I wholeheartedly recommend Victor Davis as a fully qualified Systems and Applications Engineer. It has

been my pleasure to know Victor from the time he joined the NCI Government Accountability Office

contract in April 2007, where I was the NCI Program Manager. He consistently demonstrated skills,

knowledge, responsibility and maturity well beyond his years. He is an exceptional Systems

Administrator and Applications Engineer. Victor’s performance was outstanding, managing applications

in both a Novell and Microsoft environment. He brought new technologies, such as our conversion from

Sybase to Oracle, to the GAO environment and was a key problem solver for our document management

system (Hummingbird/Opentext DM) and routinely, as the lead subject matter expert for our

Document/Records management system, found ways to improve the DM/ERMS environment at GAO,

taking the initiative to identify areas for improvement, resolving issues himself, or delegating to a

member of the Applications Support Group for training purposes. He is a solid role model for young

administrators and engineers. He demonstrates a proper dedication towards his profession in respect to

accomplishing the organizational mission. Victor always showed a strong respect for others, is caring and

willing to help those in need. He is a superior mentor and manager. He processes an excellent work ethic

and demonstrates high levels of dedication towards both personal and professional goals. He has future

vision, which is solid and his determination to accomplish that vision is unwavering.

Victor was a highly regarded member of the NCI team supporting GAO. He knew how to accomplish the

work that was required of him and his team, planned accordingly, stayed politically neutral, and somehow

successfully coordinated between the multiple contracts managers, system engineers and the GAO client.

His skills, knowledge and overall understanding of the GAO clients document management needs were

critical and thusly, he played a vital role to the success of the NCI GAO contract.

I trust Victor implicitly. I believe that he will make an outstanding member of any Networking Team or of any position he is placed in. He possesses the drive and tenacity to accomplish his goals, but still has caring and compassion for others. He is a well-rounded mature adult that it is my pleasure to know. I wish him the best on his new venture and know wherever he lands he will do a fantastic job.
