VCE VET Community Services

IntroductionVCE VET programs are vocational training programs approved by the Victorian Curriculum and Assessment Authority (VCAA). VCE VET programs lead to nationally recognised qualifications, thereby offering students the opportunity to gain both the VCE and a nationally portable vocational education and training (VET) certificate. VCE VET programs:

are fully recognised within the Units 1 to 4 structure of the Victorian Certificate of Education (VCE) and therefore may contribute towards satisfactory completion of the VCE. VCE VET units have equal status with other VCE studies.

may contribute to the satisfactory completion of the Victorian Certificate of Applied Learning (VCAL)

function within the National Training Framework.

Program developmentThis revision to the VCE VET Community Services program is a consequence of the CHC08 Community Services Training Package being superseded by Release 3 of the CHC Community Services Training Package in December 2015. VCE VET Community Services offers three distinct programs:

Program 1: CHC24015 Certificate II in Active Volunteering

Program 2: CHC30115 Certificate III in Community Services (incorporating Certificate II)

Program 3: CHC30113 Certificate III in Early Childhood Education and Care (partial completion)

For the VCE VET Community Services program, the identified sets of competencies have been grouped to form Units 1 and 2 and a Units 3 and 4 sequence for recognition purposes. The recognition status of VCE VET programs and the requirements of assessment for study score purposes are outlined in this extract.

Industry overview

Training packageThe units or competency and qualifications in the CHC Community Services Training Package (Release 3) cover work in sectors including aged services, child, youth and family intervention, community services, disability, education support, family services, mental health, and youth work, The 2015 release of the training package includes units and qualifications to meet the needs of the current and future community services workforce. Clear pathways exist within each sector and many units overlap between sectors, allowing pathways across sectors.

Qualifications / packaging rules

CHC22015 Certificate II in Community Services For the award of CHC22015 Certificate II in Community Services, students must achieve nine units of competency:

five core units of competency

four elective units of competency which must include:

at least two units from the electives listed in the qualification

up to two units from the elective units listed in the qualification or any endorsed Training Packages or accredited courses – these units must be relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

Please note: The CHC22015 Certificate II in Community Services is incorporated in the CHC32015 Certificate III in Community Services on VASS. Students must be enrolled in to the CHC32015 Certificate III in Community Services on VASS if undertaking the CHC22015.

CHC24015 Certificate II in Active VolunteeringFor the award of CHC24015 Certificate II in Active Volunteering, students must achieve seven units of competency:

four core units of competency

three elective units of competency, which must include up to three units from the elective units listed in the qualification or any endorsed training packages or accredited courses. These units must be relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

CHC32015 Certificate III in Community Services For the award of CHC32015 Certificate III in Community Services, students must achieve twelve units of competency:

five core units of competency

seven elective units of competency which must include:

at least five units from the electives listed in the qualification

up to two units from the elective units listed in the qualification or from any endorsed Training Packages or accredited courses – these units must be relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

CHC30113 Certificate III in Early Childhood Education and Care For the award of CHC30113 Certificate III in Early Childhood Education and Care, students must achieve 18 units of competency:

15 core units

3 elective units

up to two units may be selected from any endorsed Training Packages or accredited courses – these units must be relevant to the work outcome

All electives chosen must contribute to a valid, industry-supported vocational outcome.

VCE VET Program details

AimsThe VCE VET Community Services program aims to:

provide participants with the knowledge and skills to achieve competencies that will enhance their employment prospects within a broad range of Community Services related industries

enable participants to gain a recognised credential and to make an informed choice of vocation or career path.

Program structuresVCE VET Community Services offers four distinct programs. Each of the VCE VET Community Services programs has different completion requirements and VCE VET unit entitlements. These programs and their VCE VET unit entitlements are outlined below.

Program 1: CHC24015 Certificate II in Active VolunteeringProgram 1 comprises 7 units of competency: four compulsory units and three elective units.

On successful completion of Program 1, students will be eligible for the award of CHC24015 Certificate II in Active Volunteering.

Program 2: CHC32015 Certificate III in Community Services (incorporating CHC22015 Certificate II in Community Services)

Units 1 and 2:

Units 1 and 2 comprises 9 units of competency: five compulsory units and four elective units.

On successful completion of Units 1 and 2, students will be eligible for the award of CHC22015 Certificate II in Community Services or a statement of attainment towards the completion of CHC22015 Certificate II in Community Services.

Units 3 and 4:

It is recommended that students complete Units 1 and 2 with a minimum of 9 units of competency (five compulsory and four electives) prior to undertaking Units 3 and 4.

Units 3 and 4 comprises three compulsory units of competency selected from CHC32015 Certificate III in Community Services.

On successful completion of Units 3 and 4, students will be eligible for a statement of attainment towards the completion of CHC32015 Certificate III in Community Services:

Program 3: CHC30113 Certificate III in Early Childhood Education and Care (partial completion)The units of competency in this program will form Units 1–4 for VCE recognition purposes. Credit will accrue on the basis of 90 nominal hours per VCE unit in the following sequence: Unit 1, 2, 3, 4, 3, 4.

On successful completion of Program 3, students will be eligible for a statement of attainment towards the completion of CHC30113 Certificate III in Early Childhood Education and Care.

Scored assessmentScored assessment is available for the VCE VET Community Services program. To gain a study score a student must: be competent in the prescribed training; complete all scored VCE VET assessments; complete an end of year exam.

VCE VET Credit

Program 1: CHC24015 Certificate II in Active VolunteeringOn successful completion of Program 1, students will be eligible for recognition of up to two VCE units at Units 1 and 2 level.

Program 2: CHC32015 Certificate III in Community Services (incorporating CHC22015 Certificate II in Community Services)On successful completion of Program 2, students will be eligible for recognition of up to seven (7) VCE units of credit:

up to three (3) VCE units at Units 1 and 2 level.:

up to two (2) VCE Units 3 and 4 sequence.

Program 3: CHC30113 Certificate III in Early Childhood Education and Care (partial completion)On successful completion of Program 3, students will be eligible for recognition of up to six (6) VCE units of credit:

two (2) units at Units 1 and 2

up to two (2) Unit 3 and 4 sequences.

Nominal hour durationNominal hours are determined by the Victorian State Training Authority (Department of Education and Training). They reflect the anticipated time taken to deliver and assess the outcomes of a unit of competency, excluding unsupervised delivery or the time taken for repeated practical application of skills.

Nominal hours are used to determine credit into the VCE or VCAL for VET units of competency.

DuplicationWhen a VCE VET program significantly duplicates other VCE studies or VET training in a student’s program, a reduced VCE VET unit entitlement may apply. Credit towards the VCAL may also be reduced due to duplication.

No significant duplication has been identified between the VCE VET Community Services program and other VCE studies.

Students may not produce a piece of a work for assessment that has been used for assessment in another unit and/ or another VCE study or VCE VET program. This rule applies across school-based assessment and externally-assessed examinations.

Credit for a unit of competency will only be counted once towards the VCE or VCAL.

Dual enrolmentsWhere students undertake multiple qualifications within the VCE VET Community Services program, care must be taken to ensure students enroll in all the units of competency only once. Credit for a unit of competency can only be counted once towards VCE or VCAL.

Some electives are duplicated across programs of the VCE VET Community Services and VCE VET Health programs. For students with concurrent enrolments in these programs, care needs to be taken to ensure the units of competency chosen in either VCE VET Community Services program do not duplicate the units of competency chosen in the VCE VET Health program. Credit for a unit of competency can only be counted once towards the VCE or VCAL.

Schools are asked to ensure that the same unit of competency is not enrolled in both programs on the VASS. Where a unit of competency contributes to both programs it can only be used for one enrolment.

SequenceCertain units of competency will complement each other, lending to coordinated delivery that minimises content overlap. Units of competency have guidelines on the different situations and delivery contexts, and a range of delivery sequences are possible.

Schools are advised that the Unit 3 and 4 sequences are not designed as stand-alone studies. The intention of VCE VET programs is to provide students with a qualification that meets industry expectations. The strong advice and assumption of industry bodies is that the quality of the qualification is compromised when foundation training is neglected.

The VCE VET Units 3 and 4 sequence must be assessed in the same enrolment year to access a study score. Students may undertake both scored VCE VET Units 3 and 4 sequences and additional units of competency from the elective bank where time and resources allow.

Additional requirements to complete CHC32015 Certificate III in Community ServicesOn completion of Units 3 and 4, students may undertake additional units to complete CHC32015 Certificate III in Community Services. To do so, students must complete at least one elective unit.

Credit will accrue on the basis of 90 hours per VCE unit. Additional credit may accrue, depending on the units of competency completed.

In order to qualify for an additional Units 3–4 sequence, students will be required to undertake at least 180 hours of training from the units listed in the table below.

Enrolment advice for students wishing to complete the CHC32015 Certificate III in Community Services will be available on the VCAA website.

Study scoreA study score is available for Program 2 in the VCE VET Community Services program. To be eligible for a study score, students must:

satisfactorily achieve all the units of competency designated as the scored Units 3 and 4 sequence

be assessed in accordance with the tools and procedures specified in the VCE VET Assessment Guide and program specific assessment plan templates published annually on the VCAA website.

undertake a written examination in the end-of-year examination period based on the underpinning knowledge and skills in the compulsory units of competency in the Units 3 and 4 sequence, and in accordance with the current examination specifications.

Units 3 and 4 of VCE VET Community Services must be delivered and assessed in a single enrolment year.

The study score for the VCE VET Community Services program is based on evidence from two sources: coursework tasks and an examination. The assessment of three VCE VET coursework tasks does not replace the qualification assessments. Both tend to be complementary and may be integrated. Tasks may be designed with both assessment purposes in mind.

ATAR ContributionStudents wishing to receive an ATAR contribution for the scored Units 3 and 4 sequence in Program 2 of VCE VET Community Services must undertake scored assessment for the purpose of achieving a study score. This study score can contribute directly to the ATAR, either as one of the student's best four studies (the primary four) or as a fifth or sixth study. Where a student elects not to receive a study score for this Units 3 and 4 sequence, no contribution to the ATAR will be available.

Students who receive a Units 3 and 4 sequence through the additional units of competency to complete CHC32015 Certificate III in Community Services or CHC30113 Certificate III in Early Childhood Education and Care may be eligible for an increment towards their ATAR. Increments for unscored Units 3 and 4 sequences are calculated using 10% of the fourth study score of the primary four scaled studies. This increment is awarded by the Victorian Tertiary Admissions Centre (VTAC).

Structured workplace learning The VCAA has determined that structured workplace learning (SWL) is an appropriate and valuable component of all VCE VET programs. SWL involves on-the-job training in which students are required to master a designated set of skills and competencies related to VCE VET programs.

Schools/RTOs are also strongly encouraged to contact the Local Learning and Employment Network (LLEN) in their area. LLENs work with secondary schools, RTOs, Technical and Further Education (TAFE) institutes, Adult and Community Education (ACE) providers and local employers to coordinate work placements for school-based apprenticeships and traineeships, SWL and work experience.

SWL complements the training undertaken at the school/RTO. It provides the context for:

enhancement of skills development

practical application of industry knowledge

assessment of units of competency, as determined by the RTO

Increased employment opportunities.

Program 2: CHC32015 Certificate III in Community Services: The VCAA strongly recommends a minimum of 60 hours of placement per year for this VCE VET Community Services program. Schools and providers should note that the new CHC training package mandates specified hours of work for some units of competency and qualifications. Placement duration and/or conditions may be stipulated to gain competency for the unit or to complete the qualification. Where placement is not undertaken, and is required as part of the assessment requirements, competency cannot be deemed. Where the training package requires placement, this can be used to satisfy the VCAA SWL placement requirements for the program.

Program 3: CHC30113 Certificate III in Early Childhood Education and Care (partial completion): The new CHC Community Services training package mandates work placement to achieve this qualification. Students must have completed 120 hours of work placement as detailed in the assessment requirements of the units of competency. Where placement is not undertaken, and is required as part of the assessment requirements, competency cannot be deemed.

The SWL Manual outlines roles and responsibilities of the student, parent, employer and principal; procedures and guidelines for placing students in the workplace; and relevant policy and legislation. The manual also has a link to Ministerial Order 55 and the SWL Arrangement form.

SWL RecognitionStructured workplace learning recognition (SWLR) involves the development and maintenance of the workplace learning record (WLR) by the student and accessed at school. The completion of the WLR is a requirement for recognition by the VCAA for VCE and VCAL credit. The VCE VET Community Services program offers SWLR. Work health and safetySchools/RTOs must ensure that Work Health and Safety (WHS) issues are fully addressed in the training program.

The principal is responsible for ensuring the school meets its responsibilities for students in SWL arrangements.

Where the student will be employed under an SWL arrangement, the principal must be satisfied that the student is undertaking training in the WHS unit of competency before the arrangement can be entered into.

Students must be informed of the significance of work-related hazards. They must understand the need for, and the nature of, workplace risk controls such as safe working procedures and the use of personal protective clothing and equipment.

Schools must also be satisfied, through their review of the acknowledgment provided by employers on the SWL Arrangement form, that the workplace in question and the activities proposed will not expose a student to risk during their structured work placement.

Employers must view their duty of care towards students as essentially no different from that owed to their employees. They must understand that students cannot be expected to possess the judgment or maturity to undertake any task that presents potential risk. This means that no student may be exposed at any time to dangerous plant machinery, equipment, substances, work environments or work practices.

On the first morning of their placement, students should be introduced to their supervisor and provided with a formal induction to the workplace. This will include first aid, emergency and incident reporting arrangements.

The student should be given an orientation tour of the workplace and any excluded areas or activities should be pointed out. Students should be instructed to report without delay anything they feel may be unsafe. They should be encouraged to ask for help or further instruction if they are not sure of the correct way to carry out any task.

Close supervision of students undertaking SWL is essential. Supervisors nominated by the employer must understand all requirements for safely managing the student’s activities. Supervisors must understand that a student may not fully grasp information or instruction the first time they are told. They should encourage students to ask for help if they have forgotten or if they experience difficulty in putting information into practice.
