Don is a trainer and consultant with 33 years of law enforcement experience. He is a lead instructor for the National Tactical Officers Association in Active Shooter Response and School/Workplace Violence. He is also a firearms instructor for the NRA's Law Enforcement Division, an Adjunct Instructor for Kentucky's Department of Criminal Justice Training, and still serves as a part time officer.

Anthony Anderman - Tactical Social Interaction®

The 4 hour TSI® course will allow for the understanding and identification of personal biases to act as a foundational component of accurate and effective pre-planning and observation/assessment of the self and others prior to engaging in an encounter. It also provides relevant context for debriefing interactions with civilians, focusing on how personal background and innate assumptions can frame encounters or influence vital decision making, and how adaptation to biases during encounters can increase accuracy and improve interactions with citizens.

Mr. Anderman was employed with the WSCJTC for 20 years. Prior to moving to his new career, he was the BLEA Assistant Commander for WSCJTC. He is currently the Instructional Systems Design Manager for the Spokane County Sheriff's Office and the Chief Development and Design officers for I2S. He earned his B.S. in Adult Education and M.S. in Education from Southern Illinois University Carbondale. In addition, he served honorably in the USMC.

Students will learn simple and effective takedown techniques and use them to maintain control while hand cuffing. These takedowns will incorporate simple joint locks and appendage manipulation that allow continuous control of the opponent. Two common cuffing positions are prone face down looking away from the officer and kneeling facing away. Both positions are easily attained using these takedowns. The takedowns covered have been used extensively in the field by police officers and confinement personnel and have been proven to be highly effective.

Master Anders holds masters rank in two martial arts,Tae Kwon Do and Ryukyu Kempo. He is certified by the Indiana Law Enforcement Training Board and is the Head Instructor of Officer Safety Academy, LLC. Master Anders serves as a Special Deputy for the Noble County, Indiana Sheriff’s Department. Master Anders has applied his extensive expertise in martial arts to implement a Physical Tactics curriculum that has been field tested by police officers from local, county, and state agencies.

Steve Ashley - Protecting the Protectors Instructor Course

This course will equip you with tools/ideas to train officers in “bullet-proofing” their actions beforehand, to prepare them for the inevitable legal challenges in the aftermath of an event. Trainers are the key to preventing officer injuries and liability. This updated course will focus on “sweating the small stuff”, while emphasizing “Smart Prep/Smart Paper” and “Preferred Practices” doctrine in keeping officers safer; on the street, in the jail, and in Court. We will focus on “lessons learned” from bad outcomes. Remember; What Gets You Hurt, Gets You Sued – so Work Safer, Get Sued Less!

Steve is a Charter Member of ILEETA, and a member of the ILEETA Advisory Board. Steve worked 15 years as a full-time LEO, and 12 years as a full-time risk manager, specializing in police issues. A trainer for over 40 years, he has trained many instructors in high-risk topics such as use-of-force. Steve is a prolific author and often serves as an expert witness in both State and Federal courts. Many of the "lessons learned" in this course are drawn from Steve's experience as an expert witness.

Laurie Austen - Conflict Management

Laurie Austen is an enthusiastic law enforcement trainer with over 25 years of instructional experience and 33 years as a sworn officer. She is currently employed in the Leadership Center at the North Carolina Justice Academy on the West Campus. She provides coordination and instruction for New Police Chiefs and students in the leadership center. She has a BS degree from East Carolina, an MS in Police Administration from Eastern Kentucky and an Ed.S. degree from Appalachian State University.

Kerry Avery - Affects of a Line of Duty Death

June 8, 2015 Edmonton Police Constable Dan Woodall was shot and killed while executing a search warrant. As the spouse of EPS member, saying the agency and I were completely unprepared to deal with this is an understatement. This presentation will cover my experience with a line of duty death, including; how I was affected, what aggravated and increased the trauma, what helped me cope, and how we can be better prepared to manage this situation in the future.

Kerry Avery is the owner of Odin Training Solutions Inc. She has been designing online, classroom and blended learning for over 13 years, with the last 8 years dedicated to working with law enforcement. Kerry has a Masters degree in Education, and has presented at ILEETA, IADLEST, and IACP conferences. Massad Ayoob - Deadly Force Discussion Panel

Bringing together some of the top trainers/experts in lethal force/firearms, the panel discusses current issues and your questions, comments, and concerns. You determine the curriculum in the classic example of ILEETA’s concept of the blood of training flowing in true circulation. Previous topics have included training standards, “pass-fail” versus numerical scoring, going from large caliber to 9mm or vice-versa, patrol rifle issues, the role of the instructor as expert witness in court cases evolving out of OIS incidents, best practices/techniques, and much more.

Tim Barfield is in his 37th year as a police officer and spent most his career in an inner ring suburb of Cleveland. OH. He was a SWAT team leader, range officer and lead DT instructor prior to retiring from that position. In 2014, he accepted a position as police chief. His responsibilities and desires have included patrol, traffic, DARE, SWAT, training and supervision. He continues to learn and instruct on subjects with an emphasis on awareness, police survival mindset and ethics.

Bruce-Alan Barnard - The Use of Video in Preparing Police Use of Force Reports

In this two-hour course, LEA Instructor Bruce-Alan Barnard will identify the legal considerations that can be encountered regarding the use of video, including body-camera video and third-party video, to assist in writing police reports involving use of force. Bruce-Alan will then provide a discussion on the pros and cons of various approaches to the use of video that address the identified legal issues.

Bruce-Alan Barnard is a former federal prosecutor and FLETC legal instructor who has trained over 30,000 law enforcement officers across the country over the last 20 years. He is a subject matter expert in the legal aspects of law enforcement, specializing in search and seizure law and electronic surveillance law. Lon Bartel - Foundation of Simulated Event Training

This course is the history and fundamental of simulated event training. It questions the current paradigm of using simulation as only a system to test. It will show attendees a functional format to run larger groups in training and not just testing.

Lon Bartel has been a LE instructor for 17 years. Lon was a senior operator on his departments SWAT team where he founded the explosive breach program. He is a founder of the Arizona Tactical Officer Association and served as the secretary for 5 years. He has been recognized as a SME in use of force and served on the AZPOST SME committee for Firearms as well as DT for over 12 years. He has been an adjunct instructor for Simunitions for 6 years and is currently the LE Training SME for VirTra.

John Bennett - Below 100

The Below 100 Program is designed to drastically reduce law enforcement Line of Duty Deaths (LODD’s) and specifically addresses the operational areas of law enforcement that contribute to the greatest number of LODD's, but are in large part preventable. The Below 100 program is an effort to instill a culture of safety in law enforcement agencies that will progressively reduce national LODD's to Below 100 annually.

John Bennett is a 28-year veteran police officer, patrol lieutenant and trainer. John serves as a core trainer and board member with Below 100 and has presented to officers across the United States.

Dianne Bernhard - Trauma is a reality in a law enforcement career. What is your plan?

From a critical incident to a line-of-duty death, when tragedy strikes an agency, there needs to be a plan for the aftermath. Officers will need assistance. Families will need support. What is your plan? This class will discuss critical topics surrounding trauma that need to be addressed through department training and policy. Your presenters will include an officer who has been through a critical incident, a law enforcement administrator and a current spouse of an active officer. You will leave with valuable tips to take back to your training program.

Deputy Chief Dianne Bernhard of the Columbia, MO, Police Department retired after 22 years of service to become the new Executive Director of C.O.P.S. in March 2014. Dianne came to know C.O.P.S. through the line-of-duty death of a co-worker, Officer Molly Bowden, in 2005. She has been aware of the great care that C.O.P.S. gave to the officer’s family ever since Molly’s death and has decided to honor her friend Molly by spending her second career working to help surviving family members and co-workers of officers who have died in the line of duty.

David Blanchard - Officer Down! Are You Prepared? Is your Department Prepared?

The BOHMF workshop reviews The Agency Casualty Assistance Guide (the Guide), which covers all the issues that a department faces when the agency has an officer down, including application for Federal benefits through the PSOB Program. Issues such as family and department notification, agency staff roles, communications, procedures for an honor guard should not be delegated to staff personnel, or to you personally, unless you are fully prepared. When it comes to casualty planning, there is likely something you don’t know. Find out if you are prepared!

President and CEO of the Badge of Honor Memorial Foundation. Established in 2004, serves as the national advocacy group for the families of law enforcement officers killed in the line of duty. Mr. Blanchard has extensive experience in advising law enforcement pension funds on investments for the past 25 years.

John Bostain - The Transformational Trainer

In law enforcement training, much of the focus is on “what to teach” rather than “how” to teach. The Transformational Trainer is an instructor enhancement program designed to encourage trainers to look beyond their subject matter expertise and dive into the science of learning. Through guided discussion, small group activities, and self-assessments, participants will explore common myths of adult learning, effective methods of providing student feedback, making learning “stick”, and ending “death by PowerPoint” presentations.

This course is a fast-paced lecture and student interaction class that highlights the common training errors that a majority of motor skills (firearms and C/DT) instructors commit on a regular basis. Bob Bragg is currently the program manager of Force and Fitness Training at the CJTC academy in Washington State. He has held this position since 1981 and trained thousands of officers over that time. This position allows him to constantly update and apply his education in martial arts and motor learning to academy and instructor training situations. In the past 30 years Bob has written a wide range of articles from trainer safety to tactics and has presented at numerous national conferences.

Michael Brave - Foreseeable Consequences: Medical Examiner Fail Following Science

In rare incidents, in investigating and reporting law enforcement temporal arrest-related deaths (ARDs) medical examiner (ME) investigators and MEs make significant errors: failing to collect evidence, consider possible factors, scientifically, logically, degrees of certainty, and others. In very rare such events the errors initiate a domino effect foreseeably resulting in very negative consequences for officers, including criminal prosecutions. This program presents examples of such events and guidance in ARD investigations and ME reporting on avoiding such unjust consequences.

Michael Brave is Manager/Member of LAAW International, LLC., a licensed attorney, a sworn officer, has presented 500+ programs in the U.S., U.K., Canada, Mexico, and Panama, and has been involved in the aftermath of 500+ arrest-related deaths (ARDs). His experience includes involvement in a wide-range of comprehensive law enforcement and private security risk/liability and litigation management services including: training programs, policy development and review, and liability/risk assessments.

Joshua Brown - UAS Solutions for Modern Policing

As unmanned aircraft systems (UAS) become more common in law enforcement, we must examine how to be integrate them into operations without lowering the high standards expected. This course will discuss how to select viable UAS, UAS threats and current events, Counter-UAS potential, and the many other solutions UAS offer an agency.

Phil Carlson - Dynamics of Officer / Citizen Encounters

This is a hands-on program that teaches and guides each participant through all armorer operations, step by step with the instructor. Active participation in disassembly and assembly procedures coupled with question and answer periods provide the type of learning environment favorable for the retention of the material. Written and practical exams are administered to test the working knowledge of each participant. The curriculum enables armorers to develop a maintenance program on the inspection and servicing of the SIG SAUER MCX platform for their agency. Following successful program completion, certification/re-certification to perform these procedures is valid for a period of three (3) years.

This is a hands-on program that teaches and guides each participant through all armorer operations step by step with the instructor. Active participation coupled with question and answer periods provide a supportive learning environment for maximum retention of the material. The course is also well suited for law enforcement armorers to design their agency's own maintenance and inspection program. Maintaining current practices and procedures for factory authorized service is essential for all pistols. A three (3) year factory certification is issued upon successful course completion.

Michele Devlin - Cultural Asset Teams: A Tactical Anthropology Training Approach

He received immediate life saving treatment on scene by fellow instructors that are graduates of Massachusetts’ new Law Enforcement Advance Casualty Care course and was transported by helicopter to a trauma center. Presented will be lessons learned concerning range safety, gunshot wound treatment, and emergency procedures.

Alex Embry - Tactical Live Fire Skill Builder

This instructor level course will help trainers structure live fire drills that will hone shooting skills designed to increase officer’s capabilities in regard to tactical situations such as counter-ambush, building clearing, and two officer response to critical incidents. These drills will make it possible to coach shooters to a higher, more dynamic level of performance in these situations. This presentation on leadership is designed to start a trend in leadership that begins with the new officer. Leadership training within law enforcement often starts later in an officer’s career, this short course is a movement to start leadership training in the beginning of an officer’s career. We begin training cadets in firearms, penal code, arrest, search and seizure…all of the important stuff, except leadership. This presentation is designed to be given to the line officer and start a progressive movement of giving our young officers ALL of the tools to do their difficult jobs well.

Lt. Funderburk has 23+ years of Texas law enforcement experience holding a Master Peace Officer Certificate. He has studied Criminal Justice and is a certified Instructor and Firearms Instructor. Lt. Jamey Gadoury - Leading in Darkness: Suicide Risk, Prevention, and Response

Suicide. We may respond well to a call, but it’s different when the threat is in our own ranks. Many of us do not want to talk about it, and for some it is too close to home. The issue of suicide is complex, but information - even apps - are available. The aim of this course is straightforward: to provide knowledge, resources, and action steps for preventing and responding to suicide within law enforcement. There will be a strong research base, and the research sources will be specific. Trainers will leave with an outline suicide protocol that they can adapt for their own and agency use.

Jamey has spent over 20 years learning, practicing, and teaching leadership and has learned from success AND failure. He graduated West Point with a BS in Psychology, instructed at Ranger School, and led in combat in Afghanistan and Iraq. As a civilian, Jamey integrated the Master Army Profession and Ethic Trainer course and facilitated suicide prevention classes. He now serves leaders and organizations in their development and is completing a Master of Arts in Counseling.

Stephanie Gibson - Wellness - Surviving a Career in Law Enforcement and Beyond

To bring to your attention some factors that greatly affect our health and wellness and things that we don’t talk about very often, if at all. These factors are not unique to LE, but the crossroads of our profession . We want officers to think about wellness as being as important as other threats (by the numbers) and inspire officers to think beyond “getting to retirement,” and set realistic goals for wellness and thrive “beyond” retirement.

Officer Stephanie Gibson has over twenty years experience with Columbus Ohio Police Department where she teaches In-Service and Recruits. Officer Gibson holds a doctoral degree in Human Services from Capella University. Officer Gibson teaches at three different universities, in addition to her current position.

Mark Gladfelter - Use of Force and the SRO

“Another SRO making national headlines over excessive use of force.” Some of these are just that, an excessive use of force, some are justified uses of force, and many are failure to train issues which result in SROs excessive use of force complaints. This is an Instructor Development Class that is a “must have” for UOF Trainers who teach SROs so they can become up to date on current case law for officers who work or respond to calls in a school and will also be extremely useful for Chiefs or others who may supervise SROs to help guide policy.

Counterterrorism has always been taught from the mindset of Asymmetrical Warfare where terrorists rely on strategy because they are considered the weaker combatants. This is no longer true. Due to advancements, terrorists now have a significant edge and mindsets must be changed to defeat them. This course will inform students on current and developing tactics, methodologies and capabilities of known terrorist organizations as well as their potential impact. Students will become aware of how to identify, through pre-operational countersurveillance, attack indicators and terrorist actors.

Kevin is a former Army Special Forces soldier, retired Police Officer from Oakland, CA and current president of Eastcoast operations for Seal~Mar Protection Services. Kevin has over 40 years of experience in counterterrorism and is active today in real world hostile environments making his knowledge and information in this field current up to the minute.

Nicholas Greco IV - Recognizing and Responding to Mental Illness

Officer response to mentally ill and emotionally disturbed individuals is rising, and officers need knowledge and training to safely interact with persons presenting abnormally. Attendees will learn about the most commonly seen major mental disorders. They will understand the similarities and differences between drug-induced psychosis, mixed state psychosis, and general psychosis. Participants will learn about the latest psychotropic medications across psychiatric conditions. Lecture will be supported by cases and examples to demonstrate successful officer response and interactions.

Nick Greco is President and Founder of C3 Education and Research, Inc. Nick brings over 20 years of mental health experience and multidisciplinary global training for civilians and law enforcement on topics including depression, bipolar disorder, schizophrenia, suicide risk and prevention, dementia, post-traumatic stress disorder, burnout, and vicarious traumatization. He has authored over 300 book reviews, and given over 150 professional presentations.

Daniel Greene - The Leading Edge FTO

During this class you will learn how to recognize the symptoms and respond to an Officer overdose. We will give you the tools you need to put policy and training in place at your home agency to field test and preserve evidence safely and responsibly.

Matt Griffin is a fourteen-year law enforcement veteran specializing in narcotic-related investigations. Matt started his police career with the Virginia Beach Police Department in August of 2003. He was assigned to the 3rd precinct where he received several accolades including the Class Act Award for initiative and motivation.

Chad Gruenstern - Dry Fire Drills for DAAT and Firearms

This class contains a short presentation on the importance of dry fire drills. We will cover different options for dry fire drills and discuss pros / cons of those methods. The class will then be shown and perform multiple dry fire drills they can take back to their own departments for training. If time permits, the class will be opened up to allow students to discuss drills they may have used in the past.

Sergeant Gruenstern has been a police officer for 16 years. He has taught firearms since 2005 and has several other certifications. In 2015, he attended the first and, so far only, SIRT Master Instructor Course in Seattle, with 16 other students. Sergeant Gruenstern also teaches civilian concealed carry and firearms classes.

Lou Ann Hamblin - Building Warrior Women Trainers-A Collaborative Approach

The concept of this presentation is framed around women in law enforcement and training in the "hard skills" categories. Topics will include identifying those attributes that are common in women who are attracted to physical skills instruction, recruiting and retaining females into training units such as firearms, first aid/tac med, D.T. EVO, physical training and perceived challenges that women have in those training realms, social and otherwise compared to other countries and professions. Focusing on building a diverse training cadre and mentoring efforts will also be addressed by a panel of experienced and well recognized instructors.

Lou Ann proudly served the law enforcement profession for 22 years before retiring. She holds a Master's degree in Human Performance Technology and Instructional Design. Daryell Harmon - ASP Tactical Flashlight Instructor

This course is revolutionary in how it trains officers in the utilization of the flashlight. Many other courses place the flashlight with the firearm. This course is designed for the officer not utilizing a firearm. ASP teaches the officer to use illumination as a defense tool - not an impact weapon. Sean Hendrickson - Use of Force by the Numbers

This course will provide students with strategies to teach new and veteran officers how to begin moving a post-incident analysis forward to the decision making process. These strategies are also instrumental in teaching how to write a Use of force report that will accurately and legally substantiate the incident. Additionally knowledge of these strategies will help guide policy decisions on Use of Force.

Bob Higginbotham - Behavior Analysis: Detect Deception in Formal/ Roadside Settings

This is an opportunity to use behavioral science to contrast less-intrusive techniques to identify truth or deception. You will learn how research-based behavioral indicators can guide investigative focus once a subject has been engaged in casual conversation and/or in a semi-/formal interview processes. Instructors can contrast this methodology with conventional interview training. This skill can be used as a force multiplier/resource allocation tool, allowing you to quickly determine on whom to focus your investigative efforts and which subject can be removed from suspicion.

Steven Holmes - Training Simulators and Situational Awareness

Fifty-Thousand officers were assaulted or killed in 2015. Could these incidents have been prevented if the officers had more training in situational awareness? Situational awareness allows for an officer to develop a plan for a course of action that will provide them the opportunity to assess, and minimize risk to themselves and the public. Using training simulators, officers can safely learn to recognize warning signs before they are put to task in a real-world situation. This course will provide members with training objectives for including situational awareness into simulation training.

Steve Holmes currently is an instructor for Ti Training. Steve has 21 years of law enforcement experience, and retired as a Sergeant from Golden, Colorado. Patrick Horine - Developing and Validating Training

This four-hour course is designed for instructors who develop curriculum. Many instructors are tasked with developing classes yet receive little to no training on how to do so. The goal of this course is to provide a practical and simple method to develop curriculum in a timely manner. In this course, students will learn how to apply the instructional design model to develop valid, well-designed instruction. Dr. Hough has been an expert witness in use of force, police practices, and criminal investigations cases for 25 years and has taught defensive tactics for more than thirty years.

Glen Hoyer a career law enforcement officer, retired as a Captain after 25 years of service, from the Lexington County Sheriff’s Department (SC). He has been a firearm instructor since 1986 in many disciplines and began working part-time for the NRA Law Enforcement Division in 1996. After retiring he was hired as the Law Enforcement Training Manager at the NRA and was later promoted to the Division Director.

Charles Huth - 7 Traits of Effective Leaders

This course is a mixture of lecture and open discussion designed to promote understanding and regard for the perspectives of direct reports. It is designed to prepare the law enforcement leader to manage personnel in socially challenging and diverse situations. This session will help illustrate how a frame of mind that is regarding of others impacts interpersonal communication, relational trust, and accountability in a complex environment. Chuck Joyner - How Not to Get Shot, Sued, or Imprisoned; A look at Use of Force and Liability

This course will identify why some officers are reluctant to use lawful, reasonable force, and why other officers may use excessive force. A method to quickly and easily identify the appropriate and lawful force needed will be presented. Case studies will be conducted to identify what has led officers to get injured, killed, sued, or imprisoned based on their use of force decision-making and application. Strategies used by plaintiff's attorneys (civil) and prosecutors (criminal) will be presented, as well as the necessary steps to maximize officer safety and minimize officer liability.

De-Escalation is a process...not a result. De-Escalation has become the new buzzword in LE and with the public. Is this a new concept? LE has always engaged in DE techniques but with the new focus on DE has your agency lost site that DE is a process, not a result. Some scenarios cannot be DE to a peaceful resolution and the UOF is not a failure of DE or DE techniques. Topics discussed will be how your agency views DE, de-escalation through escalation, "tactical" de-escalation, suspect/subject contact and rapport, pre-threat indicators, and documentation of DE in UOF reports.

There are NO chest or neck compressions incorporated in any of these takedowns, and all techniques are designed to be camera/video friendly, thereby reducing any impression of excessive force. Emphasize that it is not just sufficient to tell officers to disengage from a use of force, but that it is crucial to teach officers how to disengage after use of force. Richard Nable - Crowd Behavior and Dynamics

Brian Nanavaty - Responding to Officer Involved Shootings and Critical Incidents

This presentation is based on the award winning Indianapolis Metro PD OIS model which established a comprehensive approach to responding to critical officer incidents with a dual focus on investigation while recognizing the unique needs of the involved officer. This approach has resulted in over 200 officers completing a mental health check- up, receiving family resources, fulfilling investigative/internal review, and returning to full duty-healthy and focused. Training scars are negative habits unintentionally learned during training. Knowing how and why we get them is important because training scars are representative of an even bigger issue: a lack of focus on training the subconscious mind. Scars reside in the subconscious, along with other important concepts for training, like schemas, patterns, and automatic behaviors. Building training around these concepts creates a paradigm shift to the current training structure. Sergeant Leo Rognlin has always had a passion for working with special needs groups. For over ten years Leo was a successful SWAT team crisis negotiator for the Red River Valley SWAT Team and a CIT officer/detective for the Fargo Police Department. Danny Rosa - How Decision-Making Works Regarding Force, Bias, and De-Escalation

This course illustrates how the human brain makes decisions, including critical decisions officers are forced to make regularly. Cognitive scientists describe a two-system model for decision-making. Simply stated, System One is fast, powerful, and automatic because it works off emotion and intuition. System Two is slower, weaker, and somewhat lazy because it is rational and analytical, analyzing the decision. This course is relevant to instructors in every subject matter. Instructors must understand the two-system model so they can gear their training toward the fast and automatic System One.

Danny, a Training Analyst for MCOLES, has researched, developed, and implemented mandatory statewide standards for law enforcement for the past 20 years. Previously, Danny spent 15 years with LASD in California, where he was a patrol deputy, FTO, gang investigator, full-time force trainer, and patrol sergeant. Danny has first-hand experience in multiple life threatening situations, including officer-involved-shootings, and was an expert in the use of force, street gangs and illegal narcotics.

Darrell Ross - Assessing Deadly Force Liability Decisions and Human Factors Research

Human factors research has shown that making a deadly force decision under stress and time pressures can affect an officer’s sensory perception and ultimately their performance. The presentation presents research on 1,150 published Section 1983 deadly force case decisions by the lower courts and how they assess human factors and officer perception formation in rendering their decision in a claim of excessive force.

Dr. Ross is the chair of the criminal justice program at Valdosta State University. He has trained law enforcement officers in two academies and has conducted over 700 training and conference presentations nationally and internationally. He has published five books and over 95 research articles, many regarding the presentation topic. Dr. Ross has provided consultation to police departments on the subject and he routinely testifies in court regarding the use of force.

Patrick Shaver - Dinkheller: 20 Years Later

Chris Stoaks - De-Escalation: What it really is and how to do it.

Over 90% of all crisis situations are emotionally driven. This educational and entertaining class examines crisis from a mechanical perspective. By understanding and manipulating the components of a crisis and the variables that influence them, we can return subjects in crisis to a more rational state of mind. Dennis Valone - Training or Evaluating? Rethinking Scenario Based Training

Well-designed Scenario Based Training (SBT) can significantly improve officer safety and performance. In an era of increased violence (LEOKA 2016), SBT is no longer a luxury, it’s a necessity. Unfortunately, many well-intentioned scenarios can cause negative training scars. Sue Weaver - Strategic Approach for Police with the Mentally Ill

This course will provide an overview of police interaction with mentally ill. In a recent study, 38% of subjects on which police used force, had a history of mental illness, demonstrating the need to understand this segment of the population better. Using the framework from the Toronto Police Service model of dealing with mentally ill persons, the three phases will be explained, detailing the evolution of these strategies into policy. Also, application of basic crisis prevention & intervention techniques will be taught as they are applicable to a wide variety of mental illness encounters.

The SABRE OC Instructor Certification Program addresses the most pressing issues surrounding OC usage over the past 20 years. This program will focus on deploying, handling, and documenting the use of Chemical Aerosols. Medical issues and legal liability are covered. This course will enhance the instructor’s development in the use and training of aerosols tactics. This program further tackles what has and has not worked, situational awareness and requirements, and tactics for surviving an Aerosol Attack.

Sgt. Don Wieder has 29 years of Law Enforcement experience. Don has been with the Lexington County Sheriff's Dept. for the last 29 years. For the last 11 years he has been assigned to the Training Division, as a Law Enforcement Instructor. He holds several Instructor Trainer and Master Instructor certifications in Use of Force areas. He is Court Certified in SC as a Use of Force Expert.

Anthony Williams - 360 Community Policing

360 Community Policing provides the participant with an in-depth view of police-community relations and the impact of the relationship in today's society. The course will provide the participants with the skill set necessary to meet the challenges of policing in the 21st century environment. Beyond the examination of past police practices, the course will provide the participants with a vision, guidelines and recommendations in re-establishing positive relationships with the community through unique training and community based programs.

Chief Anthony W. Williams. 33-year law enforcement career and retired from the Dallas Police Department. Holds a Master's Degree in Educational Administration and Bachelor's Degree in Organizational Management. Adjunct Professor and has written several scholarly papers on various topics in police leadership.

Joseph Willis - Instructor Development for Low Light Operations

This training provides participants with training materials for eight (8) 15-minute presentations for low light operations. Participants will have an opportunity to practice each of the eight skills during this workshop and will return to their agency prepared to immediately implement a low cost/no cost comprehensive low light training program. This is an instructor development workshop and the training is designed for trainers of all skill levels.

Joe Willis is the Director of Training for Team One Network and is a retired US Army Military Police First Sergeant. His last few military assignments included; Operations Sergeant Major for a Combined Arms Training Brigade, Senior Enlisted Advisor and Tactics Instructor for the Department of Military Science at West Point, and First Sergeant for Military Police Basic Training. Duane Wolfe - Police Jitsu-The Art and Science of Force Integration

Often officers are taught one skill at a time without learning how to put them together and as a result officers often get stuck in a tactic or tool loop. This results in officers not transitioning to another force option or properly escalating or de-escalating force when needed. The course is designed to give instructors the tools to tear down those training silos and bridge the gaps. The course will consist of drills and tactics to transition from one arrest and control tactic and/or tool to another during escalation and de-escalation and include empty hand, impact tool, Taser, and firearm.

Duane is a retired police officer, full time trainer, researcher, and writer. He holds a Master's Degree in Education. He has been a Use of Force Instructor for over 25 years.

Bob Wood - Ruger LCP Armorer Course

The Ruger LCP Armorer Course will cover all armorer aspects of the Ruger LCP including: familiarization, nomenclature, disassembly, reassembly, cleaning, function,troubleshooting and inspection. While previous armorer experience is recommended it is not necessary for this course. This class is intended for active department armorers with the Ruger LCP approved for use or anticipated approval. This is restricted to U.S. citizens only.

Bob Wood has been an Armorer instructor for Ruger for over 26 years specializing in law enforcement products for armorers and the forensic community. His 19 years experience in the Product service department as instructor, technical advisor, service technician and service manager has given him a working knowledge of the Ruger weapon systems. Bob has trained armorers throughout the United States, Europe and Canada.

Dave Young is a long standing member of the ILEETA. He is Founder and Director of Arma Training and US Fighting Systems, and a Co-Founder of Vistelar. Dave graduated from his first law enforcement academy in 1985, and now has over 30 years of combined civilian and military law enforcement experience and training. Dave has served as a sworn corrections and law enforcement officer in the state of Florida, as a gate sentry, patrol officer, watch commander, special investigator, Special Reaction Team (SRT) Team member, Leader and Commander in the United States Marine Corps.
