VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle
Anthony Downs
• 1957 (deut. 1968) Ökonomische Theorie der Politik
• Begründer der ökonomischenTheorie der Demokratie
• Über die Funktionsweisedemokratischer Politik
![Page 11: VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle VO D6/G6: Einführung in die Politikfeldanalyse 6. Stunde am 3. Mai 2007: Policy Lernen](https://reader035.vdocuments.net/reader035/viewer/2022062417/55204d8249795902118d5b57/html5/thumbnails/11.jpg)
VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle
Rational Choice
• Analyseeinheit: Individuen (im Unterschied zu anderen Theorien)
• Akteure aktiv (Gegensatz zu behaviorist. Ansätzen)• Politik = Wettbewerb zw. Individuen (Markt)• Rationalität = wirtschaftlich (Verhalten der
Akteure)
![Page 12: VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle VO D6/G6: Einführung in die Politikfeldanalyse 6. Stunde am 3. Mai 2007: Policy Lernen](https://reader035.vdocuments.net/reader035/viewer/2022062417/55204d8249795902118d5b57/html5/thumbnails/12.jpg)
VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle
Kritik an Downs
- (1) Wenn Wirklichkeit sich anderes verhält - Anpassung des Modells - (2) Konzentration auf den „homo economicus“- (3) Es ist „rational“ nicht zu wählen - (4) Interesse der Politiker: kurzfristig an Politik- (5) Normative Implikationen des Modells
![Page 13: VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle VO D6/G6: Einführung in die Politikfeldanalyse 6. Stunde am 3. Mai 2007: Policy Lernen](https://reader035.vdocuments.net/reader035/viewer/2022062417/55204d8249795902118d5b57/html5/thumbnails/13.jpg)
VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle
Public Choice
• Analyse individ. u. polit. Entscheidungen
• Interessen v. Individuen oder Einheiten
• jedes Verhalten = egoistisch
• Ziele, Werte u. Strategien hierarchisiert
• Ziel = Zufriedenheitsmaximierung
• Politische Institutionen = Rahmen (Präferenzen u. Ressourceneinsatz d. Bürger -> kollektives Handeln) Motiv: Nutzen
![Page 14: VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle VO D6/G6: Einführung in die Politikfeldanalyse 6. Stunde am 3. Mai 2007: Policy Lernen](https://reader035.vdocuments.net/reader035/viewer/2022062417/55204d8249795902118d5b57/html5/thumbnails/14.jpg)
VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle
Public Choice [part ii]
• Regieren = polit. Aktivität v. Individuen (rational) Motiv: Eigennutzen, nicht Allgemeinheit
• Public Policies= Zusammenwirken v. Individuen (unterschiedl. Ziele, Werte, Präferenzen)
• Bürger = „Käufer“ auf polit. Markt
• Policy-makers= erfolgreich, wenn Wiederwahl u. Machtausbau; strategischer Ressourcengebrauch („Koste es, was es wolle.“)
![Page 15: VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle VO D6/G6: Einführung in die Politikfeldanalyse 6. Stunde am 3. Mai 2007: Policy Lernen](https://reader035.vdocuments.net/reader035/viewer/2022062417/55204d8249795902118d5b57/html5/thumbnails/15.jpg)
VO D6/G6 H. Gottweis - SoSe 2oo7: (4) Klassische Policy-Modelle
Public Choice [part iii]
• Staat = Angebotsmonopol (supply model)
• Regierungen = Verhalten nicht bestimmt durch Einkommen u. Verfügbarkeit v. Ressourcen
• Beamte = Wohlwollen ihrer Klientel
Regierungen sind ein schlechtes Medium fürrationale Entscheidungen, Märkte sindvorzuziehen.
