Utilities & labor costs The 2016 HOST Almanac indicates utility costs were down across the country in 2015 and were particularly low in the central regions. Labor costs are poised to increase in many markets over the next few years. Data from the 2016 HOST Almanac shows the regions with the highest labor costs were the Mid-Atlantic, Paci�c and East North Central.
