I just wanted to start by thanking all of you for the job you do each and every day. I hope all you made it through the holidays well and are back in the groove of helping others. As I write this article I reflect on the year and how fast the time goes when you are enjoying the things that you do. If you have any spare time to volunteer for our organization, we would love to have you on either a committee or on the board. Now is the time to step up and begin placing your information to run for a board position, or to put your committee application in for next year’s picks. The more people we can get involved the better. Do you have the skills to help? Please feel free to contact me at [email protected] and I will be happy to assist you picking out the best place for your abilities. Now is the time to get the applications in. Do not hesitate. We can always use you. We have been calling out for someone with the computer experience to help maintain our website and the blog. If you can help, please step forward and we will put you to work.

This year is very important for all of you to reach out to your Senators and Representatives and let them know that you support House Bill 113 and Senate Bill 822. This bill proposes tougher penalties to those who commit a crime on the Code enforcement officers in the line of their duty and extends further protection for all of us. If you need help identifying you representatives, please contact Mitch Posner or myself. We are always happy to assist you. F.A.C.E. keeps you informed of these proposed changes in the law and offers our support. We cannot do it alone. It is also up to you to let your representatives know that you support these bills. Please pick up the phone or send an email today.

Your board has been very busy this year. Cindy Drake and her committee are doing an awesome job on preparing for the 2019 conference. This will be our 30th anniversary; her team is planning some special surprises for us. The conference information and sign up will be coming very soon. Please look for this information, and I look forward to seeing everyone in Orlando.

The board is also looking into how it can improve your experience with our website. We want to increase user interaction and ensure we are user friendly and attractive to all of you. If you have computer knowledge of software programs and website applications, please reach out to me. We are always looking for volunteers.

I am available for our membership at any time, if you have an issue or want to bring anything to the board or just want to talk about what each position and committee completes throughout the year, please reach out to me. We always need a few good people and that means you.

Lastly, I not only want to thank each one of you for your dedication, but I want you to be safe out there. Please stay alert of your surroundings always and follow your instincts. We strive to keep each of you safe through our trainings, but it is up to you to do your part also. I will always remember that this may not be a thankful job, but it is a rewarding job. Be safe my friends.

2nd Vice President Michael Hauserman

It has been my pleasure serving the association as your Second Vice President for the past year, and I will always available to assist in any way I can in the future. In the position of Second VP, I always held education and certification to the highest standards possible. Maintaining the integrity of the Association’s education and certifications are my greatest priority. I strive to make all our member’s certifications the best in Code Enforcement.

I look forward to seeing everyone at this year’s annual educational conference in Orlando. Our First Vice President, Cindy Drake, and her committee have been working hard to provide the best education classes for the membership. Your Board of Directors have made every effort to provide assistance for this and future conferences. They have provided not only the opportunity to receive full tuition scholarships to the conference, but also ½ scholarship opportunities. Your Certification and Education Committee have been hard at work putting the final changes on the classroom materials and Power Point presentations for the Fundamentals course re-write. We expect to have the final materials ready to present to the newly elected 2nd VP and UCF Institute of Government for final approval and implementation. During the last year, the committee and I have approved many Code Enforcement Professional paper topics, reviewed continuing education hours, and ruled on member decertification appeals. With all this in mind, if any member has an interest in running for a position on the Board of Directors, I encourage you to consider Second Vice President/Certification and Education Chair. It is a very involved position with direct impact on the membership. You have the opportunity to building an amazing committee dedicated to improving an already great organization. Without the volunteer committees and Board of Directors, this association would not be where it is today. Be involved in your association. It has been my pleasure to serve!

Did you know that there is a forum on the F.A.C.E. website where you can interact with fellow members on a variety of subjects? Many case questions are posted there as well as employment opportunities. You can find the link to our forum on the F.A.C.E. website on the top right of the welcome window. (Our website is http://face-online.org/).

Besides monitoring our LinkedIn and online forum, the membership committee and I have been busy assisting members with issues, identifying and reaching out to non-member jurisdictions. We hope the latter effort will lead to a boost in membership in the coming year. A big hats-off to my sole committee member Vito Lorenzo (City of Stuart) for doing a big chunk of the leg work with the non-member jurisdictions.

I encourage you all to get involved whether it’s running for a Board position or serving on one of the committees. It’s worthwhile, fulfilling, and benefits us all. And that brings us to this year’s bacon, I mean elections.

Please see the Delegate form toward the end of this Interface edition. Select one Code Officer as a Delegate and one as the alternate, complete the form, and then mail it to:

The Legislative Committee will have a table set up throughout the conference. Please check in at the table to ensure we received a Delegate form from your jurisdiction and to pick up your Delegate ribbon. If a Delegate form is not mailed in ahead of time, forms will be available at the table for you to fill out at the conference, however, it is preferred the forms are mailed ahead of time. Please help your Legislative Committee by ensuring only one Delegate form is sent in from each jurisdiction. Only one person from each jurisdiction will be permitted to vote in the elections which will take place on Thursday, June 13th. Results will be announced that night at the conference Banquet. Below are the election rules mandate by our bylaws:

Only voting delegates or alternates may cast ballots for election of officers. The election shall be conducted by secret ballot during the annual conference prior to the annual business meeting under such rules and at such times as may be established by the Board of Directors. In order to be elected, a candidate must receive the most votes cast. There shall be no proxy or absentee ballots. The Sergeant at Arms shall maintain a list of the primary voting delegates and alternates and supervise the registration of voting delegates and alternates. By majority vote, The Board of Directors may retain the services of an outside person, firm or organization not associated with FACE to supervise the casting of ballots, and tabulation of election results for presentation at the annual business meeting. In case of a tie vote, the election shall be decided by the flip of a coin, U.S. currency, conducted by the President or, in the absence of the same, by the immediate Past President.

The financial status of F.A.C.E. to date is good. Our accounts’ totals as of 4-30-19 were:

Operating (Fund) Account - $140,172.00; Scholarship account (Savings) - $6,916.35; Reserve Account (Savings) - $5,338.32 for a grand total of $152,426.67.

Your Board of Directors are watching their respective budgets and keeping spending down to a minimum. F.A.C.E. is in great shape financially, membership seems to be on the upward trend, so if you know anyone in Code Enforcement that is not part of this great organization get them on board now.

I hope everyone has registered & are ready for the 2019 F.A.C.E. Conference. We are celebrating F.A.C.E.’s thirty (30) year anniversary. It’s going to be a lot of fun. I hope to see you all there.

There are still some seats on the Board of Director’s that need to be filled. Won’t you consider running for one of the following seats: 1st Vice-President; 2nd Vice-President; 3rd Vice-President? Or maybe, you’re more suited to volunteer on a committee. Please consider getting involved beyond the Chapter level. It is very rewarding to be a part of something bigger, more challenging.

Speaking of committees, we are still looking for people to be on the finance committee. If you are interested, please submit an application for committee. We will probably only meet once this year but may have a conference call or two.

Committee Interest The Board of Directors is actively seeking potential committee members for 2019/2020.

Duties and Responsibilities of Standing Committees:

a. The Program Committee shall meet as necessary and shall be responsible to the Board of Directors for the development and presentation of the annual conference program for the ensuing year.

b. The Certification Committee shall promulgate rules and regulations pertaining to testing, certification, recertification, and award of the designation of Code Enforcement Professional (CEP). The committee shall meet as often as necessary to attain those goals.

c. The Membership Committee shall meet as necessary and shall be responsible for the active recruitment of new members and the retention of present members.

d. The Finance and Budget Committee shall meet at least once yearly during the last quarter of the F.A.C.E. fiscal year to prepare and present a proposed budget to the Board of Directors for the ensuing F.A.C.E. fiscal year.

e. The Legislative and Judicial review Committee will meet as necessary and is responsible for the review of state statutes and of ordinances throughout the State of Florida which pertain to Code Enforcement. Their ultimate responsibility lies in finding the most efficient and effective laws in place and working toward the establishment of these laws on a statewide basis. This Committee shall also propose amendments to the By-Laws for transmission to the Board of Directors.

First, I want to thank the membership for the opportunity to represent and serve as your current Second Vice President and your past Third Vice President of the Florida Association of Code Enforcement. You honor me with the trust that you have bestowed upon me over the past two years. I ask for your support and vote as your next First Vice President. The Nominations Committee seeks to find the very best candidates from committee members, sitting board members, and the membership at large. The position of First Vice President is one of the most important positions up for election this year. It is not only responsible for the 2020 Conference, but it is a 3-year commitment as your next President and Past President. This position requires a good understanding of the Strategic Plan goals and objectives. I have gained this understanding and experience by serving on committees, attending Board meetings, and by serving on the Board of Directors. My membership with the Florida Association of Code Enforcement commenced in 1996. Following joining F.A.C.E., I earned my certifications in Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, Legal Aspects of Code Enforcement, Officer Safety, and Code Enforcement Professional. I volunteered on several F.A.C.E. Committees throughout my career including the Sergeant at Arms Legislative Committee and the First Vice President's Program committee. My involvement with the Code Enforcement continues with the Code Officers Association of Palm Beach County, which I have served in multiple capacities including President, Vice President, Secretary, Treasurer, and Board member at large. I hold additional certifications with the International Code Council as a Zoning Inspector and Property Maintenance & Housing Inspector. I also hold a Bachelor of Business Administration with Florida Atlantic University. My Code Enforcement career began in 1996 with the City of Palm Beach Gardens as a Code Compliance Officer. I worked as a Code Enforcement Officer with the Town of Lake Park, Orange County, and Palm Beach County. During my final two years with Orange County, I held the position of Program Coordinator supervising up to 12 staff members. 2019-2020 Board of Directors Candidate: Steve Shifley, First Vice-President

My name is Steve Shifley. I began my career in Code Enforcement in 1985 in Ohio, beginning as a Certified Fire Safety Inspector. While in the fire service I became a Paramedic and rose to the rank of Captain and managed the Fire Prevention Bureau. During my tenure I attended and graduated from the Ohio Fire Executive Program, as I was selected from over 250 applicants for the program’s first class. The OFE curriculum included 22 learning modules that included Budgeting and Finance, Community Leadership, Executive Leadership, Leading and Managing Change, Strategic Planning, and Vision, Mission & Organizational Values. The OFE learning modules are the essential components to be a highly effective 1st Vice President of F.A.C.E.

After moving to Florida, I was hired as a Code Enforcement Officer for Haines City in 2007. Six months after being hired, the city established a new position of Code Enforcement Supervisor for which I applied and interviewed and was promoted, I have held that position now for 11 years.

I have been a member of F.A.C.E. since 2007, and I am currently certified in Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, and Legal Issues in Code Enforcement. I was also a member of the F.A.C.E. Program Committee for the 28th & 29th Annual Conferences. I am a member of Polk Association of Code Enforcement (PACE) and have held the positions of Vice President and President for two separate terms. In addition, I am a member of American Association of Code Enforcement. I am certified as an ICC Property Maintenance and Housing Inspector and a DEP Storm Water Erosion Inspector

Five of your 28 F.A.C.E. Presidents have come from PACE, the most of any Chapter, making PACE a trailblazer in F.A.C.E. leadership. I understand that YOU, the members are the most important aspect of F.A.C.E. and I will work HARD on obtaining the State Recognition for all Code Enforcement members, along with enhancing and adding additional benefits for all F.A.C.E. members. 2019-2020 Board of Directors Candidate: David Hooker, First Vice-President

Hello everyone, I would like to introduce myself to anyone that does not already know me, my name is David Hooker, and I am seeking the opportunity to become our next 1st Vice President.

I have been a member of F.A.C.E. since 1999, and currently certified in Levels I, II and III and have secured my Code Enforcement Professional Certification twice - once in 2003 for Citation make the difference and again in 2018 with City of DeBary versus the Sunshine Law.

I am currently the Code Compliance Manager for Ponce Inlet, and besides the CEP designation, I additionally hold a Fire Safety Inspector I certificate through the State of Florida Division of State Fire Marshal.

During my 20 years with FACE, I have had the honor to serve our association by serving on the Education Committee for two years and the Legislative Judicial Review Committee for 3 years.

In January 2018, a handful of FACE members saw a need to network locally and to concentrate our training efforts on issues that pertained to our localized region, with leadership and teamwork of all we became the 11 chapter within FACE, which I proudly serve as our current President.

This pivotal position is a 3-year pledge for whoever you elect. I am making that commitment to you and all our members. My experience in and out of the work place has molded me into the hardworking, critical thinker that understands the value of teamwork and the strengths of others. Furthermore, this position requires a vital understanding of strategic planning, goal setting, and integrally must carry the professionalism that will be paramount for moving our organization forward. There is so much more work to be completed.

I am dedicated to this organization first and foremost and will work with all our members and our Board to ensure that our organization will continue to grow and be recognized across the state for our accomplishments.

2019-2020 Board of Directors Candidate: Mitch Posner, Second Vice President

Hello again. As I stated earlier, it has been a high honor serving you this past year as Sergeant-at-Arms. Fortunately for you all (as of press time), there are some worthy candidates ready to take on the Legislative mantle. Additionally, my own successes, experiences and skills are an even better match to a more administrative position such as Second Vice President. It is in that regard I ask for your support once again and hope to receive your vote in this year’s election.

Serving you as Sergeant-at-Arms has been a quite fulfilling experience and afforded me an opportunity to see the workings of our Board of Directors up close. It was a year full of ups and downs and lots of bacon and I have come to realize I can serve you all even better in the Second Vice President position.

Currently, I am the Code Enforcement Supervisor for the City of West Palm Beach, supervising sixteen officers and three clerks. In addition to those duties I manage all lien reductions for the city and recently assisted in revising the entire city code governing that process. Certifiably speaking I am certified in all four FACE levels and earned storm water inspector certification this past year. Educationally speaking, I have a bachelor’s degree in Criminal Justice and a master’s degree in Administration. Which leaves us with, professionally speaking, prior to Code Enforcement, I spent 6 years in the US Army graduating as Honor Graduate from the Army Air Traffic Control school and 12 years in law enforcement after graduating as Honor Graduate from my Police Academy.

Moving away from the dry goods and onto the meat (or the bacon), outside the confines of that brief resume, and sometimes concurrent with those jobs, I have chaired a full council and numerous committees including budget and judicial committees as well as this past year’s Legislative and Judicial Review Committee that reviewed all our bylaws to recommend updates and/or revisions. In the Army, and in law enforcement, I received commendations for administrative accomplishments including data management and training program development. That should serve well if elected, as a primary task for the new 2nd Vice President will be to continue the good work of the current year’s Certification and Education Committee, in reviewing and revising the course material and testing for FACE certifications.

On a more personal level, for those who don’t know me, I originally came to Florida from NY by way of South Carolina, Georgia, Alabama, Germany, Alabama again, and Texas. I’ve spent a great deal of time volunteering in K9 rescue work. Aside from generally being a work horse, I am an avid reader and a lover of bacon, trivia, dogs, bacon, science fiction, and bacon as well as a font of pop culture knowledge. Having served you diligently this past year as Sergeant-at-Arms, I hope, with your support, to continue serving this year as your Second Vice President.

My name is Dwayne Johnson and would like to be your next Third VP. I was born and raised in Stuart, Fl. And graduated from Martin County High School. I joined the U.S. Navy and was enlisted as an Hm3-E4 Combat Field Medic attached to the 1/8 Marine Division A Co. 2nd Platoon. I completed my tour of duty leaving the Military only to return to Memphis, TN. While in Memphis I applied for the Memphis Police Department where I became gainfully employed in Sept. of 1997. I attended Southwest Community College where I furthered my degree in Criminal Justice. My career with Memphis Police Department ended on Sept 01,2014 where myself and my family moved back to Florida. I remained retired from the police department for approximately 1 1/2 years when I applied for Code Enforcement with Palm Beach County in 2015. I was promoted to Senior Code Enforcement Officer in October 2017, and currently hold that position today. I am currently the local CEOA of Palm Beach County’s Vice President and my responsibilities include providing training and CEU’s monthly for our members, and I also serve on the Legislative Committee for F.A.C.E. I thoroughly enjoy the work that I do and helping the citizens of our community. I am a dedicated, passionate, and responsible individual, and more than willing to focus my time and attention to better the association, and usher us into 2020. Thank you for your consideration.

I have 26 years of local government experience with Alachua County - 18 of which with code enforcement. I have been a member of the Florida Association of Code Enforcement since 2000. In addition to being certified in Fundamentals, Administrative Aspects and Legal Issues, I have served on the legislative committee for four (4) years, the program committee for four (4) years, the membership committee for half (1/2) a year, and the nomination committee for two (2) years. I have served the membership by sitting on the Board of Directors for five and a half years in the positions of Sergeant-At-Arms, First Vice-President, President, Past President, and Third Vice-President.

I have been a member of my local chapter, the North East Association of Code Enforcement since 2001 and have served on its board as Secretary, Vice-President, President, and Past President.

The political climate has changed in Tallahassee and the opportunity for positive change for code enforcement professionals has arrived. Let’s use my experience and my contacts to work on making those changes a reality.

During my professional career, I have been recognized by my peers and my community with the Keep Alachua County Beautiful Silver Award for outstanding adult personal achievement, the Florida Askew Award, the National Askew Award, and the A.A.C.E. outstanding printed materials award.

Outside of work and F.A.C.E., I serve as a community advisor for the University of Florida’s chapter of the world’s largest student public service organization, and on the planning committee for the Orlando-Lake Nona Tour de Cure charity cycling and running event. I also enjoy travelling, cooking, riding charity cycling centuries, and cheering for my beloved Florida Gators and Boston Red Sox. The speaker was Angeline Scotten from Florida Fish and Wildlife, discussing coyotes in Florida. She explained that coyotes are omnivores and range in size from 24-40 lbs. Ms. Scotten also explained that by utilizing hazing techniques (i.e. making noises) people can force a coyote to leave the vicinity. Meetings are held the first Tuesday of even-numbered months; location varies. We are still looking for locations for our meetings – please consider having your agency host an event! The next meeting will be hosted by the City of Oldsmar on June 4th. The educational topic will be illicit discharge.
