ONE of the founders of the AmadibaCrisis Committee (ACC) was mur-dered at his home in Lukholweni ar-ea, Amadiba area in Mbizana last

Tuesday evening.

Sikhosiphi Bazooka Rhadebe, the chairper-son of the Amadiba Crisis Committee (ACC),was shot dead by two men who were allegedlyposing as police officers.His wife and son were injured in the attack.

Police spokesperson Lieutenant Kyaha Ton-jeni said a charge ofmurderwas being investi-gated. Rhadebe had gunshot wounds in his up-per body. “The police found spent cartridgecases on the scene and are following up allleads,” said Tonjeni.At the time of going to print no arrests had

yet beenmade. Tonjeni said themotive for themurder was not known.TheACC, however, says it believes themur-

der is directly linked to the committee’s cam-paign to stop mining activities in the area be-tween the Kwanyana and Mnyameni rivers.

TheAustralianmining companyMRC (Ltd)applied in 2008 to mine titanium here. Theirapplication was denied.ACC was formed by a group of residents

from the Amadiba area in Mbizana who areagainst the proposed mining project.Rhadebewasveryvocal about theirunshak-

en stand against the project which they saywill destroy their land while benefiting onlya few.The ACC issued a statement shortly after

Rhadebe’smurder saying that it was an assas-sination.On behalf of theACC,NontleMbutuma said

that they are deeply hurt by the sudden pass-ing of Bazooka. “We are hurt but after a yearof threats and attacks, we have been waitingfor something like this to happen,” said Mbu-tuma.She added that there has been attacks in the

area since Christmas and they have not beensafe ever since the four men who were arrest-ed during the Christmas day shootings werereleased from jail.TheACCrecently ledagroupof anti-mining

community members who blocked the Khan-yayo Block that was earmarked for waterdrilling and the process had to be postponed.Also part of the ACC, Mzamo Dlamini said

that they will not be intimidated into submis-sion.

“The mining is not going to proceed unlessthey kill us all which is what we are preparedfor because we are going to die anyway fromthe chemicals should they force the miningproject,” said Dlamini.The ACC also said in their statement that

the police has refused to cooperate with theUmgungundlovu traditional authority of thecoastal Amadiba area to stop the violenceagainst their community which is against themining.

OR Tambo district municipality launchedthe Flagstaff water scheme last Thursday tocommemorate National Water Week.The scheme, to benefit about 8662 house-

holds, was launched by OR Tambo districtMMC forwater and sanitationWilliamNgo-zi at Siphaqeni Locality outside Flagstaff.

“In line with Water Week, we have decid-ed to put the focus on ourwater projects.Weare currently on the reticulation phase forthe Siphaqeni to Twazi localities which willcost more than R30 million,” said Ngozi.He said that theproject is in its thirdphase

now and that contracting companies areready to start with the work which will ulti-mately ensure easy access to water for the

public. “It is an ongoing project becausefrom here, we will launch another one inward 04, 07, 13, 10, 28 here in Ingquza Hillwith the installationof boreholes,” he added.Ngozi went on to say that they are also

running sanitation projects in the rural are-as in the OR Tambo district including PortSt Johns and Twazi locality where therehave been service delivery protests.

From LNP Construction, Luyolo Duncansaid that the project will be started soon aft-er the Easter holidays and is set to take tenmonths.“We will be responsible for the reticula-

tion of water into the taps from the mainbulk supply in ward 10. We hope to employabout 30 people for now – depending on thescope of our work,” said Duncan.

A PARALYSED Queenstown grandmotherdied inherbedonTuesdaymorning lastweekafter a fire broke out in the shack shewas liv-ing in.At the time of the incident she was being

taken care of by her nine-year-old grandson.She was named by the police as Nomdaka-

zana Gushelo.The incident took place near theHewu taxi

rank, a fewmetres from theNonesi ShoppingMall.The shackwas thehomeofNomdakazana’s

sonSimbongileGushelo, his spouse,Ntombe-sizwe Nkila, and three children.The Gushelo family hails from Dordrecht.When Express visited the scene, one of the

children (9) was telling shocked bystandersthat their father, Simbongile, had gone totown to sell herbs as he usually did, while hiswife went to the Sassa offices in town.The boy said he had been left to look after

his grandmother.Due to the darkness inside thewindowless-

shack, the boy lit candles while his grand-mother lay in her bed.He said he had left his grandmother alone

locked inside the shack and gone outside.Linda Ngxingweni, whose shack is next to

the Gushelo’s, said she had seen smoke com-ing out of tiny openings in the iron sheets andhad gone to check.“I went to seewhatwas happening because

the owners of the shack were not around andthe gogo couldn’t do anything by herself.“On my arrival I realised that the shack

wasonfireandthedoorwas locked,”shesaid.I ran around screaming for help, and I

called a neighbour, Eric Ngqaqu, who is a lo-cal mechanic, to come and grind off the pad-lock of the shack.”Ngqaqu said he had heard Ngxingweni

screaming for help and raced to the shack.

“I first tried kicking down the door, but re-alised it was locked with an iron padlock. Ithen ground it down so we could rescue who-ever was inside.”“Unfortunately awindgust blew the fire to-

wardsusandwecouldn’t get in.Weanxiouslywaited for the firefighters to come and dousethe fire,” he said.When the firefighters arrived, the shack

was totally engulfed in flames. After the fire

was extinguished, the grandmother’s body-was found in herwooden bed, which had alsoburned down, with a wheelchair next to it.Her son arrived at the scene and he and his

spouse had to be hospitalised for shockwhiletheir three children remained on the scene,standing around in disbelief.Queenstown police spokesperson Namhla

Mdleleni, confirmed the incident and said aninquest had been opened.

THE Department of Trade and Industry (DTI)will allocate more funds for the revitalisationof Mthatha’s Vulindlela Heights IndustrialPark, director-general Lionel October has an-nounced.Octoberwasaddressingbusinesspeople at an

industrial business stakeholders’ workshophosted by the department and the King SabataDalindyeboMunicipality at theMthatha Stadi-um on Wednesday last week.The purpose of the workshop was to brief

businesspeople operating in the industrialpark on the progress the department has madein its efforts to revitalise the park.“We have already allocated R22-million for

the first phase of the revitalisation of thispark,” October said.“This is intended to take care of the basic in-

frastructure in the park such as roads, electric-ity, security and water.“In the new financial year, the department

will make more money available for the nextphase of the upgrading of this park. Our objec-tive is to make Vulindlela a world-class, mod-

ern industrial park.”He said the DTI’s objective was to revital-

ise South Africa’s old industrial parks in or-der to boost broader economic and industri-al development in the townships and ruralareas where they were located.This, he said, would enable them to con-

tribute to economic growth, diversificationof economicactivity, attracting investmentsto those areas, job creation and addressinginequality and eradicating poverty.Businesspeople who attended the work-

shop also learnt that the implementation ofthe first phase of the upgrading of the Vulin-dlela Industrial Parkwould begin thisweek.The Development Bank of Southern Afri-

ca, which has been appointed by the DTI toroll out the infrastructure-upgrading part ofthe project, has appointed a contractor whowill be on site to commencework on the day.“The government has prioritised the revi-

talisation of industrial parks because oftheir importance in promoting industriali-sation and manufacturing,” October said.“We are stimulating agriculture, agro-

processing, beneficiation and manufactur-

ing throughout the countryasawayof grow-ing our economy and industrial parks likeVulindlela have a critical role in ensuringthat we achieve our economic objectives.”Speaking on behalf of the Mthatha Busi-

ness Chamber of Commerce, Andile Mvin-jelwa said business in the area welcomedthe revitalisation initiative undertaken bythe DTI.He indicated that business would appreci-

ate being consultedmore onmatters relatedto the programme so that they could fullyparticipate and contribute to its successfulimplementation.“We are appealing to the DTI to extend its

assistance to other areas of Mthatha whereeconomic activities are taking place.“In particular, the panel-beating industry

in Mthatha has a lot of potential, but thereis a need for the government to support theindustry in order for it to reach its poten-tial,” he said.He also appealed to October to ensure that

the contractor appointed to upgrade the Vu-lindlela Industrial Park infrastructure pro-cured material and skills locally.

AN elderly man, who is not sure of his age,is waiting for his day of death at home afterhewas allegedly chased away by theMthathaGeneral Hospital, with nurses claiming thathe was not sick compared with other peoplewho were being treated there.

This is despite Mvuthuza Khovana enter-ing the hospital on a stretcher.After his rejection, he had to hire a car to

get back home as he had been transported byambulance to the hospital.Khovana is lying sick on his dilapidated

bed at home, which is not a sterile environ-ment, nursed by his wife and younger broth-er, who have to change him and clean up ifhe wets the bed.

He cannot sit, stand or walk and lies onhis bed day and night. If he needs to move,someone must come and turn him.As a result of his long time in the bed he

has developed sores on his lower body. Hemust endure unbearable pain because he hasno medication to ease it.Khovana’s problem started last year

aroundOctober when he fell on the doorstep.After that his legs failed to carry him be-

cause of lack of use.Because of the pain, he called an ambu-

lance and was taken to hospital, where hewas turned away twice.Now the old man says he is resigned to the

fact that he will not get medical attentionfrom the hospital.“Nyana (my son) I did not believe it when

the nurses told me I was not ill even thoughI was in unbearable pain.“I amstill askingmyself howsick you need

to be for the hospital to admit you.“I am hoping that a good Samaritan can

come and assist me, but I don’t want to be inthat hospital. They should rather take me tothe hospital in East London,” the old mansaid.“I am still astonished,” said his younger

brother, Sebenzile Khovana, who waspresent during Express’s visit to the oldman’s home.“What kind of hospital can say a person is

not ill when he cannot move or even take aspoon to his mouth?”Thehomestead is not far from former presi-

dent Nelson Mandela’s grave on his farm inQunu.Mandela is globally known of fighting for

DEPUTY Trade and Industry MinisterMzwandile Masina has made a plea to localgovernments to set aside a percentage of theirwork-wear procurement budget to be ac-cessed by fashion designers.

Masina was speaking during the awardingof certificates to 34 fashion designers inMthatha recently.

The certificates were for fashion designerswho received technical training at the fashiondesign innovation centre. The event was host-ed by the Eastern Cape Art and Culture Coun-cil.

Masina said this was a practical way inwhich they could ensure fashion enterprisesbecame financially sustainable and contribut-ed to the creation of employment for designers.

He urged government entities such as theECDC, SEDA, district agencies and the pri-vate sector to join the department by commit-ting funding and material support in buildingyoung fashion designers’ technical expertise.

“We need to have all these people and givethem all ongoing support in order for the in-

dustry to grow.“For us this is the practical way in which

we can ensure these enterprises become finan-cially sustainable and create employment for

designers,” Masina said.“We want to congratulate all of you for your

tenacity to have gone through this vigoroustraining by our accredited institutions.”

“We hope that you are not just going to hangthese certificates but are going to use them tochange your lives and change the lives of thelocals here in the Eastern Cape,” he added.

Fashion designer Ncumisa Zibi was thank-ful of the initiative by the department whichhas opened doors for many designers throughthe trainings.

“This initiative has given some of the de-signers the zeal to even wake up in the morn-ing and pursue their dream because theyknow they have a place they can go to and un-fold the vision they have,” she said.

“When people imagine fashion they imag-ine walking on the ramp, but beyond that,there are families to be feed, there’s a need forfinancial income.

“We are saying there should be models thatassist with that because the ultimate purposeis to be incubated, trained and fully fledgedand contribute to the economy,” said Zibi.

A NATIONWIDE campaign by the Govern-ment Employee Pension Fund (GEPF) was inMount Frere last week to engage beneficia-ries, pensioners and its GEPF members onfund administration.

The fund says it is important for its mem-bers to know exactly how their pension fundis managed as many have fallen victim to bo-gus advice from brokers.

It says many government employees havebeen given the wrong advice to resign fromgovernment work just before retirement agein order to access all their benefits and aban-don the fund.

This poor decision is said to have cost manyof the beneficiaries their life savings as thefund will no longer be an administrator of theperson’s funds after this.

The GEPF campaign in Mount Frere ad-dressed the challenges faced by its membersand their exit benefits, such as delays in docu-ment processing and payouts.

Free State GEPF regional office managerManelisi Luxande reminded members andpensioners that GEPF services were offered

at no price or fee and they must always visitthe offices in all provinces for free and good-quality services.

He was referring to the advice of bogus bro-kers who the fund says are responsible formany people misusing their life savings.

Many active members and pensioners ex-pressed their delight that the fund had visited

their area and they had a rare opportunity toraise their concerns, ask questions and checktheir status on the system.

GEPF is the largest pension fund in Africa,with more than 1.2 million contributing mem-bers and about 400 000 pension recipients.

The fund, established in 1996, is responsiblefor more than R1.7-trillion of assets under itsmanagement.

DESPITE its damaging consequences, lifeor funeral insurance fraud remains arelatively low-key subject in society.

However, this type of fraud has thepotential to ruin people’s lives andnegatively affect the viability of insuranceproviders.

Lee Bromfield, CEO of FNB Life, saididentity theft was the predominant causeof life or funeral insurance fraud.

He said paying attention to the follow-ing suggestions could go a long way tohelping people to stay vigilant and not fallvictim to life or funeral insurance fraud-sters:

. Fraudsters exploit mistakes andnegligence. Always keep personal informa-tion safely stored. This also applies whenyou are in public spaces such as shoppingmalls and other crowded areas.

. In some cases, you may be asked toproduce your ID or driver’s licence assome form of verification. Regardless ofthe circumstances, try not to lose sight ofsuch items because you never knowpeople’s intentions.

. People tend to ignore or dismissrandom calls about life or funeral policiesthey are said to have taken. Do not makethat mistake.

If someone is calling you about a policyyou are not aware of, follow up with the

provider to ensure your identity has notbeen stolen.

. No matter how desperate you are formoney, never accept any offer whichincludes compromising your identity.

. Only take life or funeral insurancefrom a reputable provider.

Ensure that you take up insurance witha licensed insurance provider.

You could lose a lot of money shouldyou mistakenly take up life or funeralinsurance with a bogus provider.

. Report life or funeral insurance fraud.Make it a personal your responsibility

to alert law enforcement authorities aboutpotential fraud to prevent being the nextvictim.

sley said they hadtried all in theirpowers to informthe governmentand themunicipali-ty but in vain.“We contacted

President Jacob Zu-ma’s hotline, theDepartment of Wa-ter Affairs and themayor of the Nyan-deni municipality,”she said.“The mayor even

had a meeting withthe community, butthere was noprogress even afterthat meeting.“We are isolated

because there wasno provision for wa-ter about 14 monthsago, andnowwerelypurely on rain wa-ter,” she said.Hemsley said the

same problem hadoccurred in 2009,and water had beencut off until 2012.She called on the

relevant stakehold-ers to help becausepeople’s health wasat risk because ofthe water shortage.She said the three

schools in the areawere also withoutwater.Several attempts

to get comment fromthe OR Tambo Dis-trict Municipality,which is responsibleforwater in the localmunicipalities,were fruitless. Nocomment could beobtained from theNyandeni munici-pality either.

AFTER hosting a Christmas party at the Po-lar Park preschool in Mthatha in 2014, Wom-enwithVisionmemberswere touched by thesituation there and came up with a vision tochange the lives of the children at the creche,which is surrounded by poor and unem-ployed communities.

The 40 children were learning in a smallzinc shed with no windows which was un-bearably hot in summer and very cold inwinter.Women with Vision made their goal forlast year to build a decent classroom for thechildren where they could feel safe and hap-py while they learnt. They raised money forthe project by hosting events.Their vision and dreamcame true recentlywhen the preschool was officially handedover to the community.Women with Vision chairperson RashidaMukadam, said: “Yes we did it, turned the

tin shed into a beautiful classroom with anadditional resting area and also a play-ground and vegetable garden.“Getting to this pointwas not an easy task.It took a huge investment, not just of moneyfrom our generous donors. The time, effortand sweat put in by everyone involved wasunmeasurable.”She urged the community to see the needto treasure this school.“Our hope is that the children who attendthis school will grow into successful youngadults,” she said.“We did face many challenges to get thisschool to where it is. We could not raiseenough funds to complete the project, hencephase two will be our goal for this year.“Ablution facilities for the children are es-timated at R40 000, of whichwe have alreadyraised R14 000,” Mukadam said.She expressed her gratitude to all thesponsors who supported this project and al-so appealed to the business community tocome forward to assist with phase two.

THE young people from OR Tambo and Al-fred Nzo regionwho participated in an initi-ative called the National Rural Youth Servi-cesCoopare demanding their practicals andtheir certificates after completing theirtraining.They said they had been told they wouldget practical experience and after thatwould be awarded with certificates to showthat they had done training in the project.

But to their dismay they did not get thepromised practical experience in the build-ing course, or their certificates.Theproject started in 2010, trainingyoungpeople for various careers including build-ing, agriculture and plumbing.Reliable sources have said that the projectwas supposed to be for two years but was ex-tended to December last year.Thandinkosi Mgamtsha from Port StJohns said: “We spent a lot of time waitingfor certificates, but now the responsible per-

sons are sending us from pillar to post.“We should have completed this trainingin sixmonths, but they always introduceun-necessary extensions for which we cannotafford to wait because we need to prove our-selves in the workplace.“If these people continue playing this hideand seek concerning our certificates thechances of getting work are slim as no onewill recognise us without certificates.“It’s worse that they never gave us thatpractical building experience they prom-

ised. Before we leave here we demand theresolution of these two issues,” Mgamtshasaid.“We need practical experience because itwas theory right through. We cannot devel-op ourselves with theory only, and we can-not afford to spend seven years without get-ting certificates,” saidMandlaMayope fromDangwana location.Attempts to get hold of aMr Rala whowasconducting the training were fruitless, withhis phone remaining unanswered.

“We have an economic challenge that isfacing us, but we will be able to overcomethis challenge that is facing us.“Some of the pundits in the 90s predictedthat South Africa would descend into a frac-

tious political crisis and that there was go-ing to be a blood bath if a black governmentwas put in power. We are now 22 yearsalong. We have not seen what they predict-ed.

“I have no doubt that even in this difficulttime we have an opportunity to prove to ourdistractors that the path to inclusivegrowth adopted by the government and ourpeople is a correct one.”
