1. SUMMARY
The Defence Policy and Planning (DPP) Division leads work in the NATO International Staff on the
defence-related aspects of the Alliance’s fundamental security tasks at the political-military level.
The Defence Policy and Capabilities Directorate in DPP addresses a wide range of issues related
to Alliance defence policies and strategies, including the policy aspects of Alliance capabilities.
The Division’s Enablement & Resilience Section (ERS) develops, facilitates and supports the
development of high quality professional advice to NATO and national authorities at the political
level. The Section contributes to efforts to ensure Alliance military forces receive the enabling
resources and services they require, including collective logistics, and to support national resilience
through civil preparedness, both of which support NATO’s deterrence and defence posture.
The incumbent is responsible for coordinating and contributing to military enablement and national
resilience in the field of civil transport (which includes merchant shipping, inland surface transport,
and civil aviation). As the Section point of contact for the civil aspects of movement, logistics and
transport of Alliance forces, including capabilities and border-crossing arrangements, he/she will
conduct analyses and support the development in these fields. He/she will work with a network of
civil experts and the Civil Emergency Planning Committee’s (CEPC) Transport Group (TG) and
report relevant activities and findings to the Committee and other requesting agencies as
appropriate. Upon request, he/she will assess the availability of civil transport resources to support
NATO operations and advise on critical infrastructure maintenance and access during periods of
crisis or conflict. He/she will coordinate, as appropriate, with national authorities, civil experts,
NATO military authorities, other Alliance bodies and other International Organisations. He/she will
also contribute to the drafting and delivery of presentations on civil transport and logistics to
education, training and professional development institutions (i.e., NATO School, Centres of
Excellence, national authorities, etc).

2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
possess a university degree or an equivalent level of qualification, in a field relevant for this
position;
have at least 5 years of professional experience in one or more applicable fields (defence
policy and planning, military operational planning, transportation, logistics) in a national
administration, international organization or in the armed forces;
have broad awareness of civil and military planning related to civil transport, including
merchant shipping, inland surface transport and/or civil aviation;
have substantial experience in policy development;
have strong oral communications and drafting skills;
possess previous experience working with multiple and diverse stakeholders;
have a good understanding of civilian crisis management in the national and/or international
context;
demonstrate good political judgment;
possess the following minimum levels of NATO’s official languages (English/French): V
(“Advanced”) in one; I (“Beginner”) in the other;
be available to travel and to work outside normal office hours.
DESIRABLE
The following would be considered an advantage:
very good understanding of NATO policies and procedures; the civil and military structure of
the Alliance, particularly the responsibilities and roles of the NATO civil and military bodies
involved in resilience and civil preparedness;
similar work experience gained through service at a national administration or International
Organisation on civil emergency planning or multilateral affairs related to transport;
detailed knowledge of and experience in development policy and planning documents related
to resilience and civil preparedness; and
familiarity with or knowledge of the interrelationships between NATO HQ, the NATO Strategic
Commanders, national, civilian and military authorities in the capitals of member countries of
the Alliance, and of other countries and organisations that have partnership relations with
NATO;
experience working in a multi-national environment;

3. MAIN ACCOUNTABILITIES
Policy Development
Take a lead role in the development of NATO policy, planning, consultations and advice on the
effective use of civil transport resources and infrastructure, based on relevant political guidance.
Review NATO policy on civil arrangements in relation to maritime, inland surface transport and
aviation as developed by the Transport Group and other relevant NATO bodies. In coordination
with other International Staff elements and the NATO Military Authorities, draft policy documents,
planning guidance, assessments, briefing notes, speeches and other strategic communications
products.
Information Management
Determine priorities, identify urgent matters, organise and address tasks and requirements
accordingly. Influence NATO policy development by maintaining dialogue and exchange on NATO
current and future planning, and NATO defence planning and capability development. Channel
information to key players in NATO and influence strategy and positions. Execute work for DPP
management, in support of the NAC and its subordinate bodies, as required.
Expertise Development
Lead efforts to coordinate transport policy and procedures at the NATO level. Upon request,
identify and study the availability of commercial sea, aviation and inland surface transport
resources and infrastructure to provide cost-effective and rapidly available transport for potential
and ongoing operations. Develop, monitor and report on crises or conflict transport arrangements
as necessary. Collaborate with colleagues to make recommendations on effective use of the
NATO Defence Planning Process to assess and improve national civil preparedness capabilities.
Contribute to the development of seminars, workshops, exercises and other activities for NATO
colleagues, national civil and military transport planners and the training of civil transportation
experts. Ensure that the training of civil transport experts is accomplished within the approved
budget allocations. Plan and execute the annual training for civil transport experts based on the
approved training and exercise programme. Participate as necessary in NATO’s crisis
management structure during exercises and periods of tension.
Stakeholder Management
Engage and cooperate with the NATO Military Authorities on civil transport policy, planning and
support. Propose to the TG short, medium and long-term goals for maritime, inland surface and
aviation transport work in NATO, in coordination with the co-chairs of the Inland Surface Transport
(TG IST), Ocean Shipping (TG OS) and Civil Aviation (TG CA). Effectively manage and support the
work of these three TGs, including coordinating meetings, sharing resulting information with
various planning groups and addressing transportation issues. Support activities with partners in
the field of resilience and military enablement, especially in the area of civil transport.
Representation of the Organization

Represent NATO’s interests in various international settings, including giving presentations at
conferences, workshops, and seminars and supporting dialogue with government authorities (civil
and military), NATO Military Authorities and private sector representatives as necessary.
Project Management
Act as lead planner for annual transport civil expert training seminars and workshops within the
allocated budget. Working with NATO military staffs, develop training plans, agendas and final
reports as necessary. Advocate for and lead change management projects in collaboration with
colleagues and stakeholders. Continuously monitor and analyse work methods and the resulting
products to ensure they meet customer expectations.

4. INTERRELATIONSHIPS
The incumbent reports to the Head, Enablement & Resilience Section and through him/her to the
Director of the Policy and Capabilities Directorate. He/she will coordinate as required with other
DPP Sections, Divisions of the International Staff, the International Military Staff, the NATO
Situation Centre, the Euro-Atlantic Disaster Response Coordination Centre (EADRCC), the NATO
Military Authorities, and national delegations (Allies and partners) to cooperate and coordinate on
movement and transport issues, as well as be prepared to coordinate with non-NATO entities
when so directed.

6. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration
contract of three years; possibility of renewal for up to three years, during which the
incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political
reasons in order to be able to accommodate the Organisation's need to carry out its tasks as
mandated by the Nations in a changing environment, for example by maintaining the flexibility
necessary to shape the Organisation's skills profile, and to ensure appropriate international
diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be
offered a 3-year definite duration contract, which may be renewed for a further period of up to 3
years. However, according to the procedure described in the contract policy the incumbent may
apply for conversion to an indefinite contract during the period of renewal and no later than one
year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member
States, a 3-year definite duration contract will be offered, which may be renewed for a further
period of up to 3 years subject also to the agreement of the national authority concerned. The
maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel
Régulations.
NOTE:
Irrespective of previous qualifications and experience, candidates for twin-graded posts will be
appointed at the lower grade. Advancement to the higher grade is not automatic, and will not
normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher
grade, and a period of three years might be reduced by up to twenty four months for external
candidates. These circumstances are described in the IS directive on twin-graded posts.

1. RÉSUMÉ
La Division Politique et plans de défense (DPP) conduit au sein du Secrétariat international de
l’OTAN les travaux liés aux aspects « défense » des missions de sécurité fondamentales de
l'Alliance au niveau politico-militaire. La Direction Politique et capacités de défense (DPCD) de la
Division DPP traite un large éventail de questions liées aux politiques et stratégies de défense de
l’Alliance, notamment les grandes orientations relatives aux capacités de l’OTAN.
La Section Facilitation et résilience (ERS) de la Division assure, facilite et soutient l’élaboration
d’avis professionnels de qualité à l’intention de l’OTAN et des autorités nationales au niveau
politique. La Section contribue aux efforts déployés pour veiller à ce que les forces militaires de
l’Alliance reçoivent les ressources et les services de facilitation dont elles ont besoin, y compris en
matière de logistique collective, et pour renforcer la résilience des pays par la préparation du

La/Le titulaire du poste est chargé(e) de coordonner et de soutenir les activités visant à assurer la

2. QUALIFICATIONS ET EXPÉRIENCE
ACQUIS ESSENTIELS
La/Le titulaire du poste doit :
posséder un diplôme universitaire ou une qualification de niveau équivalent dans un domaine
en lien avec le poste ;
avoir une expérience professionnelle d'au moins cinq ans dans un ou plusieurs domaines
pertinents (politique et plans de défense, planification opérationnelle militaire, transport,
logistique) acquise dans une administration nationale, dans une organisation internationale ou
dans les forces armées ;
avoir une bonne connaissance générale de la planification civile et militaire dans le domaine
du transport civil, notamment le transport maritime commercial, les transports intérieurs de
surface et/ou l'aviation civile ;
avoir une grande expérience de l'élaboration de politiques ;
avoir d’excellentes qualités de communication et de rédaction ;
avoir une expérience du travail avec des parties prenantes diverses et multiples ;

3. RESPONSABILITÉS PRINCIPALES
Élaboration des politiques
Joue un rôle moteur dans l’élaboration des politiques, des plans, des consultations et des avis
OTAN sur l’utilisation efficace des infrastructures et des moyens civils de transport, compte tenu
des directives politiques applicables. Examine la politique OTAN sur les arrangements civils relatifs
au transport maritime, aux transports intérieurs de surface et à l'aviation qu'ont élaborés le Groupe
Transports et d'autres organismes OTAN concernés. Rédige, en coordination avec d’autres
éléments du Secrétariat international et les autorités militaires de l'OTAN, des documents
d'orientation, des directives de planification, des évaluations, des notes d’information, des discours
et d'autres produits de communication stratégique.
Gestion de l’information
Fixe les priorités, identifie les questions urgentes, organise et traite les tâches et les besoins en
conséquence. Exerce une influence sur l’élaboration des politiques de l’OTAN en entretenant le
dialogue et des échanges sur les plans actuels et futurs de l’OTAN, et sur les activités de
planification de défense et de développement capacitaire de l'OTAN. Assure la bonne transmission
des informations aux acteurs clés de l’OTAN et a une influence sur la stratégie et les positions.
Exécute des travaux pour les haut(e)s responsables de la Division DPP, à l’appui du Conseil et de
ses organes subordonnés, selon les besoins.
Développement de l’expertise
Encadre les activités visant à coordonner les politiques et les procédures relatives aux transports
au niveau de l’OTAN. Sur demande, recense les infrastructures et les moyens commerciaux de
transport maritime et aérien et de transport intérieur de surface qui seraient disponibles rapidement
et selon un bon rapport coût-efficacité pour des opérations en cours ou éventuelles. Élabore des
arrangements de transport pour les crises ou les conflits, en assure le suivi, et en rend compte,
selon les besoins. Collabore avec ses collègues pour formuler des recommandations sur
l'utilisation efficace du processus OTAN de planification de défense, dans le but d'évaluer et
d'améliorer les capacités nationales de préparation du secteur civil. Contribue à l'organisation de
séminaires, d'ateliers, d'exercices et d'autres activités pour le personnel de l'OTAN et les
planificateurs nationaux des transports militaires et civils, ainsi qu'à la formation d'experts du
transport civil. Veille à ce que le coût de la formation des experts du transport civil ne dépasse pas
le budget alloué. Planifie et organise la formation annuelle des experts du transport civil, sur la

base du programme agréé de formations et d'exercices. Rejoint, selon les besoins, la structure de
gestion de crise de l’OTAN durant les exercices et les périodes de tension.
Gestion des parties prenantes
Prend contact et coopère avec les autorités militaires de l’OTAN en ce qui concerne la politique, la
planification et le soutien du transport civil. Propose au Groupe Transports des objectifs à court,
moyen et long terme pour les activités menées à l'OTAN dans les domaines du transport maritime,
du transport aérien et des transports intérieurs de surface, en coordination avec les coprésidents
du TG (Transports intérieurs de surface), du TG (Transports océaniques) et du TG (Aviation civile).
Assure efficacement la gestion et le soutien des travaux de ces trois organes, notamment en
coordonnant les réunions, en communiquant les informations qui en découlent aux divers groupes
de planification et en traitant les questions relatives aux transports. Appuie les activités menées
avec les partenaires dans le domaine de la résilience et de la facilitation militaire, et plus
particulièrement dans celui du transport civil.
Représentation de l'Organisation
Représente les intérêts de l’OTAN dans divers contextes internationaux, notamment en donnant
des exposés à des conférences, ateliers et séminaires, et en contribuant au dialogue avec les
autorités nationales (tant civiles que militaires), les autorités militaires de l'OTAN et les
représentants du secteur privé, selon les besoins.
Gestion de projet
Est chargé(e) au premier chef d'organiser des séminaires et des ateliers annuels pour la formation
des experts du transport civil, dans les limites du budget alloué. Travaille avec les états-majors
militaires de l’OTAN, élabore des plans de formation, des programmes et des rapports finaux,
selon les besoins. Soutient et mène des projets de gestion du changement en collaboration avec
des collègues et d’autres parties prenantes. Contrôle et analyse en continu les méthodes de travail
et les résultats obtenus afin de s'assurer qu'ils répondent aux attentes des clients.
S'acquitte de toute autre tâche en rapport avec ses fonctions qui pourrait lui être confiée.
4. STRUCTURE ET LIAISONS
La/Le titulaire du poste relève de la/du chef de la Section Facilitation et résilience et, à travers
elle/lui, de la directrice/du directeur pour la politique et les capacités. Elle/Il assure la liaison, selon
les besoins, avec les autres sections de la Division DPP, les divisions du Secrétariat international,
l'État-major militaire international, le Centre de situation de l'OTAN, le Centre euro-atlantique de
coordination des réactions en cas de catastrophe (EADRCC), les autorités militaires de l’OTAN et
les délégations des pays (Alliés et partenaires), afin d'assurer une coopération et une coordination
sur les questions relatives aux mouvements et aux transports. Par ailleurs, elle/il se tient prêt(e) à
assurer la liaison avec des entités non OTAN lorsqu’elle/il reçoit des instructions en ce sens.

6. CONTRAT Contrat proposé (hors détachement) : contrat d'une durée déterminée de trois ans ;
renouvelable pour une période de trois ans maximum, au cours de laquelle le/la titulaire
pourra demander qu'il soit transformé en contrat de durée indéterminée.
Clause contractuelle applicable :
Conformément à la politique des contrats, il s’agit d'un poste auquel il est souhaitable, pour des
raisons politiques, d’assurer une rotation de manière à pouvoir répondre au besoin qu’a
l’Organisation d’exécuter les tâches qui lui sont confiées par les pays dans un environnement en
constante évolution, notamment en préservant la souplesse nécessaire à l’adaptation de son profil
de compétences, et de veiller au degré de diversité approprié à son caractère international.
La durée de service maximale prévue à ce poste est de six ans. La personne retenue se verra
offrir un contrat d'une durée déterminée de trois ans, qui pourra être reconduit pour une période de
trois ans maximum. Toutefois, conformément à la procédure décrite dans la politique des contrats,
elle pourra demander, au plus tard un an avant l'expiration de la deuxième période, que son
contrat soit transformé en contrat de durée indéterminée.
Si la personne retenue est détachée de l'administration d’un État membre de l’OTAN, elle se verra
offrir un contrat d’une durée déterminée de trois ans, qui, sous réserve de l’accord des autorités
nationales concernées, pourra être reconduit pour une période de trois ans maximum. À ce poste,
la durée de service d'un agent détaché n'excède pas six ans.
Les agents en fonction se verront offrir un contrat conforme aux dispositions du Règlement du
personnel civil de l’OTAN.
NOTE:
Quelles que soient leurs qualifications et leur expérience, les candidat(e)s retenu(e)s pour un
poste à grade jumelé sont nommé(e)s au grade le moins élevé. La promotion au grade le plus
élevé n’est pas automatique et n’est en principe pas accordée au cours des trois premières
années passées dans le poste.
Lorsque certaines conditions sont réunies, l’agent en fonction peut être nommé immédiatement au
grade le plus élevé, et la période de trois ans peut être réduite, d’un maximum de vingt-quatre
mois, pour les candidat(e)s externes. Ces conditions sont décrites dans la directive du Secrétariat
international relative aux postes à grades jumelés.
