Earlier Experience to resolve these issues

Two approaches were tried

•Project wise entry – BDPOs office•Result: Failed because of lack of Staff/Busy in other Misc. Works

•Finalization of books – backlog entries•Result: Failed because there was no monitoring on this basis.

Target to Achieve

To Keep updated reports ready / instantly from Minor

Level to Micro Level i.e. Panchayat to District level.Using various parameters.

Project - VIMS

Only two system works•BDPO office – to enter the project initially & generate the work code.•Banks – to enter the detail of each & every transaction.

Monitoring

Earlier:As usual, simple monitoring:

•Have to rely on the Fig. produced.•Compilation on various parameters very difficult•No Comparison with the achievement made after last meetings.

Now:•Exact Figures•Compilation on various parameters very easy. Readily available.•Comparison available.

ResultsAfter adoption of this software, District Kurukshetra has seen a Dramatic improvement which seems not be possible without it

InvestigationsEarlier:

Because of lack of availability of Resolution, many a times not possible to investigate properly any anomalies in any project.

Now:•As it is made mandatory for banks before clearing any cheque for payment they have to upload the resolution, it is easy to investigate any complaint of anomalies in any project.•More over images of projects also helps a lot.

Project’s Directory

Instantly at any time complete directory of projects on the basis

of Panchayat under Blocks or Assembly Constituency can be generated. Very beneficial to

Govt. to show case their achievements.

Pendency level

As projects can be easily bifurcated on the basis of

years of sanction, priority can be assign to delayed projects & to find out the reasons of

delay.

Achievement due to this system

• Many works was at the stage of completion but because of non-issue of completion certificate status was pending.Action taken: Asked to issue completion Certificate

• Many works completion certificate was issued but Utilisation Certificate were not issued.Action taken: Asked to issue UC.

• In case of some projects, works were in progress or completed but their TECHNICAL APPROVAL & ASSESSMENT were not traceable.Action taken: Asked to trace & Upload.

• Projects were near to complete but lying ideal. Action: Projects were categorized as per their expenditure, those

near to complete, taken on priority basis.

NowThis System will overcome all the above factors.

Switch over to two level works1. BDPO office – Only once enter the project detail . System automatically

generate the work code.2. At each withdrawl of money banks update the Cheque No.,date, amount & Upload the resolution.
