Official City of Ozawkie Council Meeting Minutes December 12, 2016 Council in attendance: Mayor Nancy Leek, Council President Janice Brasher, Councilman Shawn Owen, Councilwoman Leslie Grother, and Councilman Kenneth Schortmann. Councilman Ericson Willett is absent. Call to order and opening comments Meeting called to order by Mayor Nancy Leek at 7p.m. All stand and recite the Pledge of Allegiance. 2. Approval of agenda Jan states that the date for minutes is incorrect as stated on the agenda. Jan moves to approve agenda with said correction, Shawn seconds, all agree. 3. 4H Presentation Fairview 4H gives presentation on available services, opportunities, and advantages of 4H and what their group has to offer and is continuing to do. Several members of the group are in attendance. Council thanks them for their information. 4. Corps of Engineer Lease Presentation RJ Harms, Project Manager with the Perry Lake Project speaks to council on the advantages of keeping the lease, as well as the process of terminating it. Official City of Ozawkie Council Meeting Minutes

December 12, 2016

Council in attendance: Mayor Nancy Leek, Council President Janice Brasher, Councilman Shawn Owen, Councilwoman Leslie Grother, and Councilman Kenneth Schortmann. Councilman Ericson Willett is absent.

1. Call to order and opening comments

Meeting called to order by Mayor Nancy Leek at 7p.m. All stand and recite the Pledge of Allegiance.

2. Approval of agenda

Jan states that the date for minutes is incorrect as stated on the agenda. Jan moves to approve agenda with said correction, Shawn seconds, all agree.

3. 4H Presentation

Fairview 4H gives presentation on available services, opportunities, and advantages of 4H and what their group has to offer and is continuing to do. Several members of the group are in attendance. Council thanks them for their information.

4. Corps of Engineer Lease Presentation

RJ Harms, Project Manager with the Perry Lake Project speaks to council on the advantages of keeping the lease, as well as the process of terminating it. Council collectively decides to individually go over all aspects of the lease to determine what they don’t like, that maybe the lease can be altered. This will be addressed in the coming months.

7. City Attorney Lee Hendricks

Lee speaks to the ordinance regarding animals that was referencing incorrectly and was discovered in the October meeting. The correction has been made-Ordinance 2016-05, all of council are given copies. Jan moves to accept the correction and pass the ordinance, Ken seconds, all agree. Lee speaks to the ordinance 2016-06 which finalizes the 1% sales tax that was passed in November and will go into effect July 1, 2017. Shawn moves to pass the ordinance, Leslie seconds, all agree.

8. League of Kansas Municipalities membership

Gail has given all of council a copy of the invoice from LKM and explains that the cost has almost doubled, but that LKM provides a great service. Shawn moves to continue membership, Leslie seconds, all agree.

Reports (approval of)

a) Approval of minutes from November meeting-Ken moves to accept as written, Jan seconds, all agree.

b) Financials and treasurer’s report-Jan moves to accept all, Leslie seconds, all agree.

c) Planning and zoning-No December meeting-nothing to report.

d) Governmental affairs- nothing to report.

e) Law enforcement-Shawn states that an interview was completed recently for the police department position and he moves to extend the offer of Police Chief to Timothy Bacon, Ken seconds, all agree. Shawn moves to spend up to $10,000 to get all the equipment needed for beginning the department, Leslie seconds, all agree. Lee explains the city should adopt the Uniform Public Offense Code, as well as the Standard Traffic Ordinance Code. These are fairly standard for police departments. Since those documents aren’t before the Council, Lee suggests empowering the Mayor to sign them once prepared by Lee. Ken moves to give Mayor Leek said power, Shawn seconds, all agree. Shawn moves to send the police car in for a full tune-up and repair any issues, not to exceed $500, Leslie seconds, all agree.

f) Parks-Leslie is checking into the cost of replacement of park benches, but doesn’t have all the information to present yet.

g) Utilities-Ken mentions that it has begun to get too cold for KC Construction to work, but they will return in the spring. Ken states that the project is running 15-20% ahead of schedule.

Mayor Leek reminds council that they agreed to look at raises for employees before the end of the year. Shawn moves for a 2% raise for all employees beginning January 1st, 2017, Leslie seconds, all agree. Shawn moves to adjourn at 8:37p.m., Leslie seconds, all agree.
