DESPRATE MURDERER FUGUTIVE CUM REWARDEE PREVIOUSLY INVOLVED IN TWO CASES NABBED.

Highlights:-

The staff of P.S Bindapur has arrested a PO namely Sushil Kumar Shukla (Age -32yrs) s/o Mahavir Prasad Shukla r/o 199/11, Vijay Nagar, Kanpur, UP. He was Proclaimed Offender in a murder case of Police Station Kidwai Nagar UP, wherein a retired bank officer was brutally murdered by the accused.

OPERATION

In order to apprehend POs, PS staff of South West District has been assigned a special task to apprehend the POs and a comprehensive multi-pronged strategy is chalked out in which major role in apprehension of POs is assigned to leadership quality, group work, and dedicated police teams. A special dedicated team comprising of one upper subordinate, one HC and two Cts under the close supervision of Inspr./ATOs at each Police Station has been constituted for the quick apprehension of POs.

On 07/08/2012 team of P.S Bindapur comprising ASI Banwari Lal, HC Kalyan, Ct. Amrik Singh under the supervision of Inspr. Surender Singh SHO/ Bindapur received an impeccable information from reliable sources that a desperate Proclaimed offender namely Sushil Kumar Shukla (Age -32yrs) s/o Mahavir Prasad Shukla r/o199/11, Vijay Nagar, Kanpur, UP would come at Uttam Nagar East Metro Station. This glean information was further developed and the above police party swiftly dispatched to Uttam Nagar East Metro Station where on the pointing out by secret informer accused Sushil Kumar Shukla was overpowered and arrested by establishing proper identity. INTERROGATION

Accused was subjected to sustained interrogation initially he tried to dodge the police by beating around the bush. Finally, he broke down and spilled the beans. He disclosed that he along with three associates killed a senior citizen namely Prem Narayan Diwedi who was

living alone in a posh colony i.e. Kidwai Nagar, UP. The above senior citizen was murdered with intend to grab his property and assets. In this above case his three associates were nabbed by UP Police but he managed to hide from the dragnet of UP Police. UP Police has also announced a reward against the accused.

It has further transpired that accused was working with Sandhya Times, Kanpur which is being probed.

Sushil Kumar Shukla (Age -32yrs) s/o Mahavir Prasad Shukla r/o 199/11, Vijay Nagar, Kanpur, UP is a graduate, unmarried. In the year 2011, he had entered in the world of crime and since then his activities are incessant. He has following involvements:-

ONE STOLEN MOTORCYCLE AND 4 SNATCHED MOBILE PHONES RECOVERED

5 CASES OF SNATCHING / THEFT / M.V. THEFT WORKED OUT

With the arrest of desperate snatcher namely Vinay @ Binny (age 24 years) s/o Ratan Lal @ Babloo r/o H. No. I-889, Mangol Puri, Special Staff, South District has solved four cases of snatching, theft and one case of M.V. theft. One stolen pulsar motor cycle used for committing snatching and four snatched expensive mobile phones have been recovered.

BRIEF FACTS :

A team of Special Staff, South District consisting of ASI Phool Singh, HC Rajender, HC Shyambir, HC Bhoop Singh, HC Ashok Kumar, Ct. Yasbir and Naresh was formed under the supervision of Inspector Aishvir Singh, I/C Special Staff to develop information and apprehend the criminals operating in the area of South Delhi. During the process, the team collected details of several jail / bail released criminal with similar modus-operandi. The team geared up their sources and collected / analyzed the details of snatched mobile phones. It came to fore that one Vinay @ Binny of Mangol Puri, Delhi is operating in South Delhi and snatching mobile phones. The information was further developed and on 07.08.12, ASI Phool Singh received specific information that desperate snatcher Binni would come on a stolen motor cycle at Metro Station Malviya Nagar with snatched articles. On this information, a trap was laid down at metro station Malviya Nagar, New Delhi and apprehended one person with stolen motorcycle bearing No. DL-08-AS-4011. He was identified as Vinay @ Binny. On verification, the motor cycle was found stolen and wanted in case FIR No. 83/12 u/s- 379 IPC, PS Inder Puri, Delhi.INTERROGATION:

During sustained interrogation, accused Vinay @ Binny disclosed to have been involved in the incidents of theft and snatching for the last 3-4 years. He was arrested by the staff of PS Mangol Puri in Arms Act case and PS Begampur, Outer District in a snatching case. He was released from jail in May, 2012. After released from jail, he formed a new gang by involving Aman and Santosh @ Bihari and started committing snatching. He is living in a rented house in Rama Vihar, Uttam Nagar, Delhi.

PROFILE OF ACCUSED : Vinay @ Binny (age 22 years) s/o Ratan Lal @ Babloo r/o H. No. I-889, Mangol Puri, Delhi, New Delhi is a school dropout. He is unmarried. He originally belongs to Mangol Puri, Delhi. He left his schooling and started working as a painter in Mangol Puri. Initially, he started committing petty offences in the area and apprehended in year 2009, while committing theft in the area of Rajouri Garden. He is also BC of PS Mangol Puri, Delhi.

INTERSTATE GANG OF DACOITS BUSTED: FIVE DESPERATE CRIMINALS ARRESTED WHILE PLANNING TO COMMIT DACOITY IN A HOUSE AT PATEL

NAGAR.

With the arrest of Miran Rashid Ali @ Shanki, aged 19 years s/o Asgar Ali r/o C-310, 3rd floor, Shaheen Bagh, Jamia Nagar, Delhi (2) Nem Singh, aged 22 years s/o Ram Bahadur r/o Vill. Beena. Distt. Etava, U.P. (3) Bhanu Pratap, aged 22 years s/o Khushi Lal r/o Vill. Beena, Distt. Etava, U.P. (4) Deepak Ahlawat, aged 20 years s/o Ajit Singh r/o H. No. 452, near Tehsil Road, Arya Nagar, Jhajjar, Haryana and (5) Sunil Kumar, aged 20 years s/o Suresh Kumar r/o vill. Chhudani, Distt. Jhajjar, Haryana, Central District police has busted a gang of armed robbers, who were planning to commit a dacoity in a house at West Patel Nagar. One country made pistol along with two live cartridges, two button actuated knives, two cutter blades and one nylon rope have been recovered from their possession.

INCIDENT & TEAM

On 07.08.12, at about 04.30 PM, a secret information was received that five-six dacoits would assemble at Rock Garden, West Patel Nagar at 5.30 pm who might be in possession of arms and ammunition to commit a dacoity in a house at Patel Nagar. Accordingly, a team comprising of Inspr. Ritu Raj, SHO/Patel Nagar, SI Vimal Kumar, SI Shiv Prakash, Ct. Parveen, Ct. Rakesh, Ct. Manoj, Ct. Vijay, Ct. Naresh and Ct. Madan was constituted under the close supervision of Shri B.R. Mann, ACP/Patel Nagar, Central District, Delhi.

A trap was laid by the team and at about 05.45 PM, five persons were seen in suspicious condition at Rock Garden, West Patel Nagar, Delhi. They were challenged and overpowered by the police team. On the personal search of the accused persons, one country made pistol along with two live cartridges, two button actuated knives, two cutter blades and one nylon rope were recovered from their possession. A case vide FIR No. 171/2012 u/s 399/402 IPC and 25/54/59 Arms Act was registered at P.S. Patel Nagar in this regard.

INTERROGATION

On sustained interrogation, the accused persons revealed their identity as Miran Rashid Ali @ Shanki s/o Asgar Ali r/o C-310, 3rd floor, Shaheen Bagh, Jamia Nagar, Delhi (2) Nem Singh s/o Ram Bahadur r/o Vill. Beena. Distt. Etawah, U.P. (3) Bhanu Pratap s/o Khushi Lal r/o Vill. Beena, Distt. Etawah, U.P. (4) Deepak Ahlawat s/o Ajit Singh r/o H. On further interrogation, Miran Rashid Ali @ Shanki s/o Asgar Ali r/o C-310, 3rd floor, Shaheen Bagh, Jamia Nagar, Delhi, the leader of the gang disclosed that his accomplice namely

Deepak was residing at West Patel Nagar in the house of property dealer. Soon, he developed friendly relations with the family members of the property dealer and gained free and frequent entry in his house. Deepak informed the facts to his friend Miran Rashid Ali. On this, Miran Rashid Ali started staying in a hotel at Pahar Ganj and also involved his accomplices namely Nem Singh and Bhanu Pratap who were working in the same hotel where Miran Rashid Ali was living who were impressed with the lavish life style of Miran Rashid Ali. On 7-8-2012, they all gathered in Rock Garden, West Patel Nagar and had planned to commit robbery at the house on pretext of delivery of some courier items. For this, they had prepared a parcel in the name of Sushil Sethi. On verification, it was revealed that accused Miran Rashid Ali has also previously been involved in several cases.

1. Miran Rashid Ali @ Shanki s/o Asgar Ali r/o C-310, 3rd floor, Shaheen Bagh, Jamia Nagar, Delhi is 19 years old. He has studied upto 10 th class and had done course of Ethical cyber hacking. He is unemployed. After death of his father when he was 12-13 years old, his mother got married to one other person. Since, he was not being treated properly, he fell in bad company and started committing crime. He has been previously involved in several cases.

2. Nem Singh s/o Ram Bahadur r/o Vill. Beena. Distt. Etawah, U.P.is 22 years old. He has studied up to 12th class. He works as waiter in Hotel Step Inn at Pahar Ganj.

3. Bhanu Pratap s/o Khushi Lal r/o Vill. Beena, Distt. Etawah, U.P. is 22 years old. He has studied up to 8th class. He works as waiter in Hotel Step Inn at Pahar Ganj.

4. Deepak Ahlawat s/o Ajit Singh r/o H. No. 452, near Tehsil Road, Arya Nagar, Jhajjar, Haryana is 20 years old. He is a graduate. He came in contact with Miran Rashid Ali through his brother. He is preparing for SSC exams and was taking coaching from Patel Nagar.

5. Sunil Kumar s/o Suresh Kumar r/o vill. Chhudani, Distt. Jhajjar, Haryana is 20 years old. He is working as auto-driver in Gurgaon, Haryana. He has studied up to 12 th class. He came in contact with Miran Rashid Ali through a common friend namely Sahil Chawla. He has procured fake documents for the Honda Civic car sold by Miran Rashid Ali in Jaipur from Jhajjar.

With the arrest of three burglars namely (1) Ranjeet (22 yrs.) s/o Shiv Ram r/o H-198, JJ colony Bakkarwala, Delhi; (2) Sonupal (20 yrs.) s/o Kanhaiya Lal r/o D-202, JJ colony, Bakkarwala, Delhi; (3) Kamal (19 yrs.) s/o Shankar Lal r/o H-276, JJ colony, Bakkarwala, Delhi and one juvenile (16 yrs.), the Special Team, Crime Branch, Delhi has busted a gang of burglars. The stolen gold/silver jewellery worth Rs. 3.5 lakhs, cash Rs. 70,000/-, 93 US Dollars and other articles have been recovered from their possession.

INCIDENT

On 26.06.12, Shri Jai Bhagwan Goel r/o C-8, New Multan Nagar, Delhi reported at P.S. Paschim Vihar, Delhi that on 24.06.12, he had gone to Nainital alongwith his family members. On 25.06.12, his brother informed him that his house had been burgled. He returned to Delhi and found that cash Rs. 2 lakhs and gold/silver jewellery items had been stolen. Accordingly, a case vide FIR No. 141/12 u/s 457/380 IPC was registered at P.S. Paschim Vihar, Delhi.

TEAM & INVESTIGATION

A team of officers of Special Team, Crime Branch led by Inspr. Arun Chauhan, consisting of SI Ombir Dabas, ASI Satyabir, ASI Ramesh, ASI Ved Prakash, HC Azad Singh, HC Surender Singh, HC Raj Kumar, Ct. Ankush Dabas, Ct. Ajay and Ct. Lokesh was formed under the supervision of Sh. M.C. Katoch ACP/Special Team to develop information about the assailants involved and to work out this case.

On 07.06.12, HC Azad Singh got an information through secret sources that the criminals involved in the above incident would assemble at Mundka Metro Station to dispose off the stolen jewellery and thereafter they have planned to leave for Dehradun. The police team swiftly acted upon the information and nabbed three persons and one juvenile. The stolen booty i.e. cash Rs. 70,000/-, gold/silver jewellery items, 93 US Dollars and other articles were recovered from their possession. The identity of the apprehended persons was disclosed as (1) Ranjit, (2) Sonu Pal and (3) Kamal, all resident of JJ Colony, Bakkarwala, Delhi.

INTERROGATION

During interrogation, it was revealed that the juvenile boy and Sonu Pal are students. To earn easy money, they fell in bad company. Sonupal used to conduct reccee in Multan Nagar area to find out some locked 'Kothis' while the other associates wait outside the colony. On 25.06.12, Sonupal identified the locked house of the complainant and all of them planned to burgle the house. After conducting reccee, the gang reached at the house and broke open the lock of the house by using an iron rod. All of them decamped with stolen cash, gold/silver jewellery and other articles.

One of their accomplices Harish resident of same locality who is also having part of booty, is absconding.

The staff of PS Paschim Vihar has been informed accordingly. Further investigation is under progress.

(1) Ranjeet (22 yrs.) - He has studied up to the 8th standard. He works as a waiter in nearby Banquet Halls to earn his livelihood.

(2) Sonupal (20 yrs.) - He has studied up to the 12th standard and presently pursuing his BA course from an Open University.

(3) Kamal (19 yrs.) - He has studied up to the 3rd standard. His father is a laborer and his income was not sufficient to meet the family needs. He also works as labourer.

Racket who masterminded in making forged Driving License (D/L), Registration Certificate (R/C) and Permit unearthed.

Two Cheats arrested. Nine Forged Driving License of different states & Two

Forged Identity Cards have been recovered. Two CPUs, One Scanner cum Printer, Colour Printer, Five

Pen Drives, One Lamination Machine and One Stamp making machine & huge quantity of stationery used in making forged R/C, D/L, Permit & other transport documents have been recovered.

Twenty One forged rubber stamps also recovered.

A team of officers of Crime Branch led by Inspr. Pawan Kumar and consisting of SI Abdul Qadir, SI Narender, HC Murli Dhar, HC Devender, HC Bachhu Singh, HC Anil Kumar, HC Prithvi Singh, Ct. Raj Singh, Ct. Rajesh Kumar, Ct. Rakesh Kumar, Ct. Parveen, Ct. Rohit and Ct. Lala Ram under the supervision of ACP Udai Vir Singh Rathi and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended two Cheats who were active in National Capital Region.

Specific information was received that a gang was operating in Jahangir Puri and Sanjay Gandhi Transport Centre area and was involved in preparing forged driving license, registration certificate and other transport related documents. HC Murli Dhar and Ct. Rajesh were detailed to develop this information.

On 06.08.12, HC Murli Dhar and Ct. Rajesh received specific information that one person Bappi Hussain @ Abu Suffian, who was involved in preparation of forged R/C, D/L, Permit & other transport documents, would come near Babu Jagjivan Ram Hospital, Jahangir Puri, New Delhi to deliver the forged driving license. Acting on this, a trap was laid near Babu Jagjivan Ram Hospital, Jahangir Puri and at about 3.00 pm, one person who came there & handed over the forged driving license to the decoy customer was apprehended who was later identified as Bappi Hussain @ Abu Suffian. accused 6 forged driving licenses, One forged permit and One forged cash deposit receipt of SBI, Sonepat (HR) were recovered. A case under the appropriate sections of law was registered against him.

Bappi Hussain @ Abu Suffian was interrogated at length and he disclosed that during the year 2008/2009 he used to sell fishes on the pavement near Azadpur Mandi. One person namely Shokeen @ Shoki came to his contact and he was indulged in preparation of forged driving licenses. Shokeen @ Shoki allured him and made him accomplice in his illegal trade of forged licenses. All of sudden Shokeen stopped his illegal activities and shifted to unknown place. He started to search another accomplice and came into contact with Shiv Kumar. Shiv Kumar used to make rubber stamps. He took Shiv Kumar into confidence and started making forged driving license etc. Shiv Kumar Yadav was computer savvy and thus both started making qualitative driving licenses etc.

Bappi Hussain would roam in the area of Azadpur Mandi and Sanjay Gandhi Transport Nagar in the search of their victims and would offer them driving licenses against Rs.1500/-, registration certificate Rs.2000/-.

quantity of stationery items used in making forged R/C, D/L, Permit and other transport documents.

2. Bappi Hussain @ Abu Suffian: - He was born in 1962 at Murshidabad, WB. He studied up to class 4th. He has one brother & 5 sisters. He is married and came to Delhi in 1992. First, he resided at Wazirpur, JJ Colony & worked in idol factory at Azad Market. Then he started selling fishes at the pavement of Azadpur Mandi.

Two thieves (kabaries) and a shopkeeper,the receiver of stolen property arrested

The local Police of Police Station Kalkaji, South East District has apprehended two thieves (Kabaries) namely (1) Aakil S/o Late Sh. Babu Khan, aged around 22 Years and (2) Mohd. Hasinuddin S/o Mohd. Nasru, aged around 22 Years both permanent residents of H.No. 2284 and 2285, Village Hapur, PS Kotwali, Distt. Panchsheel Nagar, UP respectively and one Ramesh, a shopkeeper M/s Roop Computers, Nehru Place, New Delhi the receiver of stolen property and solved a case of stealing of 63 CPUs and 8 LCD Monitors from a Godown situated at B Block Kalkaji, New Delhi.

BRIEF FACTS OF THE CASE:-

A complaint was filed by Sh. Amit Jain S/o Sh. B.S. Jain R/o 45, Amrapali Apartment, I.P. Extension, New Delhi regarding theft of 63 CPU and 8 LCD

(Computer Monitors) from the godown situated at B-11A, Basement, Kalkaji, New Delhi on 31.7.2012. On his complaint a case vide FIR No. 236/2012 dated 7.8.2012 u/s 380 IPC was registered at PS Kalkaji.

INVESTIGATION CONDUCTED:-

During investigation, a team comprising of SI Satvinder Singh, HC Ajeet Singh, Ct. Manoj Kumar No. 3478/SE and Ct. Avtar Singh, No 2318/SE was constituted.

During the course of investigation, around 65 persons including street vendors, chowkidaars, shopkeepers, Kabaries, recorded criminals, ruffians were interrogated. Local intelligence was also gathered in the locality. During this process, a secret information was received that two Kabaries (Pheriwalas) who take round in the area of Kalkaji had committed theft in a basement situated at B Block Kalkaji and live in Garhi Village, Amar Colony in a rented accommodation. At the instance of secret informer, a raid was conducted at 1/27, Garhi Village, Amar Colony, New Delhi where (1) Aakil S/o Late Sh. Babu Khan and (2) Mohd. Hasinuddin S/o Mohd. Nasru both permanent residents of H.No. 2284 and 2285, Village Hapur, PS Kotwali, Distt. Panchsheel Nagar, UP respectively were apprehended. They were interrogated in depth. On sustained interrogation, they broke down and admitted the commission of theft of computer articles from the basement in Kalkaji along with their associates namely Zahid and Amjad who are hawkers as Kabari. 8 CPU stolen from godown of complainant were also recovered from their possession (4 each).

Further they disclosed that they have sold 22 CPU at the Shop of M/s Roop Computers, 110/3, Vishal Bhawan, Nehru Place, New Delhi along with their mastermind associate Zahid and Amjad. Rest of the items are with Zahid and Amjad for their disposal.

Further during the course of investigation, (3) Ramesh S/o Late Sh. Mange Ram R/o A-137, Laxmi Park, Nangloi, Delhi, Shopkeer M/s Roop Computers, the receiver of stolen property has also been arrested at the instance of the above persons and 22 CPUs and 19 Hard Disk removed from the above CPUs were recovered from him.

PROFILE OF ACCUSED PERSONS:-Accused (1) Aakil S/o Late Sh. Babu Khan and (2) Mohd. Hasinuddin

S/o Mohd. Nasru both are the permanent residents of H.No. 2284 and 2285, Village Hapur, PS Kotwali, Distt. Panchsheel Nagar, UP. They have taken the education upto the 3rd standard in Govt. school of the village. They both came to Delhi around one and half years back and started working as Kabari (hawkers).

Accused Ramesh S/o Late Sh. Mange Ram R/o A-137, Laxmi Park, Nangloi, Delhi deals in old computers articles since 1997 and presently runs a shop in the name and style of M/s Roop Computers at 110/3, Vishal Bhawan, Nehru Place, New Delhi.

MODUS OPERANDI

Accused Aakil and Hasinuddin, Kabaries identified the Godown during pheri and then by making key they entered and committed theft of computer articles.

ORDER

1. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycle, Scooters and Cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/ agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activities.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the in investigation agencies to identify the criminals involved in such crimes

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144 Cr. PC, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036(i)UTL, dated 09/09/2010, I Mohinder Singh, ACP/S.J.Enclave, do hereby make this written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division S.J.Enclave, Delhi shall :-

a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the

date of transaction.c) Affix photographs of the seller and purchaser on the register.d) Keep copies of identification documents like election card, ration card, PAN Card, Driving Licence

etc. as well as copies of Form 29, Form 30 ( Part-I & II ) and Delivery Letter for access by the police as and when required.

e) Inform the nearby police station if the seller or buyer is found suspicious.These orders shall come into force with effect from 09.08.2012 and shall remain in force for a

period of 60 days upto 07.10.2012 (both days inclusive) unless withdrawn earlier.

Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Officer, all police station concerned and the offices of NDMC and MCD.

Three snatchers apprehended, nine cases worked out.

In two cases 3 snatchers have been apprehended by the team of PS Shahdara.

In the 1 st case:

By arresting two snatchers namely

(1) Gulfaraz Khan @ Atul Mota S/o Saleem Khan R/o A-4/145 Nand Nagri Delhi aged 24 years

(2) Azeemuddin @ Azim S/o Saleemuddin @ Saleem R/o H. No. F-49/150 Janta Colony Welcome Delhi aged 23 years,

North East District police has worked out 8 cases of snatchings and one case of auto-theft, in all 9 cases. One loaded country made pistol and one stolen vehicle has also been recovered.

Team:-

Due to increasing incidents of MV Theft in North East District, a special drive has been launched to apprehend the snatchers. Regular checking of vehicles is being conducted at the pickets and stranger checking in the area. Police staff in plain clothes has also been deployed being part of the decoy teams.

In the present case a special team was constituted headed by HC Samdev & Ct. Mukesh and were deployed on picket checking at Babarpur Road.

Incident:-

On 07/08/12, at 10.20 AM during checking at the above picket, the above team got suspicious on a Hero Honda Passion Pro Motorcycle No. DL-13 SJ 2081. On checking the number was found to be fake and the motorcycle was found to be stolen. The team apprehended both the persons on the motorcycle namely

(1) Gulfaraz Khan @ Atul Mota S/o Saleem Khan R/o A-4/145 Nand Nagri Delhi aged 24 years

(2) Azeemuddin @ Azim S/o Saleemuddin @ Saleem R/o H. No. F-49/150 Janta Colony Welcome Delhi aged 23 years,

The motorcycle was found to be stolen from PS New Usman Pur vide FIR No.160/12 u/s 379 IPC. The actual No. of motorcycle was DL-13SG 2189. On personal search of the accused one country made Pistol with one live cartridge was recovered from the possession of Gulfaraz Khan @ Atul Mota.

Interrogation:-

During sustained interrogation, accused Gulfaraz Khan @ Atul Mota revealed that he and his associate Azeemuddin had committed several chain snatchings in various parts of Delhi. Eight cases of chain snatchings as well as one of motor vehicle Theft have been solved.

Recovery affected:-

One Country made Pistol with one live cartridge and one stolen motor cycle. One stolen motorcycle Hero Honda Passion Pro No. DL 13 SJ 2081(fake No. ) and DL-

13SG 2189 (actual No.). One motorcycle Pulsar No. DL-7S AJ 6559 black colour, registered in the name of

accused Gulfaraz (being used by the accused for snatching).

1. Gulfaraz Khan @ Atul Mota s/o Saleem Khan R/o A-4/145, Nand Nagri, Delhi aged 24 years is a listed criminal and has been previously involved in 5 cases of snatching and thefts. He was externed from Delhi for one year on 26.07.11 by Addl. DCP/North East, Delhi. He was working as cash collection agent in Sahara India upto 2010. At present he is unemployed and is indulging in criminal activities. His 5 previous involvements are given below-

(ii) FIR No. 217/11 dated 08.07.11 u/s 356/379 IPC P.S. Saket

(iv) FIR NO. 587/07 Dated 08.10.07 u/s 379 IPC P.S. Nand Nagri

(v) FIR NO. 201/07 u/s 382/411/34 IPC P.S. Tilak Marg, Delhi

2. Azimmuddin @ Azim s/o Saleemuddin R/o F-49/150, Janta Colony, Welcome, Delhi aged 23 years is 4th class pass. He was working as plumber but came in contact of Gulfaraz and started committing snatchings. His previous involvement is being verified.

Further investigation is in progress.

2 nd case (3 rd snatcher)

One notorious snatcher namely Deepak @ Jhanjhi s/o Manoj Kumar R/o H. No. B4/148, Nand Nagri was wanted in Case FIR No. 182/12 dated 27.06.12 u/s 394/397/34 IPC and 25 Arms Act P.S. Shahdara in which one gold chain from a lady was snatched on 27.06.12. In that case one Abdul Rashid @ Nanhe s/o Abdul Karim R/o M-297 Sunder Nagari, Delhi was arrested on 28.06.11.

Accused Deepak has also been found wanted in 5 cases of East District. Accused Shakeel Ahmed who was arrested in Case FIR No. 322/12 dated 24.07.12 u/s 307/186/353/332/34 IPC and 25 Arms Act P.S. Jagat Puri and 278/12 P.S. Jagat Puri disclosed that accused Deepak @ Jhanjhi committed many snatchings with him. The 5 cases in which Deepak is wanted in East District are :-

PRESS RELEASE

          On the directions of the Commissioner of Police, Delhi, a Cold Case Cell was constituted in New Delhi District and old heinous, blind and un-worked out cases were transferred to specialized units.  Case FIR No.127/2010 u/s 302 IPC PS Connaught Place was one such case that was transferred to Special Staff, New Delhi District though the local police of PS Connaught Place

was still constantly keeping a watch for the suspect in the case.  They also shared the inputs collected by them in the case with I/C Spl Staff Inspr Arun Kumar who took up further investigation.

          The facts of the case were that on 26.07.2010 one Peter Franklin (57 years) S/O C Franklin R/O 5A, Behind National Herald House, BSZ Marg, New Delhi was stabbed by some unknown person in the area of PS Connaught Place.  A case vide FIR No.127/2010 u/s 324 IPC was registered and investigations were taken up by the local police of PS Connaught Plance.  Peter Franklin was taken to Dr RML Hospital where he succumbed to his injuries on 27.07.2010 and Sec. 302 IPC was replaced in the said FIR.  During investigation no breakthrough could be made in the case except for identifying the person last seen with the deceased i.e. one Anand Swaroop Rathi s/o Samai Singh Rathi r/o Vegabond, Delhi.  All out efforts were made to trace the whereabouts of Anand Swaroop Rathi which led the investigating team to Ghaziabad where he had taken a room on rent.  It was later on found out that Anand Swaroop Rathi vacated the room on the day of incident itself.  The timing of stabbing of Peter Franklin and vacating of room by Anand Swaroop Rathi made the police suspect his involvement in the crime.  His further whereabouts could not be revealed by anyone in the vicinity.  No one associated to him could be traced either.  In this case the accused was a vagabond and was master in disguise.  He used to roam all over India in the garb of ‘Sadhu’, ‘Sikh Nihang’ or ‘Shani Bhakt’.  He was not using any mobile phone and was not in constant touch with any person.  The police was not even having his photograph.

 

The investigations by the team led by Inspr Ravi Kant of PS Connaught Place revealed that Anand Swaroop Rathi earlier used to work as volunteer in Delhi Home Guards.  He worked in Airforce and later after resigning from Airforce joined Lady Harding Hospital as nursing boy on daily wages.  It was also reported that he turned Saadhu in 1997 and till 2005 roamed throughout India.  In 2005 he came in contact with a lady in Village Libaspur, Delhi.  He also rented a place near Ghaziabad Railway Station and there came in contact with Peter Franklin.  Further investigations pointed out that he went into hiding as Sadhu after vacating the room at Ghaziabad, UP but no further breakthrough could be made.  Local police of PS Connaught Place never lost touch with the informers who were regularly contacted for more information about Anand Swaroop Rathi.  On 07.08.2012 a secret source informed Inspr Ravi Kant that Anand Swaroop Rathi would be coming to Connaught Place on 07.08.2012.  Inspr Ravi Kant shared this information with his counterpart I/C Special Staff Inspr Arun Kumar.  Teams were deployed at strategic locations to identify and apprehend the suspect.  At 2.30 PM on 07.08.2012, team led by Inspr Ravi Kant with the help of secret informer identified and

apprehended Anand Swaroop Rathi from Connaught Place and handed over to Special Staff for further questioning.  On questioning, Anand Swaroop Rathi admitted to have known Peter Franklin.  He further informed that Peter Franklin had extended a loan of Rs.40000/- to him and was pressurizing him to return the same.  On 26.07.2010 they had heated arguments because of the same and things got out of hand and he stabbed Peter in a fit of rage.  The accused further informed that after stabbing the deceased he had gone in hiding at Haridwar and had returned to Connaught Place in search of work.  The accused further revealed that he was earlier involved in two other cases i.e. at PS Mandir Marg and PS Dabri.  In case of PS Dabri, the accused had murdered his accomplice in 1991 and was convicted in the case.  In the case of PS Mandir Marg, he was accused of ‘attempt to murder’ of a lady, the present status of the case is being verified.

Two Snatchers arrested by the team of PS Badarpur, South East District.

3 Stolen Mobiles Phones and one motor cycle recovered. Five incidents/cases of snatching and thefts solved.

With the arrest of two persons namely 1) Gul Mohd. @ Gullu s/o Shokat Ali r/o H.No. C-75, Sorabh Vihar, Jaitpur, New Delhi age 24 years 2) Pradeep @ Dainy S/o Suratpal0 r/o Village Madanpur Khadar New Delhi aged 24 years, the team of PS Badarpur South East District has bursted a gang of desperate snatcher/thieves and recovered three stolen mobile phone and one motor cycle from their possession and solved five incidents/cases of snatching and thefts.

In order to prevent the incidents of snatching and thefts in South East District, the team of PS Badarpur South East District was specially asked to look into the matter. In view of this a team of PS Badarpur was constituted under the leadership of Inspr. Akhilesh Yadav, SHO/Badarpur consisting of SI Amit Kumar, ASI Bhagirath Prashad, ASI Rajesh, HCs Narender, Dhiraj, Consts. Yagesh, Inder singh and Deepak under the supervision of Sh. Vipin Kumar Nayyar ACP/Sarita Vihar to develop intelligence regarding such gangs operating in South East District. The team received some credible information regarding few criminals operating in South East District. The information was further developed. On 06.08.12 at 04.00 PM, on the basis of a credible information the above team apprehended two persons namely 1) Gul Mohd. @ Gullu s/o Shokat Ali r/o H.No. C-75, Sorabh Vihar, Jaitpur, New Delhi age 24 years 2) Pradeep @ Dainy S/o Suratpal r/o H.No. 226 Village Madanpur Khadar New Delhi, while they were roaming in the area of PS Badarpur on an apache motor cycle near Mehra petrol pump Badarpur in order to target for snatching. At the time of apprehension 3 mobile phones of different make and model were recovered from their possession. They did not given any satisfactory reply regarding the mobiles. On suspicion they both were taken to PS Badarpur and thoroughly interrogated and finally the recovered mobiles phones were found to be stolen from PS Badarpur vide FIR No. 226/12 u/s 379 IPC, and one from PS South Campus vide FIR No. 94/12 u/s 379 IPC.

INTERROGATION & MODUS OPERANDI:-

On sustained interrogation accused Gul Mohd. @ Gullu and Pradeep @ Danny disclosed that they are committing thefts in crowded running buses in the different areas of South Delhi. On 6/8/12 they had committed theft of three mobile phones from crowded running buses and they had come to Badarpur to target for snatching and had been interrupted and caught. They further disclosed that they snatch valuables from pedestrian on moving m/cycles and further disclosed that they are organized gang under the leadership of Ranjit @ Rumal assisted by Mahavira and Arun S/o Shyam. They operate in different area of South Delhi duly dividing area wise for committing their activities . They commit crime in early morning peak hours in buses and thereafter commit snatching on roads by using moving vehicles an escape tool. Other gang members managed to escape from the spot however raids were conducted possible hide out places to apprehend them.

GANG OF AUTOLIFTERS BUSTED. THREE NABBED. THREE STOLEN VEHICLE RECOVERED. NINE CASES SOLVED.

HIGHLIGHTS:-

With the arrest of three auto lifters namely 1. Sameer (aged-19 yrs) s/o Sh. Shafeek R/o Painth Mohalla Sikandrabad Bulandshahar (UP), 2.Parvez (aged-19 yrs) S/O Zahoor R/O Delhi Darwaja Sikandrabad(UP) 3. Arshad(aged-25 yrs) S/O Sabu R/O Village- Mehrauli PS-Koshi Mathura(UP) in case FIR No. 305/12 dated 7/8/12 U/s 411/34 IPC P.S. Sunlight Colony New Delhi. South-East Distt. Police has claimed to solve nine cases of MV theft.

INVESTIGATION:-

On the evening of 6/8/12 SHO Sunlight Colony Insp. Sunil Kumar under the supervision of ACP New Friends Colony Sh. Dataram briefed the staff to check vehicles and suspicious person keeping in view the Independence Day arrangement. A police team consisting of SI Sanjeev Kumar, HC Omprakash, HC Mukesh, Ct. Mahendra and Ct. Ashwini was deputed at a picket on Nizamuddin Bridge NH-24. On proper checking the police team intercepted a Wagon-R car No DL7CD-1103 and raised question relating the ownership of the car. On this above said occupants tried to escape but were overpowered and interrogated. During normal interrogation they told that wagon–R car is stolen from Krishna Nagar.On verification from auto match it is found that wagon-R car No. DL7CD-1103 has been stolen vide FIR No. 264/12 U/S 379 IPC PS Krishna Nagar.On this a case vide FIR No. 305/12 dated 7/8/12 U/s 411/34 IPC P.S. Sunlight Colony New Delhi got registered.

INTERROGATION:

On sustain interrogation all three arrested person revealed that they have one room in adjacent locality of Sarai kale Khan on rent and they after identification of cars and bikes they prepare instruments to break open the lock of cars and bikes and then steal them in the night. The accused persons further revealed that they used to sell the stolen vehicles in different parts of Greater Noida and Sikndrabad UP. On their instance two more vehicles i.e. 1. One Honda Activa Scooty bearing No DL 13S 4530 2.One Bajaj

Pulsar bike No. DL-3SW-6834.Which are found stolen from the area of P.S. H.N. Din vide FIR No. 162/12 U/s 379 IPC and one Bajaj Pulsar bike No. DL-3SW-6834 from P.S. Hauz Khas.

On sustain interrogation the accused persons have disclosed about stealing of bikes from Sarai kale Khan & Kilokari village on their disclosure six more cases have been worked out. The main accused Parwej is in P.C. and police parties have sent in different part of adjacent area i.e. Greater Noida,Sikandrabad U.P. to apprehend their associate and recover the stolen vehicles.

A GANG OF ROBBERS BUSTED

The staff of PS Janak Puri has arrested two persons namely Md. Aslam S/o Md. Munna Khan and Bharat Gulati S/o Sharwan Gulati. With their arrest, 04 cases were worked out and two gold bangles, one earring and approx. 10 gms. of solid gold piece have been recovered. On interrogation, they revealed that these items were robbed and stolen from different parts of Delhi.

INCIDENT AND OPERATION

A secret information was received to ASI Jangir and Ct. Rajesh No. 3310/W that a gang of robbers who is robbing ladies at lonely places after making them unconscious by way of Choking, will be gathered near Patri, Hostel Gate Surajmal Institute, near Delhi Police Facility Centre, Block, Janakpuri in Saturday market. On this information, ASI Jangir along with Ct. Rajesh No. 3310/W reached that place and one person namely Aslam Khan @ Sonu has been apprehended but his associates Kausar and one TSR driver Bharat Gulati escaped from there. Later on, during investigation, TSR driver namely Bharat Gulati has been arrested.

INVESTIGATION

During the course of investigation, the co-accused namely Bharat Gulati has been arrested in the above mentioned case. The apprehended accused persons disclosed that they along with other associate namely Md. Koshar robbed lonely ladies who were wearing gold ornaments by way of Choking and terrorising them. They always go in an auto rickshaw and leave the spot immediately after committing robbery in the auto. Further investigation is in progress. Search for co-accused is going on.

ROBBERY SOLVED THROUGH CCTV FOOTAGE

The staff of PS Hari Nagar has arrested 02 ladies namely Kalawati @ Kali W/o Fena and Dalabai W/o Jitendra. With their arrest Rs 5200/- have been recovered.

2. Dalabai W/o Jitendra R/o Village- Kadiya PS- Pichori District – Rajgarh, Madhya Pardesh. Age – 25 years.

RECOVERY MADE

Rs. 5200/- recovered out of the stolen amount.

INFORMATION AND OPERATION

On 24.07.2012 a case FIR No. 263/12 u/s 379 IPC has been registered on the statement of Sh. Yashpal S/o Late. Sh. Tak Chand R/o

WZ-525 street No. 27, Shiv Nagar, New Delhi regarding theft of 27,200/- Rs. along with some documents from his red brown pouch inside PNB Bank DTC depot, Hari Nagar by two suspicious ladies, according to CCTV footage installed inside the PNB bank. The investigation was carried by HC Balmiki Mishra No. 1147/W.

On 03.08.12 a similar incident was reported from Oriental Bank of commerce Choti Sabzi Mandi Janak Puri vide case FIR No. 275/12 u/s 379 IPC was registered on the statement of Mr. Vicky Thakur S/O Madan Thakur R/O A- 36 Adrash Gali Johari Pur Delhi. He stated that he withdrew Rs. 2,50,000/- from the account, kept it in the bag and placed the bag on the bench inside the Bank. He forgot to lock the chain of bag and went to collect the statement from the counter. On return, when he checked the bag he found Rs. 1,00,000/- was stolen from the bag. During the course of investigation it was found that in both the cases the CCTV footage revealed that the same two ladies committed the offence.

Investigation was taken up. The staff of QRT, ERV and Beat staff were briefed about the incident accordingly and CCTV footages were shown to all. On 07/08/12 the ERV staff comprising of ASI Ram Kumar No. 486-D , Dvr/HC Raj Singh No. 990/W , Ct. Sushil No. 947/W and Ct. Bashir Kutty No. 2205/W during patrolling noticed 02 suspicious ladies roaming near the bank and they were apprehended. After interrogation they were arrested in the said cases. The accused have also been identified by the complainant Vicky Thakur, Yashpal and guard of Oriental bank of commerce.

Staff of PS Lodhi Colony, South District apprehended a cheat namely Makhan Singh Chahal r/o H. No. 17/940, Lodhi Colony, New Delhi and recovered incriminatory documents from his possession.

BRIEF FACTS :

Complainant Sh. Om Prakash r/o A 296/2, Shastri Nagar, Delhi, working as Assistant in Ministry of Defence filed a complaint at PS Lodhi Colony that he along with his colleagues and relatives have been cheated by one Makhan Singh Chahal, who is residing in government quarter 17/940, Lodhi Colony, allotted to his wife. The accused represented himself to be an authorized representative of “SIKKIM TOURISM DEVELOPMEMT CORPORATION LTD” and cheated them on the pretext of arranging a free LTC package for Sri Nagar and North Eastern States as the expenses of package was to be paid by Govt. He assured the complainant that they will have to spend nothing for their stay also. On this account, accused received a sum of Rs 1,19,000/- from the complainant and other victims. All the victims are govt. servants. In this regard, a case vide FIR No. 92/12 u/s 406/420/506/34 IPC dated 06.08.12 PS Lodhi Colony was registered and investigation was taken up.

INVESTIGATION :

During the course of investigation, a team consisting of SI Sanjiv Mandal, HC Naresh and Ct. Vinod led by Inspr. Naresh Malik, ATO/Lodhi Colony was formed. During investigation, it was revealed that the accused had shifted to some unknown place and did not disclose the same to any of his neighbors. He also switched off his mobile phone. The restless efforts and enquiries made from the friends / relatives of accused resulted in tracing the new address of the accused Makhan Singh Chahal as H. No C-194/A, Siddarth Extension, New Delhi. On 08.08.12, a raid was conducted and accused Makhan Singh Chahal was arrested by the team.

INTERROGATION :

During interrogation, accused confessed to have cheated the complainant and other people. At his instance, pamphlets wherein accused was posing as different tour operator, details of Air Fare of Air India, details of persons, Visiting Cards in different names, etc. have been recovered. During interrogation, it was also revealed that he had cheated several persons in the similar manner. Accused also used to threaten the complainants that if any one would dare to ask for his money he will get him implicate in false case.

RECOVERIES :

1. Fake pamphlets of tour package wherein accused was posing as authorized agent of Sikkim Tourism and others.
