a) Cleanliness of the premises occupied by MOEF (other then NRCD and National Afforestation and Eco-Development Board)

b) Co-ordination with other user departments of Paryavaran Bhavan Building,

c) Purchase, Replacement and maintenance of computers and related equipment in the office of MEF and in other divisions of MOE&F (Except NRCD & NAEB)

3 CENTRAL REGISTRY (CR)

a) To receive all the files, dak etc. sent by other Ministry/ Departments, Offices under this Ministry.

b) To receive all the dak, telegrams etc. sent by Postal Department or by any other office, individual etc and to distribute all the dak, files received in the CR Section to the concerned sections, desks, units, Divisions, Officers.

c) To receive and distribute dak received in the separate box kept in the Reception office for the officers of MEF office.

d) Despatch of all dak, files, dispatch of urgent dak with.the help of special messengers during the office hours as well as after office hours.

4 ORGANISATION & METHOD (O&M UNIT)/IWS UNIT

1) & M Work :a) Issue of the Brochure & orders relating to distribution of works

amongst various Divisions.b) Advice on disputed receipts received from various sections/divisions.c) Annual programme of O & M inspection of various sections/ divisions

and other offices under the Ministry.d) Scrutinisation of the Inspection Reports and follow up action for

collection of various O & M returns as prescribed in the Manual of office

e) Procedure relating to Record Management, checks on delays etc.f) Issue of the compendium on the ‘Channelof Submission and level of

final disposal of cases’.g) Preparation and review of record retention schedules concerning

substantiveh) function of the Ministry in consultation with the National Archives of

India (NAI).i) Coordination with Deptt. of Admn. Reforms & Public Grievances in

connectionj) with matter relating to O & M activities.k) Training of LDCs/ UDCs under the decentralised scheme.l) Responsibilities relating to Departmental Record Room of this Ministry.m) Implementation of various Schemes introduced by Deptt.of AR&PG

such as (i) Cash Awards for high performance in O&M activities and (ii) Scheme for innovative suggestions that could lead to financial savings , improved efficiency and public satisfaction in Govt. offices.

a) Forms designing and control/Standardization of Forms of Communications.

b) Rationalization of structure and procedure Suomoto or on request.

5 OFFICIAL LANGUAGE DIVISION (OL)

a) Translation work from English to Hindi and vice versa. b) Implementation of Official Language Policy in the Ministry and its

Subordinate offices/ to ensure compliance of the provisions of Official Language Act and Rules framed thereunder in the Ministry and its Subordinate Offices.

c) To coordinate with the Department of Official Language and the Committee of Parliament on Official Language.

d) To organize meetings of the Hindi Salahkar Samiti and Official Language Implementation Committee.

e) Training to the officers/employees of the Ministry in Hindi, Hindi typing and Hindi stenography under the Hindi teaching scheme.

f) Implementation of the scheme of award for original writings in Hindi on subjects related to Environment etc.

g) Organisation of workshops/ seminars for propagating the use of Hindi/ Organisation of ‘Hindi day’/ ‘Hindi week’.

h) Inspection of the Subordinate Offices and Sections of the Ministry to assess the position regarding compliance of Official Language Policy.

i) Implementation of various incentive schemes prescribed by the Department of Official Language for progressive use of Hindi in official work.

j) Publication of Quarterly Hindi Magazine 'Paryavaran' k) Translation of training material of Training Institutes under the Ministry.

6 PERSONNEL I SECTION (P.I)

a) Cadre management of scientific posts of the Ministry (E&F wing), Cadre management of technical posts of the Ministry. Creation and continuation of scientific and technical posts of Ministry (E&F wing ).

b) Recruitment Rules – framing & amendment of Recruitment Rules of technical posts.

c) Appointment, promotion of scientists of the Ministry (E&F wing) under Flexible complementing Scheme.

7 PERSONNEL-II SECTION(P.II)

a) Service matters of Secretariat Group ‘A’, ‘B’, ‘C’ & ‘D’ posts (except Indian Forests Service(IFS), National River Conservation Dte.( NRCD)/ National Afforestaion & Eco-development Board (NAEB). 9 PARLIAMENT SECTION

a) Co-ordinating the work of Parliament Questions to be answered by the Ministry.

b) Arrangements for the meetings of the Consultative Committee of Members of Parliament attached to the Ministry including drafting minutes etc. of the meeting.

c) Co-ordinating the work relating to examination of Annual Reports, Demand for Grants and any other Legislative Business of the Ministry by the Department Related Parliamentary Standing Committee on Science and Technology, Environment and Forests.

d) Co-ordinating the work relating to other Parliamentry Committee like Public Accounts Committee; Estimates Committee, Welfare of Scheduled Castes/Scheduled Tribes Committee etc.

e) Keeping a watch on Parliamentary Assurances, matters raised under Rule 377 in Lok Sabha and by way of Special Mention in Rajya Sabha and other Parliamentary business of the Ministry.

10 PROTOCOL SECTION

a) Providing comprehensive protocol arrangement for the Minister of Environment and Forests and senior officers of this Ministry. This includes working out the itinerary, booking of passage, baggage handling, customs/ immigration/ security checks both at the time of departure as well as arrival of Hon’ble Minister/ Secretary/Spl. Secretary as well as arranging Security Passes for Airport and Ceremonial Lounge for MEF.

b) To receive and see-off foreign delegations and make arrangements for their visits to places of interest.

c) To handle issue/ revalidation of Diplomatic/ Official Passport and getting note verbal and arranging visas.

d) To make arrangement for meetings/ conferences in which VIPs are invited.

e) To arrange passes for Independence Day/ Republic Day for officers of the Ministry, NAEB, NRCD, (Central Pollution Control Board( CPCB ), National Museum of Natural History ( NMNH ),Civil Construction Unit( CCU) & National Zoological Park ( NZP).

f) To arrange for domestic/ international ticketing of Minister/ Secretary (E&F)/ Spl. Secretary/DGF and various officers of this Ministry and payment of Bills in r/o this matter.

g) Purchase of gift items from Cottage Emporium presented by MEF to foreign dignities and arrangements of flags etc from Embassies/ MEA for signing protocols between India & other countries.

h) Handling of work relating to Receptions at Rashtrapati Bhawan for VIPs upto Addl. Secretary levels.

i) Booking of Hotels for Dinner/ Lunch for VIPs/ Foreign delegates hosted by MEF/ Secy. (E&F).

j) Examining of canteen bills on hospitality of JS & above officers.

II 11 ADMINISTRATIVE VIGILANCE UNIT (AVU)

a) Disciplinary proceedings against retired IFS officers Cadre and other Central Govt.

b) Servants retired from service under the MOE&F.c) Vigilance complaints regarding misconduct of IFS officers serving in the

Central and State Governments and other Government Servants serving under MOE&F and from the General Public/ Organisations / Central Vigilance Commission (CVC)/ PMO’s Office.

d) Disciplinary proceedings against IFS officers of Arunachal, Goa, Mizoram & Union Territories ( AGMUT) Cadre and against other Govt. Servants serving under the MOE&F (including the initiation of proceedings for which authorities subordinate to Secretary (E&F) are competent.

e) Sanction of prosecution including those under the Prosecution & Corruption Act

f) (PC Act) 1988 against IFS Officer and against Central Govt. Servants serving/ retired from service under the MOE&F.

g) According clearance from vigilance angle in respect of personnel concerned for purpose of administration.

h) Receipt/ Scrutiny of Property Returns of Group A & Group B Officers of the MOE&F.

i) Appeals (including appeals against suspension)/ Review.j) Permission/ intimation of movable/ immovable property under conduct

Rule (1964) and all India services (conduct) Rules, 1968.k) Organizing Vigilance Awareness Week as per CVC directions.l) Examination of cases of imposition of major penalties on IFS Officers of

a) Preparation of Annual Action Plan of Animal Welfare Board of India (AWBI) and the Committee for Purpose of Control and Supervision of Experiments on Animals.

b) Preparation of Annual Action Plan of Animal Welfare Board of India.c) Administrative and Financial matters of Animal Welfare Board of India.d) Release of Grants in Aid to Animal Welfare Board of India.e) Action on any matter related to AWBI on administrative and financial

matters.f) Administrative and Financial matters of Committee for the purpose of

Control and Supervision of Experiments on Animals (CPCSEA).g) Preparation of Annual Action Plan of CPCSEA.h) Holding of meeting of the main Committee (CPCSEA) and the sub-

committee compilation of data etc.i) Matters relating to Prevention of Cruelty to Animals Act (PCA Act),

1960 and the rules framed there under.j) Preparation of Guidelines of Experiments on Animals.k) Reconstitution of Animal Welfare Board of India.l) Celebration of Animal Welfare Fortnight and the Public awareness

IV 13 CIVIL CONSTRUCTION UNIT (CCU)

a) Planning and construction works like office buildings, Laboratory buildings, residential quarters, Herbarium, Museums, Landscaping of subordinate offices of the Ministry.

b) Monitoring of all the works undertaken by its field Divisions and sub-divisions as well as those being done by C. P. W .D., on behalf of the Ministry, where Civil Construction Unit, does not have its field units.

c) Developing alternative materials to avoid use of timber in buildings including utilizing the same in the various buildings, being constructed by it.

d) Introduction of photo-voltic cells in place of electric lights for street lights.

e) Introduction of C. F .L. s in place of conventional fluorescents lights in hostels,

f) guest houses etc., to effect energy saving, g) Introduction of solar water heating systems in hostel buildings for

heating water.

V 14 CONSERVATION AND SURVEY DIVISION (CS)

CONVERSATION UNITS

a) Wetlands, Mangroves and Corals Cellb) All matters related to conservation of Wetlands, Mangroves and Coral

Reefs, including research Projects, Management Action Plans, Matters relating to the Ramsar Convention.

c) Biosphere Reserves Cell.d) All matters concerning identification of biosphere reserves and

formulation of strategies for the conservation of diversity of species & Eco-systems in such reserves, including Research Projects and Management Action Plans for sycg reserves and the adjacent buffer zones. Matters concerning Salim Ali Centre for Oriuthology and Natural History (SACON), a center of excellence.

e) Biodiversity Conservation Cell.f) All matters relating to the conservation of biological diversity. Matters

concerning conventional Biological Diversity. Scheme of financial Assistance to Botanical Gardens for ex-situ conservation efforts.

g) All matters relating to G.B. Pant Institute of Himalayan Environment . And Development, Almora.

h) Matters relating to ICIMOD (International Centre for Intrgrated Mountain Development)

i) All matters relating to Indian Mountaineering Foundation (IMF). j) The subject area relating to conservation of western Ghat Ecology

dealt with by Centre of Excellence i.e. by Centre for Ecological Sciences (CES) located at Banglore.

Tropical Plant Diversity being dealt with by Centre of Excellence i.e.Tropical Botanical Garden and Research Institute ( TBGRI ) located at Thiruvanthapuram.

m) Indian National Man & Biosphere Programme ( MABP) Committee (its previous name was “The National Committee on Bio-sphere Reserve)

n) All matters relating to All India Co-ordinated Project on Texonomy.o) Genetic Engineering Approval Committee and Amendments to 1989

15 CONSERVATION OF SURVEY(BOTANICAL DESK) (CSB ) Desk a) All matters relating to survey of annual resources. Matters concerning

Botanical Survey of India(BSI) and its activities including Botanic Gardens of Indian Republic (BGIR)

b) Matters related to/arising out of recommendations of Programme Advisory Committee for B.S.I. & Z.S.I.

16 CONSERVTION OF SURVEY ( ZOOLOGICAL DESK) (CSZ) Desk

a) All matters relating to survey of floral resources. Matters concerning Zoological Survey of India(ZSI) & its activities.

b) Scheme of Financial Assistance to the Bombay Natural History Society, Bombay for maintenance of specimens in the possession in the Society.

17 CS CO-ORDINATION CELL

a) Matters concerning membership of Government of India in the International Union for Conservation for Nature and Natural Resources (I.U.C.N.) and its meetings.

a) Follow up broad proposals for project assistance with donor agencies like Food Agriculture Organisation (FAO), United Nation Development Programme (UNDP), United Nations Forestry Forum (UNFF), Inter Governmental Panel on Forestry ( IPF ),International Forestry Forum (IFF), United Nation Environment Programme (UNEP) & Japan International Co-operation Agency( JICA), (World Bank)WB, Asian Development Bank (ADB) etc. and donor countries through the Department of Economic Affairs.

b) Maintain close link with Donor agencies, Dept. of Economic Affairs, the concerned subject Division in the Forestry Wing to facilitate Appraisal Missions, inter-face of the Ministry with Missions. etc., till project document is finally agreed upon and agreement signed.

c) Maintain UP-to-date information on all forestry assistance projects whether at the conceptual stage posed to donor agency, appraisal stage or implementation stage. It would also monitor flow of external assistance for projects already under implementation. Information in this regard will be obtained from subject Divisions, Dept. of Economic Affairs or the Donor agencies, as the case may be.

XV 29 HAZARDOUS SUBSTANCES MANAGEMENT DIVISION (HSMD)

a) MoEF is the nodal Ministry for Management of chemical disasters in the country. HSM Division takes care of this mandate and lays down procedures and safeguards for accident prevention, preparedness and mitigation.

b) Lay down procedures and safeguards for handling hazardous substances: hazardous chemicals, hazardous wastes and Solid Waste Management.

c) Prepare and notify rules on hazardous chemicals, hazardous waste and Solid Waste and monitor their implementation.

d) Help, create and sustain infrastructure in the States for implementation of all the rules gazetted under the Environment (Protection) Act, 1986 on hazardous substances.

e) Prepare and issue updated version of the Red Book - The Central Crisis Group Alert System (CCG).

f) Prepare and publish guidelines, on various issues connected with hazardous chemicals and waste.

g) Render help in establishing Emergency Response Centres (ERC) in the States.

h) Prepare and undertake schemes to asses hazard potential of industrial pockets - a five year scheme on industrial pocket wise analysis is underway.

i) Undertake a scheme for training of various categories of personnel in the area of accident prevention, chemical database and legislations. Seven institutions have been identified for this purpose.

j) Inventorisation of isolated storages of hazardous chemicals.k) Preparation of data base on risk prone areas. l) Setting-up of Hazardous Waste Disposal facilities in all States where

significant quantities of hazardous wastes are generated.m) Establishment of a Regional Training Centre for implementation of

Basel Convention.n) Setting up Custom Laboratories at all important Ports and capacity

building of Custom Officers for checking contraband trade in hazardous chemicals / wastes.

XX 38 NATIONAL AFFORESTATION & ECO-DEVELOPMENT BOARD (NAEB)

The National Afforestation & Eco-Development Board (NAEB) was set up in August 1992 for promoting afforestation, tree planting, ecological restoration and eco- development activities in the country. Special attention is being given to the regeneration of degraded forest areas and lands adjoining forest areas, national parks, sanctuaries and other protected areas as well as the ecologically fragile areas like the Western Himalayas, Aravallis, Western Ghats, etc. The main role & functions of the NAEB are given as follows:

a) Evolve mechanisms for ecological restoration of degraded forest areas and adjoining lands through systematic planning and implementation, in a cost effective manner;

b) Restore through natural regeneration or appropriate intervention the forest cover in the country for ecological security and to meet the fuelwood, fodder and other needs of the rural communities;

c) Restore fuelwood, fodder, timber and other forest produce on the degraded forest

d) and adjoining lands in order to meet the demands for these items; e) Sponsor research and extension of research findings to disseminate new

and proper technologies for the regeneration and development of degraded forest areas and adjoining lands;

f) Create general awareness and help foster a people's movement for promoting afforestation and Eco-development with the assistance of voluntary agencies, non-government organisations, Panchayati Raj institutions and others and promote participatory and sustainable management of degraded forest areas and adjoining lands;

g) Coordinate and monitor the Action Plans for tree planting, ecological restoration and Eco development; and

h) Undertake all other measures necessary for promoting afforestation, tree planting, ecological restoration and Eco development activities in the country.

i) The subject area relating to Ecological Rehabilitation of Degraded Eco-systems being dealt with by Centre of Excellence, ie CEMDE located in Delhi University.

XXI 39 NATIONAL RIVER CONSERVATION DIRECTORATE (NRCD)

The National River Conservation Directorate (NRCD) functions under the Ministry of Environment and Forests is incharge of implementing the River Action Plans. The River Action Plans were undertaken based on surveys conducted by the Central Pollution Control Board (CPCB) which identified 27 grossly polluted stretches of major rivers of the country. The objective is to improve the water quality of the major rivers which are the major fresh water sources in the country through the implementation of pollution abatement schemes. The important works being taken up under the National River Action Plan include: a) Interception and Diversion of works to capture the raw sewage flowing

into the river through open drains and divert them for treatment; b) Sewage Treatment Plants (STP) for treating the diverted sewage;c) Low Cost Sanitation works to prevent open defection on river banks; d) Electric Crematoria and Improved Wood crematoria to conserve the

use of wood and help in ensuring proper cremation of bodies brought to the burning ghats;

e) River Front Development works such as improvement of bathing ghats etc.

The above programmes are comprehensively monitored at the Centre and State levels.

Monitoring at Central LevelThe programmes are monitored by an Apex Body called National River

Conservation Authority (NRCA) which is chaired by the Prime Minister and has the Union Minister of Environment and Forests and other Central Ministers of concerned Ministries, Chief Ministers and Members of Parliament of the participating States as its Members.

There is a Steering Committee under the Chairmanship of Secretary, Ministry of Environment and Forests, with Chief Secretaries of participating States and officers of the concerned Central Ministries as its Members. The Steering Committee reviews the programme on a quarterly basis.

A Monitoring Committee under the Chairmanship of Member (Environment) Planning Commission also reviews the progress on a quarterly basis.

The physical and financial progress is regularly reviewed by the Ministry of Environment and Forests with the concerned officers of the State Government. The NRCD regularly interacts with the participating States.

Monitoring at State LevelThere is a nodal Department and a Nodal Implementing Agency

earmarked for this programme. The Secretary of nodal department reviews the progress on regular basis.

There is a Steering Committee under the Chief Secretary of each State which reviews the programme on a quarterly basis.

Functions of NRCD

a) To lay down, promote and approve appropriate policies and programmes to achieve the objectives

b) To examine and approve the action planc) To mobilize the financial resourcesd) To review the progress and approve the programmes and give necessary a. directions to the Steering Committee and e) Take all such measures as may be necessary for achieving the objectives

of the Directorate.

Public Participation NRCD has recognized that programmes of conservation of water

bodies and town improvement can succeed only if the communities are aware that they will be benefited from the conservation programme and cost of the programme involved in such programme has to be shared and borne by the public. The entire programme of conservation now will be conceived, formulated, implemented, monitored and evaluated in close consultation with communities.

National Lake Conservation PlanThe National Lake Conservation Plan was approved in 1997 for

conservation and management of Dal Lake (J&K), Sukhna (Chandigarh), Sagar (M.P.), Nainital (U.P.), Kodiakanal (Tamil Nadu), Ooty (Tamil Nadu), Udaipur Lakes (Rajasthan), Rabinder Sarovar (West Bengal), Powai Lake (Maharashtra) and Hussain Sagar (Andhra Pradesh). Out of these conservation and management plans, for three lakes, namely, Powai, Ooty and Kodaikanal were approved in May 2001. These plans are under implementation. The Detailed Project Report (DPR) for Dal Lake is under approval. The Project Report for Rabindera Sarovar is under examination. The remaining proposals for other lakes are yet to be received.

National River Conservation Plan

The first river action plan to be taken up under the NRCD was the Ganga Action Plan. The objective of Ganga Action Plan Phase I was to improve the water quality to the following standards:

The Ganga Action Plan Model with necessary corrections on the basis

of lessons learnt and experience gained from GAP Phase I has been applied to the 27 polluted major rivers of the country under the National River Conservation Plan.

Funding Pattern

The National River Conservation Authority (NRCA) under the Chairmanship of Prime Minister in its 10th Meeting held on 13.3..2001, it was decided that all the projects of River Action Plans in future will be formulated in an integrated and holistic manner by addressing not only the issue of river pollution but that of other components like internal sewage, low cost sanitation solid waste disposal etc. Also with active people’s involvement. All future works will be on cost sharing basis of 70:30 between Centre and States respectively. The share of public shall be a minimum of 10% of the total cost.

XXII IMPLEMENTAITON OF THE MONTREAL PROTOCOL IN INDIA 40 OZONE CELL

a) The MOEF has set up to function as a National Unit to look after and to render necessary services to implement the Montreal Protocol and its Ozone Depleting Substances (ODS) phase out programme in India.

b) Empowered Steering Committee Chaired by the Secretary (E & F) which is responsible for the implementation of the Montreal Protocol provisions, review of various policy and implementation options, project approvals and project monitoring.

c) Customs and Excise duty exemptions on goods required for ODS phase out projects and new investment with non ODS technology.

d) Public awareness campaign has been launched for publicizing the ODS Phase out Programme.

e) Notification/ Amendments of the Ozone Depleting Substances (Regulation and Control) Rule 2000 under the Environment Protection Act.

f) Preparation of projects for conversion to non ODS technology in various sectors.

g) Reporting of data on production, export, import and feedstock use of ODS to Ozone Secretariat.

h) Activities of Ozone Cell are to ensure compliance with the Montreal Protocol such as:

Administration, Supervision, co-ordination and monitoring of Regional Offices located at Banaglore, Bhopal, Bhubanesewar, Lucknow, Shillong and Chandigarh of Forestry and Environmental activities at field level in State/ UTs. Specially for monitoring of implementation for Government of India’s conditions stipulated for diversion of forest land for non-forestry use under Forest Conservation Act(FCA) and stipulations for environmental clearance under FCA. The regional office(HQ) unit is an administrative unit coordinating section for regional offices in the Ministry.

In addition to above, the other functions of RO (HQ) are as under:-
