Visvesaraya Technological University has established a Scheduled Castes/ Scheduled
Tribes & Other Backward Classes Cell in July 2014 to promote the welfare and development
of the students and staff of these communities as per the guidelines of UGC, Government of
Karnataka and MHRD, New Delhi. The Cell ensures the effective implementation of
reservation policies in the university viz., admissions to various courses, appointment of
teaching and non teaching posts and maintenance of rosters in the university.

help the students and staff to know about benefits provided by the University for the Welfare
and development of these communities in the university.

The VTU Scheduled Castes/ Scheduled Tribes & Other Backward Classes Cell is
getting a lot of enquiries from parents and students of SC/ST and similar groups regarding
their educational benefits and reservation policies provided by the State/Central Government
and the procedures to avail them. It was felt that a brochure containing all the relevant
information about cell would be of great help to all the concerned. Efforts have been taken to
provide all available information as per the guidelines of UGC, State/Central Government.
This brochure is prepared for providing firsthand information to the students belonging to
socially deprived and backward communities.

ABOUT VTU
Visvesvaraya Technological University (VTU), Belgaum named after Bharat Ratna
Sir M Visvesvaraya, is a dream comes true of Technocrats and Academicians of Karnataka.
Karnataka has been at the forefront in technical education in India attracting students
from all over the country and also abroad. To meet the needs of access, quality, equity,
excellence and relevance many efforts continue to be carried out. There is a need to meet the
21st century challenges interdisciplinary of subjects and create a world class leading
institution in Karnataka to provide the well needed direction and to strengthen technical
education on all fronts like extension activities, formal education, research and development
and help the state to continue to be globally competitive. It is expected that this will enhance
access and equity further and also meet the present and future needs of quality, standard,
excellence and relevance of technical education appropriately in the state.
It has been established in 1994 by the Act of State Legislature: Visvesvaraya
Technological University Act 1994 (VTU Act 1994) and started functioning from 1st April,
1998. This University has State vide jurisdiction. This University has been established for
the purpose of ensuring proper and systematic instruction, teaching training and research in
the development of Engineering, Technology and allied Sciences in the State of Karnataka.
With this motto, University has been providing high quality education in the faculties of
Engineering, Technology, Allied Sciences and Management through its departments as well
as affiliated colleges. In each programme the University ensures the provision of high quality
education, the pursuit of knowledge and the generation on new ideas.
VTU Act 1994:
Visvesvaraya Technological University has been carved out as a separate Act VTU
Act 1994. The Act provides broader objective, the duties and responsibilities of the statutory
officers, the functions of Executive Council, Academic Senate and Finance Committee.
Further the Act provides the way for functioning of University and affiliation of colleges etc.
Special Features of VTU:
"Education is the sovereign remedy for all economic ills; the higher the standard of
education and science applied to industrial calling, the greater the wealth produced," said late
Bharat Ratna Sir M. Visvesvaraya, the illustrious son of Karnataka and one of the early
promoters of modern technology in India. VTU is making all efforts to be a fitting tribute to
Sir M. Visvesvaraya.
VTU offers a wide range of Engineering, Technology and allied sciences courses
through its departments and affiliated colleges. Having carved a niche for itself in the field of
technical education in the county, VTU has set the tone for scaling new heights through
innovative programmes being launched by it at regular intervals.
VTU provides ample opportunities to the student community who desire to acquire
knowledge in Engineering/ Technology by offering a wide range of programmes i.e. UG
(B.E./B.Tech./B.Arch.) in 32 disciplines, PG (M.Tech./ M.Arch.) in 92 disciplines
respectively, MBA, MCA PG diploma courses, research programmes such as M.Sc. (Engg.)
by Research and Ph.D. All these courses are as per the standards prescribed by the All India
Council for Technical Education and University Grants Commission.
SC/ST & OBC CELL :
VISION:
To oversees the effective implementation of policies and programmes for the
disadvantaged groups and to act as source of strength by providing financial assistance in
order to achieve equality and social justice.
MISSION
• To improve the performance, provide guidelines and counseling with respect to
academic, financial, social and other matters to disadvantaged groups.
• To extend all the services to disadvantaged groups and look after welfare of these
communities.
• To provide opportunity and facilitation to the deprived groups for learning and
creating space for them to mainstream themselves.
Establishment of SC/ST & OBC CELL
Visvesvaraya Technological University had set up a special cell in July 2014 to assist
the students from Scheduled Cast (SC) and Scheduled Tribe (ST) communities and Other
Backward Classes in improving their academic performance and in optimizing their
development in their personal and social life at the University/Affiliate Colleges as per the
guidelines of UGC/AICTE for strict implementation of reservation policy in University and
its Affiliated Colleges. The university is setting up a special for the welfare of Scheduled
Caste / Scheduled Tribes & Other Backward Classes in order to ensure the effective
implementation of reservation policy in admission, recruitment, allotment of staff quarters
and hostels etc.
The main objectives of the SC/ST & OBC CELL are as follows;
1. To implement the reservation policy for SCs/STs and OBCs in the University and its
Affiliate Colleges
2. To collect data regarding the implementation of policies in respect of admissions,
appointments, promotions to teaching and non-teaching positions in the University
and its Affiliate Colleges and to analyze the data showing the trends and changes
towards fulfilling the required quota.
3. To take such follow up measures for achieving the objectives and targets laid down
for the purpose by the State Government and the UGC.
4. To implement, monitor and evaluate continuously the reservation policy in the
University/Affiliate Colleges and plan measures for effective implementation of the
policy and programme of the Government and UGC.
5. To guide the SC/ST & OBC students of the University, to optimally utilize the
benefits of the schemes offered by the State Government, Government of India (GOI)
and UGC.
FUNCTIONS OF SC/ST & OBC CELL
1. To circulate State Government and University Grants Commission’s decision and to
collect regularly, on an annual basis, information regarding course-wise admissions to
candidates belonging to the Scheduled Castes/Scheduled Tribes and OBC in the
Universities and Affiliated Colleges for different courses, in forms prescribed by a
stipulated date and to take follow up action, where required.
2. To circulate State Government and University Grants Commission’s decisions and to
collect information in respect of appointment, promotion, training of these
communities in teaching and non teaching posts in the Universities and Affiliated
Colleges, in suitable forms by a stipulated date and take follow up action where
required.
3. To collect reports and information regarding the State Government and University
Grants Commissions orders on the various aspects of education, training and
employment of Scheduled Castes/Scheduled Tribes and OBC candidates, for evolving
new policies or modifying existing policy by the State Government and University
Grants Commission.
4. To analyze the information collected above and prepare reports and digests for onward
transmission to the Ministry of Human Resource Development/University Grants
Commission and such other authorities as may be required.
5. To deal with representations received from Scheduled Castes/Scheduled Tribes and
OBC candidates regarding their admission, recruitment, promotion and other similar
matters in Universities/Affiliated Colleges.
6. To monitor the working of the remedial coaching scheme, if approved in the affiliated
colleges and university.
7. To function as a Grievances Redressal Cell for the Grievances of SC/ST & OBC
students and employees of the University and render them necessary help in solving
their academic as well as administrative problems.
8. To maintain a register for employment of SCs/STs and OBCs in the university and
affiliated colleges for the candidates belonging SC/ST & OBC communities for
Teaching posts in the university/affiliated colleges.
9. To inspect the affiliated colleges of the university for furnishing the statistical
information and implementation of the rule of reservation for SC/ST & OBC students
admitted in various UG & PG Courses, appointment to the Teaching and Non-
teaching posts and any other facilities providing to SC/STs & OBCs in the Colleges.
10. To scrutinize and inspect the affiliated colleges the Liaison Officer has power to
inspect personally to all the Affiliated Colleges regarding implementation of
reservation in admissions for various courses, appointments and promotions of
teaching and non teaching staff as per the govt. norms and prepare a final report and
submit it to the University and to the Government.
LIAISON OFFICER (SC/ST & OBC CELL)
The Scheduled Castes/Scheduled Tribes & OBC Cell was established at the
University as per Government and UGC directions in the year 2014. The honorary position of
the Liaison Officer is occupied by Dr. Pralhad Rathod, Associate Professor, Department of
MBA. The Liaison Officer, on behalf of the Cell, facilitates the overall welfare of the
students, staff and faculty belonging to these communities. However, the responsibilities of
the Liaison Officer are briefly given below;
Responsibilities towards Students:
The Liaison Officer on behalf of the SC/ST & OBC Cell organizes pre-admission coaching
programme for SC/ST & OBC candidates to help them prepare for Entrance Tests as well as
post-admission orientation programme for new students at the beginning of the academic
session. Various coaching classes are conducted on life skills, personality development,
writing and presentation skills and so on. Interactive sessions and informal meetings with
students are also conducted to help them deal with personal, social and academic problems.
Responsibilities towards Faculty and Staff:
The Liaison Officer ensures due compliance of the orders of reservation issued from time to
time in favour of SC/ST & OBC. He also looks after the prompt disposal of the grievances of
the employees of these categories. Some of the duties of the Liaison Officer are as follows;
To ensure due compliance by the subordinate authorities with the reservation orders
and other benefits admissible to SC/ST & OBC.
To scrutinize and ensure prompt submission of the prescribed annual statements by
the Appointing Authorities to the concerned Govt. Departments and consolidation of
the annual statements and sending such consolidated statements to the Govt.
Department.
To scrutinize properly all proposals for de-reservation and to certify after due
satisfaction that such de-reservations are inevitable and that all steps prescribed in this
regard have been faithfully taken.
To liaise between the Universities/Govt. Departments/Attached and Subordinate
offices and the Department of Personnel for supply of required information,
answering queries and clearing doubts.
To conduct annual inspection of the rosters maintained, keeping a record of such
inspection.
To extend necessary assistance to the Commissioner for SCs / STs & BCMs in
discharge of his duties.
ADVISORY COMMITTEE OF SC/ST & OBC CELL
The SC/ST & BCM Cell Advisory Committee ensures the effective implementation
of the policies and programmes of the Government of India, UGC, AICTE and State
Governments with regard to SC/ST and other backward classes. It also suggests measures for
achieving the objectives laid down by the various government agencies. The Committee
meets at least two times in a year and the decisions arrived at is mandatory to be
implemented. The Committee functions under the Chairmanship of the Hon’ble Vice
Chancellor.

GRIEVANCE REDRESSAL
The SC/ST & OBC students can approach the Liaison Officer of the SC/ST & OBC
Cell for redressed of any grievances regarding academic, administrative or social problems.
The Liaison Officer will meet the concerned students, understand their problem and take
necessary action and/or render them necessary advice or help to resolve the matter.

ABOUT O.B.C.
Reservation in education and employment for Backward Classes candidates
According to Indian Constitution Act 15(4) and 16(4), the reservation in education and employment for Other Backward Classes candidates and as per Government Order No.SKE/BCA/2000, dated 30-03-2002 overall 32% reservation has been implemented as mentioned below :
Category – 1 : 04% Category – 2A : 15% Category – 2B : 04% Category – 3A : 04% Category – 3B : 05% The Annual Income limit for Cat.2A, 2B, 3A and 3B is Rs.4.50 lakhs p.a.
VARIOUS BENEFITS TO THE BCM CANDIDATES I) TRAINING PROGRAMMES: For Un-employed educated BCM Boys and Girls training programmes has been arranged through the OBC Department to get suitable job. 1) Preparatory training for various competitive examinations: Annual Income limit for Cat.I is Rs.4.50 lakhs. Annual Income limit for Cat.2A, 2B, 3A and 3B is Rs.3.50 lakhs. * Preparatory training programme through expert institutions has been arranged for IAS/KAS/Banking etc., competitive examinations (Primary and final examinations). * Training Fee and monthly scholarship will be sanctioned to the candidates who have selected for training. * Preparatory training for competitive examinations conducted by UPSC the scholarship of minimum for 7 months will be sanctioned as per following schedule : Training at Delhi Rs.8,000/- per month Training at Hyderabad Rs.6,000/- per month Training at Outside the district Rs.4,000/- per month Training at local Rs.2,000/- per month.
II) SKILL DEVELOPMENT PROGRAMME
Annual Income limit for Cat.I is Rs.2.50 lakhs. Annual Income limit for Cat.2A, 2B, 3A and 3B is Rs.1.00 lakh
The various professional trainings to the unemployed BCM candidates for 6 months have been arranged and as per rules the scholarship will be sanctioned.
Merit Scholarship for Post metric students :
Those students who have got admission for BE/PG through CET, they have been sanctioned monthly scholarship @ the rate of Rs.500/- per month for 10 months after fulfillment of following conditions.
* For submission of fresh application to get above benefit, the student concerned has to pass his/her previous examination.
* For renewal of the said scholarship, the student concerned has to clear all subjects of previous examinations.
* The Annual Income of the Parent/Guardian should not be more than 2.50 lakhs.
III) EDUCATION LOAN PROGRAMME
Maximum of Rs.1,00,000/- education loan @ the rate of interest 2% will be sanctioned to the students belongs to all categories of backward classes who got admission through CET for BE/PG and other professional courses and whose parental annual income is not more than Rs.3.50 lakhs. Repayment of the said education loan should be start from 4th month of completion of the course with EMI with principal and interest for 3 years.
IV) INTEREST FREE LOAN PROGRAMME FOR THE STUDENTS WHO BELONGS TO BACKWARD CLASSES FOR THEIR HIGHER STUDIES IN FOREIGN UNIVERSITIES :
i) Aim : The interest free loan will be sanctioned to the students who belongs backward classes those wish to study in higher education’s viz., Ph.D., Post Graduation etc., in Foreign Universities with condition that whose parental monthly income limit is not more Rs.12,000/-.
ii) Loan amount : Rs.3.50 lakhs per year for maximum Rs.10 lakhs.
iii) Selection of the candidates: Selection of the candidates will be made by the committee under the chairmanship of Chief Secretary to Government, Backward Classes Welfare Department.
iv) Repayment period : The repayment EMI should be starts after 1 year of completion of the course or 6 months from the getting job and the period of EMI should be 1 year to 5 years according to loan amount.
V) EDUCATION LOAN PROGRAMME
Education loan will be sanctioned to the students who belongs Backward classes and wish to study in Engineering, MBA etc., courses approved by AICTE/UGC. Rs.2.50 lakhs per year according to period of courses and course expenditure a maximum of Rs.10 lakhs @ the rate of interest of 4% will be sanctioned. The period of repayment of the said loan will be starts from 6 months after the completion of the course or after 3 months from getting the job in EMI of 58 months. Additional 2 months will be given.
VI) SELF EMPLOYMENT LOAN PROGRAMME
The un-employed candidates belongs to backward classes and who have completed their professional courses and wish to establish their own cell the maximum of Rs.10 lakhs loan @ the rate of interest of 5% will be sanctioned. The repayment of the loan by 58 EMI and additional 2 months will be given.
ABOUT D.DEVARAJ URS BACKWARD CLASSES DEVELOPMENT LTD.
1) INTEREST FREE LOAN FACILITIES TO THE STUDENTS BELONGS TO BACKWARD CLASSES FOR HIGHER STUDIES IN FOREIGN UNIVERSITIES.
i) Purpose : Those students belongs to backward classes wishes to study for higher education viz., Ph.D., Post Doctoral and Master Degree (Registered Courses) in Foreign Universities, they may be get loan facilities. The monthly income of the student and his/her parent’s should be limited for Rs.12,000/- p.m.
ii) Loan amount : Per year 3.5 lakhs for three years not more than Rs.10 lakhs.
iii) Selection of candidates : The Selection the candidates will be made through the Selection Committee which is formed under the chairmanship of Chief Secretary to Government, Backward Classes Welfare Department.
iv) Period of repayment: According to loan amount 1to 5 years for repayment to be made by way of EMI. The loan repayment instalment will be start after One year from completion of the course or 6 months after the getting job.
