What is PSSA?
A legal framework set by the International Maritime Organisation - IMO
Areas of the seas and oceans that need special protection for its ecological, socioeconomic or scientific attributes where these might be vulnerable to damage caused by shipping
Baltic Sea was approved as a PSSA area in 2005 after a joint proposal to IMO
Allows member state to suggest Associated Protective Measures - APM
Fundamentally depending on implementation of APM:s

Associated Protective Measure (APM)
Aims to prevent, reduce or eliminate threat to a PSSA area
e.g. Traffic surveillance, TSS, Areas to be avoided, Discharge prohibitions etc
With Baltic Sea PSSA application two APM:s were suggested and adopted
Needs to be forwarded jointly by Baltic Sea states to the iMO
No APM:s, PSSA remains a framework without real practice

PSSA facilitates sustainable development in the Baltic Sea Joint Traffic Monitoring Scheme, AiS, TSS, Areas to be avoided
Clean – Minimized pollution from shipping No illegal discharges – oil, waste etc
Enforced regulations Member states fully observe and implement existing regulations
Russia has recognized the Baltic Sea as a PSSA area
Increased cooperation and regional consultation Local actors most adequate for assessing their coastal zone. Increased cooperation on all levels
Improved crew training Higher certificate standard
