    21 Plan, Section24W.102.040.

This Westside Codeimplements the GeneralPlan more closely bydefining and regulatingthe urban form andcharacter of

development, as well asits intensity and use.

The key organizingprinciple of thisWestside Code, andof the General Plan, isthe Transect asdefined in the 2005General Plan (See page21 of this document),which is a conceptualand design-orienteddevice thatsystematically

correlates urban formand character withdevelopment intensityand use.

We suggest replace thiswith something more likewhat you have on p 26:

The use of Sub-Zonesenables developmentstandards that subtlyincrease or decrease the

intensity and urbancharacter from one area tothe next, encouraging aseamless transition fromstreet to street and block toblock. This tool also allowsthe standards to becalibrated to existingneighborhoodcharacteristics on adjacentland that are intended tobe preserved, protected orextended.

Transect is such akey concept. You mightstick with descriptionsthat are more readerfriendly and that reallyget to the essence ofthis tool. I had tosearch to figure out

what this was. Finally Ilooked it up on theInternet.

separated by arableland. Tandem parking forno more than 2 spaces isallowed when incompliance with parkingplacement.

Bicycle parking includes, two covered andenclosed parking spacesfor bicycles.

GENERAL COMMENTS NOT JUST FOR PG 35

    Most people in this area

do not park in theirgarage unless forced tobuy a home-ownersassociation. What wedo by requiring garagesis create storage shedsfor unused stuff, increase the price of ahome, use up spacethat could be used forgardens or smallhomes, andencouraging sprawl.

Solid driveways shouldbe discouraged sincethey do not absorbstorm water run-off.
