique cultural identities. Traditional arts include crafts, music, dance and stories passed down through families and com-munities or within tribal, ethnic or occu-pational groups. These artistic skills, which reflect the values of earlier genera-tions, are a vital component of commu-nity culture, heritage and identity.

Folk Arts New Funding Opportunities The Utah Arts Council introduced a new, year-round funding opportunity for Folk, Traditional, and Ethnic Artists: Utah Arts Council Fast Track project Grants. The Board of Directors approved 11 projects totaling $5,500.

The new project grants are designed to assist individual artists and cultural com-munities in the documentation, develop-ment, or presentation of their own tradi-

tional art forms, as well as encourage local investment in traditional folk and ethnic arts. The grant offers matching funds up to $500 to individuals or groups for projects that de-velop or present community-based, traditional folk art or ethnic art forms.

Poetry Out Loud Poetry Out Loud is a program that encourages high school students to learn about great po-etry through memorization, performance, and competition. Schools are invited to participate in classroom and school-wide contests, ad-vancing a school representative to a state com-petition which was held on March 27, 2008. Madison Niermeyer, a senior at Skyline High School received first place in the state compe-tition. She won an all expense paid trip to Washington, D.C. and an opportunity to com-pete for the National Finals held on April 28-29, 2008. Madison won third place in the na-tional competition and a $5,000 college schol-arship. She competed against 52 state and U.S. Territory champions. Original Writing Competition For fifty years now, the annual Original Writ-ing Competition has awarded recognition and cash prizes to some of Utah’s finest writers. These winners attract the attention of the wider literary world to our state and our liter-ary community. Often these winners go on to win national prizes, acclaim and publication.

The Utah Arts Council has been support-ing Utah's literary community for 51 years. The Utah Original Writing Compe-tition began in 1958 and has since ex-panded to other offerings, including read-ings, conferences and workshops all over the state, as well as providing a series of professional development seminars for writers.

Literary Arts With funds provided by the Utah State Legislature and the National Endowment for the Arts, the Utah Arts Council Lit-erature Program awarded over $7,000 in prizes to writers from Cedar City to Logan; Poets fiction writers and essayists have all won awards in this year’s con-test. Also, 2008 saw Judith Torres of Logan win first prize (and $1,000) with her book for juvenile readers: “The Easter Bunny of the Southwest.”

Museum Interpretive Initiative OMS collaborated with the Utah Humanities Council (UHC) and the Utah Museums Asso-ciation in developing the Museum Interpretation Initiative to help museums gather and share the stories of their collections and exhibits. OMS and UHC collaborated in a grants program which funded projects in 12 museums to up-grade interpretation, including signage and ex-hibit captions, oral histories and historic re-search. Museum Day Office of Museum Services and the Utah Muse-ums Association sponsored Utah Museum Day on February 4, 2008, in the newly-renovated State Capitol to celebrate the contributions of museums. There were 119 people who par-ticipated, representing thirty-eight museums. The museums displayed a variety of objects from their collections, including exotic birds and snakes and impressive exhibits of Utah art and history. The event also provided an op-portunity for museums to meet with their leg-islators to discuss the educational value a mu-seum provides the state and to advocate for an increase to OMS grants.

The Office of Museum Services (OMS) will promote Utah museums and the es-sential role they play in our state as sources of community pride, centers of public education, and institutions that encourage economic development and tourism.

The Office assists Utah museums in im-proving their ability to: Care for and manage collections; Develop quality edu-cational resources; Provide access to col-lections for research; and Identify and successfully compete for financial re-sources.

Museums

Museum Preservation Utah museums care for millions of ob-jects that represent our state’s artistic and historic heritage and scientific speci-mens that reflect our natural surround-ings and the world’s past.

In 2008, OMS provided both financial resources and technical assistance to Utah museums to help ensure that their collections are preserved for future gen-erations. We provided grants that fund projects to care for collections and helped train museum staff and volunteers by providing scholarships to the Utah Museum Association Annual Conference. We presented seven workshops through-out the state to twenty five museums that instruct museum staff and volunteers how to properly care for collections, how to number and catalog collections. In addition, we consulted on site with about 35 museums and by telephone and email with dozens of museums through-out the state. Our OMS Newsletter and website also provided information on caring for museum collections.

In addition to the continuing maintenance of the 200 artworks in the collection, the Public Art Program began, continued or completed public art projects for:

The Public Art Program com-missions artists from Utah and nation-wide to create site-specific art in and around the public spaces of State fa-cilities throughout Utah. This art, created by artists in collaboration with the community and the facility for which it is being created, enhances and helps build economically healthy and beautiful communities in Utah. These site-specific artworks, commis-sioned by the Public Art Program and chosen by the community based se-lection committees, can take the form of architecturally incorporated ele-ments, landscape design, glass, textile, painting and/or sculpture. The pro-gram is working to build and add to the quality public art collection be-longing to the citizens of Utah.

Traveling Exhibit Program Each year the Traveling Exhibition Program (TEP) likes to kick off the season with newly curated exhibits for its constituents. This year, we re-curated three annual exhibits: Utah Wa-tercolor Society, All-State High School Exhibit and Hogle Zoo’s World of the Wild. TEP part-ners with the Watercolor Society, the Spring-ville Art Museum and Hogle Zoo to travel the artists who participate in their annual exhibits. These partners help provide new exhibits each year and allow the artists in the exhibits to have their work shown to a broader audience.

In addition to the re-curated exhibits, this year TEP was thrilled to add two brand new exhib-its to their register. People, Places and Things Along US-89 consists of black and white pho-tographs by John Telford accompanied by writ-ings by a few well-known Utah authors regard-ing the subject. We also collaborated with Salt-grass Printmakers to bring attention to the often misunderstood genre of printmaking. Both of these exhibits have a strong educa-tional component and were popular among schools, libraries and other art centers and we plan to travel them for another two years.

Design Arts ‘08 DesignArts Utah ’08 is the sixth annual design exhibition sponsored by the Utah Arts Council. The exhibition highlights projects and concepts generated by Utah “creatives” from all fields of design in-cluding architecture; landscape design; community planning and design; vehicle design; fashion and textile; furniture; in-dustrial/product; communications; and other related design fields.

Award winning designer and Creative Director of Design Within Reach, Jenni-fer Morla, reviewed 97 projects from 37 Utah designers. Selected were 15 artist’s including: AJR Atelier Jorg Rugemer, Sa-rinda Jones, Joy Stein, Angela Lawrence, U of U Architecture School, Wade Smith, DesignBuild Bluff, Janna Budge, Rocket-ship, Nicholas Mendoza, Haley Tessier, Travis Purrington, Swivelhead Designs, Soonju Kwon, and Arron Monson.

Statewide Annual Exhibition The Statewide Annual Competition and Ex-hibition took place in the Rio Gallery in the historic Rio Grande building September 21 to November 3, 2007. The out-of-state ju-rors selected 39 artists to display their art-work. Six cash awards were presented to the artists selected by the two jurors at the opening reception September 21, 2007. They were: Sandy Brunvand, Salt Lake City; Alison Denyer, Salt Lake City; Josee Prib-banow, Salt Lake City; Steven K.
