and career goals, but are not sure where to start? The Inter-Cultural Association (ICA) of Greater Victoria is here to helpyou to make your goals a reality and address your employ-ment needs.

E M P L O Y M E N T S E R V I C E S

ICA’s Employment Services, including the career Mentor-ship Program and Job Development, have helped more than400 newcomers in the past year. With a little support, immi-grants are able to overcome barriers to employment and suc-cessfully enter their career fields. Barriers to employmentinclude foreign acquired credentials that are not recognizedhere, the lack of a professional network to access the hiddenjob market, insufficient labour market information, and in-adequate job-specific language skills. Gaining these creden-tials and skills enables clients to walk on a firmer footing inCanadian society.

Employment Services also offers a range of popular life-skills programs, which give participants insight into specificcareer fields and opportunities to network with professionalswithin that field. Over the course of the year, ICA has assist-ed newcomers to become health professionals, financial con-sultants, self-employed, as well as gain soft skills for theworkplace.

C A R E E R M E N T O R S H I P P R O G R A M

The Career Mentorship Program can have a significant andpositive impact on the integration of refugees and newcomersinto the community. Currently, the program has 30 careermentors in a variety of fields who are passionate and dedicat-ed to making a difference in the lives of newcomers. The pro-gram has produced a number of successes, with

clients/mentees finding employment in the career fields soonafter the end of the three-month mentorship.

Of course, mentorship is a two way street, where both thementor and mentee benefit from building a professional rela-tionship. By participating in the program, volunteer mentorshave an opportunity to learn about other cultures, find newways of seeing and experiencing the world, and develop anin-depth understanding of some of the barriers that newcom-ers and refugees encounter. The positive impact that mentor-ship has on newcomers’ success in the labour market is welldocumented. It has helped newcomers, including foreigntrained professionals, to overcome barriers to success. Fur-thermore, mentors benefit from the knowledge that they arehelping build community.

Every month, ICA offers a range of rotating Job Search forNewcomers workshops that provide participants with infor-mation in:

● Tailoring and writing resumes effectively

● Canadian workplace culture

● Writing compelling cover letters

● Soft skills in the workplace

● Networking with professionals

● Identifying ones’ transferable skills

● Using social media and networking

● Exploring career options locally

● Preparing and practicing for job interviews

● Gaining insights into the local labour market

● Completing online applications successfully

● Learning more about Microsoft Word

Working with a Case Manager and/or the Employment Fa-cilitator, clients can refine their job search goals and to gaininsights into the local labour market. Once the path ahead isclear, there is the option to join the career Mentorship Pro-gram and collaborate directly with a career mentor. ICA’scareer Mentorship Program has connected clients with Men-tors in the fields of:

● Human Resources

● Speech Pathology

● Architecture

● Leadership Development

● Supply Chain Management

B ack when I was a much younger person I used tostruggle to understand Canada’s national debt. It

seemed to me that a simple solution to this problem wasto have the Canadian Mint print more dollar bills (backwhen we used to print dollars) and to use this new moneyto pay off the debt. As I got older I came to understandthat the laws of economics as it relates to supply and de-mand were real and unyielding. Eventually I realized thatif we printed too much money, it would become worthlessand we would have worse problems to deal with than anational debt.

Recently in this space I advocated for an increase in wag-es in the tourism sector. This was based on the fact that thetourism industry is growing in BC and that some municipali-ties that rely heavily on tourism are already experiencinglabour shortages. Keeping the laws of economics in mind, inthis type of environment, workers are in greater demand —resulting in higher wages.

Currently there is a debate in Canada (and other coun-tries) about whether the minimum wage should be raised to$15 an hour. This is because the cost of living has increasedat a much higher rate than wages. Much like the idea ofprinting more money seems attractive at first glance, raisingthe minimum wage to something more reasonable like $15per hour seems like a good idea. The concern is that employ-ers will have to lay off workers to meet these new legislated

payroll commitments. So we would have more people earningmore money but higher unemployment.

In Seattle they have started a process that will see work-ers in that region receiving the $15 minimum. So far the re-sults are mixed; Employment is down in Seattle but up in theoutlying regions. More research is required to fully under-stand the causes, however.

One way to help employers deal with this issue is for gov-ernments to subsidize all, or part, of the increase. Thiswould still negatively impact employers, however, as itwould put the onus on them to report new hiring, termina-tions, and other payroll data to the government. This maydiscourage some employers from hiring, and you never wantto create that kind of climate.

A more direct and simple way to do this is to have the fed-eral government provide a guaranteed minimum income toall Canadian adults. Does this seem like an outlandish, pie inthe sky proposal? The Finnish government is going to test thisconcept and our own Minister of Families, Children and SocialDevelopment in Ottawa is on record saying he is interested inthis idea.

This type of program, along with a minimum wage that hassmall regular increases, perhaps tied to the consumer priceindex, which is the case in Nova Scotia and Saskatchewancould be instated to support the working poor. If underlyingeconomic conditions have changed in a profound way — ifwages will never catch up with the cost of living — an argu-ment can be made for the federal government to intervenein this way because at that point the laws of economics willhave become antiquated guidelines that have lost relevance.This will result in increased taxes, but if nothing is done thevoices calling for a $15 minimum wage will get louder and atsome point will have to be heard.

Sufficient research will allow you to fully understand thescope of the organization and how you best fit into that ma-trix. Health care is a field that is constantly adapting to newtechnologies, so it is crucial to know what competencies arecurrently required for a given position. Health care in BC isheavily unionized, so having the right skills and experience isimportant, according to Karen. “But [the position] has towork for you as an individual too. We’re looking for appli-cants that resonate with the Island Health values calledC.A.R.E. — Courage, Aspire, Respect, Empathy. Do you havea passion for our values?” she asks job seekers.

Health care is a calling. Since the C.A.R.E. values apply toa variety of fields, put some thought into how they are rele-vant to providing quality healthcare. Why do doctors, nurses,and other staff need to be courageous? One of the big reasonsis because there is a lot of fear in health care. Fear of mak-ing mistakes, fear of death and dying, fear of discussing mat-ters of the heart. But Darren Colyn, Hospital Chaplain atNanaimo Regional General Hospital, insists there are manythings more important than our fears, such as workplacesafety, a person’s spiritual well-being and dignity, informedconsent, frank discussions about end of life care, patient andstaff safety, to name a few. “Courage is the judgment thatthese things take precedence over our fears,” he writes inNUMA, a newsletter produced by Island Health’s SpiritualHealth division.
