*Note: Clerks: The Bank is Nationalized on 15.04.1980. Prior to the Nationalization, reservation for ST category not implemented. But the rule of reservation is implemented from 1980 onwards. Now, the post-based rosters are implemented w.e.f 02.07.1997 by taking the earliest appointee in the cadre. Due to the gap of prior to the Nationalization and due to good number of promotions from Clerical to Officer Cadre during the last few years, the shortfall in Group C cadre is appearing. We note to clear it whenever we go to the recruitment of Clerks. There is no backlog in the recruitment made since 1980.

2. Recruitment and Representation of STs, with reference to posts being controlled by the Organization.

In our Bank, the following categories of posts are filled by way of Direct Recruitment, to the extent of percentages indicated below. The remaining percentage of posts is being filled by way of

promotions internally. In the direct recruitment of all cadres, rule of reservation as prescribed by Govt. of India is being followed.

(a).Probationary Officers in Junior Management Grade Scale -I including Specialist Officers:

The Bank, notifies the vacancies in the Newspapers well in advance before conducting the written test. The IBPS, Mumbai, is conducting the written test. A Pre-recruitment training is arranged for all the aspirants belonging to ST category. After the written test the qualified candidates are called for oral interview. Finally, a select list is drawn for issue of appointments.

Wait list is maintained @ 40% for candidates belonging to SC/ST as against 35% in the case of General/OBC candidates for filling up vacancies arising due to non-reporting of selected candidates.

(b).Clerical cadre posts:

A portion of the identified vacancies are filled by way of direct recruitment by open competition. The recruitment is on Regional basis and State-wise reservation percentages are being followed. The remaining vacancies if any are being filled through internal promotions.

(C ) Sub-staff posts

75% of the identified vacancies are being filled by way of direct recruitment. The Bank is recruiting from the list of candidates sponsored by the local Employment Exchanges as per notifications of the Bank, taking District as a Unit. The remaining 25% of the vacancies are being filled up through conversion of PTS.

As per the approach paper issued by Govt. of India in 1990 a settlement has been entered into with the recognized employees union on 09.01.1995 regarding empanelment and absorption of temporary sub-staff district-wise. Accordingly, as and when the Bank identifies permanent vacancies in sub-staff cadre, the panel candidates are being absorbed as per seniority. The Bank is following the rule of reservation as per Govt. guidelines.

(d). Part-time Sweepers

The Bank is recruiting from the list of candidates sponsored by the Local Employment Exchanges of respective Districts. In addition to the above, as per the Supreme Court guidelines, the vacancies are also notified in the local Newspaper and on receipt of the applications from various sources the eligible candidates are being selected after selection process.

Concessions & Relaxations given to STs.

(a).Upper Age Limit:

The Upper Age limit prescribed for recruitment into various cadres has been relaxed by 5 years in favour of ST Candidates. This relaxation is available to the ST Candidates on cumulative basis; in case they are carried under any one of the following Categories for which additional age relaxation is admissible.

1) Persons with disability 2) Ex-Servicemen 3) Widows, Divorced women, Women judicially separated from their husband and who have not remarried.

(b).Reimbursement of Traveling Expenses:

The ST Candidates who are attending for the interviews are reimbursed 2nd class rail fares by the shortest route from Railway station nearest to their normal place of residence or from which they actually performed the journey which is nearest to the place of interview and back to the same station provided the distance traveled by rail on each way exceeds 80 Kms. For Road journeys between stations not connected by rail, Bank is allowing actual bus fares provided the distance covered by road is more than 32 Kms. on each way.

c) Application Fee:

ST Candidates are exempted to pay application fee.

d) Other concessions:

i) If the required number of candidates belonging to ST category is not available on the basis of General standards to fill up the vacancies reserved for them, the general standards are being relaxed in their favour subject to suitability of the candidate(s) for appointment to the post (s) in question.

ii) In direct recruitment, the ST candidates who are selected on their own merit without relaxed standards along with the general category candidates are not adjusted against the reserved posts. The reserved posts are being filled up separately from amongst the eligible ST candidates who are lower in merit than the last candidate on the merit list.

iii) In case where the requisite number of ST candidates are not available even with the relaxed standards to fill the posts reserved for them in Clerical and sub-staff cadres (in direct recruitment otherwise than by written examination) the Bank is selecting best among the available STs to the extent of vacancies reserved for them, who fulfill the minimum educational qualifications laid down in the recruitment rules. In order to bring such candidates to the minimum standards necessary for the posts and for maintenance of efficiency of the administration, Bank is providing them in-service training.

Posts filled by Promotion:

We are following the guidelines with regard to relaxations in promotion accordingly the following posts are covered by promotion policies laid down by the Bank.

Relaxation / Concessions given to ST employees in promotions

Reservations in promotion are provided up to JMGS-I (Lowest rung of Group – A) to the extent of 7.50% to Schedule Tribes, subject to the element of direct recruitment if any does not exceed 75%, as per Govt. of India guidelines.

1. While arriving at the Zone of consideration to call the candidates for interview, under Seniority quota, separate cutoff dates are being arrived for STs to fill up the posts reserved for them.

2. While arriving at the Zone of consideration to call the candidates for interview who have appeared for written test under Seniority-cum-Merit Quota, separate cutoff marks are being considered for STs to fill up the posts reserved for them. The Bank is following prescription of lower qualifying marks and lesser standards in respect of promotions to STs.

3. The ST candidates, who are selected on their own merit without relaxed standards on par with the General Category candidates for promotion, are not adjusted against the Reservation quota.

4. Separate select list is being drawn for ST candidates to fill the reserved posts.

Response: We are having the required percentage of reserved categories in the total workforce and no need for Special Recruitment Drive.

3. Maintenance of Rosters

(i) Whether separate rosters are being maintained for each post or group of posts separately for (a). Direct recruitment

Response: Yes. (b). For posts filled by promotions (where reservation is applicable)? Please furnish details.

Response: Yes, from Clerical to Officer JMGS – I i.e., lowest rung of Group – A.

(ii) Whether rosters are being maintained separately for

i. Permanent appointment or temporary appointments likely to become permanently or continue indefinitely.

Response: We are maintaining roster for permanent appointments and not having other type of appointments in the Bank.

ii. Ad-hoc appointments and purely temporary appointments of 45 days or more duration?

Response: We are not having ad-hoc and temporary appointments in the Bank.

iii. Appointments made through outsourcing contracts Please furnish details.

Response: We are not having such appointments in the Bank.

(iii). Whether steps have been taken to computerize the roster system? If yes, what difficulties are being faced and if not, the time-frame by which it will be established?

Response: We made an attempt to computerize the post-based roster with the ORACLE software and they expressed their inability for completion, as there are several adjustments involved for further operation of rosters. Further, the authorities, who are inspecting the rosters also insisting up on to produce the rosters prepared manually for physical verification. Therefore, we are maintaining the post-based rosters in a hardbound register as per the Govt. of India guidelines. The rosters are inspected by a team of Officials from the Dept. of Financial Services, Ministry of Finance, New Delhi, during the years 2003, 2006 and 2009 and certified.

(iv). Whether summary of the carry forward! Shortfall / backlog / excess of reserved vacancies is given in the roster register at the end of each recruitment year?

Response: Yes.

(v) Is the procedure of grouping the posts in the direct recruitment adopted for maintaining rosters? If so, please give details indicating the posts with their pay scale covered under the grouping procedure. Also, please indicate the authority who approved the grouping of posts.

Response: No, we are not following grouping of posts and we are maintaining cadre wise rosters i.e., Officers, Clerks, Sub-staff and Sweepers for Direct Recruitment and promotion separately, where the rule of reservation is applicable.

4. (a) Relaxations and Concessions in Direct Recruitment and Promotions

(i).Please indicate the provision of concessions available to STs in the matter of Direct Recruitment and while making promotion to posts in groups 'C', 'B' and 'A' and within Group - 'A'.

Response: The following concessions & Relaxations are given to Scheduled Tribes in Direct Recruitment.

RESPONSE: Yes, we are following the same Brochure. Bank has nominated Shri. B. Narendranath Reddy, General Manager at Head Office as Chief Liaison Officer for SCs & STs with instructions to ensure proper implementation of reservation policy for them in the Bank. We also

established SC/ST cell at Head Office and kept under direct control of the Liaison Officer to assist him in the reservation matters.

(a).Seniority

(iii). Please indicate the problems if any, being faced in implementing the provision under Article 16 (4b) of the Constitution, relating to seniority of ST employees promoted earlier, for which instructions have also been notified vide DoPT 0 M dated 21.01.2002.

RESPONSE: We have not faced any problem regarding seniority of STs.

5. Monitoring System for implementation of reservation policy.

(i) What are the checks devised by your PSUI Organization to ensure that the reservation policy for STs is implemented properly in the Department / Organisation / PSUs under the control of the Ministry?

RESPONSE: Bank has nominated Shri. B. Narendranath Reddy, General Manager at Head Office as Chief Liaison Officer for SCs & STs with instructions to ensure proper implementation of reservation policy for them in the Bank. We also established SC/ST cell at Head Office and kept under direct control of the Liaison Officer to assist him in the reservation matters.

(ii) What is the procedure prescribed for redressal of grievances of Scheduled Tribes employees?

RESPONSE: Bank has set up a separate Committee called “Grievances Committee” to sort out the representations of ST employees. The composition of the ‘Grievances Committee’ is as fallows:

(1) General Manager & Chief Liaison Officer for STs(2) Asst. General Manager (HR)(3) Asst. Manager (HR IR) and(4) Officer-in-charge, ST Cell

Further, the General Manager & CLO for STs and concerned Executives at Head Office of the Bank are available to Scheduled Tribes employees to represent their grievances if any. The Chief Liaison Officer for STs is looking after the grievances of STs at Head Office level and the Zonal Managers also nominated as Liaison Officers at Zonal level to address the grievances of Scheduled Tribe employees working in the Zone.(iii) Is a complaint register being maintained in order to register and monitor the grievances of ST employees?

RESPONSE: Yes, we are maintaining a separate register to record grievances of Scheduled Tribes employees.

(iv) Whether Computerized Grievance Management System is being implemented or not ?, if not, time frame for its establishment.

RESPONSE: The SC & ST cell is recording the Grievances received in the Computer and following up the matter with the concerned authorities for resolving the problem, if any.

(v) Has a Scheduled Tribes Cell been set up under the direct control of Liaison Officer? If so, please indicate the composition of this cell.

RESPONSE We have established ST Cell at Head Office to assist the General Manager & Chief Liaison Officer for STs and other functionaries. The Cell is placed under the direct control of the General Manager & Chief Liaison Officer for STs. The Officer-in-charge of ST Cell is a Senior Manager in MMGS – III, is attached to it. We have established ST Cells in all our Zones. All the Zonal Managers are designated as Liaison Officers for Scheduled Tribe employees working in the Zones to address the grievances at Zonal level.

(vi). Please indicate the name, designation, phone / FAX number and e-rnall addresses of the Chief Liaison Officer / Liaison Officer in the Hq. Office and in the Attached / Sub-Ordinate Office / PSUs under the control of your Organization.

(vii) Does your PSU! Organization holds periodical meetings with Scheduled Tribes employees! ST Employees Welfare Association to sort out their problems and grievances? Please furnish details / frequency of such meetings. The minutes of the last meeting with the Association may be enclosed.

RESPONSE:: Bank is holding Quarterly Joint meetings with the representatives of SC & ST Employees’ Welfare Association of Andhra Bank at Head Office level. Similar forums are available at Zonal level also to redress their Grievances.

7. Selection procedure for appointing ST candidates

RESPONSE: The Scheduled Tribes candidates are interviewed on separate dates as per the Govt. of India guidelines. The interview dates are fixed by the Head Office, and no separate instructions issued to interview Boards.

(ii) Please indicate whether any representative of Scheduled Tribes is included in various Recruitment Boardsl Selection Committees / DPCs for the posts wherein reservations / concessions for Scheduled Tribes are applicable? If, so, the level of ST representative as compared to the other members of the Recruitment Board / Selection Committees / DPCs may please be indicated? A copy of the internal instructions issued in this regard may be enclosed.

RESPONSE: Bank is nominating a Scheduled Caste / Scheduled Tribe member in all the interview Boards as per the Govt. of India guidelines. The members are drawn from various disciplines like Lecturers, Readers, Professors from Academics and Retired civil servants at the rank of Director in the panel of recruitment boards and selection committees to safe guard the interest of SC/ST candidates in direct recruitment and promotions. The interview Boards are fixed by the Head Office and no separate instructions issued to any Zone.

(iii) Please also indicate whether at any occasion the ST Representative(s) recorded note of dissent in the proceedings?

RESPONSE: NO.(iv) Please state whether the number of posts reserved for ST is clearly indicated in the advertisements for direct recruitment? Please state whether copies of advertisements are sent to Welfare Association and PSU/ Organisations of Scheduled Tribes?

RESPONSE: Bank is clearly indicating the number of posts reserved for ST s in all the advertisements for direct recruitment. The copies of such advertisements are being promptly dispatched to all Scheduled Castes Welfare Associations notified by the Govt. of India.

8. HRD and Training

(i) Whether PSU/ Organisation has any HRD policy to provide extra support / Training to ST employees to enable them to cover up their deficiencies? The details of such provisions may be spelt out for each category of employee.

RESPONSE: We are providing adequate in house training to the Scheduled Tribes employees to develop their skills and knowledge to discharge their duties equivalent to the other category of employees working in the Organization.

(ii) Please give the number of employees sent for specialized training abroad during the last three years and the number of Scheduled Tribes employees among them in each year.

RESPONSE: The specialized training abroad is provided to the Officers in Executive cadre, where Scheduled Tribe employees are not available. However, we have noted to examine the nomination of suitable employees among the Scheduled Tribes.

9. Socio-economic development

(i) Please give the details of the each scheme/activity undertaken by your PSU/ Organisation for the welfare and socio-economic development of Scheduled Tribes under the Tribal Sub-Plan of the PSU/ Organisation like development in tribal areas. Whether this information is also incorporated in the Annual Report of your PSU / Organisation and subordinate offices and PSUs respectively?

RESPONSE: We have financed to 42194 beneficiaries of STs amounting to Rs 244.95 crores as on 30.06.2011 under different Govt. Sponsored programmes and other loans.

(ii) Please indicate the allocation and expenditure of the funds allotted under the Tribal Sub Plan of the Ministry for the last 3 years in the following table:

RESPONSE: Not applicable.

10. Other important Issues

(i) Please furnish a set of transfer policy and Memorandum of agreement with the Employees Union or SC & ST Employees Welfare Associations on the subject.

RESPONSE: Yes, a copy of transfer policy enclosed (Annexure - 2)

(ii) Whether instructions issued by DoPT regarding protection to ST employees in the matter of transfer and postings are being followed? A brief note on the transfer policy and the cases dealt in the last four years may be furnished.

RESPONSE: Yes, we are following the guidelines on transfer of ST employees in case of Group C & D (Clerks & Sub-staff) posts, which are on Regional basis. But the Group – A officers are liable for transfer on all India basis.

(iii) Please also state whether instances have come to the notice where persons have obtained employment in your organization on the basis of false caste certificate? If so, please indicate the

number of such cases, action taken and present position of each case. Also, please indicate the steps taken to avoid the occurrence of such cases.

RESPONSE: Yes, we are having 35 cases as on date, of which 2 cases are pending in Courts and the remaining 33 cases are under verification process with the concerned authorities. We are pursuing the cases for early finalization.

(iv) Whether a paragraph relating to representation of Scheduled Tribes (as also of Scheduled Castes) in services/posts in your organization and also in the attached and subordinate offices and PSUs is being incorporated in the Annual Report of the PSU / Organisation and subordinate offices and PSUs respectively?

RESPONSE: Yes, we are incorporating SC & ST profile in our Annual Report, as per guidelines.

(v) Please indicate the number of Scheduled Tribes who have been allotted Government accommodation against the total number of employees provided such facilities.

RESPONSE: Bank is providing the leased accommodation facility to all the Officers.

(vi). Quantum of manpower, being engaged by PSU/ Organisation and its various Plants / Units, against the contracts - contract / project wise.

RESPONSE: No, we are not engaging manpower on contract basis for any core banking activities.

(vii) Provision of reservation for STs against the contracts placed by the PSU/ Organisation for outsourcing of manpower and services;

RESPONSE: Not applicable.

(viii) Procedure for de-reservation .of posts reserved for STs. As per the prescribed procedure, the proposal for de-reservation should be submitted through the Administrative Ministry to the DoPT and the NCST for approval and the post could be filled from non-ST category only after de-reservation is agreed to by the DoPT as well as the NCST. In this regard, it is pointed out that the NCST has not received any proposal for de-reservation from the PSUI Organisation so, far. Therefore, it needs to be clarified whether any exemption from dereservation has been obtained by the PSU / Organisation in respect of any particular category of posts from the administrative ministry and DoPT;

RESPONSE: We have not de-reserved or allowed to lapse any post pertaining to Scheduled Tribes during the last three years.

(ix) Procedure/guidelines being followed by Department! Organisation for filling up the posts in Group 'D' (substitute) category, No. of posts filled during 2006-07, 2007-08 and 2008-09. Whether reservation in respect of such appointments is being followed or not; (Substitute category means appointing a person when the regular incumbent is on long leave or away from duty because of any reason), and

RESPONSE: No, we are not having such substitute posts.

Bank is providing the following facilities to the above organizations. Bank is reimbursing the monthly rent @ Rs. 4000/- to the above Unions at 1& 2.Bank is reimbursing the monthly rent @ Rs.15000/-, and Telephone bill @ Rs. 1500/- P.M. to the above SC & ST Employees’ Welfare Association. Bank also provided a Computer, Office table and chair for the use of said Association.

(xi) Report of any Parliamentary Committee on the welfare of SC/ST, pertaining to your Organization, if any, and action taken report on the recommendations contained in the report of the Parliamentary Committee.

RESPONSE: The Parliamentary Committee on the Welfare of SCs & STs visited the Bank during the year 2004. We have submitted reply to their Action Points.
