2.0 METHOD OF SUBMISSION OF QUOTATIONS: To be submitted in two bid system as per details below:-

(a) ENVELOPE ONE - shall contain “Technical Bid- Part A” and to be superscribed ‘Technical Bid- Part A’ for “Tender No. Tender No. T-15/06, Dated: 10/09/2015, Due Date: 30/09/2015 Name of the tenderer / Co. and Address to be written at the bottom of envelope for identification purpose. DD or payments slip for depositing of EMD issued by HCIL New Delhi. DD or cash receipt for Rs. 3670/-to be attached with Tech bid.

(b) EMD by way of original Demand Draft/Pay Order or by Cash receipt (Cash deposited to HCIL before submission of tender) of Rs. 3670/-. EMD paid by way of Cheque or in any other form shall not be acceptable and if done so, such tenders shall be rejected.

2.2 ENVELOPE THREE (MASTER ENVELOPE) : The above two sealed / closed envelopes (Envelope One and Envelope Two) must be put in the “Third / Master Envelope” which should be superscribed with “Quotation for Tender No. T-15/06, Dated: 10/09/2015 , Due Date: 30/09/2015. Name of the tenderer / Co. and Address to be written at the bottom of envelope for identification. The tenders should be submitted at the following address on or before 1430 hrs. of 30/09/2015.

2.3 The tenderer(s) may use “HCIL” Tender Documents for applying to this tender. In this case, tenderer must put their Co’s Stamp on each page duly signed by the Authorized signatory of the Tenderer. For submission of Price Bid, Tenderer can use their Company letter head for submission of Bid but in this case, it has to be typed in the manner / format shown in our “Price Bid Form- Part B”.

2.4 The Bids must be signed by authorized representative of the tenderer bearing Company Stamp. 2.5 The perspective Tenderers / bidders may send their offer in sealed/closed envelope through

messenger or through courier services so as to reach us at above mentioned address on or before -30/09/2015 by 1430 hrs.

2.6 The tender closes on 30/09/2015 at 1430 hrs. The closing date may be extended at the sole discretion of ‘HCIL’.

2.7 The Technical Bids shall be opened on the due date /time of the tender i.e. 1500 hrs on 30/09/2015.

2.8 Tenderers who wish to attend tender opening may do so OR send their representative with authorization letter on their Company’s letter head signed by their authorized signatory which should be produced at the time of opening of tender at above address/time.

General Terms and Conditions

1. CLARIFICATIONS:For any technical clarification please contact:Dy. Manager-Engineering,Engineering Section, Centaur Lake View Hotel Cheshmashahi, Srinagar-190001 (J&K)

2. EARNEST MONEY DEPOSIT: By Pay Order/Demand Draft/Cash of Rs.3670/-(Rupees three thousand, six hundred & seventy only), payable in favour of Hotel Corporation of India. This Earnest Money Deposit will not bear any interest and same shall be refunded after award and acceptance and upliftment of the material of the Tender by the successful tenderer.

3. INSPECTION :

a. For Inspection of materials, prospective tenderers may please contact: Mr.Riyaz Ahmad, Dy.Manager - Engineering,Centaur Cheshmashahi, Srinagar-190001 (J&K)Contact No. 0194-2501236-38.

The parties (buyers) are required to visit the site for inspection and verification of the material between 14/09/2015 to 22/09/2015 hours on all working days between 1100hrs to 1500hrs.All taxes as applicable shall be payable extra by the buyer. HCI also reserves the right to bifurcate the contract between two or more parties on the basis of highest quoted rates. In case of any clarification, regarding tenders terms etc. the bidders may contact:

b. The successful bidders will employ his own labour and means at his own cost and risk for removal/collection/shifting of the material as per schedules. They shall no touch any other material except those covered in this tender. If any of the workmen is even found violating these restrictions, the purchaser shall be responsible for making good the loss to the owners.

4. The detailed list of material is enclosed under Annexure-‘VI’.

5. Payment Period:The cost of material along with all the taxes and duties must be paid by the buyer within 07 days from the date of issuance of the sales order by Hotel Corporation of India Ltd. On receipt of payment towards the total sale value, Hotel Corporation of India Ltd shall issue delivery order. Party has to clear the material within one week of issue of Purchase Order.6. Late payment penalty:If the payment is not made within the payment period, date mentioned in the Acceptance letter, the payment may be accepted on the discretion of Hotel Corporation of India Ltd. upto a period of ten days from the last date of payment on of additional late payment penalty @ 1% per day on the total sale value and thereafter on the sole discretion of Hotel Corporation of India Ltd.

7. AWARD CRITERIA: The vendor whose net prices (on common platform such as landed cost) works out to be highest will be determined at H-1. HCI reserve the right to divide the PO between more than one tender at its sole discretion. The vendor is required to quote the unit price of all the items separately. No further correspondence or revised offer shall be accepted in this regard.

8. (a) UPLIFTMENT OF MATERIAL: Scrap/non serviceable material will be handed over to the successful bidder on actual weight/No. on the weigh bridge/actual number as the case may be. The cost difference will be collected/refunded based on actual weight/actual number.

(b) Backing out from offers or Non-acceptance of PO.I n case a successful bidder backs out aft er acceptance of HCIL ‘s PO or does not accept the PO, HCIL shall be at liberty to cancel the PO and forfeit EMD of such party and may take necessary action against such defaulter which may include black listing of party for minimum three years period.8. (c). Exit Clause /Termination Clause.In case any prospective bidder wishes to withdraw from the tender. He may do so before opening of financial bids.8. (d). Note for Scrap Dealers:1). Rate quoted should be exclusive of taxes and should be valid for a period of Ninety days.2). All the malba to be lifted & removed after taking non serviceable/Scrap items and disposed off in approved municipal dumping ground/as per rules of Pollution Control Dept./Govt. rules for hazardous wastes. Hotel area’s from where scrap is lifted to be cleaned at the end. Rate quoted should be inclusive of loading transport unloading etc. of scrap & malba.3). Works will not be considered complete unless all non serviceable/Scrap/Malba is removed and site cleaned.4). Tax invoice will be issued only after complete malba is moved and certificate from our Engineering Deptt. is obtained for the purpose. 5). Pro rata payment will be in case there is split of PO to more than one party. Payments shall be accepted on prorate basis as per material for which rates are accepted/agreed. Also in case of deductions, if any, the same shall be made on prorate basis according to the list material-Scrap/non serviceable items.

NOTE: General Manager Operations – CLVH reserves the right to accept or reject, in part or whole, any or all tenders received without assigning any reasons whatsoever. In case of any dispute arising out of the contract, decision of the General Manager Operations – CLVH will be final and binding on both the parties.
