Combined with another Problem Statement

Identify, document and assemble performance measures, gaps, and lessons learned from the various research programs

Locate and assemble documented information on performance measures for research, development, and technology

Document practices used for process management, program quality, and program value

Document gaps skill set requirements, organizational models, and overall structures for research programs

Staff structures –roles and responsibilities Staff characteristics – position descriptions,

education levels and skill sets Beneficial to the Ahead of the Curve initiative

to develop curriculum and streamline training to its target audiences
