Points of Emphasis Topics (POEs)
• Post play (clean up, with focus on “ball-handler” provisions)
• Rebounding • Protecting the free-throw shooter
• Clarification re: violation and foul
• Uniform rules now more unified • NFHS Signals and Mechanics
17
Nov. 2015
Free Throw Rules Change/Coverage - 2014-15 • New rule: Entering on the release on the lane; still on the “hit” for
FT shooter and players outside the arc • FT responsibilities for 2 and 3 person: who is officiating which
players on lane; T needs to step down and engage in rebounding activity; in 3 person, C needs to stay and help
• Other FT rules: players in lane spots need to keep one foot on the edge of the lane; FT shooter’s feet need to be behind the line; 10 seconds to shoot; disconcertion; substitutions before last FT in series
• Hot spots with new rule: 1st two slots (e.g., bad “block out”; 2nd slot ripping back or down; players locking arms); top slot backing into FT shooter (can be plane violation or foul); lane players stepping in early; arc players going in early (potentially dangerous play)
18
Nov. 2015
Protecting the Free Throw Shooter
Play situation
• Opponent of Free Throw Shooter enters lane and crosses the FT line before the shot hits
o NO Contact is made = plane violation
Ball goes in – NO violation is called (preventative: might want to advise player and/or coach when possible)
Shot is missed – FT violation; resulting in a re-shoot of FT
o Contact is made on FT shooter
Treat as Common Foul (live ball conditions have been met)
If excessive/aggressive contact is observed – enforce intentional foul (2 shots and the ball out-of-bounds)

Continue and expanding our “best practices”
• Game awareness
• Score, gender and level matters • Expand from “core” game elements • Coaches interactions – what we can
support and what we can’t support
• Partner awareness • Experience and Skill level(s) • 2- or 3-person crew • Crew interactions – most have been
solid
• Current technology landscape
• Implications for our behavior • Implications on game participants • Incident reporting a necessity • Newspapers and TV/Video outlet
considerations
• Self-awareness – admit and adapt
• Self-criticism – how much? • And how often?
23
Nov. 2015
Leverage opportunities
• Self-respect
• Timely responses/arrivals/departures • Availability accurate • Declines and Turnbacks • Developing as an official
• Respect for the Coaches
• Acknowledge different roles • Each role is valuable and to-be “valued” • Listen, we can learn
• Respect for the Players
• Their level of effort demands our efforts • This game is most important game of “their”
day – we need to act like it, too!
• Respect for whom you represent
• Actions have consequences • Try to “take the high road”… what is the
downside for trying? • Keep the feedback channels open
