OFFICIAL BUSINESS VATSIM ASIA REGION REPORT Q2/2020 Executive Summary Asia has shown it has potential for continuous growth for once more. The “continuous improvement project” is running since late Q1-early Q2, aiming to further develop communities in various aspects. Examples are, technical development regarding sites of specific vACCs, initialization of a test platform similar to HQ according the needs of specific Divisions (updates in future reports), sector file updates etc. Community wise, with new staff appointments and vACC constitutions. Communication wise, with introduction of VATASIA Discord server, so now all Division and vACC staff members have the chance to interact in real time. Initially this Discord server is being used for staff only and we are looking the potential to open specific channels for all members of Asia. All Divisions, except VATWA, which is in search for suitable members for key staff positions, have a full staff board. The Region, as well as the local community, supports VATWA Division to strategic moves that will enhance operations. Currently progressing in terms of ATC training, new member retention, building communities. India vACC acting Director is bringing the vACC in balance and with proper assistance from local members India starts to grow again. Activity has been increased to an extent with regular events, ATC coverage and group flights. New controllers graduated and training sessions are organized. Pakistan vACC back to growth with a new vACC Director being appointed soon (with more info on this topic at the next Report). Sri Lanka & Maldives VACC got their first Iron Mic award and new controllers make their appearance online giving life to the FIRs. Moreover, SRM has new staff members appointed. VATSEA continuous the series of Light Up VATSEA events bringing all FIRs online with a variety of focus airports. There is a big increase on ATC training, ATC coverage and each week CPTs are organized, with new controllers graduating. vACCs with less or not stable activity over past quarters, have met substantial growth with support of local staff and members. Examples to name a few are VCL, Philippines, Thailand, Indonesia, Singapore. VATROC organizes regular events with neighboring FIRs-vACCs. Training is provided according to needs with currently new ATC students joining. VATPRC starring this quarter with a series of popular events “Tour of China 2020” with multi-legs across the Division each week for the summer season and more regular weekly events. VATJPN has established the well known “East meets West” event with 4 featured airports and a vital part of new signup members Beginner’s event, which takes place every third Saturday and LOOK EAST! Event, in total of 9 events. ATC activity is boosted the last quarter with new and old inactive members joining. In addition, 17 new P1 rated members. VATKOR could not be missed from the list of successful Divisions, with full ATC coverage, ATC training and monthly events. Communication plays a vital role and is well established not only among the vACC-Division-Region chain with all Divisions of Asia, but also early signups up to experienced members receive proper ATC training and guidance according to needs.     VATROC organizes regular events with neighboring FIRs-vACCs. Training is provided according to needs with currently new ATC students joining. VATPRC

    starring this quarter with a series of popular events “Tour of China 2020” with multi-legs across the Division each week for the summer season and more regular weekly events. VATJPN has established the well known “East meets West” event with 4 featured airports and a vital part of new signup members Beginner’s event, which takes place every third Saturday and LOOK EAST! Event, in total of 9 events. ATC activity is boosted the last quarter with new and old inactive members joining. In addition, 17 new P1 rated members. VATKOR could not be missed from the list of successful Divisions, with full ATC

    coverage, ATC training and monthly events. Communication plays a vital role and is well established not only among the vACC-Division-Region chain with all

    Divisions of Asia, but also early signups up to experienced members receive proper ATC training and guidance according to needs. All Divisions operate

    normally. The intra-Division communication is brought up to an upgraded level the last 6-9 months, with regular updates of new member’s appointments, rating upgrades, events coordination, announcements and much more. The “Specialists of ATC” Project has been growing with 40+ members and various Iron Mic achievements within Asia. We will start looking for expansion and partnership with other FIRs, possibly outside of Asia too. The Regional

    organizational map is under review by the RD into creating specific support departments/positions according the needs of our community growth. This

    includes ticket support. Planning and implementation into stages until the end of 2020.

    Administrative Report

    Summary of administrative report.

    1.0 Staffing

    Ali Abbas resigned as India vACC Director. Acting Director for the vACC is Brodie Murdoch (VATWA2).

    2.0 Technical

    A fault on the Regional Helpdesk was spotted, regarding email notifications with the creation of a new ticket . This was repaired

    with minor impact to ticket response causing some delays. We are monitoring the system. The Regional Helpdesk is set up and

    sends emails to staff and members upon creation of tickets. There is a continuous effort to provide support on HQ as well, with

    good overall results.

    The Specialists of ATC project: Registration forms establishment, Discord server establishment, contact details available,

    continuous support to all requests and questions, achievements page section added, statistics section added.

    3.0 Membership

    3.1 New Members

    This Quarter VATSIM Asia had 1442 new records signed up. Increased by 27% since last Quarter (Q1/2020) and also

    increased by 48 % with last year respective quarter (Q2/2019) .

    Summary of operational report.

    1.0 Region Activity

    Steady and frequent overall ATC presence. Increased local pilot activity. Increased intercontinental pilot activity.

    2.0 Air Traffic Control Training

    Increased ATC training at VATKOR-VATSEA-VATPRC-VATJPN-VATWA. Increase of new controllers. More information at the

    attached Division Reports and corresponding data.

    3.0 Operational Projects

    The Specialists of ATC Project continuous its growth and Iron Mic achievements at various FIRs of Asia.

    4.0 Events & Meetings

    Separate and joined meetings with VATSEA and VATWA. Current and future development plans, this includes but not limits to

    events, training, web systems.

    Establishment of development plans for VATSEA and VATWA. Sector files for all VATWA FIRs are being developed. Overall

    completion 80%. Estimated to be released in August 2020. Group flights and ATC activity has showed increase in comparison with

    Q3/2019, Q4/2019 and Q1/2020. India vACC /SRM vACC: New ATC candidates are being trained. New ATC candidates promoted for

    India and Sri Lanka/Maldives.

    And the biggest reason which I think of is that we Japanese spent a lot of time in the house in April and May, because of the global

    Division Overview Q2 2020 has seen a tremendous increase in activity throughout the division.

    All vACCs have been developing to improve performance and controller intake to accommodate the high-request.

    At this time, VATSEA is looking to exit the VATME HQ system and create a shared HQ with VATSIM West Asia.

    VATSEA will hold it’s third Light Up South East Asia Event on 27th June 2020, bringing all vACCs to be activated in VATSEA during our bi-annual event.

    vACC reports

    Hong Kong vACC

    Overall

    Hong Kong VACC has seen a significant growth in controller membership and traffic this quarter. Benefitting from the traffic increase, we were able to host a good number

    of events which were well received by pilots. Also, during this quarter, we inaugurated S1 and S2 courses within the HKVACC training center, which is an online learning

    platform based on Moodle. This increased the efficiency of training on theories for the VACC.

    Indonesia vACC

    Overall

    Indonesia vACC has improved significantly this quarter. We optimized some fundamentals such as new plugins in sector file, new website design, implementation of new

    authentication with IDvACC Bot to our Discord server, and many other things. During this period, many new students signed up for the ATC training, however not all of them

    could pass the S1 theory test. We have started to train students using sweatbox sessions, so that they could control well under high traffic load. Thanks to a lot of free time,

    the older students can build up controlling hours in a short time, thus there were 12 passed CPTs during this period. We also made significant changes for the event, such as

    holding more events at minor regional airports. We do this in order to not only utilize the major airports but also utilize the smaller but important less known airports in

    Indonesia. We do this also to not be stagnant with only Jakarta and Bali but there are still many places to be explored in Indonesia.

    - The vACC Staff have been developing new documents namely the Constitution & General Policy, Controllers Policy and other training materials for the Training

    Department.

    Overall

    The Philippines in general has been very active over the Q2 period brought about by recent events. Increasing daily traffic and controllers were observed.

    Sudden surge of ATC applications are noted causing bottleneck in training slots.

    Overall, Q2 has been fun and productive for everyone in the local community

    Singapore vACC

    Overall

    Singapore vACC has been starting to accept new students in view of the current influx of interested members. We have appointed Justin Tan to take over the position of

    Deputy Director to allow a smoother flow for all SINvACC Members and to allow another point of contact within the management.

    At this time, we have six members in queue to start training with us which includes real-world pilots. The implementation and constant revisions of the Standard Operating

    Procedures is to ensure that the vACC is kept current and to draw the line between real-world standards and controlling online.

    Tony was unable to provide a training report and he has been very stressed out from, work, COVID-19 and other things n his personal life. He will be providing a report for

    the Third Quarter report. Due to medical reasons Dieter discontinued perusing the C3 rating.

    The week of June 15th Thailand controllers have attempted to get the Iron Mic for the Center position. We will not be aware of the results until after this report is

    submitted. Johan Tiesinga our webmaster has officially been transferred to the Thailand vACC. Johan continues to update and secure our files. Since receiving an email

    from Division about the theft of file from the new POSCON network all Thailand sector files have been locked down. Julian is currently finalizing plans the Light up SE Asia

    event.

    DIVISION SUMMARY Q2 2020

    Quarter 2 for 2020 has rather seen a successful and one of the busiest Quarters the division has seen over the recent Quarters. With the recent and on-going pandemic of COVID-19

    membership activity have been high across the division.

    The division would like to welcome back Mr. Raihan Shahzad from extended leave from the beginning of the year until the end of May due to travel restrictions but would also like to thank

    Mr. Brodie Murdoch for stepping in over the past months as Acting Director and Regional Director Anastasios Stefopoulos for the on-going support during Mr. Raihands absence.

    Compared to the last Quarter we have seen double the online activity from both pilots and Controllers with most days having at least some form of controlling activity happening within the

    division. At the start of May the VATASIA Specialist Project managed to earn over 200 controlling hours within Nepal vACC and managed to achieve 1 iron mic award for Approach. The

    Division thanks the Project and its controllers for the manpower and on-going support to Nepal and to the Division.

    ATC Training has doubled and even tripled in some vACCs for this Quarter with the recent increase of activity. This has limited the manpower and resources to some vACCs and some delays

    have been seen. While the delays are not major the Division is seeking ways to support the vACCs to minimise the training workload and reduce as much delay time as possible. Also with

    recent changes in staffing to some vACCs this has contributed to the delays but yet are minor.

    Once again we would like to send our thanks and gratitude to all members domestically and internationally for their efforts and dedication to the West Asia community and to VATSIM.

    Pakistan vACC - Irfan Kaleem 1361994 has been appointed as the new Pakistan vACC Director. The Division thanks Mateen Ali Anjum 1145162 for his services towards Pakistan vACC as Acting

    vACC Director. Mateen will resume his role as ATC Training Director for the vACC.

    Sri Lanka & Maldives vACC - Pradeepa Suhith Ariyadasa 1224249 has been appointed to replace Pasindu Fernando 1165770 as Events Director. The division thanks Pasindu for the services

    Long-Term Operations Redevelopment

    The Operations Team have established a Long-Term Operations Redevelopment for West Asia. This is a lengthy process where we update and develop sector files and Airspace Operational Material for all vACC’s including the Not Established vACCs. Due to the lengthy process of this project completion date is still unknown at this time.

    HQ System

    With the data issues reported in Q1. We have managed to reupload and fix 95% of the issues on the HQ.

    VATASIA The Specialist of ATC Project

    On 26th February Sri Lanka and Maldives were the first to be a part of VATASIA’s new development project which has an aim to encourage users to engage and provide services to under-developed regions within the Asia Region. 28th March saw an increase of coverage and in addition India, Nepal and Bhutan were also added to the Project.

    The division is currently working on a few new projects for the Division. The status of these are still in the development / brainstorm stages. Information will become available once the projects are in the final
