I confirm that I knew Victor Davis when he was serving as a Senior Business/Systems Analyst for
the National Nuclear Security Administration (NNSA) in Washington, D.C. At the time, I was aSenior Management Analyst with the Office of Secure Transportation's Headquarters LiaisonElement
When I was transferred to Washington to help establish the element, I had the opportunity to
attend one of his training classes on the Integrated Document and Records Management System(IDRMS) that he had developed for NNSA. The system had become a household word in NNSA, as ittracked and managed official documents from creation, through staffing, to archiving. I wasimpressed with the system he created and appreciated the simplistic interface he had designed forsuch a complex program. (Note: IDRMSis still the official correspondence system for NNSA today.)
As I began to meet with key officials in NNSA, I was struck by the number of accolades they offeredabout IDRMS and Victors talent for solving particular customer needs. Based on the well deservedreputation that he had established, I sought him out to help design a custom application for ourofficial correspondence and records. He quicldy and effortlessly designed the application andintegrated it with IDRMS.
Victor frequently visited the office staff to see if anyone needed assistance with the system. It wasduring these visits that we learned his knowledge extended into every aspect of informationtechnology. His customer service skills were so earnest and so personable, the office invited him to
our holiday luncheons and birthday events. Even after he left NNSA, we all kept in touch with him.
When the Office of Defense Programs was interested in expanding the features of IDRMS, I had the
pleasure of working with Victor on a pilot study with our field office in Albuquerque. I personallysaw the level oftechnical detail he applies to his endeavors.
At all times I have found Victor to be dedicated, hard-working, conscientious, and customer focused.He would be a tremendous asset to any organization and has my highest recommendation. If you
