Around 31,000 people were killed in road collisions in 2010 in the EU27 – equivalent to over 265 fatal air crashes involving medium-range aircraft. On average, one out of three people will be injured in a traffic accident at some point in their lives. Up to the age of 55, traffic accidents are the most common causes of hospitalisation. In fact, the dangers of road traffic are all-pervasive and concern

everyone.

INTRUDUCTION

• The issue of road safety as a relevant social issue in Czech Republic, EU and overseas.

• Current situation is alarming – more than 35 000 deaths a year on the roads of EU. Increase of vehicles about 6-10% yearly.

• Necessary to join forces and coordinate national strategies, exchange of experiences.

• A lot of voluntary and professional organisations were built at european level thanks support of EP an EC, the most known is the European Road Safety Charter and the organis POLIS.

• Since 2006 is the statutory town Ostrava and the company LIBROS the member of ECH.

• We cooperate together and the results are coming. It has been created The interest association of legal entities – OSTRAVA FOR SAVE DRIVING!!!

• This social issue is influenced and supported by: Association of Regions of the Czech Republic The Union of Towns and Municipalities Government of the Czech Republic Transport of Ministry of the Czech Republic foundation BESIP safety driving centres

• For the second time was this issue discussed on the international conference TRANSPORT OSTRAVA under the auspices of Jerzy Buzek. In novembre 2011 we invited national correspondents and representatives of safety driving centres from EU.

• The memorandum supported the conclusions of the Committee on Transport and Tourism of EP for years 2011–2020, the memorandum brings new solutions, is reacting on the fact, that the commitment to decrease the number of death accidents (25000) till 2010 wasn't been fullfilled.

• In the year 2009 have died more than 35.000 persons and the caused damages of society reached more then 130 billions EUR.

• These results are alarming and unacceptable for us.

• We made a ten commandments document– easy and clear communication with the european motorisation society and for all traffic participants

• The 10 commandments is a strong, persuasive and soluble symbolism. Every pedestrian, byciclist, drivers, child, retiree and handicapped person should understand cleary this issue.

TEN BASIC PRINCIPLES OF ROAD SAFETY PREVENTION IN EUROPE

TEN COMMANDMENTS

1. United education system for children in pre- and school age.2. To support improvement of teaching in driving lessons, bigger support

for handicapped, special needs and se nior drivers. 3. Special attention to alternative transport means.4. Support of life-long education of drivers and other traffic participants

through Centres of safe transportation.

5. Support and application of distinctive integration of EU safety system and police into education of drivers in new conditions.

6. Integration of famous and known persons for motivation of correct behaviour of traffic participants.

7. Support of establishment of coordinator‘s office for road safety EU with incorporation of National correspondents of EU member countries (European Road Safety Coordinator´s Office).

8. Support of the use of modern and ecological means of transport.9. More effective cooperation with media in the safe road prevention

sphere. 10. Fast and effective legislative compatibility with all conclusions made

by European parliament Committee on transport and tourism for years 2011–2020 and other EU directions.

As well we have accepted the national correspondents in EU appeal and the driving save centres

representatives appeal.

APPEAL

TO NATIONAL CORRESPONDENTS OF THE EUROPEAN ROAD SAFETY CHARTER •to support entry of new members into European Charter and coordination of better accomplishing of old and new commitments •requests more activity by unification of institutions, organisations, communities and activities in questions regarding the road safety in each country

• suggests a new creation of websites for effective and qualitative communication and better support of important and seminal projects for support the road safety in EU

• to support fast establishment of coordinator‘s office for road safety in EU with incorporation of National correspondents of EU member countries with obvious authorities and effective form of new arrangements implementing

• appeals to all National Correspondents to better coope ration with adequate ministries in the sphere of road safety prevention and supports integration of National Correspondents into Ministries (authorized authority of each state)

• appeals to collective campaigns and projects of National Correspondents from the EU in the European road safety sphere

• appeals to hold regular conferences of National Correspondents, organised gradually in every member‘s country

• to support as much as possible the publicizing of National Correspondents and members of European Charter and their activities

• to support the creation of granted title of The European Commission for the National Correspondents on the regionally level, the activities, development and coordination of national projects to support of road safety inclusive the support, propagation and the significance

This we have managed with a big support of EP – Libor Rouček – the Ex Vice-president of EP, and Olga Sehnalová, MEP and member of the Committee on Transport and Tourism of EP. Olga Sehnalová is moreover „the engine“ of this events also n Czech Republic..

Efforts of the European Parliament and the European Commission

• We agree, it is necessary to pay attention in the road safety issue and to fulfill the mission of european correspondents

• Integration of legislative, statistics and experience exchange• Creation of „inteligent traffic control system“, cooperations

with auto-producers• Fulfilment of European programme of the year 2005• Support of safety driving centres, life long education of drivers, accept

new muster pilot project

• Creation of new European coordinator for road safety• Encourage all of organistations regarding to the issue „road safety“

(European Road Safety Charter, POLIS...)• Realisation of financing the basic commitments in each EU country.

(use the experiences from Germany and Austria) We cannot accept the thesis, that the crisis reigns) The automobiles are still produced in the world

• Regularly coordinate the realisation of experience exchange within websites

Main issues in Czech Republic

• Realisation of EU Road Strategy for the years 2011–2020• Basic platform for national strategy of road safety BESIP – clear form.

Involve to this issue Association of Regions of the Czech Republic, The Union of Town and Municipalities, foundation BESIP

• Realisation of following projects: SAFE MUNICIPALITY, OSTRAVA FOR SAVE DRIVING!!! road safety school for children in pre-school age.

• Creation of safety driving centres as an basic platform for drivers lifelong education

• Improve the education of drivers in the driving schools

• Ordinary training and education of teachers and children in kindergarten and primary school

Decrease we have noticed in the following category:number of death accidents – decrease 46 persons – i.e. 6,11 %number of accidents – decrease 385 persons i.e – 0,51%estimate of physical damages – decrease 296,9 mil. CZK – i.e. 6,03%

Increase we have noticed in the category:number of serious injured – increase 269 persons – i.e 9,53 %number of slight injured – increase 909 persons – i.e. 4,21 %

Conclusions

• In consideration of gravity of this issue is necessary to speed up all accepted and received procedures.

• The importance of documents for the future and control of fulfilment• set up of standards and information service for all EU countries, stretch the

European atlas of safe european ways.• Multisources financing of deciding tasks• Wake up the huge potential of European Road Safety Charter, POLIS and

other organisations concerned on the support of road safety

• Support of the TRANSPORT 2012 international conference in Ostrava, Czech Rep.to put the conference on european level and to help to make radical changes in the conclusions of this conference.

making a space for road safety, many times are the sums of money bigger as the state money sums do.

thank you for giving your attention to the problems that are either in your and mine own line and that

are important for all of us. I hope we will keep paying attention in the future aswell.

My task was to show our way to practically solve the problems in the Czech Rep. with the support of the European Union.
