    strategy for Viettel. It shows the planning details on how to implement 2nd Carrierin the network.

    Why do we implement a 2ndcarrier in thenetwork?

    In our current service trends in Mobile communication wehave now offered both Data and Voice to customers thru 3G.This includes deployment of HSDPA and HSUPA in variousnetworks globally.

    Due to increase voice and data traffic we must make sure thatthe network can handle this increase which affects the qualityand customer perception of our network.

    With these reasons, we must now implement a strategy whichcan give better capacity and quality to our subscribers.

    This is done thru 2nd Carrier Deployment in clusters for ourViettel network.

    Why do we implement a 2ndcarrier in thenetwork?

    Viettel has 2 carriers available for the deployment in our 3Gnetwork.

    F1 is 10663 and F2 10638

    Currently in a configuration of 1+1+1 we use F1 In this document we propose to use in 2+2+2 both F1 and F2in cluster deployment strategy.

    Cluster deployment is a better strategy than a per site basis.Since the neighbour planning and parameter is simplified. Alsothe response of the RF carrier is controlled with a clusterapproach.

    Deployment Strategy Cluster deployment of 2nd Carrier

    Strategy: A continuous layer of R99 for F1 and HSDPA + R99 for F2.

    The following parameter DirectedRRCforHSDPAEnabledis implemented.

    HSDPA users are moved to F2 using DRRC connection setup.

    Directed RRC (DRRC)

    Directed RRC Connection Setup(DRRC setup) is a general feature in the RAN.

    DirectedRRCEnabled -is used for load balancing between within the same NodeB.

    DirectedRRCforHSDPAEnabled is used to transfer UE based on their servicecapability. If they are capable of R99 only or HSDPA.

    FMCI Parameters

    These parameters allow specific inter-frequency handover triggeringmechanisms to be enabled or disabled. They also define the triggering

    thresholds for the uplink and downlink transmit power triggeringmechanisms.

    In addition, there are parameters which characterize the inter-frequencymeasurement reporting while in compressed mode, and the minimuminterval between successful and unsuccessful inter-frequency handover

    attempts.

    Define FMCI & HOPI parameters in the RNC

    Create new WCEL

    CellID Defined by Viettel

    Create cells in the MSS

    Ensure similar settings are defined for both F1 & F2 for selected parametersrelated to DRRC.

    Set DRRC for HSDPA layer Enabled to 1 in F1 and 0 in F2
