    I know it seems clich, but the newyear brings resolutions and according toa recent study, while some of us nevermake them (17%), most of us usuallydo (45%) and not surprisingly, only

    about 8% keep them. The top ten listof New Years Resolutions for last yearincluded:

    1) Lose Weight2) Get organized3) Spend less, save more4) Enjoy life to the fullest5) Staying t and healthy

    6) Learning something exciting7) Quit smoking8) Helping others in their dreams9) Fall in love

    10) Spend more time with family

    Jess Ekstrom in Entrepreneurmagazine recently suggested thatperhaps instead of reaching for theunreachable, we should be morerealistic and thoughtful about the year

    ahead. And while her viewpoint isframed from a business perspective,it can also be applied to our personallives and our profession. She suggeststhat readers take time to reect on the

    following questions to help us make thebest resolutions.

    moments of 2015? If we think aboutwhat brings us fulllment a moment

    where we think our lives or ourvolunteer work really means something- that is encouraging. No doubt all of

    mindful of the important things we do for ourprofession can help us navigate the new yearahead with so many changes coming our waywith NAEYC afliation for example.

    this year? Think about a time when youreally needed someones help and they camethrough for you. Taking time to develop andnurture these friendships this year can be ahealthy and positive resolution.

    When things were working well for you,

    what was the cause?We dont always haveto reinvent the wheel when coming up witha new idea to solve a problem. Making a

    resolution to do more of what has workedwell this year is sometimes all you need.

    When were you the happiest?Ok this

    one was actually written as when wereyour employees happiest and while that isimportant and her suggestions are spot on,I would turn it around and ask When wereyou the happiest?Because we cant alwayscontrol what happens around us and we cannever control other people, we need to takecare to remember when we were happy thisyear and why. This one might be the hardestfor some of us.

    I have some really exciting news for you about your member benets

    from the Southern Early Childhood Association (SECA). BecauseVAECE is an afliate of SECA, all VAECE members are members of

    SECA! As members, you have access tosome wonderful new SECA resources. Inprevious issues of Viewpoint, I featured theSECA public policy notes and leadershipresources, but in this issue, I would liketo draw your attention to some resourcesdeveloped to support some of our fastestgrowing groups of stakeholders. First,

    did you know that SECA has many resources available in Spanish? Go

    to the SECA website http://www.southernearlychildhood.org/and clickon the tab Materials EN ESPANOL or simply usethe QR code here to link to Aula Infantil, the newSpanish language publication for those who mightwant to provide material to staff, but are not uent

    in Spanish. Each publication includes section forteachers of children birth to three years old, anothersection for teachers of children three to ve years

    old, and a section for directors. Materials and library resources are alsoreviewed. The most recent volume features information and resourceson the role of play.

    The second exciting announcement is that SECA will be providing

    a high quality professional development track for home visitors at theconference in Tulsa in February. Beginning on Thursday, February 11,presenters from the University of Arkansas forMedical Sciences and the University of OklahomaHealth Sciences Center will present trainingsessions and a research symposium focusing onsupporting families and enhancing home visiting.Click on the conference tab on the SECA websiteor use this QR code to learn more.     As you may have seen in the last issue of Young Children and the last issueof Viewpoint NAEYC has issued a revised set of criteria for afliation with

    NAEYC.The new criteria raise the bar for afliation in the areas of budget size,

    reserve funds, and stafng (either employees or consultants) as well as in areas of

    branding and relationships between afliates.

    VAECE is an afliate of NAEYC as are the following local afliates: Lord

    Fairfax AEYC, Southside AECE, Tidewater AECE, Prince William AEYC,

    Northern Virginia AEYC, Richmond ECA, Southeastern AEYC, and CentralVirginia AEYC. All current afliates of NAEYC, including VAECE and the

    eight local Virginia afliates will need to determine

    if they meet the new criteria or can work towardmeeting those criteria.

    In Virginia local afliates who do not meet the

    criteria for afliation have the option of becoming

    a chapter of VAECE. Currently Virginia has fourchapters, Valley, Greater Lynchburg, Southwest, and

    New River Valley. These chapters converted from being afliates previously and

    operate much as they did as afliates, providing professional development and

    other services to members in their areas. Chapters do not have to meet the morerigorous afliation requirements.

    An initial check in with NAEYC on what each afliate plans to do will takeplace in February. A nal decision will be due to NAEYC in June.

    In addition to its afliation with NAEYC, VAECE is afliated with SECA.

    Virginia is a dual membership state. The membership dues bundle currentlyincludes a membership in NAEYC, VAECE, SECA, and a local afliate.

    SECA and NAEYC have agreed that the dual membership states can continuewith that status but the dues would no longer be bundled and individuals couldchoose to join NAEYC or SECA or both along with their membership in VAECE.The VAECE Board would then be the state board for both the NAEYC and theSECA afliate.

    VAECE has been working with local afliate leaders and has been providing

    them with additional information regarding these important decisions. BothNAEYC and SECA have been providing state and local afliate leaders with

    information. The VAECE board will be participating in a facilitated dialogue ledby a consultant provided by NAEYC to better plan a seamless transition to thenew afliate structure. The SECA Leadership Summit at the February annual

    SECA conference in Tulsa will be a session addressing re-afliation with SECA,

    which will be especially informative for dual afliated states such as Virginia.

    The VAECE Board will vote prior to the end of February (when the initialcheck in is due to NAEYC) regarding both afliation with NAEYC and SECA.

    Membership thoughts and questions are most welcome.VAECE will continue to keep the membership informed of the process with

    restructuring and to keep you informed as to how this may affect your local groupand you as a member.

    Statement from the candidate: In regardsto Leadership experience, I have served on theVAECE Board as 4th VP and a CVAEYC Afliate

    Representative for several years. Also, I servedas the Co-President and Treasurer for the Central

    Virginia AEYC. Afterserving on the VAECEBoard and CVAEYC

    Board in various positionsthe past several years, Iwould like to increase myleadership role. This is anorganization that I am verypassionate about and feelthat I have many skills thatcould benet the Board.

    This individual keeps a record of the official VAECE business andassumes responsibility for authorized correspondence.

    Statement from thecandidate: While the Secretaryposition is a support position tothe Board it is a vital part. TheSecretary position often acts asan information and referencepointclarifying past practiceand decisions; and retrieving

    pertinent documentation. I seethe goal of Secretaryto provideadministrative support to theVEACE Board, keeping accuratemeeting minutes.

    Name of Nominee: Donna Foley

    Present Position:Quality Assurance & Data ServicesCoordinator, Child Care Aware of VirginiaPast Positions related to the early childhood field:I was a nanny for 7 children for 14 years. I worked in achild care center. I started out as a temporary employee

    working my way up to Summer Camp coordinatoroverseeing multiple sites and over 600 children. Sinceleaving the child care center I have worked in the childcare resource and referral eld.

    Any offices held and/or activities undertakenin behalf of the state and/or local association:Originally was elected Vice President of the afliate

    SVAECE, which in turn I became President of the afliate,

    then served as Immediate Past President, Past Presidentand then I retired from the local Board. I rejoined theboard, once again as Vice President and undersaw theconversion to a Chapter. Currently serving as Chapter

    President.

    Community involvement in behalf ofyoung children: Most of community involvement forthe past several years has been in conjunction with ChildCare Aware of Virginia and our advocacy efforts forchildren on the local, state, and national level. I have beento Capitol Hill several times meeting with aides and/orrepresentatives alike, as well as, made visits to the GeneralAssembly meeting with staff and/or delegates.

    LOCAL:

    Tidewater Association for theEducation of Young Children

    TAECE Fall Mini-ConferenceTAECE held its annual fall mini-conference on

    Saturday, October 17, in Newport News. More than120 early care and education personnel took part in avariety of training sessions. The session topics includedmath, science, strategies for working with infants andtoddlers, music, literacy, Virginia Quality and VirginiasFoundation Blocks for Early Learning.

    The mini-conference was a success as the teachers

    gained much knowledge that was ready to use in theirclassrooms. Additionally, many door prizes were givenaway. This years conference featured a free snack ratherthan a paid lunch. This appeared to be well received as itallowed the conference to end a bit sooner and didnt cutdown on training time.

    TAECE Make-It-Take-ITOn November 12, TAECE held a Make-It-Take-

    It session in Hampton. The theme was Activities forWinter. Members of the TAECE Board organized andmanned six stations with activities on art, math, literacyand music.

    The 17 participants worked to create ready to usewinter activities. There was much excitement in theroom as everyone networked and supported each otherwhile completing musical instruments, annel board

    snowmen and mittens, three dimensional snowman art,le folder games, etc. What a quick and efcient way to

    have activities ready to use when you leave a trainingsession!!!

    Pizza and snacks were provided to top the eveningoff. This turned out to be quite a success. Non-memberswere charged $10.00 and ended up with quite a bargain.

    November 24th TAECE Board Meeting

    On November 24th, much of the TAECE Board metwith Cindy Brown to discuss NAEYC restructuring.We were able to meet for dinner and a much neededunderstanding of what the TAECE Board is being askedto do as it relates to NAEYC restructuring. Cindy arrivedwith several handouts and ready to dive in to assist us.Through her knowledge, she explained the restructuringto us in a way that we were all able to understand andcan better chat about at our next meeting. We met forabout two hours and thank Cindy much for all she didduring this session.

    LOCAL:

    Valley Chapter

    The Valley Chapter of VAECE held its annual fallmeeting on Oct. 21st at James Madison University.After our dinner and business meeting, we weretreated to an evening of wonderful math experiencesto use in our classrooms. Our guest speaker was Mr.Eric Imbrescia, and adjunct faculty member at JMU,whose presentation was entitled Tips and Tricks forEarly Addition. Participants were able to interact withmaterials in this hands-on learning experience. Manydevelopmentally appropriate strategies for working

    with young children were shared. We had an excellentturnout of approximately thirty attendees. This includedve graduate students from the MAT program in early

    childhood at JMU. The evening ended with each attendeereceiving an education text which was made possible bySECA.

    This event was also used as a way to introduceeducation students at JMU to VAECE and our ValleyChapter. Grant monies provided by both VAECE andSECA were used to pay the registration fee for our JMUstudents. We are still working on developing this group,which we hope will grow into an important piece of ourchapter.

    The Happiness of Learning - New Conference Options!

    60th Annual VAECE Conference

    One of our goals when planning the upcoming 2016VAECE Conference was to offer some in-depth trainingoptions that would meet the needs of veteran teachers andadministrators. We also wanted to encourage conferenceattendees to enjoy some of the beauty and variety thatRichmond offers. To that end, we created several traininginstitutes, which provide 6 hours of training on each topicoffered. All three training institutes include lunch and thetwo that are away from the Marriott (STEM at the ScienceMuseum of Virginia and The Arts at the Virginia Museumof Fine Arts) include transportation. Space is limited in the

    institutes so be sure to register early before they ll up.Here is a brief description of the institutes we are offering:

    Thursday: STEM Institute FosteringExploration and Innovation in the EarlyLearning STEM Classroom - $50

    Join us for a fun, hands-on workshop at the ScienceMuseum of Virginia that will help you integrate STEMinto your program. You will learn about strategies to fosterexploration and critical thinking skills for young childrenthrough hands-on science. We will discuss the foundational

    concepts of inquiry and inquirybased teaching techniques.

    You will take away hands-onSTEM activities that stimulateengagement while learninghow science activities can beeasily integrated with other

    subject areas and be cross-curricular. Strategies learnedduring the session can be immediately used to enhanceteacher interaction with students and to augment classroominstruction techniques. Transportation and lunch areprovided.

    Thursday: Train the Trainer Institute:Becoming an Effective Early Childhood

    Professional Development Provider - $50Train the Trainer: This train-the-trainer curriculumwas created by the Virginia Cross-Sector Professional

    D e v e l o p m e n t(VCPD) Team toincrease the skillsof early childhoodleaders who havecontent knowledge

    but very little background in designing and deliveringprofessional development. In this Institute we will explore:

    Principles of adult learning and how to plan professionaldevelopment reective of these principles.

    How to design training so that participants gain newknowledge and skills and are able to implement whatthey learned in their work with children and families.

    Techniques for delivering professional developmentincluding organizing the learning environment and timemanagement.

    Interactive, participant-centered instructional strategiesincluding ideas for openers, closers, refreshers, andrechargers that make learning active and fun.

    You will leave this Institute with hundreds of new ideasto incorporate into your future trainings. This institute isheld at the Marriott and lunch will be provided.

    Friday: VMFA Institute and Early ChildhoodEducation Programs - $50

    This Institute will be held at the Virginia Museumof Fine Arts (VMFA) transportation and lunch will beprovided. Participants will learn about VMFA EarlyChildhood Education programs and how to use VMFA as aresource for Early Childhood Education.

    Learn how to integrate works of art from VMFAscollection into the early childhood classroom or for anon-site visit on your own. Explore how art can enrich thecore subjects you teach every day. Discover how VMFA isemphasizing process over product in our ECE classes andhow this approach can be incorporated into early childhoodclassrooms with diverse curriculum frameworks.

    Gallery Visits: Participants will learn how to talk aboutworks of art without feeling like you have to be an artexpert! Participants will learn how to walk students through

    the act of lookingand describing whatthey see. (Although

    this activity will bedone in the galleries,it can be done in

    the classroom as well with reproductions, posters, digitalimages.) Enhance your observation skills and boost brainpower through something as simple as drawing! Discoverhow sketching can help you notice the details in a work ofart. We will follow the hands on experience with a deepdiscussion of how you can apply this to your work.

    VAECE continues to be involved the EarlyChildhood Policy Action Network convened byVoices for Virginias Children to develop a Unied

    Early Childhood Legislative Agenda. This Networkrepresents advocates for young children from acrossdifferent disciplines in early care and educationand seeks to identify priorities and a consensus forlegislative support of early care and education issues.VAECE

    Board members Mary Braxton, Pat Victorson, andDebi DeLoose are active participants in meetings andcalls with this network

    VAECEs annual Capital Steps event was heldJanuary 17-18, 2016. All VAECE members were

    invited to attend legislative information sessions,followed by meetings with delegates and senatorsat the General Assembly. This is a key opportunityto carry out our mission to speak and act on behalfof young children. Be on the lookout for moreinformation about this years event.

    The 2016 Public Policy Forumwill begin on Sunday,February 28 at 1:00 pm with an exciting half-day sessionon electoral advocacy. On Monday, February 29, NAEYCwill be hosting expert policy briengs, guest speakers, and

    interactive breakout sessions for all state team members,providing many opportunities for networking andlearning. On Tuesday, March 1, attendees will experienceHill Day, building relationships with their Representatives,Senators and/or their staff.

    Do you remember the days when we were excited to

    see one little blip of a mention for early childhood,

    preschool or child care in the state budget and

    Governors budget address? You dont have to think

    too hard, because it was not that long ago! This

    budget is a totally different story! The state is starting

    to make more investments in early childhood, and it is

    in the comprehensive way that we believe will benefit

    kids and families most.

    Whats included in Governor McAuliffesbudget for early childhood?(blog post)

    There is a lot of good news to celebrate in this budget. Butwe know that advocates and stakeholders will need to voicetheir support to make sure it says in the budget. This yearis different than the past because there will be legislators,beyond those on the money committees, weighing in on earlychildhood issues. While it is important that the Appropriatorshear support for early childhood at the budget hearings,there will be opportunities to engage champions throughthis Session. Members of Health, Welfare and Institutionsand Rehab and Social Servicesand the Courts committeeswill weigh in onchild care safety issues. Members of theHouse Education(and likely) Senate Education and Health

    committee will weigh in on mixed-delivery preschoolgrants and establishing a Workforce committee. And thosemembers of Senate Financeand House Appropriationswillweigh in on these budget request items. It will be criticalfor us advocates to demonstrate that we are connected, thatthis cross-cutting approach is the right approach, at that earlychildhood is a bi-partisan, high priority issue. I encourageyou all to use the talking points and the Starting Early andWorking Together theme of the Early Childhood Unied

    Agenda to help reinforce that messaging.

    Among the budget issues, I believe that our policy networkat this point should prioritize our efforts around thesignicant investments in home visiting, child care safety

    and the mixed-delivery preschool grants. I believe that theGovernors proposal for VPI eligibility is a good approach.Across the state, about 14% of children attending VPI thisyear were above 200% of poverty. I think his proposal for

    some exibility with the slots, 15% of those allotted to thosewho do not meet the 4 eligibility criteria, would work in mostcommunities. I am concerned that VPI funding is essentiallyat funded for the next two years and will be asking some

    questions and raising that issue.Ill be there to help connect advocates and stakeholders to

    talking points. And I will help connect to various legislatorsthat are our champions or that we would like to becomechampions. I will also connect among the various issues.

    Lets work together in the following ways:1. Write to your legislator that you support the items in the

    Governors budget proposal

    2. Attend a Town Hall or other meeting with your legislator3. Share this information with families, providers,

    community members and stakeholders. Suggest they signupto receive emails and action alerts from Voices.

    4. Participate in Network calls to share talking points,feedback and intel from discussions with legislators-Tuesdays at 12:30pm starting on Tuesday, January 5th.Call in number will be: (530) 881-1212 Meeting ID: 534-607-162.

    Starting Early and Working TogetherBackground/Theme Several members of the Finance and Appropriations

    committees have participated in the Joint Subcommitteeon VPI Reform over this last year. These members haveheard the research and perspectives demonstrating why

    states must invest in early childhood education. Perhapsthe most compelling information is the brain research.The latest brain research shows that most of the brainsarchitecture is formed before a child reaches 5 years old.It shows we could have an even greater impact, and getmore bang for our buck, if our investments were targetedto even younger children, our infants, toddlers andpreschoolers.

    Because of this research we know that what happensfor a child at 0-3 is just as important as what happenswhen they are 4 or 5. I believe that school readiness ismore than preschool. It is strong parents, high qualityearly care, access to health care and health interventions,

    enriching communities AND preschool. Virginia canimprove our impact and return on investment when weSTART EARLY and WORK TOGETHER.

    Virginias approach to early childhood education shouldSTART EARLYhelping parents of infants, improvingintervention services for infants and toddlers andimproving the quality and safety of child care for allyoung children.

    Our approach to early childhood education shouldWORK TOGETHERWe want to WORK TOGETHERon under a comprehensive approach to support health,families and schools. We should WORK TOGETHERto enable collaboration and resource sharing among our

    existing programs. And we should encourage our publicand private sector to WORK TOGETHER.

    Highlight and ThankHOME VISITING The Governors introduced budget empowers parents to

    be their childs rst teacher by expanding Virginias home

    visiting network. Although home visiting is recognizedas an incredibly valuable two-generation interventionto improve health outcomes and family stability andsecurity our current efforts reach less than 8% of need.The proposed budget includes an additional $7.75 millionin TANF funding each year to expand Virginias network.These state directed funds leverage private, local andfederal funds.

    I hope that you will support this investment that STARTSEARLY, supporting pregnant women and new parents,

    and WORKS TOGETHER, matching health and parenteducators to assist parents as their childs rst teacher.

    EARLY INTERVENTION

    The introduced budget includes additional investmentsin Part C early intervention for infants and toddlers withdevelopmental delays and disabilities. More children areidentied for these services each year and they continue

    to be incredibly effective interventions. 1 in 4 childrenthat receives early intervention services catches up totheir peers by the time they are three.

    I hope that you will support this investment that STARTSEARLY, focused on children 0-3 years and WORKS

    TOGETHER, promoting cost savings from futureremediation or special education.

    CHILD CARE SAFETY

    The introduced budget continues efforts to improve thesafety of child care. The budget includes funding andlanguage to support a ngerprint background check for

    all child care providers. We must provide assurance forfamilies that children in care are safe.

    I hope you will support this investment that STARTSEARLY, preventing harm or abuse of children in careand WORKS TOGETHER, guaranteeing safety as therst step towards a system of quality child care.

    Suggest ImprovementsVIRGINIA PRESCHOOL INITIATIVE Since the Virginia Preschool Initiative began in 1996,

    during the Allen administration it has grown to servemore than 18,000 at-risk four year olds a year. VDOEreports that students that attend VPI are more prepared forkindergarten than their peers. Despite the demonstratedsuccesses and signicant growth, there more than 7,000

    students across Virginia that do not get the opportunity toattend. Participating in VPI is a local option. Localitiescite the true cost of preschool, local match and classroomspace as barriers to full participation.

    I am supportive of Governor McAuliffes proposalexplore mixed-delivery models of public-private

    partnership to test local innovation. These models canWORK TOGETHER BY partnering with existing childcare programs and Head Start classrooms. They can meetthe needs of families better by providing full-day, yearround care.

    School divisions are currently allowed to partner withprivate providers but only a few do. Virginias federalpreschool development grant also encourages public-private partnerships. Given these existing initiatives,and the new budget proposal, we supports in place tohelp localities problem-solve how to establish thesepartnerships. We also need to ensure that we evaluatethese efforts for the best approaches and outcomes. I

    believe that the Governors proposed funding for mixeddelivery grants would not sufciently increase access or

    afford evaluation of the effort. I hope that the Governorsproposal of $1.5 million for grants should be doubled to$3 million a year to afford expanded access for childrento attend high quality preschool classrooms and a robustevaluation of the effort for Virginias policymakers.

    We must also look at the true cost of providing publicpreschool. The per-pupil rate for VPI was set in 2008and has not been increased. Even at that time, JLARCrecognized that the rate was below the true costs ofproviding services. Since that time, participating localitieshave been contributing more than their required matchto fund preschool efforts. It is time to boost the statescontribution and assist localities in affording well-trainedstaff and incentivizing public-private partnerships.

    We must also examine how VPI ts into Virginias early

    learning system as a model of high quality preschool. Toensure that all public and private classrooms offer highquality, enriching experiences we should extend the reachof Virginia Quality, the Quality Rating and Improvement

    System, as a means to improve the quality of theworkforce and to help identify high quality programs.

    Mission StatementVAECE acts and speaks on behalf of all young children in Virginia.

    PurposeThe purpose of this organization shall be to serve and act on behalf of the needs and rights of

    all young children and to work with all groups serving the interest and well being of children in

    Virginia. Some of the particular concerns of VAECE shall be:

    1. To promote the professional growth of persons working with young children.2. To improve the availability and quality of developmental and educational services and resources

    for young children.

    3. To advocate for and promote public policy decisions which improve the quality of life for young

    children and their families.

    4. To support, disseminate and utilize research related to the well being and education of young

    children.

    Article submission deadline for the Spring 2015 issue of Viewpoint is April 1.
