2. Post Officers are to be elected in April, be installed before the Department Convention and
assume office at the time of the Installation of Department Officers, June 12th. Election and Installation can not be held on the same date, as it is necessary to receive an Installing Officers Warrant after the election. The warrant will be sent to the Post Commander Elect upon receipt of the REPORT OF ELECTION OF OFFICERS in Department Headquarters. Even if you elect the same Officers, you MUST send in the Report of Election of Officers.
3. Posts wishing to compete in the Department Community Service Contests must submit their
Record books to the Department Headquarters NO LATER THAN APRIL 19, 2017. Reports must cover activities between April 1, 2016 and March 31, 2017.
4 If your Post has ANY questions concerning the bonding of Officers or employees, please
call Department Headquarters at 651-291-1757. You should NOT be calling the bonding company. Bonding applications should NOT be sent to the Bonding Company. (This only applies to Bonds obtained through Department Headquarters.)
5. Each Post is expected to set its own membership goal at 100 % with 5 % New and
Reinstated of your 2016 total and do its utmost to assist their District in achieving 100%. The goal set for Minnesota for March 31st is 42,000 members. Every Post Commander is asked to assist in reaching this goal by recruiting at least 5% new and reinstated members for his/her Post.
6. The Department of Minnesota will hold it's Department Convention in Maple Grove, June 7-
11, 2017. And the National Convention will be in New Orleans, LA July 22-26, 2017. 10. Post Commanders have received a copy of the requirements to achieve the title of All-State
Post Commander. Please check your records and start to build the points where they will do the most good. A requirement for All-State Post Commander is that you send a copy of your DD 214.
11. According to Section 218, Officers, Chairman Duties and Obligations; the Post Quartermaster
is to receive all monies, securities, vouchers and other personal properties of the Post. The State law/statute states that he cannot be the Post Gambling Chairman but should receive a copy of the monthly Gambling Report that the Gambling Chairman sends to the Gambling Control

Board. It should also be noted, that Post Trustees MUST audit the Books of the Post, Club,Gambling and any Subordinate Units to the Post.
11. Post Commanders are reminded that they must purchase 250 Poppies over last year to
get the extra point for All-State Post Commander. 12. National By-Laws - Section 405-Conventions states: Each District shall hold an annual
District Convention for the purpose of electing District Officers and for the transaction of business, such Convention to be held not less than ten (10) days nor more than forty-five (45) days prior to the convening of the Department Convention.
13. The continued growth of the Veterans of Foreign Wars is dependent upon the establishment
of new Posts. Anyone interested in starting a new V.F.W. Post in their neighborhood or town should contact the Department Chief of Staff, in care of the V.F.W. State Headquarters, Rice Street Station, P.O. Box 17146, St. Paul, MN 55117.
14. On a daily basis we see the reintegration of Minnesota National Guardsmen, Reserves and
Active Duty Soldiers. All Posts should be in touch and working with the Family Readiness Groups (FRG) and local Guard, Reserves and Active Duty component units. If at all possible, your Post should institute an Adopt-a-Unit Program.
16. The State Commander continues to enforce the removal of Post Commanders for failure to
attend two (2) consecutive District meetings. Additionally, Posts failing to transmit all Post Trustees of Audit (or missing two (2) consecutive Audits) will be in danger of having their Post Charter suspended.
17. When considering Members for Elected or Appointed Offices within the Post, it is
recommended they be Life Members or that their dues are paid by September 2017. Please take note of this recommendation during your March nominations and April Elections.

Caregiver Benefits Less Assistance = More Financial Instability
Issue: Caregiver Benefits are currently provided to only Post-9/11 veterans.
Background: VA provides a monthly stipend, mental health and medical care, and respite care for caregivers of severely disabled Post-9/11 veterans, but not to caregivers of veterans of previous eras. The VFW believes that severely wounded and ill veterans of all conflicts have made incredible sacrifices, and that all family members who care for them are deserving of equal recognition and support.
The Impact: Family caregivers who choose to provide in-home care to veterans who were severely disabled in the line of duty choose to put their lives and careers on hold, often accepting great emotional and financial burdens. The lack of a monthly stipend or supportive services impacts a caregiver's ability to provide in-home care and often results in veterans receiving more costly long-term care in an institutional setting.
Where It Stands: In 2014, VA reported to Congress that it could provide caregiver training and benefits for all eras of veterans, but funding would need to be increased. Congress has introduced legislation to expand caregiver assistance to all generations, but it fails to pass because of the lack of funding. Family members of veterans who would otherwise qualify for caregiver assistance still suffer, leaving them in financial and emotional distress.
What Needs to be Done: Congress must readjust outdated budget caps which prevent VA from expanding much needed veterans programs, and pass legislation to expand eligibility for caregiver benefits to veterans of all eras who have a severe service-connected illness or injury without taking funding from other veterans benefits or programs.
Commitment: Will you cosponsor legislation that will end sequestration and replace the current budget caps with limits that match the needs of veterans, so caregiver benefits can be provided to all generations of eligible veterans?

Poppy Definition: A poppy is a flowering plant in the subfamily Papaveroideae of the family Papaveraceae. Poppies are herbaceous plants, often grown for their colorful flowers. Following the trench warfare which took place in the poppy fields of Flanders during World War I, Poppies became a symbol of remembrance of soldiers who have died during wartime. For VFW Members and their Families, Poppies are very Sacred.

Core Program: The Buddy Poppy is a Core program of the Veterans of Foreign Wars, and all monies collected from the promotion of Poppies goes into the Post Relief Fund to support the less fortunate Veteran and their family.
What can you do? All you do is, stand holding the Poppies at a given location and say hello to people as they approach. Wear your VFW/Auxiliary Shirt and Cover. Older folks know what the Poppies are and will provide a donation. Young people will ask what are they or what is this? Briefly tell them about Flanders Field, about our boys who died and are buried there and that Poppies grow across the Cemetery. Folks are tremendously generous and supportive once they know about the purpose. People will “Tear Up”, and tell you about their dads or family members who served. It’s Emotional. “As I told those in attendance at the Mid-Winter Conference Council of Administration: WELL DONE! The Department if 100% in reporting at least one Community Service Report from every Post in Minnesota. But we certainly do not want to stop there. Minnesota has an enviable record when it comes to Community Service. We routinely rank 1st, 2nd, or 3rd Nationally when all the numbers are tallied. Make sure, if you are a Commander or Chairman, to ask about activities that qualify in the categories of Americanism, Safety, Aid to Others, School and Church Assistance, and Youth. Hospital and Blood, also. It is easy to report and you will be so surprised how much is being done. Community Service Record books deadline is April 18th at Department Headquarters. Think about putting one together and your Post just might get an Award at the State Convention in June. Membership Motivation
Congratulations to the 23 posts that were 100% membership by the Midwinter Conference. Special congratulations to post 1721 Palisade
for winning the drawing for a $1,000 stipend for the National Convention in New Orleans in July. If their commander is unable to
attend they will receive $500 for their relief fund.
The next 100% membership drawing is Saturday March 25th 6pm at the White Bear Lake VFW during the VFW State Hockey
Tournament. Over 120 posts are within 10 members of being 100%. And
nationally Minnesota is in 4th place in membership.
MEMBERSHIP
Currently Minnesota stands at 93.49%. We have 2,682 members to make it to 100%. This number seems rather daunting if we look at it
in its totality. However when broken up with all the posts in Minnesota the number becomes much more manageable. One of the greatest way to increase our membership is to go out door knocking
on the members that are in our Posts that have not yet paid their 2016 dues.
As of today they are no longer members of the VFW and that is a
horrible spot to be in. Let the members know what their membership does for their community and for veterans as a whole. We need the
numbers to keep Congress and the President interested in us. We can no longer sit idly by as our benefits are slowly stripped away. Those that were members before us worked too hard to get the benefits for us. We owe to those veterans that are coming after us. Let’s reverse the downward slide of the last years and make Minnesota grow in
membership again

MIA Update: The Defense POW/MIA Accounting Agency announced the identification of remains of nine Americans who had been missing in action from World War II, Korea, and Vietnam. Returning home for burial with full military honors are: -- Marine Corps Gunnery Sgt. Sidney A. Cook was a member of Company E, 2nd Battalion, 8th Marine Regiment, 2nd Marine Division. Cook's unit was one of those tasked with securing the small island of Betio in the Tarawa Atoll. Encountering fierce resistance by the Japanese, almost 1,000 Marines and sailors were killed and another 1,000 were wounded in the battle. Cook was killed on the first day of the battle, Nov. 20, 1943. Interment services are pending. On Nov. 20, 1943, Matthews' unit landed against stiff Japanese resistance on the small island of Betio in the Tarawa Atoll. Matthews was among approximately 1,000 Marines and sailors killed in the intense fighting. Interment services are pending. After strafing a truck, Gray's aircraft clipped a tree and crashed. Gray was declared killed in action on April 16, 1945. Interment services are pending. -- Marine Corps Reserve 1st Lt. William C. Ryan was an F-4B radar intercept officer with the Marine Fighter Attack Force 115, Marine Aircraft Group 13, 1st Marine Aircraft Wing, Fleet Marine Force Pacific. While pulling out of a bombing pass over Savannakhet Province, Laos,
Ryan's aircraft was hit by enemy fire. Ryan failed to eject and was declared deceased as of May

AMERICANS ACCOUNTED FOR: A Marine Corps Reserve officer, 1st Lt William C. Ryan, was the first person since June of 2016 announced as accounted for from the Vietnam War. He was listed KIA/BNR on May 11, 1969, after the Phantom F4B in which he was the Radar Intercept
Officer was hit by enemy fire while on a bombing pass over Savannakhet Province, Laos. He failed to respond to the pilot’s repeated calls for his ejection after the aircraft was hit by enemy fire;
however, the pilot ejected before the aircraft crashed and others observed only one parachute leave the aircraft. This is the first Vietnam War ID announced since June of last year, so
the number now still missing and otherwise unaccounted for from the Vietnam War is 1,617. Let's hope this ID is the first of many in 2017.
The total accounted for since the end of the Vietnam War in 1975 is now 966. Another 63 US personnel, recovered by the US and identified before the end of the war, bring the total of US
personnel accounted for from the Vietnam War to 1,029. Of the 1,617 still missing (POW/MIA) and unaccounted-for (KIA/BNR), 90% were lost in Vietnam or in areas of Cambodia and Laos under Vietnam’s wartime control: Vietnam-1,261 (VN-463, VS-798); Laos-300; Cambodia-49;
PRC territorial waters-7. These country-specific numbers can and do fluctuate when investigations result in changes to loss locations. Since formation in 1970, the League has sought the return of all POWs, the fullest possible accounting for those still missing, and repatriation of
all recoverable remains. The Vietnam War ID announcement came in the midst of six IDs from WWII and one from the
Korean War. Of the six, five were recovered by History Flight, a non-government contractor with DPAA, and turned over to DPAA for ID in 2015, and one was the result of joint recovery. The
Korean War ID came from disinterment of remains buried in a US cemetery. The League is happy for the families whose loved ones’ remains were disinterred, individually identified and returned to them. Having said that, there was no uncertainty concerning their life or death, nor even about
circumstances of loss. JOINT FIELD RECOVERY IN CAMBODIA CANCELLED/RESCHEDULED: The New Year started off with news that the only DPAA-planned Joint Field Activity (JFA) scheduled for Cambodia in
Fiscal Year 2017 (FY17) had been cancelled due to lack of funding. Initially contacted by a League member notified of this cancellation, a recovery operation that included her missing
brother’s case, the League quickly followed up to learn that DPAA had decided to proceed, but postponed the start-date and reduced the scope of the planned recovery’s in-country time from
60 to 30 days.

“scholarship programs” 4. Make sure they begin right away so they can get a great application in
on time. 5. Send all nominations to the Department by April 1, 2017

WARNING!!! Taxes, Payroll Taxes and Other Post Debts Are YOUR Responsibility!
Comrades,
Recently, one of our Past Post Quartermasters was contacted relative to Unpaid Payroll
Taxes. This Quartermaster allowed the Club Manager to handle the Financial transactions of the Club Operation --- and the Payroll Taxes. Over a year and a half, the Club Manager failed to pay the aforementioned Payroll Taxes.
Long story – short, the Internal Revenue Service (IRS) recognizes the (in the VFW) Post
Quartermaster as the Chief Financial/Fiduciary Officer of the Post. They therefore started repayment/retribution proceedings against that Post Quartermaster and his personal assets.
It the past, the IRS, other agencies and Vendors have gone after the assets of the
Corporation or the Post. Times have changed, especially when Governmental Agencies are concerned! Additionally, they WILL prosecute that Officer in accordance of the Law. This includes jail or prison time and additional fines above the repayment of the debt.
The Department of Minnesota, Veterans of Foreign Wars recommends that ALL
Commanders, Quartermasters and Trustees stay on top of ALL Financial obligations of the Post, Club, Gambling or any other Financial commitments of subordinate Units. Additionally, we suggest that you contact your Accountant or a local Accountant to get a better understanding of the IRS and other Governmental Statutes as they apply to your various operations.

VFW COMMUNITY ACTIVITIES RECORD BOOK CONTEST
Post will compete with other Posts of similar size. Divisions for competition are as follows: DIVISION I - Posts with less than 100 members DIVISION II - Posts with 101 to 500 members DIVISION III - Posts with 501 or more members
Division will be determined by the total members reported by National Headquarters from the prior year on June 30, 2016.
Community Activities record books are permanent records of one year’s community service work. After the contests they may be put to practical use in promoting membership, proof of charity expenditures, and display to the community.
CONTEST GUIDELINES
1. Record books should contain community service projects that are completed during the period April 1 through the following March 31.
2. BOOK SIZE: Should be no larger 12 by 16 inches nor more than three inches thick. Make two or more volumes if thicker
than three inches. Number each volume, e.g., Volume I; Volume II, etc.
3. FASTENER and COVER: If books have metal posts, steel is preferable to brass or aluminum. If covers have decal’s, place self-adhesive clear plastic over the decal’s so they will not be damaged during shipping and handling. Please use superior quality page dividers and index tabbing; the extensive handling that the record books experience must be con- sidered.
4. CLIPPINGS AND PHOTOGRAPHS: Show dates and captions. Include supporting information.
5. ACCOUNTING OF EXPENSES: In a brief statement show how money was spent for each category (one to two pag-
es at the most for each category),
6. ARRANGEMENT OF BOOK: Enter each project by category. (Chronological or month by month listing makes your entry more difficult for the judges to evaluate.)
7. ENTRY FORM: Complete and fasten inside front cover of volume one.
8. MAIL OR SHIP RECORD BOOK ENTRY FOR THE DEPARTMENT CONTEST to Department Headquarter s.
PREPARING A RECORD BOOK
Posts and Auxiliaries carry on many projects which are of public service. The best way to tell the story of your Post and Auxilia- ry’s work in the community is through a Community Activity record book that contains evidence of the many projects and pro- grams your Post and Auxiliary perform. From the respective sections of the Community Service Record book, the following pro- grams will be judged: Americanism, Youth Activities and Safety. (There is NOT a separate Record book Contests for Amer- icanism, Youth Activities and Safety).
The contents of your record book should be so arranged and in such detail that it tells the story of each project, clearly and completely, to those who may read and judge it.
Posts and Auxiliaries should combine their community activity programs into one book or one set of books. The Post and its Auxiliary are judged as a unit.
Creditable community service projects will usually fit into one or more of the categories that are listed in the Community Activi- ties guide booklet. Select and list each project in only ONE category. DO NOT duplicate.
Remember, compile your book so the judges can easily read and evaluate the facts. Do not assume the judges are familiar with your Post or area. In other words, make your record book as complete as possible for it must “tell the story” of your com- munity service.
Attach all entries in the book securely, Make bindings strong and yet flexible so the books may be opened easily and fully. In- dex or summarize the activities and projects that are included in the book. The index or summary should be placed in front of the record book or at the front of each category or section. The entry form provides vital information to the Department judges concerning the number of members in your Post; the number of projects you have completed; the number of people who have benefited; the amount of money and time that has been spent (both Post and Auxiliary) and the size of your community.
Top winners in Department judging are those Posts and Auxiliaries who have performed, recorded, and entered evidence of their community activities.
COMMUNITY ACTIVITY RECORD BOOKS ARE DUE
IN DEPARTMENT HEADQUARTERS BY APRIL 18, 2017
WHO, WHAT, WHEN, WHERE, HOW and WHY are very important words in telling any story. By answering these questions you will help yourself in preparing an award winning record book.
Consistent winners start early in gathering data to place in the record book. They maintain a file of newspaper clippings, pic- tures, photo copies, etc.
If you live in an area where it is difficult to obtain newspaper articles of your Post or Auxiliary’s community activities, keep a camera handy. ONE PICTURE CAN REPLACE A LOT OF WORDS.
Record books are judged solely on the contents of the community service projects that are reported. It is not necessary to prepare an expensive or costly book. Record books are judged by their contents and not by their cover.
EVALUATING A RECORD BOOK
Listed on the check sheets are the principal categories which are found in the Community Activity Guide booklet. Each cate- gory is further subdivided into additional subheadings.
Each record book is evaluated thoroughly. A detailed study is made of the entries therein. Each creditable activity or project is recorded and scored. Points are given for each acceptable project that is reported. Several factors determine the point value that is awarded each project. They include (1) the extent to which the project is developed; (2) the effort, time and funds that have been expended; (3) the completeness or detail in which the project has been described and (4) the number of non-affiliated persons who have benefited by the project. When all of the projects have been evaluated and recorded on the check sheet, the points are then totaled to establish the final rating of the record book. Sometimes entries are re- examined several times to make certain they have been properly evaluated.
CATEGORIES FOR RECORDING PROJECTS The Community Activities Program is divided into SIX general categories: (1) AMERICANISM & COOPERATION WITH OTHER ORGANIZATIONS; (2) SAFETY; (3) AID TO OTHERS; (4) SCHOOL AND CHURCH ASSISTANCE; (5) YOUTH AND VOICE OF DEMOCRACY; 6) HOSPITAL/BLOOD. Your Community Service Record book SHOULD be put together in this order.
When making up a record book it is advisable to group your projects and programs into one of the above categories. If a project qualifies for more than one category, select and list it under one category. It will be given credit, regardless of wheth- er it is listed under the proper category. For example: Lite-a-Bike could be listed under categories one (Safety) or five (Youth and Voice of Democracy). Do not duplicate your efforts by placing them in each of the categories.
Remember, when compiling your community service record book you are telling a story of your work to judges who generally are not familiar with your efforts or community. The easier it is for the judges to read the facts, the easier it is for them to evaluate your work.
Remember, also if you enter your record book in other competitions, the judges will be less likely to know about the VFW Community Activities Program. Just like composing a good letter, let your record book present the story so there will be no misunderstanding.
There will be two Posts in our Department that will be selected as National Outstanding Community Service Posts. The award includes a plaque inscribed with the name of the VFW Post and it’s Auxiliary (if applicable), a $600 stipend to cover part of the 2016-2017 Post Commander’s expenses to the National Convention and publication of the Post’s name in the Convention program booklet.

For more information on the 2016-2017 Post and District Publications Contest: contact, Department Publications and Public Relations Chair.
The 2016-2017 Veterans of Foreign Wars Post and District Publications Contest recognizes excellence in Post and District publications. Entries will be judged on content, design, pictures and graphics (where relevant), and overall quality. Awards will be presented to the winners at the Department Convention and will include a Sweepstakes Award to the best overall publication.
Any Minnesota VFW Post or District that regularly publishes a newspaper or newsletter for its members may enter. Awards will be presented for first, second, and honorable mention, if judged applicable, to the winners. Entries will be judged by Membership Category - 99 and less; 100-179; and 180 or more. If your Post has a web site, it must be recognized by the Department of Minnesota and listed as such in the Department's list of Posts. The web site should be easy to access, please keep it up to date as well as informative for your members. We will be searching through the web sites from time to time throughout the year.
Please submit your entries early. Deadline is March 1, 2017. Send your two (2) best issues, printed between January 2016 and December 2016. Place your entry in a 9 X 12 envelope and clearly identify it by writing “Publications Contest” on the outside. Include your return address and enclose the completed form below.

The Department of Minnesota, along with the National Organization, is now recognizing your Best Feature Story.
Eligibility: All VFW Members and their Auxiliaries Length: 300 Words or More Published Date: January 1 to December 31, 2016 (The story must be a published article and can be
originally written by your newspaper staff or by a freelance writer from a newspaper within your state.
Topic: State VA departments, Local military units deploying overseas, Local troop support operations, VFW Programs, Dedication of state Veterans memorials, and editorials advocating positions on veterans issues within your state.

TRAVELING SAFETY TROPHY
I. District Commanders and Post Commanders please pass this along to your Safety Chairperson.
II. The following requirements for participation in and winning of the Department of
Minnesota Traveling Safety Trophy for 2016-2017 are as follows:
A. To be eligible, your Post or Auxiliary must enter a Community Service Recordbook.
1. The first page of the Community Service Recordbook must show
Post name, Post number and location of Post or Auxiliary. This form will be sent to all Posts/Auxiliaries by the State Community Service Chairman via the General Orders.
2. Your Community Service Recordbook (Category 2 - Safety) will be
judged on the number of Safety Projects completed as well as the quality of the project. Document your projects with newspaper articles, pictures and other verifications.
3. The six basic Safety Programs are: Pedestrian Safety; Drug
Awareness; Recreational Safety; Highway Safety; Home/Fire Safety; Recognition/Other. You do not have to complete all six (6) programs to qualify for this award.
4. Is your Recordbook presented in chronological order or in a manner
easily understandable? It is to your advantage to write up each project as completely as possible.
5. How did the Community benefit from the Safety projects sponsored
or offered by your Post or Auxiliary? Was this apparent in your Recordbook?
B. Entries must be in the Department Office by April 18, 2017 so that the
entries may be judged and the Trophy engraved by Convention time.

Scout of the Year Program
WHAT IS THE SCOUT OF THE YEAR PROGRAM? Annually, the Veterans of Foreign Wars of the United States awards three individuals who are: Eagle Scouts, Girl Scout Gold Award recipients, Venture Summit Award recipients and/or Sea Scout Quartermasters who have risen above their peers in exemplifying the qualities of that rank. Awards are as follows:
$5,000 1st place National scholarship $3,000 2nd place National scholarship $1,000 3rd place National scholarship
AM I ELIGIBLE? To be eligible for the award, the candidate must:
• Be a registered, active member of a Boy or Girl Scout Troop, Venturing Crew or Sea Scout Ship.
• Be the recipient of the Eagle Scout Award, Girl Scout Gold Award, Venture Summit Award or Sea Scout Quartermaster Award.
• Have demonstrated exemplary citizenship in school, Scouting and community.
• Have reached his or her 15th birthday and be enrolled in high school or home schooled at the time of selection.
Applicants still in high school who reach their 18th birthday during the nomination year remain eligible if otherwise qualified. A Scout may enter through only one VFW Post. Prior National Scout of the Year winners are ineligible. A local Post can be identified by zip code at www.vfw.org.
WHAT ARE THE DEADLINES? • Deadline for entry to VFW Post is March 1.
• One candidate with full entry criteria must be submitted by a VFW Post to the next level of judging by April 1. The VFW Department (state) Scouting chair- man can provide this information.
• The Department winner must be selected and submitted by their Department (state) Scouting chairman to the VFW National Headquarters by May 1.

WHO MAKES UP THE VFW SCOUTING TEAM? The backbone of Scouting in the VFW is the VFW Scouting Team. These VFW members are deeply involved in Scouting, most with decades of experience.
Appointed by their Department commander, they are responsible for promoting Scouting in their state. They are available to encourage Posts to sponsor units, support units and individual Scout projects. They should be the Department’s “expert” on all phases of Scouting. Many Departments have multiple members of the VFW Scouting Team, but every Department should have at least one individual to promote the values of Scouting to youth and to the VFW itself. CITIZENSHIP – 1-25 Points- On a scale of 1-25, to what extent does the teacher encourage and/or model good citizenship and community involvement?
INNOVATION – 1-25 Points- On a scale of 1-25, how much innovation (new ideas, new tools, new resources, and new approaches) does this teacher utilize in the classroom? Does this teacher’s effort reflect an ongoing desire to stimulate the students with new things?
RESOURCES – 1-25 Points- On a scale of 1-25, to what degree has this teacher demonstrated an ability to identify and utilize new and exceptional resources to fund, facilitate and provide materials for his or her classroom? Does this teacher tap into outside agencies, organizations and individuals to acquire materials and expertise in the classroom? As an example- bringing speakers, finding in-kind and monetary donations, utilize local opportunities like museums, field trips and local events.
PASSION – 1-25 Points- On a scale of 1-25, to what degree does this teacher appear to be passionate about the profession of teaching? Are they regularly seeking to upgrade their skills? Do they try and find ways to encourage their students? Do they take a personal interest in their student’s individual success?

NOTE: Judges should be carefully selected, preferably from individuals who have classroom experience and understand the challenges of teaching. They should never have any affiliation with the nominees or the schools where the nominees teach. While it may be necessary to use VFW and its Auxiliary members, it is preferred that judges come from outside our ranks to avoid the appearance of impropriety. During the judging, the chairman should facilitate and observe but refrain from offering his or her observations on the candidates. The judges are encouraged to discuss the candidates but must arrive at their own numerical evaluation using the grid above. Make sure all judges are kept aware of the progress of the teachers they have judged and are invited to any awards presentations.

The Employer of the Year Award is given each year in recognition to employers whose policies and achievements in hiring, promoting, and training of veterans, with special emphasis on disabled veterans, is outstanding.
ELIGIBILITY: Any individual, corporation or agency with an exceptional record of employing veterans.
NOMINATIONS: Any individual may nominate a candidate for this award. The Department will select one candidate to honor in each of the subcategories. Deadline is February 1, 2017 for nominees to reach Department Headquarters.
CATEGORIES: Employers with less than 250 total employees (SMALL) Employers with more than 250 total employees private sector(LARGE) Employers with more than 250 total employees who are federal contractors (LARGE)
PROCEDURE: Recommendations should include a statement detailing the exceptional character of the nominees' accomplishments in providing employment services to veterans
