In 2011, your support made it possible for BIAA to advocate for life-saving research and desperately needed healthcare for children and adults who are injured – often through no fault of their own. Your support made it possible for BIAA to prevent injuries through public awareness and to provide much-needed information and education for family caregivers and professionals. This year alone, BIAA was mentioned in the media more than 1,000 times, and more than 1,000 people visited our website each day. In 2011, BIAA answered thousands of calls, letters and email messages through our National Brain Injury Information Center, 1-800-444-6443. I know you understand how critical it is to have a knowledgeable and compassionate voice available when help is needed. National Brain Injury Information Center (NBIIC) The Brain Injury Association of America (BIAA) established the National Brain Injury Information Center (NBIIC) to assist individuals and families who experience the life changing, sometimes devastating effects, of brain injury. Callers who dial 1-800-444-6443 are automatically linked to rehabilitative, legal, financial and other support services critical to maximizing recovery. The NBIIC program offers consistent, user-friendly information about brain injury provided by trained brain injury specialists. In 2011, BIAA responded to 2,899 requests for information. Advocacy BIAA’s multi-year advocacy campaign to ensure individuals with brain injury benefit from federal healthcare reform was reflected in an October 2011 Institute of Medicine (IOM) report commissioned by the U.S. Department of Health and Human Services (HHS). The report, which recommends the criteria for individual and small group health insurance plans beginning in 2014, incorporates many of BIAA’s positions. The Traumatic Brain Injury Act is the only federal law authorizing a comprehensive, coordinated approach to brain injury prevention, research, education and service system access for civilians in the U.S. BIAA, in partnership with other stakeholders, worked throughout 2011 to strengthen long-range planning and secure $16 million for TBI Act programs in 2012. BIAA and its partners, including the National Association of State Head Injury Administrators and the Congressional Brain Injury Task Force, also began planning for the TBI Act’s reauthorization in 2012. In collaboration with Wounded Warrior Project, the Congressional Brain Injury Task Force, Senate Armed Services Committee and select Senate offices, BIAA persuaded TRICARE to define in writing its coverage of cognitive rehabilitation for active duty military and medical retirees. At BIAA’s urging, the U.S. House of Representatives voted to amend the FY12 National Defense Authorization Act to authorize $1 million for the development of treatment guidelines for post-acute brain injury rehabilitation. Rep. Todd Platts introduced the amendment with support from Rep. Bill Pascrell and the staff of Rep. Gabby Giffords. A colloquy between Reps. Platts and Pascrell and Chairman Young of the Defense Appropriations Subcommittee made clear the intent of Congress is for the Secretary of Defense to allocate funds to the Uniformed Services University of the Health Sciences (USUHS) to collaborate with the private sector in writing the treatment guidelines. Throughout the year, BIAA worked with advocates from Ohio State University and JFK Johnson Rehabilitation Institute to persuade the Senate to include report language accompanying the FY12 appropriations bill supporting the work of the TBI Model Systems of Care Program by urging the National Institute on Disability and Rehabilitation Research (NIDRR) within the U.S. Department of Education to allocate the funding needed to sustain the important work of the existing Model Systems Centers. BIAA facilitated a news conference featuring the Congressional Brain Injury Task Force, the office of Rep. Gabrielle Giffords and BIAA’s volunteer medical director Brent Masel urging HHS to standardize access to care through the rule making process of the Patient Protection and Affordable Care Act’s minimum benefits package. BIAA spokespersons were featured in coverage of the event and in other stories carried by national outlets such as ABC News, The Washington Post, ProPublica/National Public Radio, USA Today, New York Times and US News & World Report and in local and regional Associated Press stories.

Rep. Bill Pascrell, Jr., co-chairman of the Congressional Brain Injury Task Force listens as Dr. Brent Masel, BIAA’s volunteer national medical director, argues for access to the full spectrum of care, including medical treatment, rehabilitation, and long-term services and supports for individuals with brain injury.

The final year of BIAA’s 3-year Brain Injury Awareness Month campaign focusing on sports and concussions helped ensure passage of youth concussion laws in more than 30 states nationwide. BIAA also assisted Reps. Pascrell and Platts, and Sens. Harkin and Enzi to author a letter instructing the Centers for Disease Control and Prevention (CDC) to carry out provisions of the ConTACT Act, a Congressional Brain Injury Task Force supported sports and concussion measure. CDC began to implement several of the bill’s directives in September 2011. BIAA spearheaded another successful Brain Injury Awareness Day on Capitol Hill, establishing the topic of rehabilitation for the briefing and working with the Congressional Brain Injury Task Force to secure speakers for the event. The event offered a great opportunity to circulate the results of BIAA’s survey on the variability of health insurance coverage for individuals who sustain brain injuries.

Education, Research and Support Services The 2011 BIAA Brain Injury Business Practice College was held Feb. 22-24 in San Antonio, Texas. Presentations included organizational culture, business ethics, benefits of trade associations, approaches to divestiture, disaster preparedness, health care reform, and sessions targeting sales and marketing, financial, and human resources professionals. While attendees praised the whole program, the timely assessment of Health Care Reform legislation brought universal appreciation. The Academy of Certified Brain Injury Specialists (ACBIS) has been a cornerstone of the Association’s professional education since 1996. This national certification program expanded to include more than 5,000 individuals who specialize in delivering brain injury treatment and services. In 2011, the Academy opened its program to graduate degree students in accredited universities for provisional certification, began production of a new guide to brain injury, and welcomed charter members of the ACBIS Alliance. Public Awareness and Prevention In February 2011, BIAA announced the adoption of a new definition of traumatic brain injury (TBI). Based on the proposal of the Demographics and Clinical Assessment Working Group of the International and Interagency Initiative toward Common Data Elements for Research on Traumatic Brain Injury and Psychological Health, BIAA has adopted the following definition: TBI is defined as an alteration in brain function, or other evidence of brain pathology, caused by an external force. BIAA and its network of chartered state affiliates celebrated Brain Injury Awareness Month in March 2011 with a focus on the nationwide education and advocacy campaign: "A concussion is a brain injury. Get the facts." As part of Brain Injury Awareness Month, BIAA and several chartered state affiliates and many advocates gathered on Capitol Hill in Washington, DC, on March 16 for Brain Injury Awareness Day, advocating for brain injury funding and programs to raise awareness of and support for brain injury initiatives. In 2011, more than 70,000 copies of THE Challenge! newsletter were distributed in print with thousands more readers online at www.biausa.org.

Chartered State Affiliates Brain Injury Association of America’s chartered state affiliates provide local and statewide help, hope and healing to millions of constituents through programs and services, education, prevention and awareness initiatives and support groups. The 16th Annual State Affiliate Leadership Conference took place Nov. 8-10, 2011, in St. Petersburg, Florida, with the theme: “Maximizing our Impact as a National Organization.” The Brain Injury Associations of Delaware, Illinois, Massachusetts, Missouri, New York, and Virginia were presented with Awards of Excellence from their colleagues for outstanding work and leadership within the brain injury field.

BIAA Mission Our mission is to be the voice of brain injury.

Core Belief Brain injury is a misdiagnosed, misunderstood, under-funded neurological disease. Until there is a cure, people who sustain brain injuries must have timely and equal access to expert trauma care, specialized rehabilitation, lifelong disease management and individualized services and supports in order to live healthy, independent and satisfying lives.

Guiding Principles 1. We value strong leadership. We expect Board members to be fully engaged in BIAA’s mission. We set high standards for management and staff. State affiliate leaders are an integral part of our organization; we value their “on-the-ground” experience in shaping plans and policy decisions.

2. We serve the entire field. We respect the dignity and worth of all people. We encourage individuals with brain injury and their family members to participate in BIAA in meaningful ways while simultaneously welcoming the perspectives of researchers, clinicians and other professionals. We value the accomplishments of those who came before us and embrace the next generation of leaders who will pursue BIAA’s mission with urgency and excellence.
