I. INTRODUCTION

The Productive Rural Infrastructure Development Project in the Central Highlands (hereafter

referred to as “The project”) is funded by loan from the Asian Development Bank (ADB), and

Ministry of Agriculture and Rural Development (MARD) is the project owner. The project will be

implemented within 05 years (2014 – 2019) and taken place in the 05 provinces of the Central

Highlands (Lam Dong, Dak Nong, Lam Dong, Gia Lai and Kon Tum).

The long-term purpose of the project is to contribute to hungry alleviation and poverty

reduction programs of the Government through sustainable development of the society, ecology,

and environment at community levels by developing infrastructures for production, improving socio-

economic conditions and living standards of people in the area.

The short-term objectives of the project are (i) to rehabilitate and upgrade deteriorated or

damaged irrigation systems and rural infrastructures, which are serving for production in 05

provinces of Highlands; (ii) To strengthen management capacity and implementation of ODA

projects; strengthen infrastructure management at community, province, district, and commune

levels to gradually improve living standards and conditions of the poor in the project area in the

Central Highlands; (iii) To build models, institutional policies on "water saving irrigation technology

for strategic and economic valuable plants" and "management and exploitation of irrigation

schemes sustainably with the participation of all economic sectors”.

One sub-project of The Project is “Reinforcing Da Don irrigation works, Lam Ha district, Lam

Dong province”, which is taken place in Da Don, Tan Van communes, Dinh Van town - Lam Ha

district, and Binh Thanh commune – Duc Trong district, Lam Dong province. The sub-project area

is about 45 km from Da Lat City. The objectives of this sub-project are: to improve livelihood and

life quality of people within the area, promote socio-economic development by investing and

promoting the effectiveness of rural infrastructure; to facilitate people to have access to and apply

scientific and technical advances in agricultural production, increase productivity and diversification

in agriculture; to bring job opportunities; alleviate poverty, actively contribute to the New rural

program and socio-economic development strategy of the locality through investment in subproject.

The objectives and scope of this Initial Environmental Examination (IEE) are to (i) assess

the existing environmental conditions along and in the vicinity of the sub-project; (ii) identify

potential environmental impacts from the proposed components; (iii) evaluate and determine the

significance of the impacts; (iv) develop an environmental management plan (EMP) detailing

mitigation measures, monitoring activities, reporting requirements, institutional responsibilities and

cost estimates to address adverse environmental impacts; and (v) carry-out public consultations to

documentary issues/concerns that stakeholders may have on the sub-project and to ensure that

such concerns are addressed in the sub-project design and mitigation measures.

This IEE of the sub-project is prepared to meet the requirements of environmental safety of

ADB and the environmental regulations of Government of Vietnam. Its structure includes 11 parts

as following:

II. POLICY FRAMEWORK, LEGISLATION AND MANAGEMENT

2.1 ADB policy

The ADB Safeguard Policy Statement (SPS) 2009 imposes safeguard requirements for all

its funded projects. The SPS 2009 clarifies reasons, scope, and contents of the environmental

assessment. The SPS guides in identifying type of environmental report that will be implemented

through Rapid Environment Assessment (REA), type of project, and preparing appropriate

environmental report. The SPS emphasizes the need of effective implementation of mitigation

measures to:

i. Avoid adverse impacts of projects on the environment and affected people, where possible;

ii. Minimize/mitigate and/or compensate for adverse impacts on the environment and affected

people when avoidance is not possible; and

iii. Help borrowers/clients to strengthen their safeguard systems and develop the capacity to

manage environmental and social risks.

The SPS 2009 requires preparing environmental assessment report in the process of

preparing a project including environmental management plan (EMP). The borrower/client needs to

monitor EMP implementation. The monitoring will identify outstanding issues of EMP

implementation and propose appropriate mitigation measures. Periodic monitoring reports on EMP

activities will be submitted to ADB every semi-annual during construction phase of the project.

Moreover, all subprojects under the loan 3032-VIE need to follow the specific guidance on

environmental assessments as stated in the Environmental Assessment Review Framework

(EARF) of the project, prepared by the project owner and approved by ADB. The subprojects under

loan 3032-VIE only categorized as Category B or C will be included in the list of eligible sub-

projects for possible funding under the proposed Project. It is anticipated that all eligible sub-

projects will fall into Category B, whereby some adverse environmental impacts are expected, but

of a lesser.

The subproject “Reinforcing Da Don irrigation works, Lam Ha district, Lam Dong province” is

selected based on the project’s EARF that may cause some adverse impacts on the environment

that could be mitigated and ranked as categorized B. Therefore, an IEE needs to be prepared with

an EMP enclosed.

2.2 Environment regulations of Vietnam government

The project must also comply with the environmental regulations. The Vietnamese related-

environmental legal framework comprises of the following issues:

- The Law on Environmental Protection 55/2014/QH13 adopted by the National Assembly of

the Socialist Republic of Vietnam dated June 23, 2014, regulating general environmental

protection requirements, policies and resources for protecting the environment.

- The Law on Labor adopted by the National Assembly of the Socialist Republic of Vietnam

dated June 18, 2012, regulating general requirement on safety and occupational health.

- The Law on Water Resources 17/2012/QH13 adopted by the National Assembly of the

Socialist Republic of Vietnam dated June 21, 2012, regulating general water resources

protection requirements, policies.

- Decree No. 18/2015/ND-CP dated February 14, 2015 of the Government, regulating on

environmental protection planning, strategic environmental assessment, environmental

impact assessment (EIA) and environmental protection plan (EPPs).

- Decree No. 38/2015/ND-CP dated June 15, 2015 of the Government, stipulating on waste

and disposal management.

- Decree No. 201/2013/ND-CP dated November 27, 2013 of the Government, detailing the

Law on water resources.

- Circular No. 27/2015/TT-BTNMT dated May 29, 2015 of the Ministry of Natural Resources

and Environment on strategic environmental assessment, environmental impact

assessment and environmental protection plans.

- Circular No. 36/2015/TT-BTNMT on June 30, 2015 of the Ministry of Natural Resources and

Environment on management of hazardous wastes.

- Circular No. 27/2013/TT-BLDTBXH dated October 18, 2013 of the Ministry of Labor,

Invalids, and Social Affairs on providing for occupational safety and hygiene training.

- Irrigation component: Ensuring irrigation for 2,200 ha of agriculture land including: (i) upgrading head-works; (ii) water intake crossing dam on the left shoulder of dam; (iii) constructing 1,692.4 m of main canal, dredging 3,649 m of drainage canal T1, reinforcing 13,188.16 m of 22 canals of interior field and (iv) constructing 296.7 m of road adjacent to main canal section leading to head-works.

- Traffic component: Upgrading, repairing 4,281.27 m of road on canal bank according to rural road type B.

2.1. Irrigation component

a. Construction grade: Grade III

b. Head-works:

- Replacing 03 old gate valves with the new ones with size (BxH) = (1.36 x 2.60) m;

- Replacing 03 hand-controlled on-off valve machines with on-off valve machine operated by electric motor with capacity 3Kw – 380V;

- Newly constructing grade IV operational house, the area is 64 m2 including 03 rooms;

- 3-phase transformer station with capacity 150 KVA + 400m.

- Reinforcing 296.7 m of road by reinforced concrete M250 18 cm thick, which is adjacent to main canal section leading to head-works.

c. Canals and works on canals:

c1. Main canal:

- Reinforcing 296.2 m of canal from the section of current box culvert to culvert crossing national road QL27, the size is (BxH) = (2.0 x 1.8) m, the precast slab 20 cm thick made of reinforced concrete M250 is on the top.

- Reinforcing 1,396.2 m of canal from Da Nung head-work to Da Bon head-work by reinforced concrete M250 20 cm thick, which supplies water for N1 and N2 canals, the size is (BxH) = (1.5 x 1.6) m;

- Works on canals: Newly constructing 03 slab bridges made of reinforced concrete crossing canal with aperture from Lo = 4.7 m to Lo = 6.0 m at Km0+314.00, Km0+418.72, Km0+520.86; 01 work is continuous with Da Nung water division unit; 01 work is continuous with pipe culvert 2D1500 crossing road to Yen Thanh village.

c2. Drainage canals

- Dredging T1 canal with the total length of 3,649 m, in trapezium shape, the slope is m = 1:1; canal size is from (BxH) = (1.5x1.6) to (3.0x1.8) m.

- Works on canals: Reinforcing 05 serial positions by reinforced concrete M200 with stone sized (1x2); newly constructing 03 slab bridges by reinforced

concrete crossing canal with aperture from Lo = 4.7 m to Lo = 6.0 m; newly constructing 03 serial works and 02 stilling basins made of reinforced concrete.

c3. Interior-field canal

- Reinforcing 21 interior-field canals by reinforced concrete M200 with stones sized (1x2), the total length is 13,188.16 m.

- Works on canals include 18 crossing road culverts, 14 bridges crossing canal, 124 water intakes, 18 water slopes, 2 water drops

2.2 Traffic component

Rural road: Reinforcing 4,281.27 m of road along the canal bank according to rural road standard type B, the road base width is 4m, road surface width is 3m, road is made of concrete M250 18 cm thick.

Works on road:

- Vehicles-avoiding points: Installing 10 points to avoid vehicles on the route, a distance of each point is from 300 m to 500 m.

- Traffic safety: Installing 30 road signs, signposts according to road signal standard QCVN 41:2016/BGTVT.

- Drainage system: Installing 11 pipe culverts crossing the road made of spun concrete, the diameter of culverts is 40cm. They are to drain water from field to drainage canals.

Quantity and size of drainage culvert

There are 07 road culverts with aperture D = 30 cm and 01 drainage sluice. The SP will newly construct 11 new pipe culverts with aperture D = 40 cm

Quantity of bridges

The road along the canal bank within the Subproject (SP) area is available, it is only needed to upgrade. On the road, there are 2 slab bridges and 01 aqueduct bridge, these bridges are in use so it is not necessary to upgrade these one.

Irrigation and drainage structures

- 01 main canal: The canal is 1,692.4 m long, in trapezium shape. The slope is m = 1.0. The size is BxH = (1.5 x 1.6) m;

- Dredging drainage canal T1 3,649 m in length.

- Reinforcing 21 interior-field canals by reinforced concrete M200 with stone (1x2), the total length is 13,188.16 m.

- Constructing 18 road culverts, 14 bridges crossing drainage canals, 124 water intakes, 18 water slopes and 2 water drops.

Drainage ditches along the road are side ditches on slope and road culverts. There are 11 pipe culverts crossing road made of spun concrete with diameter D = 40 cm. They are to drainage water from field surface drainage canals.

Area of site clearance

Permanent land:

Canals and roads within the SP are constructed on the existing ones. There is no upgrading as well as expanding. Thus, compensation of site clearance is not necessary.

Temporary land:

- 01 material yard is of the construction companies which is being exploited, thus there is no land acquisition.

- The area of storage area, yards, yards to gather materials are taken from locations along the route. The acquired land area is about 10,000 m2.

Other roads that intersect with subproject’s roads

Highway No.27 linking highway No.20 to Lam Dong Province through the district center is an important road axle to link the districts, facilitates trading activities. In addition, provincial road DT625 and inter-commune roads are invested to construct asphalt road, the inter-village roads are cement roads.

- There are Da Sa, Ri Hin, Da Dung, Phuc Tho lakes closing to SP area.

Number of hills and mountains

The subproject area is relatively flat, the elevation is from 800 ÷ 850 m with two types of terrain: hills and rivers along the irrigation area. All the irrigation area is in the valley area. The terrain is sloping towards the Da Dang River, the slope of the irrigation area in the same direction of the flow of Da Bon stream is about 0.02% ÷ 0.04%.

- Yes, there will be 02 camps located near the weir and roads for 50 workers.

Will the construction take place in rainy seasons?

- Upgrading head-works and irrigation canals system: In rainy season, there could be some activities such as site and materials storage preparation, gathering materials, building camps, dam slopes, planting grasses on the slopes, constructing internal roads and canals. The main construction activities will be implemented in dry season.

- Upgrading rural roads: Yes, it will be implemented in good weather condition.

Number of concrete mixers

- The sub-project will mobilize 20 concrete mixers with the capacity 250 – 500L each.

Construction methods

Construction method for canals system:

- Flow diversion method: Almost existing canals to be upgraded have been constructed but are soil ones as well as in small sizes, therefore the construction will only close the valves in upstream and downstream of canal section to implement construction activities when they are dried out., flow diversion dyke will be no need to build. The construction activities will be planned and taken place between 02 irrigation periods and/or 02 crops. (2 months from April 01 to June 01, between the Winter - Spring crop and the Summer - Autumn crop). So upgrading of canal will still ensure water for irrigation.

- Completing preparation (camps, internal roads, site clearance, and materials storage) until the end of March 2018.

- From April to June 2018, shutting the water off will be implemented for construction, then supplying water in July 2018, and completing remaining items.

- All construction activities are expected to complete in December 2018.

- Construction activities will be implemented both by machines and handworks.

Construction method for roads

- Road can be constructed from 2 directions at the same time: one is from the beginning point of the road downwards the middle point of road and another is

from the ending point upwards the middle point of road. And road construction will be implemented section by section to avoid traffic jam.

- Works on road: Culverts will be cast in-place by both machines and handworks.

Sources of materials: Materials for sub-project construction are provided as following

- Embankment soil is exploited at Yen Thanh village, Da Don commune. This material yard is allocated for Nguyen Hong Cong Private Enterprise by the PPC to implement concentrated cattle slaughter center project and Nguyen Hong Cong Private Enterprise agreed for exploitation (please see annex 3 for more details), distances about 2.0 km to the site

- Stones will be bought at licensed stone pit in Duc Trong district.

- Cement, sand, steel will be purchased at Dinh Van town., Lam Ha District

Supplying electricity, water and services:

- Electricity: Currently, in construction sites, there is power line go through, thus it could be used for domestic and construction purposes. Electric generator will be installed to avoid stagnation due to power cut.

- Water: Using available water sources such as streams or wells of local people.

- Other services will be supplied from center of Lam Ha district.

Gathering materials: The temporary area to gather materials will be selected by the construction contractor during construction phase agreed by households (for rent) and/or CPC.

Measures to manage and balance excavation/ embankment spoil/stone

As estimated, the total amount of excavated soil is 10,314 m3 while soil for embankment is 5712 m3.( from SIR December 2017) , therefore the balance is about 4602 m3 of soil will be discarded The excavated soil will be used to embank roads along the canals, redundant soils will be disposed at Tan Tien residential group area , Dinh Van town, distances about 5.0 km to the site (Please see annex 3 for details).

In addition, if there is redundant land, it will be used by local households as mentioned in public consultation.

Approximate volume of construction materials

The construction materials used for this sub-project is showed as below:

Stone is 3,000 m3; sand is 25,000 m2; steel is 260 tons; cement is 30,850 tons.

Number and condition of vehicles and construction equipment

The sub-project will use 20 concrete mixers with capacity 250÷500L; 42 reedle vibrators; 10 jumping jack compactors, 10 roller compactors 9T; 5 bulldozers 110CV; 10 excavators 1.25 m3; 36 trucks 7T; 10 tank trucks; 06 electric generators. All equipment will be in good conditions and will be subject to periodical verifications.

(i) For regular operation and maintenance: Regular maintenance will be implemented to mitigate the deterioration of the components, including cleaning drainage pipes, repairing temporary damaged parts, cleaning and forming drainage system.

(ii) For periodic operation and maintenance: Repairing cracked and deteriorated sections to maintain their function. Replacing or repairing mechanical items. Dredging the canals and keeping their design shapes.

(iii) For frequency maintenance: Once/seven years or when an emergency occurs. IV. DESCRIPTION OF BASELINE ENVIRONMENT

4.1 PROJECT LOCATION

The sub-project is located in the center of Lam Ha district. It borders on the Da Lat in the North, Da Don commune in the West, Duc Trong district in the South and the East. General geographical coordination of sub-project as following:

4.2 NATURAL ENVIRONMENTAL CONDITIONS

Air quality1 The sub-project is located in the mountainous area, where there are neither industrial nor mining activities. Therefore, there is no air pollution within the sub-project areas.

Analysis Centers and Environmental Geodesic Phuong Nam had collected 02 samples of ambient air quality within sub-project area in November 2017. The analyzed results of 07 parameters (TSP = 0.15 ÷ 0.19 mg/m3, SO2 = 0.04 ÷ 0.05 mg/m3, NO2 = 0.03 mg/m3, CO = 3.8 ÷ 4.1 mg/m3) indicate that air quality of sub-project met the requirement at the National Technical Regulation on Ambient air quality QCVN 05:2013/BTNMT.

Noise and vibration2

The sub-project is located in the mountainous area, where there are neither industrial nor mining activities with low traffic density.

Analysis Centers and Environmental Geodesic Phuong Nam had sampled at 02 positions within sub-project area in November 2017. The measured results showed that all values (from 54.2 dBA – 68.4 dBA) are lower than the threshold of National Technical Regulation on Noise. Noise and vibration mostly generate from means of transport.

Climate and natural disasters

The subproject area is influenced by the monsoon climate and tropical monsoon climate. The year is divided into two distinct seasons:

- The rainy season is from June to November, accounts for approximate 80-85% of average annual rainfall; average annual rainfall is about 1,593.98 mm.

- The dry season is from December to May of the next year, accounts for approximate 15-20% of average annual rainfall.

According to the meteorological data at Lien Khuong station, the wind speed corresponding to its frequency and direction is determined as follows:

- Average wind speed is 1.3 m/s.

- Maximum wind speed is 20 m/s.

- Major wind direction is Northeast (NE), West - Southwest (W-SW).

Evaporation:

According to the meteorological data at Lien Khuong station, the evaporation is as follows:

- Average annual evaporation: 988.20 mm

- Highest month: March (150 mm)

- Lowest month: September (41.70 mm).

Natural Disasters:

The main natural disasters in Central Highlands and in Lam Dong province could include drought in dry season and flood in rainy season. There are also other disasters, which have been occurred recently, such as landslide, whirlwind, hail, extreme rainfalls and extreme hot days. According to analysis of the National Centre for Hydrometeorology about the flood prevention plan in 2015, Lam Dong is not directly affected by tropical storms. However, heavy rains due to storms’ influence are significant. The highest rainfall of a day in storms landed from Da Nang to Tuy Hoa usually exceeded 100 mm. The highest rainfall on September 29, 2009 was reached 150 – 250 mm. Heavy rains due to storms influence usually happen from middle of September to the beginning of December causing floods, flash floods, erosions. In November 2017, storm No.12 had caused heavy rain and strong winds, 70 houses of local people in Lam Dong were blown away and collapsed, hundreds hectares of crops were destroyed, industrial trees were submerged, landslide happened at many traffic works, bridges, culverts, they were swept away and submerged, causing some production areas and residents to be divided. In particular, Phu Son commune of Lam Ha district was completely isolated. 03 people had died due to flash floods and being swept away.

Topography and soil

Topography:

The subproject area is relatively flat, the elevation is from 800 ÷ 850 m with two types of terrain: hills and rivers along the irrigation area. The irrigation area topography is divided into two parts:

- Head part: The irrigation area is located just on the right bank of Da Dang River, is alluvial slope terrain, not separated. The slope is relatively high, and slope direction is from the East to the West.

- The rest part: From Da Bung distributor to the border of Da Bon stream, the terrain is plain, flat, it slopes gently towards to the southeast.

Soil:

The subproject area has 04 main type of soils:

- Alluvial soil: the area is 3,547 ha, accounting for 6.78% of natural land area of district;

- Exhausted alluvial soil: the area is 618 ha, accounting for 1.18% of natural land area;

- Yellow-Red alluvial soil: the area is 45,989 ha, accounting for 87.86% of natural

- The rest is other groups of soil.

Surface water resource

The network of rivers and streams in subproject area is widespread and dense. Some main rivers, streams are Da Dang river flowing from Lang Biang mountain in southeast direction; Cam Ly, Da Me, Da SeDang streams flowing to the south-north direction; Da Sa lake, Ri Hin lake, Da Dung lake, Phuc Tho lake.

Surface water resources are being used for agriculture activities and domestic purposes of the local people.

Surface water quality3

Analysis Centers and Environmental Geodesic Phuong Nam had collected 02 samples of surface water within sub-project area in November 2017. The analyzed results of 16 parameters (pH from 7.2– 7.3, Turbidity from 22.7 – 24.3 NTU, TSS from 19.2 – 24.5 mg/l, DO from 4.2 – 4.8 mg/l, TDS from 37 – 41 mg/l, COD from 14 – 18.2 mg/l, BOD5 from 8 – 12 mg/l, Total N from 4.1 – 6.2 mg/l, Total P from 0.4 – 0.5 mg/l, NO3

- from 0.2 – 0.3 mg/l, NH4+ from 0.1 – 0.3 mg/l, PO4

3- from 0.1 – 0.2 mg/l, Fe from 0.2 – 0.3 mg/l, Total oil from 0.03 – 0.08 mg/l, E.coli from 5 – 24 MPN/100ml, Coliform from 2,200 – 5,600 MPN/100ml) indicate that all analyzed parameters were under allowed limits established by National technical regulation on surface water quality QCVN 08-MT:2015/BTNMT.

Ground water Groundwater within the subproject area has no pressure and is available at the depth of 7 – 15 m which is near surface water sources and 25 – 30 m towards the hill.

The ground water resources are being used for domestic purpose of the local people.

Ground water quality

Although there is no available groundwater data, the site survey has evaluated groundwater exploited by local people for domestic purposes without visible pollution.

Flooding Flooding occurs only at cultivation area in valleys or adjacent to streams where altitudes are lower than residential areas and roads. Floods appear when rain occurs continuously for several days.

Lam Dong is not directly affected by tropical storms. However, heavy rains due to storms’ influence are significant. Terrestrial fauna and flora

The main flora in the subproject area includes agricultural crops (rice, cassava, maize, beans, coffee, pepper, rubber trees, etc.).

Terrestrial fauna in the sub-project area includes cattle, pigs, chickens, small animals, birds, reptile species such as frogs, snakes, etc.

No protected wild animal has been found within the subproject area.

Aquatic fauna and flora

Aquatic fauna and flora within the subproject area are mostly common species presented in Da Dang river, and branches of rivers, small streams.

Specific data on the aquatic flora and fauna of these water bodies is not available. Through site survey, aquatic fauna species in rivers, streams, reservoirs, canals had been found including freshwater fish, shrimps and others, while aquatic flora include water hyacinth, algae and various other grass.

No specially protected aquatic fauna & flora species are listed in the Red Data Book of Vietnam.

Protected areas No reserve is within the subproject area.

There are 01 National Park and 01 Nature Reserve in Lam Dong province, Chu Yang Sin national park and Kalon Song Mao nature reserve. However, they are not located within the subproject area, about 35 – 75 km from the subproject area.

4.3 ENVIRONMENTAL AND SOCIAL CONDITIONS

Unexploded ordnance

Checking unexploded ordnance (UXO) to ensure safety during construction of the sub-project was completed in December 2017. Moreover, most of the activities of the sub-project will take place in existing foundation, which are subject to regular maintenance and do not present hazard from unexploded devices. (Please see annex 5 for details)

Residential area near the sub-project

Residential areas surrounding the subproject area located in center of commune, town or along the road. The distance from road to the nearest residential area is 1.5 m. Dinh Van town has 22 civil groups, Da Don commune has 11 villages, Tan Van commune has 16 villages.

Rural infrastructures

- Transportation: Highway No.27 linking highway No.20 to Lam Dong Province through the district center is an important road axle to link the districts, facilitates trading activities. In addition, inter-commune roads are invested to construct asphalt road, the inter-village roads are cement-concrete road.

- Irrigation system: The irrigation system in Da Don commune was built by MARD to supply water for Da Don and Tan Van communes and Dinh Van town in Lam Ha district and a part of Binh Thanh commune in Duc Trong district. This irrigation system supplies water for 1432 ha of 2-crop rice, 686 ha of coffee, 82 ha of crops and about 45,000 people for daily life. The system consists of 01 reservoir and main canal, grade-I canals (N1, N2, N3) and other canals. Main canal is 6,450 m long, grade-I canals are 14,192 m long, and lower-grade canals are about 85 km.

- Electrical power and telecommunication: Each commune / town has connected with the national grid and has its own post office.

- Education: The number of schools of each commune/town is as follow:

- Health care: Each commune has its own medical station, there is one hospital at district level in the center of Lam Ha district.

Agriculture and aquaculture

- Lam Ha district: The total agricultural land area in Lam Ha district in 2016 is 62,011.35 ha, of which 5,040 ha are annual crops and 56,971.35 ha are perennial crops. The output in 2016 is 239,215 tons. The main agricultural products are rice, maize, sweet potato, cassava, peanuts, mango, coffee, etc.

The breeding in 2016 was reached 825,269 animals (including buffalo, cow, pig, goat, and poultry) and produced 21,167.9 tons of products, while the aquaculture area was 1,139.4 ha (mainly raising fish) and produced 2,072.6 tons of aquaculture product.

- Da Don commune: The total agricultural land area in Da Don commune in 2016 is 6,141.1 ha, of which 527 ha is annual crops and 5,614.1 ha are perennial crops. The output in 2016 is 15,525.6 tons. The main agricultural products are rice, maize, sweet potato, cassava, peanuts, mango, coffee, etc.

The breeding in 2016 was reached 38,636 animals (including buffaloes, cows, pigs, goats, and poultry), while the aquaculture area was 34.3 ha and produced 62.39 tons of aquaculture product.

- Tan Van commune: The total agricultural land area in Tan Van commune in 2016 is 3,225.4 ha, of which 567 ha is annual crops and 2,658.4 ha are perennial crops. The output in 2016 is 11,993.3 tons. The main agricultural products are rice, maize, sweet potato, cassava, peanuts, mango, coffee, etc.

The breeding in 2016 was reached 45,016 animals (including buffaloes, cows, pigs, goats, and poultry), while the aquaculture area was 31 ha and produced 55.8 tons of aquaculture product.

- Dinh Van town: The total agricultural land area in Dinh Van commune in 2016 is 2,871.73 ha, of which 1,199 ha is annual crops and 1,672.73 ha are perennial crops. The output in 2016 is 9,899.2 tons. The main agricultural products are rice, maize, sweet potato, cassava, peanuts, mango, coffee, etc.

The breeding in 2016 was reached 161,102 animals (including buffaloes, cows, pigs, goats, and poultry), while the aquaculture area was 34.3 ha and produced 61.74 tons of aquaculture product

- Tan Van commune has 16 villages, including 2,772 households with 10,390 people, of which ethnic minority households account for 25% (Ko Ho, Nung, ChuRu);

- Da Don commune has 11 villages, including 3,030 households with 12,539 people, of which ethnic minority households account for 37.5%. (K'Ho, Cil, Ma);

- Dinh Van town has 22 residential groups, including 4,742 households with 20,425 people, of which ethnic minority households account for 37% (Ko Ho, Ning, ChuRu, Cil, Ma).

Livelihood - Agriculture & forestry are main economic sectors of Lam Ha district as well as communes/town. The economic structure of Lam Ha district by the end of 2016: Agriculture, forestry and fishery: 55.15%, industry and construction: 11.91%, trading and services: 32.94%; Economic structure of Tan Van Commune: Agriculture, forestry and fishery: 70.5%, industry and construction: 9.2%, trading and services: 20.3%; Economic structure of Da Don commune: Agriculture, forestry and fishery 63%, industry and construction 15%, trading and services: 22%. Economic structure of Dinh Van town: Agriculture, forestry and fishery: 24.5%, industry and construction: 27.1%, trading and services: 48.4%;

- The total income of Lam Ha district by the end of 2016 is VND 97.874 billion and total expenditure is also VND 1,358.505 billion. Such numbers were VND 3,912,000,000 and VND 3,897,000,000 for Da Don commune, were VND 5,904,000,000 and VND 5,193,000,000 for Tan Van commune and were VND 32,454,000,000 and VND 6,100,000,000 for Dinh Van town.

- The average annual income per capital in 2016 of Tan Van commune, Da Don commune and Dinh Van town was VND 40 million, VND 49.2 million and VND 48.4 million respectively.

Cultural and natural heritages

No cultural and/or natural heritage has been recorded within the subproject area.

Public health Each commune / town has one communal health care center, which can diagnose and treat simple and most common diseases such as diarrhea, red eye, respiration and skin diseases. District hospital in Lam Ha district could diagnose and treat more diseases.

Traffic and transportation

- Within the sub-project area, there is only road with very low traffic density which just serves for domestic purpose of local people in Tan Van and Da Don communes and Dinh Van town;

- The main means of transportation includes bicycles and motorbikes.

- The areas with highest traffic density are in provincial road DT725 and highway QL27

V. ENVIRONMENTAL IMPACT SCREENING

5.1 Positive impacts

The subproject "Reinforcing Da Don irrigation works, Lam Ha district, Lam Dong province"

will bring positive impacts on environment and society as follows:

- It will ensure safety for works; reduce the loss of water in canals due to penetration; save

water for irrigation; take the maximum advantageous of water resources from the reservoirs

to increase the area of irrigated plants, especially during dry season; ensure growing of

plants and trees as well as domestic water supply, aquaculture activities of the local people.

It will also contribute to stabilization of groundwater resources;

- The development of rural road infrastructure improves traffic and links residential areas to

production areas reducing burden and cost in transporting materials, fertilizers and

agricultural products, transport of people will be more favorable during rainy and flood days.

It also creates favorable conditions for mechanizing agricultural production, brings scientific

advances into the producing areas that will increase crop yields. The sub-project also

reduces cultivation and labor costs and improves income of local people in the sub-project

area.

- The sub-project will also contribute to improvement of living conditions, livelihoods, and

environment in the sub-project areas and therefore could potentially reduce poverty. The

sub-project is expected to bring long-term benefit for 1,432 ha of 2-crop rice, 686 ha of

coffee, 82 ha of crops of Da Don irrigation system.

5.2 Negative impacts

Besides positive impacts, the implementation of sub-project could also create several

negative impacts, especially during construction phase, which need to be managed through

2 Surface water pollution

The main sources of pollution include (i) domestic wastewater of workers in 02 camps; (ii) grease and oil from machinery maintenance and (iii) rainwater runoff passing through constructional areas/activities during rainy days; (iv) spoils and/or sediment from excavation, embankment as well as materials. The unsafe condition could be listed as (i) traffic accidents, especially the elderly and children and cattle; (ii) the difficulties of transportation of goods through the upgraded roads.

In addition, it is observed that the transport routes from construction sites to borrow pit and disposal site are very narrow and low grade, thus operation of trucks on the rural roads could cause potentially impact on local traffic and/or cause traffic accidents in Tan Van, Da Don commune and Dinh Van town.

The area of 1 borrow pit is vacant land in which only small shrubs of no commercial or scientific value are growing. Therefore, the exploitation of soil from such borrow pit and disposal site will not have any noticeable negative impact on those lands or on the nearby plantations.

The construction activities of subproject could cause impacts on aqua ecosystem in existing irrigation canal; however, species in such canals are insignificant, while sub-project activities are quite far from surface water resources such as Da Dang river, Cam Ly, Da Me, Da SeDang, Da K’Nang streams and other small streams. However, constructions of roads and canals can create impact on ground surfaces and make it more weathered.

Yes Minor Negative Temporary Description: According to site survey in April 2018, along the upgraded roads, there is only a low voltage grid located far from the route (at least 4 m). No water supply and drainage system was detected within the subproject area. Currently, roads/culverts or bridges around the subproject area are very weak which are soil roads, in which most of them were deteriorated, damaged and difficult for travelling. These roads are narrow and there is no warning sign of loading capacity. So, unless the weight of loaded vehicles transporting material to and from work-sites are scrupulously checked and appropriately limited to specifications, these existing roads and bridges may be damaged.

- Bridges/ roads used for materials/wastes transportation for sub-project construction.

13 Impacts around the mines of soil, stone and sand

+ Canals within the subproject area being constructed are soil ones with small sizes which do not go through big river, streams, therefore, it is only needed to close the valves in upstream of branches to implement construction activities when they are dried out so that flow diversion method will not be needed. + From April to June 2018, shutting the water off will be implemented for construction (2 months from April 01 to June 01, between the Winter - Spring crop and the Summer - Autumn crop), then supplying water in July 2018, and completing remaining items.

6.3 Capacity Building for EMP implementation

The relevant stakeholders need to ensure the EMP implementation as their responsibilities. All CPMU, Lam Dong PPMU, CSC and CC need

to appoint officials/staffs to be in charge of environmental management. However, most of these officers/ staffs are also assigned for other works

and they are not specialized in environmental management. Thus, to ensure EMP is implemented in compliance with sponsor policies and

Vietnamese legislation, these officers/ staffs must be guided/ trained on EMP implementation capacity building. Training on EMP implementation

must be held for different groups with different requirements.

- Lam Dong PPMU and CSC: The staffs that are in charge of environment will be trained (at least once in the first 3 months of the project) on

monitoring and preparing environmental reports.

- Construction contractor (CC): will be trained (immediately after signing contract) on implementing mitigation measures and preparing reports.

VII. IMPLEMENTATION RESPONSIBILITY AND REPORTING

7.1 Implementation responsibility

Three agencies, which are related directly to EMP implementation, are Lam Dong PPMU,

CSC and CC. The responsibilities of relevant stakeholders in EMP implementation are presented

as table below:

IX. GRIEVANCE REDRESS MECHANISM

9.1 Purpose of the mechanism

During the implementation of the subproject, local people are informed of environmental

protection activities described in EMP. Negative impacts on the environment may occur during the

construction and operational phases. Any comments / grievances of local people will be solved

quickly, transparently and in compliance of laws, particularly for affected people by the sub-project.

Grievance redress mechanism will be classified by level and responsibilities of involved parties.

9.2 Grievance redress mechanism

Per the environmental management frame, there are 03 steps to redress grievance as

below:

Stage 1: If a household has any grievance, he/she can submit it to the CPC-community

monitoring board. CPC will work with CSC and CC to solve it.

Stage 2: If the grievance is not redressed, it will be submitted to the Lam Ha DPC to

redress. Lam Ha DPC (through Lam Ha DONRE) will work with PPMU to solve it.

Stage 3: If more than 15 days pass without response from Lam Ha DPC, the complainant

may submit a grievance to the Lam Dong PPC (through Lam Dong DONRE). Lam Dong PPC will

require Lam Ha DPC to solve it. In case the grievance is still not redressed, Lam Dong PPC will

require environmental police to investigate and requested stakeholders to solve it. See the

mechanism in figure below:

X. CONCLUSION, COMMITMENTS AND RECOMMENDATIONS

10.1 Conclusion

The results of environmental screening and environmental impact assessment show that

the sub-project may cause some environmental impacts but most of such impacts are minor to

moderate. However, the appropriate mitigation measures have also proposed to manage the

negative impacts and maximize the benefit of the subproject. The responsibilities of implementation

and monitoring of the stakeholders have also identified in this IEE report to ensure environmental

compliance.

10.2 Commitments

Lam Dong PPMU of the subproject “Reinforcing Da Don irrigation works, Lam Ha district,

Lam Dong province” commits themselves to:

- Implement requirements of environmental safety as stated in IEE via information

dissemination, integrating environmental safety as stated in this IEE in bidding documents,

in construction and in the CSC contracts; mobilize human resources and monitor internally

the IEE compliance;

- Report environmental management plan implementation to Lam Dong DONRE and CPMU

periodically as specified in the IEE;

- Compensate and take measures against environmental pollution if there is any problem

during operational phase of the sub-project;

- Redress grievances if any.

10.3 Recommendations

Based on the IEE report, the Lam Dong PPMU would recommend that:

- No further environmental assessment is needed because the impacts on environment is

temporary, minor or insignificant, when application of mitigation measures during the

construction phase.

- Based on IEE, Lam Dong PPMU would like to request functional authorities to appraise and

approve the IEE for “Reinforcing Da Don irrigation works, Lam Ha district, Lam Dong

province” sub-project to create the basic for next implementation steps, ensure the

implementation progress, effectiveness and benefits of the subproject.

- Contractors’ personnel in all sites shall prohibit disposal of solid wastes into Da Dang river, Cam Ly stream, Da Me stream, Da SeDang stream, Da K’Nang stream and other streams as well as ditches, canals, agricultural fields through notices on signboards at sites and daily patrols;

- Contractors must prepare a place to wash vehicles/means of transportation. Washing trucks/ vehicles next to the water bodies, existing rivers, streams, canals, and reservoirs such as Da Dang river, Cam Ly stream, Da Me stream, Da SeDang stream, Da K’Nang stream and other streams as well as ditches, canals within subproject area will not be permitted;

- Locations of 02 worker camps need to be apart from reservoirs & springs to avoid water contamination from domestic waste;

- Covering material storage areas if it rains. Temporary storage of construction and domestic waste on the sites will be no longer than 24 hours.

4 Air pollution - Covering trucks and transportation vehicles to minimize dust generated when transporting materials as well as waste.

- Equipment/vehicles have to be verified and licensed. Specifically, transporting vehicles need to meet the standards related of exhaust emissions as regulated by Government and according to Decision 249/2005/QD-TTg of the Prime Minister about emission standards to road motor vehicles;

- Watering to minimize dust generation needs to be implemented for roads and construction sites that are close to residential area in Tan Van, Da Don communes, Dinh Van town;

- The watering activities have been proposed at least once per day during the rainy season and twice a day during the dry season in construction area;

- The use of construction materials needs to be properly planned to limit as much as possible the volume of quantities stored at sites;

- Equipment and machines will not be allowed to move out of construction sites to ensure control of emission;

- Materials or soil falling from the vehicles on the road shall be removed immediately;

- All material/waste storages shall be located away from any HHs and sensitive areas.

- Load capacity of trucks should not exceed local bridges / roads (it is the best to use truck with capacity lower than 5-10 tons, paying special attention to roads that designed load is 5 tons only);

- After construction has completed, all public facilities must be re-checked to ensure that theirs functions have not been affected by sub-project activities, if any damage has been identified except normal wear and tear, the contractor will be responsible for repairing the damaged structures to their original conditions and compensate for damages that cannot be recovered.

11 Disturbance to local people’s life due to presence of construction workers

- Priority should be given to local labors by the contractor;

13 Impacts around the borrow pit, stone pit and sand pit.

- The soil will be utilized from 01 borrow pit in Da Don commune (about 3 km) belonging to private household, thus this is not long distance and it will reduce impacts due to dust. Therefore traffic safe will be ensured;

- Exploiting section by section to avoid excessive dust generation and landslides and prepare recovery plan for exploited areas;

- Nighttime transportation should be minimized to avoid traffic accident possibly due to poor nighttime visibility.

- For canals system: Canals within the subproject area are soil ones as with small sizes which do not go through river, springs, therefore, it is only needed to close the valves in upstream of branches to implement construction activities when they are dried out so that flow diversion method will not be needed. Canals could be constructed at the same time to shorten construction time. Shutting the water off for construction will be implemented (2 months from April 1st to June 1st, between Winter-Spring crop and Summer-Autumn crop). In this period, construction of main work items will be focused. Then, supplying water and completing the remaining work items. The items will be constructed upwards and section by section.

- Any negative impact on irrigated fields (mainly insufficient or interrupted water supply causing losses to crops) occurring during construction period need to be adequately compensated.

16 Cultural objects or graves found

- If any cultural object and/or grave is found during construction phase, the construction activities at those places need to be temporarily stopped and local authorities should be immediately informed to deal with the issue;

- Proper forms of compensation need to be undertaken after consultation with households suffering the impact on their graves, and the construction contractor should provide the needed support to these HHs to resettle graves elsewhere or to communes for cultural objects found.

17 Environmental recovery activities

- During construction, any damage to local infrastructures will be compensated and mitigated by construction contractor as mentioned above.

- The environmental issues emerged during recovery activities such as noise, dust, gases, solid waste, hazardous waste, water pollution etc. will be handled with similar measures indicated in related section above.

- Re-planting trees after completing construction activities.

- Repairing damaged infrastructures as soon as possible.

- Restoring water-flows into upgraded reservoirs and canals to recover aqua-ecosystem.
