Registration

For participation at the 2008 Asian Kung Fu & Tai Chi Championships, please submit the followings:

* The Entry Form should be filled and e-mailed to the IKF Office on [email protected]

* The Legal Form for the participants under 18 years of age should be filled and signed by the parent or guardian

* The deadline for Registration is 15 th September 2008. Failure of applying on time will prevent your team from participation.

* ENTRY FEE : Each event is $20 per person.

* All athletes participating must present a Health Form filled out not earlier than one month. Medical Examination & Doping

All athletes must submit to a physical examination by the designated attending physician. Any match will be supervised by an approved doctor. The attending physician will be qualified as a general practitioner. The attending physician will follow the rules andregulations of the national health board in question as well as be approved by the authorities where such rules apply. No match will start or proceed before attending physician is in place, and the physician may not leave his/her place prior to the decision in the last match.  The attending physician shall be ready to assist if a serious emergency arises, and to administer first aid in the event of less serious injuries. The doctor has the right, to interrupt or stop a contest by ringing the bell or calling ”stop’ to the referee, if he/she thinks a contestant is in danger and the referee has not stopped the fight. He/she is also responsible to decide when the referee calls him/her in case of an injured fighter. At tournaments and matches where both male and female athletes participate the physical examination shall take place in separate rooms. Any physical examination for female athletes shall be performed by female officials.

Doping is here defined as the intake of drugs or the use of any other means of artificially heighten the performance rate of the contestant. It is the responsibility of the individual contestant to ascertain which drugs or medicaments are illegal to use. If in doubt the contestant should consult his/her own physician or contact the IKF for further information. The list of illegal drugs from IOC (International Olympic Committee) is sanctioned by the IKF and shall be the guideline by which decisions about doping are made. The penalty for the use of illegal substances (defined as substances on the IOC-list) before or during a match is disqualification and banning from all tournaments.

Each team is responsible for its own medical care and insurances, including assistance and medical expenses.

Disciplines and Weight categories

Kung Fu Tao Lu

Tao Lu Bare Hands and Weapon Categories for the athletes:1) 9 - 12 years minus one day2) 12-15 years minus one day3) 15 - 18 years minus one day4) 18-35 years minus one day

The performance of modern wushu styles is prohibited. Evaluation of the performance will be on the following guidelines:

Loss of points

Traditional Kung Fu costume is acceptable only with long sleeves, clean and ironed, with personal sash.

Light Sanda

Light Sanda system allows the athletes to compete with no risk of serious injury under safety rules, which takes into consideration male and female juniors.

Male and female junior age category includes ages from 12 years up to 15 years minus one day:

1) Boys’ weight categories - 40, - 45, -50, -55, - 60, +60 kg2) Girls’ weight categories 35, -40, -45, -50 kg

Male and female junior age category includes ages from 15 years up to 18 years minus one day:

1) Boys’ weight categories - 45, -50, -55, - 60, -65, -70, +70 kg

2) Girls’ weight categories 40, -45, -50, -55, -60, +60 kg

Male and female senior age category includes ages from 18 years up to 35 years minus one day:

1) Men weight categories - 55, - 60, -65, -70, -75, - 80, +80 kg2) Women weight categories 50, -55, -60, -65, -70, +70 k

The Fighter’s Equipment1. Individually fitted head protector (helmet), open

helmets are forbidden2. Individually fitted tooth protector (gum shield)3. T-shirt (sleeveless undershirts or bear-chest is

prohibited penalty disqualification)4. Individually fitted chest protector5. Hand bandages max 2.5 metres and gloves 10/12 OZ in

all weight categories6. Long black Kung Fu trousers (kickboxing or any kind of

other trousers, shorts prohibited - penalty disqualification)

7. Individually fitted groin-protector for men and women8. Individually fitted foot protectors (shin guard)

All preliminary matches are conducted in 2 rounds of 2 minutes. There is a break of 1 minute duration between rounds. When neither fighter dominates the other, the rounds are even, the 3rd round should be conducted. All final matches are conducted 3 rounds of 2 minutes. There is a break of 1 minute duration between rounds. When neither fighter dominates the other, the rounds are

even, the weigh-in will be conducted and the contestant with less weight will be a winner.

Legal techniques1. All forms of boxing combined with kicks to the body and

the head with controlled contact.2. All types of foot sweeps below the ankle.3. Rear and reverse kicks to the body with controlled

contact.4. All types and forms of throwing in 3 seconds.5. All Full Sanda legal rules are permitted in Light Sanda

on the basis of light contact.Illegal techniques1. Any kind of strong contact that results in knock down – penalty

disqualification2. Any strike, blow, punch or kick which is executed without

restraint and control – Penalty - deduction of 1-2 points3. All kicks to the knees4. All strikes, blows, punches and kicks to the back of the neck5. Any type of strikes and blows with the elbows6. Foot sweeps with the contact point being above the ankle

knuckle7. Any type of attack against the joints8. Any type of kick to the groin9. Any form or type of kicks with the heel against the head10. Any form or type of kicks with the shins against the

thighs11. Pushing with the gloves and biting12. All strikes, blows and punches executed with the

palm side of the gloves13. Any type of aggressive behavior

Scoring1 point

i. Any legal strike or punch to the body or to the head, to a legal area

ii. When the person doing a throw falls on top of the opponent

2 points i. Any legal kick to the head, to a legal areaii. When the person doing a throw remains standing,

while the opponent is downed

Minus point i. Minus points are given for using any illegal technique

or doing prohibited actions, also for the coach. In

case of a serious violation of the rules, the referee stops the fight with the command “Stop” and issues minus point. Should a fighter receive 3 minus points in one match, immediately he is disqualified.

Evaluation of the fight will be on the following guidelines: 1) Best technique2) Best combinations3) Fighting spirit and initiative4) Good sportsmanship and fair play5) Number of points scored6) Number of minus points

All legal kicks or punches must be directly without being blocked or parried on any legal area. For punches and blows the technique must be delivered with the striking zone of the glove.

The contestant should use minimum one kick after 3 hand movements. In case the athlete fails to do that, his/her scores got by continuous punching will not be considered.

Full Sanda

Age category includes senior ages from 18 years up to 35 years minus one day.

Men weight categories - 55, -60, -65, -70, -75, -80, -85, -90, +90

The Fighter’s Equipment

1. Individually fitted head protector (helmet), open helmets are forbidden

2. Individually fitted tooth protector (gum shield)3. T-shirt (sleeveless undershirts or bear-chest is

prohibited6) Kicks to the groin is prohibited7) Attacking a downed opponent, or an opponent who

touches the floor with his/her gloves is prohibited8) Spitting out one’s tooth protector (gum-shield) is prohibited 9) All kicks to the knees10) Any type of strikes and blows with the elbows11) Foot sweeps with the contact point being above the

ankle knuckle12) Any form or type of kicks with the heel against the

head13) Holding the ropes of the ring and attacking an

opponent, also in clinching situations

Scoring1 point

i. Any legal punch to the body, head, to a legal areaii. Any legal kick to the body, legs, to a legal areaiii. When the contestants do not fight for 15 seconds,

the referee chooses, which of the two athletes is to attack. If the athlete chosen does not attack within 15 seconds, he loses one point

iv. When the person doing a throw falls on top of the

opponentv. When using a sacrifice technique (sweep, scissors,

flying kick, etc) an athlete falls to the ground without touching the opponent, he loses 1 point

vi. Any legal foot sweep if the balance is broken or the opponent is downed

2 points

i. Any legal kick to the head, to a legal areaii. Any legal jumping kicks to the head and bodyiii. The opponent falls to the ground and the person

doing the throw remains standingiv. Any legal punch or kick that makes the opponent fall

to the ground

Taichi

Every athlete should be aware of the energy source in his/her body. One is able to obtain this by correct way of practicing and learning

the ways of breathing. Taichi must, generally, be exercised in the area that is fresh and full of oxygen.

Any Taichi style may be performed at the World Kung Fu & Taichi Championships of the International Kung Fu Federation.

Age Division in Taichi Bare Hands and Weapon Categories for the athletes:

1) 15 - 18 years of age2) 18-35 years of age3) +35 years of age

The time limit of the performance is from 1.5 to 3 minutes. However, it can vary from time to time during the competition.

Tueishou

Tueishou (Push Hands) is based on balance. In this competition the opponents do not punch and kick each other, but try to lose each other’s balance by pushing each other. There is no weight limit in this category and 8 right / 8 left point system is used.

Age Division: 1) 18 - 35 years of age2) + 35 years of age

Referee CommitteeI the judges will be classified into 5 groupings:

1. Kung Fu Tao Lu2. Light Sanda3. Full Sanda4. Tai Chi5. Tuei Sho

Each group may have tenth of judges alongside the Head Referee and 2 assistant referees.Only in Taolu discipline alongside the Head Referee and assistant referees one representative from each style can also judge at Tao Lu disciplines. At each match area the responsible chief of the referees will be ”Match Inspector”. He/she is responsible that at his/her match area all IKF rules will be correctly applied. He/she is also responsible that just neutral referees are in duty, depending on the contestants (e.g. not from the same club/country). The selection of referees and judges shall take place by the Match Inspector prior to each match under supervision of the head referee in duty. Nobody, no official manager, country president, contestant or coach will be eligible to choose or refuse a referee or judge for a match when he is a neutral one according to the rules.

Should a referee be taken ill or be changed by the Match Inspector or the Head Referee during a match the timekeeper shall strike the gong to stop the match time, whereupon the next neutral referee takes over and proceeds with refereeing the match. The head of all Match Inspectors is the ”Head Referee”. He/she must be international IKF referee and well experienced in IKF rules and regulations. He/she is responsible for a proper running of the tournament concerning the referees. He/she must also finally decide in case of protest. At the end of a competition he/she has to make a short note of all the referees and match inspectors he/she has had. A head referee at the continental and Asian championships will be dominated only by the IKF Referee Committee. To become an international judge or referee a person must be recommended by his or her chairman of the involved national judges committee.

All licensed international IKF judges and referees should be registered in the central archives of the IKF Referees Committee. All national head-referees are responsible to inform the IKF about their referees.

All international judges and referees must be able to speak and understand the English language.

JUDGES

Each match shall be judged by 4 judges. The judges shall be seated by ringside in Full Sanda discipline and by sides in Light Sanda discipline in positions indicated by the arranger responsible for the tournament. They work in co-operation with the referee. In Taolu competition the match will be judged by 4 side judges.

Each judge is responsible for him/herself, that he/she is in duty as neutral referee. He/she may voluntarily not enter the ring as a judge if he/she is not in a neutral position to the contestant (e.g. from the same club/country) REFEREE

Each international IKF referee has to have a detailed knowledge and understanding of all the rules. He/she must implement the rules fairly and without any bias and he/she must have valid referee license.

At all championships all matches shall be conducted under the supervision of a IKF internationally registered and approved referee.

DRESS-CODE

Referees and judges (men and women) must wear black trousers, blue shirts or T-shirts with the IKF logo and black sport-shoes.

Any kind of jewels is strictly forbidden for the referees - especially no watches, chains and rings, also pens in the chest-pocket of the shirt.

The referee shall inspect in a proper manner the safety equipment.

REFEREE RESPONSIBILITY

During the match the referee shall use the command ”Fight” when the fighters shall start or commence the match. He/she shall use the command ”Stop” when ordering the contestants to stop the match. The referee shall use the command ”Break” when ordering the contestants to separate and upon this command both contestants must retreat one step and continue immediately without the referee’s command ’fight”.

In case of violation of the rules it is up to the referee to give a warning, penalty point (minus point) or a disqualification to a fighter or also his/her coach, if they do not behave in a proper manner.

It is the referee’s responsibility to interpret the rules to the best of his/her ability, thus insuring fair play without any bias for both contestants.
