If theywere no~ used as they should have been, · .at least· some were used, as we shall see. further on.· Therefore, now is. the time to re - tell the story.

In a le~ter·. of June 24, ·18'68·,: the· fil'J!1: of VIREY FRERES "fonnders- engravers", with an office 'in Paris at Rue de Rerines, ·142~ and furnishers to the postal administratior1s of many countries, presented three pr9ofs from which to choose. "and indicated tP.e co~t of the cancellers requested; "quot!3 11 . the price of the canceller in whit'e iron enclosingthe series o! months, dates, etc., as 17 francs fo:::· each 011e. · The third model was accepted. after. a . few miner retouches, and especially after the addition of two stars before and after the name of the office. Thirteen cancellers of a uniform diameter of 22 mm. were ordered, t\..ro for Ismailia, and · one each for the following offices: PORT SAID:, · RAZ EL-ECH, KIL • .34, KANTARA, EL -GUISR, CHAN­TIER VI, SERAPEUM, KIL.42, CHAIDliF, KIL. 83 and SUEZ.

The postmarks ~ ~it.h the name "CaNAL DE SUEz'u are generally found impressed in black -tha t of KIL. 34 in blue and that of CBA NTIER VI also in blue, and beginning in July 1869 on the stamps of Egypt, of the 1867 issue then in use.

With the exception of a singl e letter c oming from the o ffice of Cbsntier VI (Fig. !1.) ·,

all the mentioned postmarks are knmm on loose stam1;::;.

The rarity of these post marks have tempted some f orgers, fortunately ignor-ant. of the exa ct dates of usagE'•.

Therefore, the extreme use of these dated postmarks, revealed by a great numbe r of specialized · co llections; they are certc:.in­ly not definitive and can be modified by discoveries t c be made by collectors in the f uture.

To the present time the re are three knmm forgeries of Raz El- Ech, one of Chantier VI and one for KIL. 83. (Fig. 5) . They are a ll very gros s and the ir· dates do not match t he year of a uthorized usage of the or i ginal postrr.:arks.

, collected or paid is neither mentioned nor sho"rn by pc stage due adhesives. The 11Rec­eveur Principal" did not put his signature or hie; initials under the cachet.

The l etter is addressed to Por t Said and had to be delivered to the Egyptian Post OffEe for distribution; thus it had to be franked according to the rate "from France to A.­broad", i.e., 25 centimes or about 10 miJJ.­iemes. In fact, the letter is franked at

. 15 millie:r.:tes, i.e., about 37.5 centimes, · wb:ich iH :·f<fr over the norma l re.te ~ The tax­ation was not justified there.

Is . there an Egyptiar1 Pest office arrival da-ted stamp on the back ? I doubt. .

A.ll of the hand stamps are too clean to have been struck ·on a·n ordinary letter.

I agree that the four line hand stamp is not common at all but in this special case its use c~nnot be clearly explEdned.

FORGED 'CAMEL' SURCH.

Most of the glaring forgeries of the Sudan have occured on the overprints of t he fi.rst Provisional Issue, five or six of wh~ch .are identifiable. At least nine or ten more ex­ist' probably the. work of small owrators' that may never be · identified. This includ­es,. of cou:rse, th~ postage due stamps and the Fou:rnier forgeries, in both black and blue of the TEI" overprint on some value$.

WJth one excepticn we ra r ely see a forgery . on any of the "Carnel 11 stamps. The except­ion is Zeh. #19, (Scott. #28), The Khartoum Provisicnal with the overprint, 5 milJ.ie-mes, ir.verted.

Illustrated is a copy of Zeho #11, Se. ·#9, the 1 m. Pink and Brovrn of the first definitive issue. It has been surcharged with · the figure 11 211 in each of· the

In the early part of the 20th Century Egypt issued a s eries of genera l revenues, pr odu ced by surcharging the 11 no value" Official, (Zeheri #l, Scott 01) which first appeared on January l, 1893 in perfor.,tion ll~.

The normal ~Jaterm.a.rk of th~ or­lgin~l :).s.{l·u:e ii<Jaa Type rt:r, witn Star and ~re-scent. Though that official was first issued in 18-93, it was not until late 1914 that it was issued with the watermarks side1.tays (either left as Type V, or right, Type VI). It was on these stamps wit h the sideways watermarks thht: '.the revenue surcharges were applied.

The surcharges are in black and simply express the new va l ues in French and Arabic, illustra­ted on this sheet.

None of these s-tamps are parti­cul~rly scarce, though the two lo'.Jer values are much harder to .find than the higher values. I have yet to see any blocks of the lo'.ter values. I have nine documents of the Egyptian C us­toms Administration, dated from 1919 t hrough 1927 each of which bears three Piastres in value of these stamps (either a 3 PT. stamp singl e, or a combi nation of a l PT. and 2 PT. ) . I also have a cover of 1922 upon which one of the se of 3 PT. denomin­ation was used for postage.

'5a1% sta:nps a nd the f i seals used on parcel post label$, these adhe­sive s are not too common in the United States. 1,{nile many rev­enue collectors have expressed interest i n this area, l itt l e effort has gone in to research since Forbin 1 s Revenue Catalog was last printed in 1915 9 as it applied to- the Egyptian area .

The exception to this is Peter Feltus, t he author of this ser­ies of articles who, ove r the ~lst ten years has made an ex­haustive study of every avail­able type and Jrariety with much of the factual informat ion com­ing directly f ro:n our colleagues of the Philatelic Society b3 s­ed Cairo, and p-~rticularly from Dr. Sava Michel.

Searching records and compiling useful and factual data _even in Cairo appears to be a difficult undertaking and time con:=nmi ng.

The search goes on and as info­formation is received and eval­uated, it will be dul y reported in future articles by Feltus.

The Israeli agression on the Arab Countries on the 5th of June, 1967, resulting in the occupation of Israel to territories of the Arab countries members of the U.N. Israel's refusal to implement the Security Council resolution that forces her withdrawal of ' these territories and lays the basis for a peaceful settlement of this problem, meas­ures of collective terrorism used against the Arab popullltion in the occupied territ ­ories: Israel 1 s refusal to execute t he re­solutions calling on her to cease practic­ing terrorism against the Arab civilians and to abstain from taking any measures tending to change the situation in the occupied zreas, particularly Jerusalem and its sac­red places ; All this has created a very

· critical situation that represents a threat to pea8e not only in the Middle East b~t in the entire world.

Realizing how da ,'1gerous and critical this situation is, and how important to reach a j':1st and acceptable settlement to the crises a pre¥lratory committee comprised of dele -gates from various countries met in June o.f 1969 t~ call for this International Confer­ence of Parliamentarians.
