This issue of the newsletter contains time sensitive information pertaining to the meeting, election of officers and board members-at-large for the 2015-2017 term, and, most important of all…. Your official notice, if you have not already done so, the payment of $30 annual dues will be due with the submission of the ballot. This notice applies to annual membership renewals. Please note on the newsletter address line the last year in which your dues were paid will appear next to your name. All Fruitville Beach Township property owners are eligible to join the FBCA for annual dues of $30 per individual voting member. Of the collected dues $10 will be deposited in the FBCA legal assistance fund, and the remaining $20 will be used for operating expenses. I encourage joint membership if property is owned by more than one person, as the dues are the sole source of revenue for the association. Only members of the association who have paid their 2015 dues will be eligible to participate during the meeting and vote in the annual election. Membership form and ballot are enclosed. The ballot may be duplicated in the event that more than one property owner is renewing. Summer 2015 is approaching, not quite soon enough after a horrible winter

throughout the country. Preparation is underway for the FBCA Annual General

Membership Meeting on May 24, 2015; 2PM. This issue of the newsletter contains

time sensitive information pertaining to the meeting, election of officers and board

members-at-large for the 2015-2017 term, and, most important of all…. Your

official notice, if you have not already done so, the payment of $30 annual

dues will be due with the submission of the ballot. This notice applies to

Annual Meeting Details

The FBCA Board of Directors will meet prior to the General Membership Meeting, at 12 Noon on Sunday, May 24,

2015 in the Carova Beach Fire Station/South Bay. In accordance with the FBCA By-Laws Article VIII, Section 3F, any

member of the association may attend meetings of the Board as a non-participant observer. Agenda items for

discussion must be submitted to the FBCA President prior to the meeting.

The annual meeting will be held on Sunday May 24, 2015 at 2PM in the Carova Beach Fire Station South Bay. At the

request of the fire Chief, I wish to remind members, that we are guests of the volunteer fire department and that the

station is active during our meeting. We must remain diligent and cooperative and not interfere with any fire department

operation that might occur during the meeting. This year’s agenda will include a presentation regarding flood maps and

insurance by Ms. Jennie Turner, Currituck County Board of Planning and Inspections.

The 2015 slate of candidates include Vice President, Jack Pardue & Elizabeth White;, Treasurer Norman Zwahlen;

Candidates for Vice President

Jack Pardue (incumbent)

For more than 30 years I have been actively involved with the Currituck off road area. I selected this

area because of its pristine surroundings, wildlife, and beautiful ocean dunes. There is no other place

like this and we must be protectors of this most precious land and its inhabitants.

I have been a freelance illustrator for 35 years. My editorial illustrations have been featured on the

covers of US News & World Report, Air Force Mag, AOPA Pilot and many more. My designs have been

used by the Labor Department, US Fish & Wild Life, FDA, Washington Post, etc. I have been Vice

President, then President of the Maryland Pastel Society for a total of six years.

Prior to the incorporation of the FBCA, I created the “Sitting Bull Print” for the Outer Banks Civic

League’s Legal Defense Fund, which was used to fight the US Govt. Dept. of Interior from taking our

property and turning it into a Federal Wildlife Reserve. We are here today because of the work we did

so many years ago!! I also designed the logo used on the Civic League’s newsletter which is still used

today for the FBCA.

As Vice President of the FBCA I want to continue to make sure that the north beaches are kept as they

are now!! I support the agenda to prevent any commercial development in the off-road area. All

members should be unified in protecting our fragile and unique beach area and the wild Spanish

mustangs. Yes, we will face water and septic problems as the years go on, but together we can solve

those and other issues that will arise.

I ask for your vote so that, along with our President and the Board of Directors, we can carry on the

work to protect Carova Beach, Swan Beach, and North Swan Beach from future challenges that may

jeopardize the pristine , sensitive environment.

Elizabeth Marie White (challenger)

I am committed to preserving and protecting the unique natural and social environment that we enjoy

in our off road community and which is the basis for a sustainable future for the Corolla Wild Horses,

other wildlife, our ecosystems (and their services such as quality water, protection from storms) and

the value of our investments-both financial and non-financial. There are considerable development

pressures facing our community that need to be addressed in a strategic, considered way, with sound

and fact based arguments on the trade-offs and implications of the decisions that are made. FBCA is

part of the organizations that must work together to influence the county in its decisions and actions,

and with the complexity of the issues, all of our organizations need to be in lock step with the majority

of our property owners and residents to protect our interests. I am seeking to be part of those

discussions, bringing whatever knowledge, research capacity, and planning skills we may need—as

well as representing our interests with individual commissioners.

I have been an active member of our community and full time resident since I moved to Swan Beach in

2003, and purchased property in North Swan in 2010. I have represented our interests in discussions

of service districts, UDO updates, and commercial development. In Currituck, I serve(d) as Chairman

of the Board of the Currituck County Economic Development Board, President of Swan Beach POA,

and Board member of NSBPOA and NCOBA, and have also been the founding Board of other not for

profit boards in historic preservation in Forsyth County. Professionally, I am the Chief Global

Strategist for Sustainability at the International Finance Corporation, the private sector arm of the

World Bank Group. My current focus is on how to increase business investment in emerging markets

that drives to durable economic growth, in a way that is environmentally and socially sustainable. This

builds on previous work with national and local governments, civil society organizations, and the

private sector in international economic and social development spanning over 20 years and 6 regions

of the world: Sub-Saharan Africa, East Asia and the Pacific, Latin America, South Asia, Northern

Africa, Central Asia. Prior to this, I founded three startup companies and enjoyed working in the

software, consumer products, retail and hospitality industries. I hold an International MBA, BSBA in

economics, corporate finance, and engineering. I am a life-long resident of North Carolina with deep

ties to the Albemarle.

Candidate for Treasurer

Norman Zwahlen (incumbent)

Norman has served as treasurer since the FBCA was incorporated in 1989. Prior to that he was

actively involved with the Outer Banks Civic League from which the FBCA evolved.

He has been a weekender in Carova Beach since 1967. Norman is a graduate of William and Mary in

Norfolk, Virginia (now known as Old Dominion University). He is a CPA and has been associated with

the firms of Brock and Beasley and Jones CPA Group for more than 40 years. Norman supports the

preservation of the mystique, natural beauty and pristine northern beach environment. His expertise

and involvement with community based organizations is an invaluable asset to the association from

the early 1970’s when the federal government attempted to take over the land encompassing the off

road area, and to present day opposition to commercial development.

Candidates Board Members-At-Large

Gina Albrecht (incumbent)

Bob and I built a house at MP 23 in 1998 and have been here ever since. Before that we vacationed in the 4 WD area

and elsewhere on the Outer Banks. Currently living in Washington, DC, I’m a lawyer with more than 30 years’

experience with federal, environmental and regulatory laws. I am an experienced litigator and have been able to

work with the FBCA legal team to respond effectively to lawsuits challenging County land use decisions. I have a

good understanding of federal decision making processes and know how to work with policymakers, and can

represent FBCA interests there, if necessary. Like Jack Pardue and many others, I would like to pursue getting

summertime traffic on the beach under control and ensuring the continuing vitality of the horses. Another topic of

concern to me is insurance rates and the inequity for the coastal counties vs inland counties.

Calvin Alt (incumbent)

I am a licensed pharmacist currently practicing in the informatics area. I have been vacationing in the Outer Banks

since the early 1990’s. I purchased property in Carova Beach in 2001 and built my vacation home there in 2007. My

primary residence is in Pasadena, Maryland. I have been attending the annual FBCA meetings every year since the

early 2000’s.

I am currently a member of The Oriole Advocates, a non-profit, volunteer organization associated with the Baltimore

Orioles. In addition to assisting the Orioles with their promotional giveaways, the Advocates have a strong

community presence. We run the Cardboard-to-Leather program collecting new and used baseball equipment for

kids in underprivileged countries. We also sponsor Challenger Baseball leagues for developmentally challenged

kids and young adults in the Baltimore area. I am also a current member of the FBCA Membership Committee.

My reason for running for a seat on the FBCA Board is to have a voice in maintaining and preserving the natural

beauty of the area and to ensure that the wild horses remain free and protected. My attention to detail and

proficiency with technology applications would be an asset for the Board.

Eva Casola (incumbent)

For the past 14 years, I have been employed with the University of Virginia School of Medicine where I direct a team

responsible for administering a course that spans the entire four years of medical school. I hold a Masters in

Business Administration and have found my greatest strengths to be organization and promoting fiscal

responsibility. I enjoy being part of a team that will identify areas of concern, brainstorm creative and innovative

solutions, and will then roll up their sleeves and work hard with the community to get the job done.

I have been an FBCA Board member for the past two years and have chaired the Membership Committee. During

this time we have worked to increase our membership and preserve contributions by transitioning to online

newsletters. I have also been a general member of the Swan Beach Property Owners Association. In Charlottesville I

have been involved with fundraising for several local chapters of national organizations and a local American

Veterans group. Currently I am taking certification classes to enable me to respond as part of a Community

Emergency Response Team (CERT) member in order to help others during a crisis situation.

My family has owned property in Swan Beach since the early ‘80s. My husband and I have built a home here and

plan to move here permanently in the near future and so I am committed to sustaining the 4x4 area for future

generations. My greatest passion is centered on the preservation of the horses and other wildlife and the negative

impact commercial development would have on their future. I ask for your continued support in re-electing me to an

FBCA Board position so that together we may work to promote and nourish the 4x4 area.

Kimberlee Hoey (challenger)

I have been a home owner in the off-road area since 1998 and am a full-time resident. Prior to owning my home and

other property in the area, I rented homes in the 4X4 area for three to four weeks at a time. I fell in love with this

beautiful, unique off-road community the first moment I saw it and have been an advocate for its well being since. I

strive to protect this fragile area and to ensure the preservation of the Corolla Wild Horses. I stand for responsible,

reasonable and sustainable decisions that face our community in keeping with its character and uniqueness.

I am an active member of our community currently serving on numerous boards. I am the Treasurer for the

Whalehead Preservation Trust, Board President for the Corolla Wild Horse Fund, NCOBA Founding Board Member,

and Citizen appointed for the Currituck Wild Horse Advisory Board which includes representatives from USF&W,

NCDENR, County, Corolla Wild Horse Fund and two Citizens appointed from the off road area.

I have served in the past on Beach Driving Committee, Horse Tour Review Committee and have represented

interests to the Board of Commissioners regarding impact of Air Boats, Beach Driving, Traffic, Commercial

Development, Corolla Wild Horses and Service Districts.

I have a BS in Special Education and a Master in Public Administration.

I am seeking a seat as Board Member-At-Large on the FBCA Board of Directors to participate and be a voice for the

protection, preservation and sustainable future of the off-road area.

John William Howland (challenger)

I am seeking office on the FBCA Board of Directors to lend my skills to help protect and conserve our unique and

beautiful off-road area. I want to help ensure that we preserve our rural character, our wild horses, and all the other

wildlife that florish in our community. People, including me, live and own property here because we appreciate the

specialness of this place and way of life.

I discovered our community in 2000 and immediately fell in love with it. I built a house in Swan Beach in 2004 and

also own additional properties in Swan Beach, North Swan Beach, and Carova. I like it just the way it is.

I have served the community as the President of the Swan Beach Homeowners Association for three years, helping

to lead the many battles over the years against commercial development. I am currently the President of the

Northern Currituck Outer Banks Association, a non-profit group founded to preserve and protect our fragile barrier

island community. I am also a member of the North Swan Beach Property Owners Association.

I have spent 30 years in the information technology field building and protecting computer networks, primarily for

the Development of Defense and Intelligence Communities. I look forward to retiring to our wonderful beach!

Julie Lynn Rozella (challenger)

I am not only a full time resident of this community, but also a business owner and bring a unique perspective to the

table. I have a BS in Occupational Therapy and as well as a degree in Human Services. I am currently a licensed

General Contractor in NC, licensed Real Estate Broker, and own a Construction/Real Estate & Maintenance

Company in the Off Road Area.

I currently sit on the Board of NCOBA as the Vice President, a non-profit organization formed with the preservation

and protection of our fragile area. I have good communication skills which are essential in a position such as this. I

have a strong desire to make sure growth in the Off Road Area is not only feasible, yet reasonable, and not

detrimental to the residents, visitors, wildlife, horses, clean water, plant life, and habitat for the many species we

have who call this place home.

I am committed to giving back to our community as well as the preservation of this unique environment in which we

live. I am seeking office on the FBCA Board of Directors to offer my assistance in the protection of the off road area

wildlife, horses, and our fragile environment.

I currently live in Carova Beach but have owned many properties in the Off Road Area since coming here in 2002. I

have owned property in North Swan Beach, and lived in Swan Beach as well giving me a greater perspective of this

area.
