I have three teenage nieces Kennedy (whose portrait graces this week’s cover), Jordan, and Kayla. Beautiful

girls. Smart girls. Creative. Witty. Quirky. Intelligent and Ambitious. Their faces flashed in my mind when I first heard the news of the more than 200 girls who were kidnapped from their school last month by the radical Boko Haram terrorist group in Chibok, a village in rural northern Nigeria. Like millions of people around the globe, I instantly felt an overwhelming sense of compassion for the innocent girls and their families and anger at the insolent act of evil perpetrated on them by the militant group and the subsequent inaction of the powerless Nigerian government. The name Boko Haram translates to “Western education is a sin” in the Hausa language spoken in that region of the country. The group demands the total practice of Sharia Law, the Islamic legal code, which groups like Human Rights Watch says creates an environment that considers women and girls chattel, objects to be owned, traded, and controlled. The terrorist group particularly opposes the education of women and repeatedly targets places of learning, a practice that highlights its fundamental philosophy against western education. The schoolgirls represent not only a thriving Africa, but also symbolize an investment in our shared global future. The need to continue to educate our girls both here in the States, in Africa, and throughout the world is why I agreed years ago to serve on the board of St. Carrie’s Center, a non-profit organization founded by Hemet resident Dr. Darleana McHenry, that promotes education as a human right which should be accessible to all persons. Dr. McHenry’s work through this organization spans five continents but primarily focuses on blended learning programs in the United States and Africa. Our most recent St. Carrie’s Center proposal is an education project in Tanzania in partnership with Foundation DART an organization that already houses and educates forty girls. The proposed project is modeled after Dr. McHenry’s S.M.A.R.T. Academy, a successful program in Hemet that promotes sustainability and self-sufficiency by combining organic gardening and entrepreneurship. According to the United Nations Population Fund, female empowerment and education is essential to building democratic societies and creating a foundation for sustained economic growth, and is a key strategy for reducing poverty. Since the news of the schoolgirls’ abduction spread across the globe primarily through social media and the hash tag campaign #Bring Back Our Girls, the international community has rallied to demand the return of the girls to their families, and the girls have become global symbols of the fight against terrorism and examples of the need to support the education of girls and women across the globe.

C ommunity Action Partnership of Riverside County’s Dispute Resolution Center will be conducting Basic Mediation Classes

on May 31, June 7 and 14, 2014. The location is Bermuda Dunes Community Center, 78-400 Avenue 42, Bermuda Dunes, CA. The Dispute Resolution Center provides mediation services for the Riverside County Superior Court, as well as performing community mediation and training Peer Mediators in middle and high schools throughout Riverside County. Volunteer mediators are needed for all these activities. Completion of the 24-hour class provides participants the necessary certification to mediate cases for the Dispute Resolution Center. I n 1964, President Lyndon Baines Johnson declared a “War on Poverty” and signed the Economic Opportunity Act, which created anti-

poverty programs including Community Action. Community Action Partnership of Riverside County (CAP Riverside) is commemorating the 50th anniversary of Community Action with an Open House to be held at its Riverside office on May 28. The public is invited to attend. “CAP Riverside is proud to join with over 1,100 Community Action agencies nationwide in commemorating the achievements of the first 50 years,” said Maria Y. Juarez, CAP Riverside Executive Director. “Riverside County was designated a Community Action agency in 1979, and since that time we have served thousands of Riverside County residents, assisting them to bring themselves out of poverty. At the Open House, the community will be able to learn about

all of our programs and apply for them. We have also received tremendous response from our community partners, as well as other War on Poverty programs that will have booths at our Open House.” “In the last 50 years nationwide and 34 years in Riverside County, Community Action has been extremely successful helping people achieve and maintain economic security despite experiencing budget cuts, shrinking resources and increased demands for services during challenging economic times,” Juarez continued. “We understand our residents’ unique needs through biannual needs assessments and through our work in the community, and have developed programs that will best serve them

and their families.” CAP Riverside programs to be featured at the Open House include the Individual Development Accounts matched savings program, the Dispute Resolution Center which offers mediation services, youth mentoring programs, disaster preparedness, Veterans Employment Training, home weatherization and utility payment assistance. In addition, the Volunteer Income Tax Assistance program will be doing free income tax preparation for this and prior years. Community partners that will have booths at the Open House include fellow War on Poverty programs Head Start, Inland Counties Legal Services, Job Corps, and Center for Employment Training. Other partners participating include Community Connect, Habitat for Humanity, Fair Housing Council of Riverside County, Riverside Public Utilities, Family Service Association and the Riverside County Child Care Consortium. The Open House will take place from 10:00 a.m to 2:00 p.m. at CAP Riverside’s office at 2038 Iowa Avenue, Suite B-102 in Riverside. It is located in the rear of the Summit Business Center.

C al State San Bernardino’s facilities services department has designed and implemented an automatic control system

that efficiently chills water and disperses it to the university’s air conditioning systems to cool the campus, saving about $340,000 annually in energy costs. For its efforts on the automatic system, which is known as the as the “Most-Open Valve Heating and Cooling Strategy,” the department will receive the Effective and Innovative Award from the APPA, an association of more than 7,000 educational facilities professionals in the United States, Canada and abroad. The award will be presented during the APPA 2014 conference in San Diego on July 24.

CSUSB Facilities Services Receives National Award For Energy Efficiency “Using this method to chill water, the cooling system reaches and maintains equilibrium more readily,” said Tony Simpson, senior director of facilities services. “Therefore, controls are not overreacting, and temperature swings and drafts from compensating air handlers have been eliminated. And that maintains customer comfort levels throughout large daily and seasonal temperature fluctuations.” With the automatic controls, equipment is not overdriven, which extends the lifecycles of the equipment, and maintenance and repair activities are less frequent, translating to reduced labor and capital costs, Simpson said. And because chilled water production is now done during off-peak business hours, maintenance and repairs can be done during regular working hours, saving premium labor

The award marks the fourth time the CSUSB facilities services department has received a national award. W ith a week-long heat wave and triple-digit temperatures in many areas, Southern California Edison (SCE)

reminds its customers of the importance of energy conservation. The heavy demand could also cause equipment failure, which could lead to outages for some SCE customers. Presently the system is performing well and the company anticipates having an adequate supply of electricity. However, with some customers using more energy in the evenings this week, especially air conditioning, the added demand can put a strain on SCE’s equipment. Without the opportunity for SCE’s equipment to cool off, transformers and other equipment could fail. SCE personnel, which include restoration and repair crews, are responding to outages as they are reported. The company is also taking steps to ensure that crews are available to immediately respond to outages. SCE has postponed a number of scheduled maintenance outages, but will continue to

conduct some that are critical. Conducting these critical maintenance outages helps lessen the possibility of equipment failure, which could lead to repair outages lasting longer and affecting more customers than maintenance outages. The company offers many programs to help people conserve electricity. SCE’s Summer Discount Plan allows customers to receive bill credits of up to $200 by allowing their central air conditioner to be temporarily turned off or cycled during peak times of the day. The program offers a variety of plans and options, and is completely customizable. Here are some other important conservation tips to keep in mind during this heat wave:- Set thermostats no lower than 78 degrees and use electric fans instead of air conditioning when practical.- Turn off unused appliances and equipment and shut off lights when leaving a room.- Close drapes and blinds to keep out direct sunlight during hot periods.- Operate swimming-pool equipment and energy-intensive appliances, such as dishwashers,

washing machines and dryers, during early morning and evening hours.- Limit the opening and reopening of refrigerators, which are major users of electricity in most homes.Safety Tips:- Keep outdoor activities to a minimum, and drink a lot of water during the hottest parts of the day.- During a power outage, turn off and unplug any unnecessary electrical equipment, including sensitive electronics.- Open the refrigerator and freezer only when necessary to keep the food cold.- Use flashlights for lighting during a power outage; do not use candles because they pose a significant fire hazard.- Never attempt to move or go near a downed power line. Call 911 to report the situation.- Watch for traffic signals that may be out. Approach those intersections as four-way stops. Customers may report outages at 1-800-611-1911, online or through the SCE Outages App. SCE will provide the latest information about outages at its website and Twitter.

D on’t let the time of year fool you. Its wildfire season. You may find it hard to believe, but California’s wildfire season

is officially under way so protect yourself from breathing unhealthy smoke from fires. Fine particles in smoke are so small you can’t always see them and they can easily get into your lungs. Don’t be fooled if you can’t see particles in the air. Once there, they can cause or worsen heart and breathing problems like asthma, and even lead to death. Children, people with asthma and respiratory illnesses, and adults older than 65 are most at risk. Here are some steps you can take to protect yourself from wildfire smoke: - Check local air quality reports. Listen and watch for news or health warnings about smoke. Find out if your community provides reports about the U.S. Environmental Protection Agency’s Air Quality Index (AQI). In addition, pay attention to public health messages about taking safety measures.- Keep indoor air as clean as possible. If you are advised to stay indoors. Keep windows and

Fire, Smoke and Your Healthdoors closed. Run an air conditioner if you have one, but keep the fresh-air intake closed and the filter clean to prevent outdoor smoke from getting inside. If you do not have an air conditioner and it is too warm to stay inside with the windows closed, seek shelter in a designated evacuation center or away from the affected area.- Avoid activities that increase indoor pollution. Burning candles, fireplaces, or gas stoves can increase indoor pollution. Vacuuming stirs up particles already inside your home, contributing to indoor pollution. Smoking also puts even more pollution into the air.- Follow the advice of your doctor or other healthcare provider about medicines and about your respiratory management plan if you have asthma or another lung disease. - Do not rely on dust masks for protection. Paper “comfort” or “dust” masks commonly found at hardware stores are designed to trap large particles, such as sawdust. These masks will not protect your lungs from the small particles found in wildfire smoke.- Evacuate from the path of wildfires. Listen

to the news to learn about current evacuation orders. Follow the instructions of local officials about when and where to evacuate.

W e have been hearing a lot in the news

lately regarding moves to have the minimum wage increased citing the cost of living and rising inflation as a factor. Here in the Inland Empire, many business owners and employees are torn over this issue

as the I.E. is home to quite a few service worker industries. On one hand, we have owners who take all of the financial risk while some workers want to earn more but do not want to improve their skills for a higher paying position. What was once viewed as entry-level employment for a person to gain experience has turned into a career for others. This is a critical issue facing our society and needs should be discussed. This week, columnist William Spriggs writes on the difficult math of inequality that opens up discussion on this current issue: Thousands of fast food workers took to the streets this week, staging strikes in protest over their low pay. In states where the minimum wage has not been raised above the federal level, if a worker could put together a full-time, full-year schedule, they would earn just $15,080 a year. Some people scoff at raising the minimum wage for these workers, on the basis that “they only flip burgers.” By that logic, what should you get paid if you are the chief burger flipper? Not much, right? Well, the CEOs of fast food restaurants average $11,884,000 in pay annually. That’s a lot of hamburgers to flip. Here is where the math of inequality comes into play. We haven’t given minimum wage

workers a raise in more than five years, yet inflation has continued. So minimum wage workers’ purchasing power has been falling. In 2009, $15,080 a year would place a single mother with a child above the poverty threshold. Today, she and her child would be living in poverty. Let’s suppose the CEO wants his pay to keep up with inflation. Assuming inflation runs as it has the last 12 months, he needs a pay raise of 2 percent, or $237,680. That raise equals an entire year’s worth of pay for about 16 of his minimum wage workers. Company sales have to increase by almost a quarter million dollars to cover the CEO’s pay raise. You can see the hard math that inequality creates. When one worker makes 788 times what other workers make, the math of how much it takes to increase everyone’s pay by the same amount gets tricky. Such a huge amount must go to just one worker. But raises for fast food CEOs haven’t simply kept pace with inflation. Analysis by the Economic Policy Institute shows that the average fast food CEO’s pay has almost doubled since 2009. That should appear odd. If CEOs’ pay has doubled, then clearly we would expect the performance of their companies to have doubled. That would be the result of workers doubling their efforts since 2009 in increasing the companies’ bottom lines. If that were the case, we should see workers’ pay also go up. If performance didn’t improve and workers weren’t more productive, how did CEOs get rewarded for poor management? Others look at the workers on strike and wonder what would happen to the price of their hamburger if the workers making $7.25 an hour got a raise. But the real question is, what is it doing to the price of your hamburger that one

person got a $6 million raise since 2009. That raise is more than the combined annual earnings of 398 minimum wage workers making $7.25 an hour. Congress could act to rebalance the equation, but Senate Republicans blocked a vote to raise the minimum wage. Despite appeals from workers, the president and the secretary of labor, and despite polls showing support from the American people, House Republicans have indicated they also would block a raise for workers. If it doesn’t want to address the wage problem head-on, Congress could at least take action to get Americans back to work. A giant rally was held recently at the AFL-CIO headquarters with Secretary of Transportation Anthony Foxx to tell Congress it is time to pass the appropriations needed to put Americans back to work building bridges, fixing roads, updating sewer systems, providing more public transportation options and expanding port facilities. These are investments America must make to remain globally competitive. When we don’t make these improvements, our deteriorating infrastructure becomes a mounting debt we leave for our children to pay. Full employment is a sure way to help raise the wages of all Americans. Just like pushing up wages from the bottom, it changes the math of inequality. Having job choices, and standing on a higher floor for wages, puts workers closer to eye-to-eye with CEOs when bargaining for wages. Congress has choices. It can raise the minimum wage. It can invest in America. Or it can continue to make it hard to address American inequality by standing for the 1 percent.

W ith school districts across California gearing up to finalize their 2014-15 budgets, African-American parents

and educators are closely watching how the state’s radical new funding model will affect Black students. The coming fiscal year will be the first under the Local Control Funding Formula (LCFF) and its implementation method, the Local Control Action Plan (LCAP). They are designed to address the academic achievement gap affecting African-Americans and Latinos, by targeting additional resources at the lowest performing schools — those that tend to have a high concentration of low-income families, English language learners and students in foster care. However, since the California State Board of Education (SBE) early this year issued a template detailing how those funds might be spent, stakeholders of color have expressed deep concern that those dollars could be diluted across the entire system rather than aimed where they’re needed most. “The concern was that in the LCAP it does not say you have to [explicitly] focus on those groups,” said Dr. Judy White, superintendent of Moreno Valley Unified School District and the president of the California Association of African-American Superintendents and Administrators (CAAASA). To better grasp the task before educators, observers have been digging deep into understanding where exactly the state’s African-Americans are, and what is needed to boost their academic fortunes in California’s 68 counties. According to the California Department of Education, the state averages an African-American student population of 6.3 percent. By percentage, the ten counties with the highest concentration of African-American students are, in descending order: Solano (16.8); Sacramento (13.2); Alameda (12.8); Contra Costa (10.5); San Francisco (9.8); San Bernardino (9.2); Inyo (9); San Joaquin (8.7); Los Angeles (8.5); and Riverside (6.7). of LCAP could play a decisive role in shaping the future for students of color, hundreds of demonstrators took part in a raucous protest outside Los Angeles Unified School District headquarters on April 7. One of the key themes of the rally: the unveiling of a comprehensive, data-driven “Student Need Index,” which uses environmental, social and academic factors known to impact student achievement — such as poverty and violence — to produce a district-wide ranking of schools based on need. “We want to make the point that South L.A. needs better resources,” said student leader Damian Valentine, a senior at Manual Arts High School. He described the circumstances that could affect his peers’ academic performance. “I and my friends have gone to school and not known whether we were going to be jumped by gang members or stopped by the police. Sometimes our books are torn up or have graffiti all over them.” Alberto Retana of the Community Coalition echoed those sentiments. “We’re here to push the LAUSD to direct the new LCFF to the highest-needs schools in the district,” he said. “That is schools with the highest number of [students in] foster care, issues with gun violence and the lowest test scores. Unified, and we have to make sure they are listening.” Dr. Ramona Bishop, superintendent of the Vallejo City Unified School District in Solano County, is among those leading the charge in Northern California to ensure that the spirit of LCFF/LCAP is strictly adhered to as funds are doled out. “We have the highest concentration of African-American students within our district, and we’ve really looked at our achievement scores in terms of the root of this legislation — and what you find is that certain sub groups just need extra care to meet our high expectations of them,” she said. “More specifically, when you talk about disproportionality in expulsions and suspensions, you find that one of the key measures calls for us to reduce those statistics. You can’t help but

see that African-American students are at a disadvantage.” According to Bishop, her district has taken the the pulse of the community to ensure that all voices is heard. “We got over 50 percent of our families, 75 percent of our teachers and over 20 percent of our students to complete a survey so that we could do a needs assessment,” she added. “We took that and met with small groups, which included parents, teachers and students, to see what was working and what could be improved. We’re just getting ready to commit that to paper.” She added: “Students recommended things like more after-school time, which included tutoring and enrichment and asked for Saturday academies around science, technology, engineering and math. They felt student achievement was the number-one priority. They wanted to make sure we had a favored teacher in each classroom, because they could point to the teachers that were really doing their best; they would be there all the time to plan, collaborate and engage with students and their families. The students also wanted to figure out how we could include extra coaching and development for teachers to enhance our recruitment efforts.” State Superintendent of Public Instruction Tom Torlakson and members of the state board of education did not respond to a request for comment placed through Julie White, the board’s director of communications. But for Bishop, who recalled attending a marathon eight-hour January board meeting (during which several activist demonstrators were ejected from the chamber for protesting too loudly), this is a defining moment in the history of the California education system. “My colleagues and I are really taking this very seriously, because we all believe in the public education system,” she said. “We’re trying to come up with some innovation that is going to stick for our students. We appreciate that the Legislature has gone out on a limb and really provided some funding for the students that need more of our care. Now it’s our turn to come up with some plans, monitor them and really make an impact on student achievement.”

The celebrations were always a great deal like the Fourth of July, with barbeques, games, reading of the Emancipation Proclamation, inspirational speeches, rodeos, dances, prayer services, and stories from and about former slaves. Juneteenth celebrates freeing the slaves at the close of the Civil War. The celebration is based on events that took place in Texas and takes its name from June 19, 1865, which is the day federal troops arrived in Galveston to enforce the Emancipation Proclamation. Even though President Lincoln had issued the Proclamation on January 1, 1863, it freed few if any slaves. Until 1821, Galveston was a pirate port but it had grown into the largest city in Texas. Traders came from all over the world to get rich dealing in cotton and slaves. When the Civil War started, there were around 300,000 slaves in Texas, concentrated in the plantations along the coastal plain. Many thousands of them had come through Galveston. Even though the Emancipation Proclamation took effect in January 1865, the news did not reach Texas until after the Civil War. Texans were also unaware that the war had ended until well after General Lee had surrounded to Grant at Appomattox. W hen news about the abduction of 276 schoolgirls reached Simi Ogunleye, she was heartbroken and outraged not only because

of the ordeal, but that the Nigerian officials were not as responsive as they could have been, she said. The story hits home for Ogunleye, a Nigerian student attending the University of California, Riverside (UCR) whose parents immigrated to the U.S. when she was 5-years-old largely in part to augment her chances of receiving a quality education. “I was upset with President Jonathan Goodluck and the government, as well as with his wife’s reaction,” she said. Ogunleye’s father is an engineer and her mother is a local high school and college educator who emphasized the important of her education. In solidarity and support of the kidnapped victims, Ogunleye, who is vice president of the Nigerian Student Association at UCR, held a rally and town hall discussion on campus earlier this month. “It’s sad because [Nigeria] has the potential to be great with its resources and educated population, but it is corruption and greed that is halting the process. It’s also sad to see it dwindle because of conflict with tribes and with the government.” Nigeria’s crisis garnered national headlines weeks into the mass kidnapping with the schoolgirls still missing. It also broadcasted an image that gives the international community an “incorrect perception” of Nigeria that does not totally reflect the civility and vitality of the country, said Ogunleye. “That’s why so many Nigerians are so eager

They are scared they will be shot or killed. Nigerians put emphasis on education for women and men, it is something that they crave,” she said. Ogunleye decried the militant extremist attempts of Boko Haram to stymie young girls’ desires to receive an education and considered the kidnapping a disruption to the advancement of Nigeria. “To the girls, I would say ‘don’t give up’. Education is power. That is all they can do to make Nigeria better, so don’t give up.” Young girls striving for education in the U.S. and developing countries live in contrasting environments that shape their access to education and quality learning. These differences can vary, but for girls pursuing an education everywhere, role models are a necessity, said Pamela Clute, PhD, professor of Mathematics at UCR. Clute believes no matter their circumstances, girls and young women still require examples of successful and accomplished women to achieve their academic goals. Clute, who founded the Girls Excelling in Mathematics for Success (GEMS) summer program, is a long-time advocate of advancing the education of young girls and women. According to Clute, basic and advanced education must be addressed and it begins in childhood. Clute pointed to math, for example, as one subject girls are not enthusiastic about learning. She stressed the importance of personalizing education with girls to instill the necessary confidence for success. “California has the highest poverty rate of the U.S. and many are women of color. In the 21st century, it is education that has to be a priority,” she said.

It is one of the reasons girls in developing countries admire the U.S., she said. “The U.S. is a beacon, even with all of our problems,” said Clute. Upon learning about the abductions in Nigeria, Clute called the mass kidnappings a “horrific” tragedy that sends the wrong message about educating girls. “If you look globally, for women to gain equality, they have to have a better education. And I think when you look to the U.S., yes, there are great role models to get other women in the pipeline of learning.” Clute said examples of women achieving success in other countries could help girls excel in education. The mass kidnapping in Nigeria also highlighted young girls’ struggles with access to education and disconcerting attitudes about the education of women. A social media campaign shared by activists, celebrities, and public figures spurred attention to the plight of Nigerian girls. Christina M. Gray, PhD, assistant director of programs for the School of International Relations at University of Southern California (USC), says although the #BringOurGirlsBack campaign was moving, it is unclear if it will have any longevity with sustaining attention on issues affecting African girls. Gray believes the education of girls in underdeveloped countries can be a complex issue to address. “The education of girls is one of the best investments we can make,” she said.

A Poets Journey to Cal State San Bernardino

ReflectionEddie Bell, author, poet and retired Assistant Vice Chancellor for Student Affairs, State University of New York recently visited the Inland Empire at the invitation of California State University, San Bernardino President Dr. Tomas Morales. The following is Bell’s account of his visit to the Inland Empire:

When the invitation to visit the California State University San Bernardino arrived

from Dr. Tomas D. Morales, the campus president, I quickly accepted. We agreed on a February date to commemorate Black History Month. Prior to the invite, I mailed two of my poetry books and a compact disc to be reviewed by Professor Juan Delgado, the chair of MFA Creative Writing program. He appreciated my work and agreed to arrange my literary schedule. I soon got to work selecting poems and structuring my talks. My one-week residency was to include readings and writing craft discussions with undergraduate and master’s level creative writing students. Over the coming weeks community presentations and talks with student groups were added to my itinerary. Campus staff kept me informed as things progressed and welcomed my input throughout the planning stages. With my preparations complete and my bags packed I boarded U.S. Air Flight 592 on my way to the Inland Empire. That evening after sharing a dinner with my hosts and Dr. Brian Haynes, CSUSB Vice President of Student Affairs, I drove to the Hilton in San Bernardino and settled in for the night. Sunday morning found me worshipping at Principles of Faith Christian Center where Pastor Mannie L. Brodie leads an enthusiastic congregation. Pastor Brodie extended an invitation accompany him to meetings of the Westside Action Group (WAG) and the Inland Empire African American Council of Pastors. Professor Juan Delgado hosted the evening program that kicked off with captivating readings by several of his creative writing students. I chose to read poems that focused on my family’s contribution to Black History as well a selection that addressed the tragedy of Black lynching.

This was also my first face-to-face meeting with Professor Delgado and over the course of the week we developed a budding friendship. I had time to ponder my surroundings before my formal luncheon with President Morales and his cabinet. The lovely campus is spacious with its background of looming mountains that seem close enough to touch. It was obvious that care is being taken to keep the campus clean and orderly. The days I spent moving from place to place were blessed with abundant sunshine and bright azure skies. The really beautiful thing about CSUSB is its diverse student body, colorful like a summer rainbow. What a joy to observe these young men and women (whom many are the first in their family to go to college) going about the business of learning, enjoying campus life and preparing to be our country’s future leaders. That afternoon I met with the Student African American Brotherhood and their advisor, Anthony Roberson. Mr. Roberson is the Student Union’s Scheduling Coordinator. This group of outstanding young men possessed a thorough grasp of the challenges their younger peers face growing up in difficult communities. All seemed willing to reach back and offer advice and counsel aimed at helping vulnerable young men survive the streets and move on to positive achievements. Jesse Felix, Operations Manager of the Santos Manuel Student Union, summed up his description of many in the student body this way: “We’re poor. We’re first generation. We have heart.”
