SUMMARY1. We,theparWcipantsofthesecondHigh-LevelMeeWngoftheGlobalPartnershipforEffecWve
DevelopmentCooperaWon,arecommi]edtoeffecWvedevelopmentcooperaWonasameanstoachievetheuniversalandinter-relatedSustainableDevelopmentGoals(SDGs).WemetinNairobi,Kenya,on28November-1December2016toreaffirmthespiritofpartnershipinwhichwerecognizedourunityofpurpose,inter-dependenceandrespecWveresponsibiliWes.
2. WebelievethateffecWvedevelopmentcooperaWoncanarisefrominclusion,trustandinnovaWon,foundedonrespectbyallpartnersfortheuseofnaWonalstrategiesandcountryresultsframeworks.
3. Theuniversalityofthe2030AgendaforSustainableDevelopmentmeansthatthedonor-recipientrelaWonshipsofthepasthavebeenreplacedbyapproachesthatviewallasequalandinterdependentpartnersindevelopment.TheGlobalPartnershipchampionsthisapproach,andseekstomaximizetheeffecWvenessandimpactofallformsofcooperaWonfordevelopment.Wedothisinpartnershiptoachievethebroadvisionofpeople,planet,prosperityandpeace.
4. OurvisionisconsistentwithagreedinternaWonalcommitmentsonenvironmentalsustainability,humanrights,decentwork,genderequalityandtheeliminaWonofallformsofdiscriminaWon.
5. OurMonitoringFrameworkisauniqueinstrumentformutualaccountability.WewillconWnuetouseittomonitorimplementaWonofourcommitmentsthroughcountry-ledandcountry-basedprocesses.ThismonitoringwillcontributedirectlytotheUnitedNaWonsHigh-LevelPoliWcalForumfollow-upandreviewoftheimplementaWonoftheSDGs.Wewillevolveandstrengthenourmonitoringtodeepenmutuallearning,mutualbenefitandmutualaccountability.
6. Todeliveronthisvision,wewillcollecWvelyandindividuallytakeurgentacWoninlinewithourfourprinciplesthatareapplicabletoallpartners–ownershipofdevelopmentprioriWesbydevelopingcountries,focusonresults,inclusivedevelopmentpartnerships,andtransparencyandaccountability.
7. WeembracethediversitythatunderpinsourpartnershipandrecognizethecomplementarycontribuWonsofall.WhileourprinciplesandcommitmentsarecommontoallmembersoftheGlobalPartnership,eachpartnerwilldeliveronitsrespecWvecommitments,specifictotheirconsWtuency.
8. WereaffirmallpreviouscommitmentstakenattheHighLevelForaforAidEffecWvenessinParis(2005),Accra(2008),Busan(2011)andtheGPEDCHighLevelMeeWnginMexicoCity(2014).WecommittoenergizetheimplementaWonofcommitmentsandtheGlobalPartnershipwithapledgeofleavingnoonebehind.
9. ToaccelerateprogressinourjointcommitmentswewillstrengthencountryownershipofdevelopmentprioriWes.Wewill:
a. workwithparliamentstoimprovetheirscruWnyofalldevelopmentcooperaWon;WewillempowerlocalgovernmentstolocalizetheSDGs,andsupportcommuniWestointeractwiththem;
b. developandsupporttransparent,accountableandinclusivenaWonaldevelopmentstrategies,andencouragealignmentofallpartnerstothosestrategieswherefeasible;and
c. strengthenandusecountrysystems,improveharmonizaWonofprovidersofdevelopmentcooperaWon,andsupporttheinclusionoflocalbusinesssectorandcivilsocietyinprocurementprocesses.
10. Tostrengthenfocusonresults,wewill:� 1

a. furtherdevelop,supportandusecountry-levelresultsframeworks,andprogressivelyadaptresultsframeworkstoreflectthetargetsandindicatorsoftheSDGs,andmakeresultsdatapubliclyavailable;and
b. furtherdevelop,supportandusenaWonalstaWsWcalsystems,andgeneratedisaggregateddatatoreportonprogress.
11. Topromoteinclusivedevelopmentpartnerships,wewill:
a. increaseoureffortstoensureanenablingenvironmentforallpartners,includingparliaments,localgovernments,civilsociety,thebusinesssector,philanthropyandtradeunions,andwillsupportcountry-levelplamormsforcollaboraWon;
b. fosterenablingpolicyenvironmentsforthebusinesssectortosupportresponsible,inclusiveandsustainablebusinesspracWces,andsupportstructureddialogueandpartnershiptopromotetheseapproaches;
c. supportcivilsocietytoplayitsfullroleasanindependentdevelopmentactorinitsownright,andtoensureitsownoperaWonsareaseffecWveaspossible;and
d. workwithphilanthropytomaximizetheirspecificcontribuWontosustainabledevelopment,includingthroughpublic-philanthropicpartnerships.
12. Tostrengthentransparencyandaccountabilitytoeachother,wewill:
a. improvepublicaWonofopendataondevelopmentcooperaWon,andsupporttheuseofthisdatabyallrelevantstakeholders;
b. updatemutualaccountabilityarrangementsatcountryleveltoincludeallrelevantdevelopmentpartners,inaninclusiveandtransparentmanner;
c. improvethecapacityoflocalauthoriWesandparliamentstoprovidetransparentinformaWontociWzensontheuseofresources;and
d. supportthebusinesssectortoadopttransparentandaccountablemanagementsystemsofpublicandprivatefunds,andtoaccountforthesocial,environmentalandeconomicimpactsofitsvaluechain.
13. Wearecommi]edtoensuringthatnooneislenbehindbythedevelopmentprocessandbydevelopmentcooperaWonspecifically.
14. Wewillinvestinscience,technologyandinnovaWonasadriverofeffecWvedevelopmentcooperaWon.
15. Wewillsupportfragileandconflict-affectedcountriestoaccesstheresourcesandpartnershipsneededtoadvancespecificdevelopmentprioriWes.BuildingontheNewDealforEngagementinFragileStates,wewillworktoenhanceengagementbetweendevelopment,peacebuilding,securityandhumanitarianpartnersandefforts.Wewillpromotepeerlearningbetweenfragileandconflict-affectedenvironments.
16. Werecognizethatwomen’sandgirls’rights,genderequalityandtheempowermentofwomenandgirlsarebothastand-alonegoalandacross-cupngissuetoachievingsustainabledevelopment.WewillaccelerateeffortstoachievetheseaimsbydeepeningmulW-stakeholderpartnershipsandtrackingresourceallocaWonsfortheseaims,strengtheningcapacityforgenderresponsivebudgeWngandplanningandtheparWcipaWonofwomen’sorganisaWons.

17. Wereiterateourcommitmenttoinvestinthedevelopmentofchildrenandyouth.WewillurgentlyimprovereporWngonchild-focuseddevelopmentcooperaWonanddomesWcresources,andstrengthencapacityforyouthtoparWcipateinaccountabilityexercises.
18. WerecognizethespecificissuesfacingMiddleIncomeCountries(MICs)andwillensurethatdevelopmentcooperaWonaddressesthese.WewillalsopromoteeffecWveSouth-SouthCooperaWonandTriangularCooperaWon.
19. Wewillfurtherimproveourwaysofworkingtogether,toofferavoicetoallstakeholdersinthespiritofpartnership.Inordertodoso,wewill:
a. broadenourpartnershiptoincludeallinterestedstakeholders;
b. supporteffecWvecooperaWonatcountrylevel,includingthroughinclusivecountry-levelpartnerships;
c. improvethepracWcaluWlityofregionalmechanismsandplamorms,andmakebe]eruseoftheexperienceofGlobalPartnershipIniWaWves;
d. placedemand-drivenknowledgesharingandlearningattheheartofourwork,includingthroughbringingtogethercommuniWesofpracWcetofindsoluWonstospecificchallenges;and
e. conWnuetoupdateourgoverningarrangementstoensurethatallpartnersareheardandcansteertheworkoftheGlobalPartnership.

PREAMBLE
1. We,HeadsofStateandGovernment;ministersandhighrepresentaWvesofdevelopinganddevelopedcountries;aswellasheadsofmulWlateralandbilateraldevelopmentagencies,financialandregionaldevelopmentinsWtuWons;parliaments;localgovernments;representaWvesofthebusinesssector;civilsociety;tradeunionsandphilanthropy,metinNairobi,Kenya,totakestockoftheimplementaWonofprinciplesandcommitmentsofeffecWvedevelopmentcooperaWon,andtoshapehowexisWngandnewdevelopmentpartnerscanworktogethereffecWvelytoacceleratetherealizaWonofsustainabledevelopment,includingthe2030AgendaforSustainableDevelopment.
2. ThisNairobiHighLevelMeeWngbuildsonoureffecWvedevelopmentcooperaWoncommitmentsthatweherebyreaffirmandthatareembodiedintheRomeDeclaraWononHarmonisaWon(2003),theParisDeclaraWononAidEffecWveness(2005),theAccraAgendaforAcWon(2008),theFourthHigh-LevelForumonAidEffecWvenessinBusan(2011),wheretheGlobalPartnershipforEffecWveDevelopmentCo-operaWon(hereaner‘TheGlobalPartnership’)wasestablished;andtheCommuniquéoftheFirstHigh-LevelMeeWngoftheGlobalPartnershipinMexicoCity(2014).
3. Wemetinaspiritofinclusionandsolidarity,andheldfruimuldiscussionsontheprogressandchallengesforeffecWvedevelopmentcooperaWon,andtheGlobalPartnership’scontribuWontorealizingthe2030Agenda.WenotedtheimportanceofNorth-South,South-SouthandTriangularCooperaWon;thebusinesssector;roleofcivilsociety;genderequalityandtheempowermentofwomenandgirls;theeconomicempowermentofyouth;LeavingNoOneBehind;andunleashingthepowerofpartnerships.
4. WerecognizethesignificantprogressmadeintheimplementaWonoftheMillenniumDevelopmentGoals.Theseincludereducingthelevelsofextremepoverty,diseaseandhunger,andreducinggenderdispariWesinprimaryeducaWonenrollmentandpoliWcalparWcipaWon.Wenotethatprogresshasbeenslowandunevenwithinandbetweencountries.WebelievethateffecWvedevelopmentcooperaWonisinourcommoninterestthoughlevelsofpovertyandinequalityremainhigh,especiallyinAfrica,leastdevelopedcountries,landlockeddevelopingcountries,small-islanddevelopingstates,countriesaffectedbyconflictandfragility.Therearealsoseriouschallengeswithinmanymiddle-incomecountries.
5. Exposuretorisksandtheinabilitytocopewiththeseriousadverseeffectsofclimatechange;globaleconomicandsocialshocks;shrinkingcivicspace;thedigitaldivideandthedivideinscience,technologyandinnovaWon;theyouthbulge;persistentgenderinequalityandpervasiveviolenceanddiscriminaWonagainstwomenandgirls;thechallengesfacedbypeoplelivingwithdisability;unemployment,underemploymentandnon-resilientlivelihoods;migraWonchallenges;physicalinsecurityandviolence;andthethreatofterrorismarepartofoursharedrealityandmustbeaddressedthroughpartnership.
6. AtthesameWme,werecognizetheopportuniWesthatcomewithappropriatepoliciesforfosteringscience,technologyandinnovaWon;promoWngtheruleoflawandensuringequalaccesstojusWceforall;advancingwomen’sempowerment;andharnessingthegainsthatcancomefromthedemographicdividendthroughimprovedpoliciesforyouthemployment,educaWonandhealth.
7. ThiswastheGlobalPartnership’sfirstHigh-LevelMeeWnganergovernmentsoftheworld–withthesupportofalldevelopmentpartners-adoptedthe2030Agenda;theSendaiFrameworkforDisaster

RiskReducWon;theAddisAbabaAcWonAgenda;theParisAgreementanditssubsequententryintoforce;thePoliWcalDeclaraWonontheoccasionofthe20thAnniversaryoftheFourthWorldConferenceonWomen;andtheNewUrbanAgenda.ItwasalsothefirstmeeWnganertheWorldHumanitarianSummit.WestronglybelievethattheprinciplesofeffecWvedevelopmentcooperaWon—countryownershipofdevelopmentprioriWesbypartnercountries;focusonresults;inclusivedevelopmentpartnerships;andtransparencyandmutualaccountability—areconsistentwithouragreedinternaWonalcommitmentsonhumanrights,decentwork,genderequality,environmentalsustainabilityanddisability.ThesearecriWcalmeansofimplementaWonfortherealizaWonofthe2030Agenda.
8. Weareinspiredbythe2030Agenda.ThisisanambiWous,andtransformaWveplanofacWonforeradicaWngpovertyinallitsforms.Wenotethatthe2030Agendacallsforallcountriesandallstakeholderstoactinpartnershiptoimplementit.ItalsoencouragesallcountriestoundertakeadjustmenttonaWonalgoals,policiesandinsWtuWonalarrangements.
9. WereaffirminparWcularthe2030Agenda’spledgetoleavenoonebehindasaphilosophythatimbuesourworkandrecognizethatdevelopmentcooperaWonmustleaveno-onebehindtobeeffecWve.Wefurtherrecognizethattrust-building,acWonandbehaviormustbeconsciousandexplicitelementsofthissharedendeavour.HereinNairobi,we,representaWvesofalldevelopmentpartnerspledgeourselvestothiscause.
10. Theuniversalityofthe2030Agendameansthatdonor-recipientrelaWonshipsmustviewallasequalandinterdependentpartnersindevelopment.TheGlobalPartnershiphasalwayschampionedthisapproach.Tothisend,werecognizedevelopmentpartnercountriesthatreceivesupport,developmentpartnercountriesthatprovidesupport,anddevelopmentpartnercountriesthatbothprovideandreceivesupport.InthespiritandpracWceofinclusion,wefurtherrecognizethelargeanddiversearrayofpartnersindevelopmentthatalready,andmayinthefuture,contributetoeffecWvedevelopmentbasedontheirrespecWveassetsandcapabiliWes.
11. WerecognizetheAddisAbabaAcWonAgendaasanintegralpartofthe2030AgendaforSustainableDevelopment,whichsupports,complementsandhelpstocontextualizethe2030Agenda’smeansofimplementaWontargets.WeacknowledgethatthenewAgendarequires—interalia—effecWvedevelopmentcooperaWonandinclusivemulW-stakeholderpartnerships.
12. WetakecognizanceoftheIstanbulProgrammeofAcWonforLeast-DevelopedCountries,theViennaProgrammeofAcWonforLandlockedDevelopingCountries,andtheSmallIslandDevelopingStatesAcceleratedModaliWesofAcWon(SAMOA)Pathway.WewillworkinaccordancewiththeNewDealforEngagementinFragileStates.WereiterateourcommitmenttoapplytheprinciplesofeffecWvedevelopmentcooperaWonadaptedtoeachstakeholder’scapabiliWesandambiWonsinordertoreflecteachconsWtuent’smodaliWesanduniquecontribuWontoacceleraterealizaWonofthe2030Agenda.
DEVELOPMENTCOOPERATION:PRESENTANDFUTURE
13. WerecognizethatthedevelopmentcooperaWonlandscapehaschangedsignificantlyoverthelastdecade.Today,developmentcooperaWonentailsabroadareaofinternaWonalacWonfeaturingseveralfinancialandnon-financialmodaliWes,includingfinancialtransfers,capacity-building,technologydevelopmentandtransferonvoluntaryandmutuallyagreedterms,policychange(forexample,toensurecoherenceofdomesWcpoliciesandhelptoaddressglobalsystemicissues)andmulW-stakeholderpartnerships.

14. The2030Agendarequiresanimprovementinthequality,quanWtyanddiversityofassetsandresourcesifwearetoachievetheSDGsandleaveno-onebehind.Centraltothisuniversalagendaisachangeinoutlookandbehavior,whereinter-dependencedrivescollaboraWon.
15. Werecognizethatsustained,inclusiveandsustainableeconomicgrowth,supportedbysoundmacroeconomicpolicies,andanenablingenvironmentatalllevels,areofparamountimportancetorealisethe2030Agenda.Thisis,firstandforemost,drivenbydomesWcresources.ThemobilizaWonandeffecWveuseofdomesWcresourcesinsupportnaWonaldevelopmentprioriWesandthe2030AgendaiscriWcalforsustainablelong-term,country-owned,development.WeunderscorethatsustainabledomesWcresourcegrowthisfirstandforemostgeneratedbydiversifiedandinclusiveeconomicacWvitysupportedbyanenablingenvironment.Weacknowledgethatthisis,inpart,enabledbyauniversal,rules-based,open,transparent,predictable,inclusive,non-discriminatoryandequitablemulWlateraltradingsystem.
16. Wea]achhighimportancetothepursuitofsustainabledevelopmentthroughthebusinesssector.Weviewthechallengetoleaveno-onebehindasanopportunityforprivatecapitaltoincreaseprosperityandraisepublicrevenue,drivedownthecostofaccesstogoodsandservices,andpromotesustained,inclusiveandsustainableeconomicgrowth,includingthroughthedigitaleconomy.Dialogueandpartnershipbetweengovernment,thebusinesssector,workerrepresentaWvesandotherstakeholders,canmakethispossible.WethereforeacknowledgetheimportanceofcollaboraWontocreateanenablingenvironmentfortheformalandinformalbusinesssectorsinallcountries.Thisistobecomplementedbytrust-buildingandstepstakenbythebusinesssectortowardsresponsiblebusiness,includingthroughrespectforinternaWonally-agreedlabourandenvironmentalstandards.
17. Wewelcomethesignificantfinancialandnon-financialcontribuWonphilanthropyhasmadetowardssustainabledevelopment.Weacknowledgethatthisis,inpart,madepossiblebyaconduciveenablingenvironmentforphilanthropy,includinginlegal,fiscalandregulatoryterms.
18. Werecognisetheimportanceofcivilsocietyinsustainabledevelopmentandinleavingnoonebehind;inengagingwithgovernmentstoupholdtheircommitments;andinbeingdevelopmentactorsintheirownright.WearedeterminedtoreversethetrendofshrinkingofcivicspacewhereveritistakingplaceandtobuildaposiWveenvironmentforsustainabledevelopment,peacefulsocieWes,accountablegovernance,andachievementoftheSDGsandthe2030Agenda.WecommittoacceleraWngprogressinprovidinganenablingenvironmentforcivilsociety,includinginlegalandregulatoryterms,inlinewithinternaWonallyagreedrights.Inthiscontext,weencourageinclusivemulW-stakeholderdialogueatcountrylevels,supportedbycapacitybuildingmeasures.
19. Wefurtherrecognizethatgenderequality,women’sempowermentandwomen’sfullandequalparWcipaWoninleadershipintheeconomy,includingthedigitaleconomy,arevitaltoachievesustainabledevelopmentandsignificantlyenhanceeconomicgrowthandproducWvity.WewillpromotesocialinclusioninourdomesWcpoliciesandpromoteandenforcenon-discriminatorylaws,socialinfrastructureandpoliciesforsustainabledevelopment,aswellasenablewomen’sfullandequalparWcipaWonintheeconomy,andtheirequalaccesstodecision-makingprocessandleadership.WefurthercommittoredressvulnerabilityandlackofprotecWonstopromotedecentwork.
20. WerecognizetheAddisTaxIniWaWveasawaytoboostdomesWcresourcemobilizaWon,andcallondevelopmentpartnersprovidingandreceivingdevelopmentsupportandotherofficialflowstoassociatethemselveswiththisiniWaWve.WewelcomethereportenWtled‘EnhancingtheEffecWvenessofExternalSupportinBuildingTaxCapacityinDevelopingCountries’foreffecWve

technicalassistanceinsupportoftaxreformspreparedbyIMF,OECD,UnitedNaWonsandWorldBankunderthePlamormforCollaboraWononTax.Wewelcometheongoingefforts,includingtheworkoftheGlobalForumonTransparencyandExchangeofInformaWonforTaxPurposes.WetakeintoaccounttheworkoftheOECDfortheGroupof20onbaseerosionandprofitshining.
21. WerecognizethatinternaWonalmigraWonrequirescoherentandcomprehensivepolicyframeworksthatpromotesafe,regularandorderlymigraWonbasedontherightsofallrefugeesandmigrants.ThesecanenablecountriestoopWmizethepotenWalofrefugeeandmigrantcontribuWonstosocialandeconomicdevelopmentintheirhostcountries,intransit,intheircountriesoforigin,andglobally,asreferredtointheNewYorkDeclaraWonforRefugeesandMigrants,adoptedinSeptember2016.Wenotetheneedtoaddressthedriversoflargemovementsofrefugeesandmigrantsasstatedinparagraph37oftheDeclaraWon,aswellasofmakingmigraWonachoiceandnotanecessity,asstatedinparagraph43.
22. WeemphasizethatthequalityandquanWtyofdevelopmentcooperaWonisimportantforinclusiveandsustainableeconomicgrowththatalsoaddressessocialandenvironmentalimpacts.Inthisregard,westresstheimportanceofpromoWngqualityinfrastructureinvestment,includingdigitalinfrastructure,for—interalia—economicefficiencyinviewoflifecyclecosts,safety,resilience,decentjobcreaWon,capacitybuilding,andtransferofexperWseandknow-how.
23. AnimportantuseofinternaWonalpublicfinance,includingODA,istocatalyseaddiWonalresourcemobilizaWonfromothersources,publicandprivate.ItcansupportimprovedtaxcollecWonandhelptostrengthendomesWcenablingenvironmentsandbuildessenWalpublicservices.ItcanalsobeusedtounlockaddiWonalfinancethroughblendedorpooledfinancingandriskmiWgaWon,notablyforinfrastructureandotherinvestmentsthatsupportprivatesectordevelopment.ProvidersofODAreaffirmtheirrespecWveODAcommitments,includingthecommitmentbymanydevelopedcountriestoachievethetargetof0.7percentofODA/GNIand0.15to0.20percentofODA/GNItoleastdevelopedcountries.
24. WereaffirmtheimportanceofmeeWnginfullexisWngcommitmentsunderinternaWonalconvenWons,includingonclimatechangeandrelatedglobalchallenges.Werecognizethatfundingfromallsources,includingpublicandprivate,bilateralandmulWlateral,aswellasalternaWvesourcesoffinance,willneedtobesteppedupforinvestmentsinmanyareasincludingforlow-carbonandclimateresilientdevelopment.Werecognizethat,inthecontextofmeaningfulmiWgaWonacWonsandtransparencyonimplementaWon,developedcountriescommi]edtoagoalofmobilizingjointlyUS$100billionayearby2020fromawidevarietyofsourcestoaddresstheneedsofdevelopingcountries.

1. The2016ReportenjoyedarecordlevelofparWcipaWon.Eighty-onelowandmiddle-incomecountriesledreporWng,anditinvolved74developmentorganisaWonsandhundredsofcivilsocietyorganisaWons,businesssectorrepresentaWves,tradeunions,philanthropy,andlocalgovernments.TheircontribuWonsreflectedtheincreasinglydiversenatureofdevelopmentco-operaWon.Thedataandevidencecoversnearly90percentofdevelopmentcooperaWonfinancedinthese81countries,andfindingsprovideevidenceofprogressandchallengestowardsrealizaWonofthefourprinciplesofeffecWvedevelopmentco-operaWon.
2. ThedevelopmentcommunityisadopWngadecisivefocusonresultsformoreimpactatthecountrylevel:99percentofcountrieshavedevelopmentstrategiesatthenaWonalandsectorlevels;74percentofcountrieshavesetouttheirprioriWes,targetsandindicatorsinasinglestrategicplanningdocument.InaddiWon,85percentofnewprogrammesandprojectssupportedbydevelopmentpartnersarealignedtocountry-ledresultsframeworks.
3. Evidencerevealsashintowardsmoreinclusivepartnershipsamongstgovernments,civilsocietyorganisaWons(CSOs)andthebusinesssector.In70percentofcountries,thegovernmentandthebusinesssectorexpressequallystronginterestinstrengtheningdialogue,withissuesofmutualbenefitofferinganentrypointforbuildingacommonpublic-privateagendaforsustainabledevelopment.Almost90percentofgovernmentsconsultCSOsonnaWonaldevelopmentpolicy.Amongstthemselves,CSOshavealsoimprovedco-ordinaWonforprogrammingandengagement.However,the2016monitoringreportalsomenWonsthatlessthanonehalfoflocalgovernmentsandnon-statepartnersareinvolvedinthemonitoringexercise.
4. Transparencyisalsogrowing,withmorepubliclyavailableinformaWonondevelopmentco-operaWonthanbefore:72percentofdevelopmentpartnersassessedfortransparencyachieveda“good”scoreintheirreporWngtoatleastoneofthethreeinternaWonaldatabasesondevelopmentco-operaWonfinanceand39percentachieved“excellent”inreporWngtooneormoresystems.Inparallel,countrieshavetakenstridestoenhancethetransparencyoftheirbudgeWngprocedures:theynowrecord66percentofdevelopmentcooperaWonfinanceinnaWonalbudgetsthataresubjecttoparliamentaryoversight.Furthermore,47percentofcountriesaretrackingpublicallocaWonsforgenderequalityandwomen’sempowerment.
5. Whilethesegainsareencouraging,theyarecoupledwithanoverallneedtoadapttoadynamicandevolvingdevelopmentlandscape,aswellasspecificareaswhereconcertedeffortisrequiredtounlockbo]lenecks.Forexample,developmentpartnersusegovernmentsourcesandsystemstotrackresultsforonly52percentofintervenWons–meaningthatbroadlyhalfconWnuetorelyonothersourcesofinformaWon.Similarly,governmentsareengagedintheevaluaWonoffinalresultsforonly49percentofdevelopmentpartnerintervenWons.

6. Overallperformancebycountriesinstrengtheningtheirownsystemsismixed:while18percentofcountries–includingseveralfragilestatesandsmall-islanddevelopingstates–haveimprovedtheirpublicfinancialmanagementsystems,23percenthaveexperiencedadeclineand58percentofcountriesshownosubstanWalchange.Also,developmentpartnerschannelonly50percentofdevelopmentco-operaWonfinancethroughcountries’publicfinancialmanagementandprocurementsystems.
7. InclusivenessisessenWalforensuringthatdevelopmentprocessesandresultsarewidelyowned.Yetonly51percentofcountrieshavealltheelementsinplaceformeaningfuldialoguewithCSOs.In63percentofcountries,thepotenWalforqualitypublic-privatedialogueisaffectedbyalackofchampionstofacilitatedialogue;in81percent,thereisascarcityofinstrumentsandresourcestotranslatepublic-privatedialogueintoacWon.
8. TobeeffecWve,countriesneedtomanagediversefinancialflowsinacomplementaryandstrategicmanner.Yetdevelopmentpartners’improvementsinmedium-termpredictabilityofdevelopmentco-operaWonhavebeenlimitedtoonlyfourpercent,reaching74percentin2016.AmajorinsWtuWonalandculturalshinisneededtoarriveatregularpublicaWonofreal-WmeinformaWonthatmeetscountryneedsforplanningandmanagingdevelopmentco-operaWon.
9. Thetransparencyandinclusivenessofcountry-levelmutualreviewsalsorequireimprovement:lessthanhalfofcountriesinvolvelocalgovernmentsandnon-statestakeholdersintheseassessmentsormaketheresultspublic.Moreover,thesereviewprocessesconWnuetobelargelyformulatedaroundtradiWonaldevelopmentassistancemodelsandrequireadaptaWontotheevolvingpartnershipapproaches.Finally,theevidencehasshownthatacrossprinciplesandindicators,developmentpartnersdemonstratethecapacityandwillingnesstoprogressonagreedeffecWvenessprinciples.ThisindicatespotenWalforidenWfyingsuccessfactors,sharinglessonsandfacilitaWngmutuallearningtohelpacceleraterealizaWonofthe2030Agenda.
