CENTRAL AIRCONDITIONING PLANT FOR AIRCONDITIONING OF AUDITORIUM AT INDIAN INSTITUTE OF PETROLEUM, DEHRADUN.
0. Preamble
1
Auditorium at Indian Institute of petroleum has seating capacity of 500 persons. Size of
auditorium is 90’x52’x28’. Auditorium becomes uncomfortable during hot summers and
monsoons. Hereby a central air conditioning system heating/cooling is required.
1. Institute
The Institute is located at Dehradun on main Hardwar road in a tea estate with plenty of
natural vegetation.

2. Building
The building to be air-conditioned is a masonry structure of dimensions 90’x52’x28. (As
per drawing annexed) the building is un-insulated on the ground floor the construction.
The foundations are of brick/stone masonry and 5’ deep. Solid brick walls are 13" thick
with cement plaster 12mm/15mm thick from outside/inside. The building is painted by
white acrylic exterior paint with silicon additives outside color & has acoustic paneling,
painted /sprit polished inside. It has RCC roof, 6” thick with lime terracing, covered with
pre-painted metal sheets. It has a false celling of perforated metal. Existing floor is a PCC
40 mm thick floor laid on base concrete approx. 100 mm thick on the ground which is
covered by Jute mating.

3. TECHNICAL INDOOR REQUIREMENTS
REQUIRED INDOOR CONDITIONS
The auditorium having a seating capacity of 500 persons is to be air-conditioned
including winter heating for comfort requirements. Ventilation requirements are to be
kept as per ASHRAE 62.
Room Temperature 22 ±20 C
Relative Humidity not exceeding 65% even in monsoons
Lighting 200 Lux /400 Lux on stage
Air filters washable synthetic woven filters.
4. TYPE OF AIRCONDITIONING PLANT
The air-conditioning system (heating/Cooling) of 30 Tr is required to be designed,
supplied, installed & commissioned in accordance to the above stated requirements of the
indoor space. The air conditioning unit shall be self-contained air-cooled with all-weather
enclosure of ample capacity to meet the indoor requirements under adverse weather
conditions and suitable for automatic operation. The plant must be energy efficient on full
load & part-load operation including monsoon preheating system for controlling
humidity.
Automatic fire dampers shall be provided. The damper shall be multi-blade curtain type.
The blades should out of the air stream in open position and shall be constructed with
minimum 1.8 mm thick aluminium sheets. The frame shall be of 1.6 mm thickness. Other
materials shall include return spirng, locking device, solenoid aculator etc.The fire
dampers shall be capable of operating automatically on receiving signal from a fire alarm
panel
NATURE OF DUTY
The plant should be capable of functioning round the clock. However the usage of the
plant would be casual.

ELECTRICAL POWER SUPPLY
AC 400 ±10 % Volts, 3 phase and neutral, 50 c/s supply shall be made available at one
point in the plant room. The supplier shall specify the total power requirements at full
load operation of the air conditioning plant including loads in monsoon and winter.
Unit shall be interlocked with fire dampers. In case of activation of fire dampers the units
shall be switch off.
Details of the unit are given in Annexure III
5. Scope of work
The work proposed under this tender includes providing and fixing air-conditioning
system of 30 Tr for the above. Layout/location for the plant has to be as per drawing
attached in Annexure II. Camera room shown in drawing and attached trace space has to
be utilized for placing the unit. Auditorium has a pre-installed air ventilation system with
ducting designed for 12000 CFM. Designed air conditioning system has to use the
openings of this ventilation system for incoming and outgoing air. Usable part of ducting
of ventilation system is to be used to the maximum for low side work. Scope of work
includes:
3.1 Providing and fixing at site all main equipments associated with A.C. system
asked under these technical specifications.
3.2 To execute all incidental work at site including materials supply at site associated
with A.C. system asked in the technical specifications. Nature of such works will
be sheet metal duct/grill work, refrigerant piping and drain etc. incidental civil
work, incidental electrical engineering work, cable, control panel etc. erection at
site for all manufactured items at work and also items fabricated at site.
3.3 Routine testing, pressure testing of fabricated components, commissioning of
complete plant at site.

3.4 Performance testing at site complete air-conditioning plant as per various
technical requirements as stipulated in performance testing clause.
The supplier shall indicate clearly if the item is under DGS & D rate contract along with
its copy and also indicate their acceptance for the above rates
6. Period of completion
The job has to be completed and handed over after commissioning within three months
from the date of placement of order. However the return air diffusers and ducting have to
be installed within ten days from receipt of order.
7. Site visit
The bidders are advised to visit and examine the site of work and surrounding and obtain
for itself on its own responsibility all information that may be necessary for preparing the
bid and entering into an agreement for the execution of the work. Firm has to submit a
layout of proposed plan of work.
8. Terms and Conditions
The bidding document/tender document shall be governed by the terms & conditions of
Indian Institute of petroleum & CSIR.
9. General
The design manufacture and testing of the plant shall confirm to the relevant IS or BS,
ASHLAE or any other recognized International standard. The plant shall be of the latest
design incorporating features, which guarantee, reliable service, convenient and safe
operation and shall be produced to the highest standard of workmanship using best
quality materials. The manufacturing of parts shall be such that interchangeabilities of
wearing parts is assured and the spare parts are available in the market.
DESIGN AND SELECTION EQUIPMENT

The area to be air-conditioned is shown in the enclosed drawing. The tenderers are
supposed to work out their calculation with the tender in support of the plant selected by
them as per mentioned load. The air conditioning plant of adequate capacity shall be \
self-contained air cooled package unit. The package chillers must be energy efficient
using multiple semi sealed/sealed reciprocating/screw/scroll compressor unit, air cooled
finned copper condenser with multiple speed condenser fans, dryer, expansion valve,
water chilling unit, refrigerant piping, water circulating system with chiller controls. The
plant shall be equipped with HP/LP control, low/high voltage/signal phasing preventer,
over loading, fire dampers and safety device necessary for the trouble free operation of
the plant including all cables & accessories.
The winter heating shall be done by strip heater/ water heating unit and heating by
reverse cycle will be preferred and necessary controls be provided for safe operations.
The conditioned air will be distributed to the auditorium by the air ducting with
grills/diffusers and the return duct with grills be provided to the air conditioning unit.
Existing ducting has to be used to the maximum for the purpose.
The electric control panel completes in all respects, controlling switches, and starters
contractors, interlocking arrangements, single phasing preventions are to be provided for
the safe operation of the plant. The panel meters are to be provided for the display of the
operating parameters and the fault diagnosis.
The plant should have provisions to exhaust the air in the auditorium before start after
long idle periods. The plant is required to be completely duly erected & commissioned in
all respects and shall include all manpower, material, refrigerants, lubricants accessories,
cables, earthling, holding devices, bracings, foundation bolts, T&P and insurance costs
required for the proper completion of the job. The air conditioning system must be able to
meet the indoor conditions as specified in the document under full load conditions in
summer/monsoon/winter under adverse weather condition.
APPROVAL OF DRAWING
Supplier shall be fully responsible to get all relevant manufacturing and installation
drawings duly approved from the purchaser before taking up the installation of equipment
and plants. The supplier shall pay all fees, give all notices and obtain all permits and

certificates and approval from the competent authorities as required in connection with
the work under this contract.
DUCT WORK
Air handling units & fan coil units of appropriate capacity shall be provided with
sufficient number of cooling coils to ensure proper dehumidification. To maintain
uniform inside temperature conditions some ductwork needed shall be carried out using
the existing openings of air ventilation system of auditorium. The supplier shall use the
existing ducting of 12000 CFM to the maximum and fabricate new pieces of duct
ensuring size, connection and run of ducts as per requirement. The duct work shall be
continuous to be built in a strong workman like manner with airtight joints presenting
smooth surfaces on the inside and neatly finished on the outside and fabricated as per the
requirement of the site.All ducts shall be built from first grade heavily galvanized sheet
steel or aluminum pre-fabricated, pre-installed ducting system of not less than 24 gauges
truly and flat confirming to IS 277 & ASHRAE specifications and thoroughly braced and
stiffened including hangers.
The supply air ducting shall be insulated with vapor barrier and acoustic liner from
inside. Suitable one piece diffuser, grills, dampers, controls including fire dampers shall
be provided for the smooth operation of plant. All ducts and casing shall be constructed,
braced and supported in such a manner that they will not sag or vibrate when the
fans/blowers are operating at maximum speed and capacity.
VIBRATION AND NOISE CONTROL
The design, construction and workmanship shall be such to achieve vibration level at the
minimum and the noise level should not be more than 35 to 40 Decibels when the plant is
operating at maximum capacity.
PAINTING
The supplier shall furnish the details of painting scheme normally followed by them. In
case the change in the color schemes is desired by the purchaser, the same should be done
without any extra cost. The units should be finished with two coats of enamel paint of
good and approved quality.

ELECTRICAL FITTINGS
The electrical cabling, electrical control panels, controlling switches, starters/contractors
interlocking arrangement, single phasing prevent or etc for safety of the plant shall be
carried out in accordance with the Indian Electricity Act.
All necessary cables switches, control panels, heating system controls, meters, and
gauges shall be provided and installed for automatic and safe operations of the plant.
Electronic transmitter for temperatures, humidity is provided with display units including
monitoring in auditorium. Automatic control and operation of the plant through an on line
computer be separately quoted.
CIVIL WORKS
All civil jobs & supporting structure pertaining to the air conditioning works including
the foundations have to be executed by the supplier and the cost has to be included in the
price offered by them.
PACKING & DISPATCHING
All exposed fittings and machined parts shall be suitably packed and protected wherever
necessary by approved quality rust preventive against rust, water and dust.
Moving parts likely to be damaged in transit shall be suitably packed and dispatched.
The prices included the cost of all packing, loading, unloading, dispatch, transportation &
safe storage at IIP.
ERECTION
The tenderers will employ for the work a competent chief erector having previous
experience working on such big jobs and sufficient number of skilled labor to install the
plant in the best workman like manner within the stipulated time. They are requested to
observe safety norms and shall be responsible for any accidents.
INTEGRATION WITH CIVIL WORKS
The work has to be executed along with civil works and the supplies have to co-ordinate
& align his activity with the progress of the civil engineering works & electrical works.

COMPLETENESS
The plant supplied and erected by the successful bidder shall be complete in all respects
and capable to cope up with the maximum requirement to fulfill all conditions in these
specifications. The plant must be reliable and energy efficient. The time of completion is
the essence of the contract and tenderers shall indicate the confirmed completion time.
Further the supplier has to give capacity test of air-conditioning limit supplied by him at
IIP.
TESTING & COMMISIONING
Erection, testing and commissioning of the plant have to be done by the supplier to the
entire satisfaction of the purchaser.
After commissioning, the performance/capacity testing of the plant should be carried out
during summer, monsoon and winter seasons and the AC plant shall be able to achieve
the desired conditions.
INSPECTION
The manufacturer shall carryout inspection for each component and the materials used in
the manufacture of the plant and shall produce the necessary supporting documents for
compliance with relevant standard if desired by the purchaser.
IIP reserves the right to make in stage inspection during the manufacture, before
shipment & during erection and commissioning of work.
VALIDITY OF OFFER
The offer should have a validity of four months from the date of opening. Director,
Indian Institute of Petroleum, Dehradun reserves the right to reject any/all the offers
without assigning any reason.
DEVIATIONS
The tenderers must make sure to quote on the basis outlined in the pages and in case he
wishes to deviate, a complete and detailed explanation for such deviations should be
given and such deviations should be given and such deviations should only be as an
alternative.

TAXES & FEE
The rate quoted shall be including all taxes applicable for such jobs in the state of
Uttaranchal including VAT, sales tax on works contract, excise duty, service tax etc.
The prices included everything duly delivered and erected at IIP.
The supplier shall pay all fees, give all notices and obtain all permits and certificates and
approval from the competent authorities as required in connection with the work under
this contract.
TECHNICAL LITERATURE
The supplier shall furnish two sets of the following diagrams/technical literatures.
1) Operating manual/instruction.
2) Service manual/instruction
3) Maintenance manual/instruction.
4) P & I diagram of the plant.
5) Spare parts list with part No and make.
6) Electrical and control circuit diagram.
The supplier shall produce the test certificate of all main equipment’s like compressor,
motors, pump etc.
GUARANTEE
The supplier shall furnish unaudited guarantee against manufacturing defects and faulty
material, poor workmanship and performance of the plant and its accessories for a period
of three year from the date of handing over the plant. The warranty includes the cost of
all consumable like filters. V-belts, refrigerant, oils, electrical controls, all electronic
microprocessor components and covering everything of the plant required for the proper
functioning of the plant. Free preventive quarterly service, regular preventive
maintenance has to be provided during warrantee period.
In case of non-fulfillment of the specified performance, the supplier shall rectify or
replace the equipment at their own cost without any delay to the purchaser. The security
deposit will be released after the satisfactory completion of the warrantee period.
The bidder has to provide a bank guarantee of 20% of the cost of equipment which shall
be relived after satisfactory completion of work.

AFTER SALES SERVICE
The bidder has to ensure:-
1. Supply of all spare parts for 15 years.
2. Servicing of the plant under annual service contract for a period of 15
years.
3. Repair & overhauling of plant for a period of 15 years.

Packaged System Air-conditioning
1.0 General
The packaged equipment (heating/Cooling) shall be complete in all respects and shall comply with the following specifications. It should be preferably a single unit or a stem consisting of two units equivalent to 30Tr (heating/cooling) capacity.
2.0 Packaged Air-conditioners
2.1 Condensing Units (Outdoor unit)
2.1.1 Each outdoor unit shall be complete unit air-cooled condenser, condenser fans with motors, internal piping, switches and internal wiring and shall be enclosed in weather proof out- door type housing.
2.1.2 The condenser coil shall be air cooled type
2.1.3 The condenser air fans shall be propeller type direct driven, each complete with motor. The air quantity and area of the condenser shall be adequate for working in the specified out-door conditions.
2.1.4 The casing shall be fabricated from galvanized sheet, zinc phosphated and finished with baked enamel paint. The casing shall make the whole unit fully weather proof, suitable for outdoor installation.
2.1.5 The necessary charge of refrigerant gas and lubricated oil shall be provided to run the system.
2.2 Indoor Unit

The units shall be packaged floor mounted type. The housing of the unit shall be powder coated galvanized steel and shall include pre filter, fan section, coil section, etc. The frame work shall be of extruded aluminium hallow section. All the frame shall be assembled using pressure die cast aluminium joints to make a sturdy, strong and self supporting frame work for various section.It is extremey important that the indoor units shall be insulated from inside with fire retardant EPE insulation.
The compressor shall be hermetic Scroll type, with enclosed gas cooled motor. The compressors shall be suitable for eco-friendly R410A only.
The fan shall be forward curved, double inlet double width type. The wheel & housing shall be fabricated from galvanized steel. The fan impeller shall be mounted on a solid shaft supported to housing. The impeller & fan shaft shall be statically and dynamically balanced. The fan outlet shall be connected to casing. The fan shall be direct driven type.
The cooling coil shall be of seamless copper tubes shall have continuous aluminium fins. The fins shall be spaced by collars forming integral part of the fins. The coils shall be tested against leaks at a hydraulic pressure.
Unit shall have filter cleanable type of synthetic material fixed to an integrally mounted frame. The filter should be slid away type but neatly inserted.
3.0 Controls
The safety thermostat and other controls shall be interlocked with the motor and shall be as specified under controls.
Unit shall be interlocked with fire dampers. In case of activation of fire dampers the units shall be switch off.

4.0 Refrigerant Piping
4.1 The condensing unit and evaporator unit shall be inter connected by type ‘L’ seamless copper refrigerant liquid and hot gas lines using flared or brazed fit tings. Necessary accessories shall be incorporated in the circuit .
4.2 The liquid & hot gas l ines shall be enamel painted & properly laid /supported.
5.0 Accessories
The following items shall be included as part of packaged unit price.
5.1 Canvas connection between the blower outlet of the packaged unit and the starting duct.
5.1 Vibration isolation pads below the packaged units.
5.2 Pressure switch at the inlet of each unit.
5.3 Closing damper at the, air outlet/s of each unit.
5.4 Suitable M.S angle iron supporting frame shall be provided for mounting condensing unit.
5.5 Inter connecting power and control cabling shall be provided between condensing unit and evaporator unit .
