I mail out around 3000 issues every month and she’s apparently the only one in the Pacific Northwest that is tired of seeing only my bike there. Well don’t really have much to write about but will give it a try and maybe come up with something. I hope you are all maintaining your sanity during these times of uncertainty where it is hard to tell what is real and what is not, what you believe, what you know, and what you think. My personal thoughts are don’t panic but be safe, be smart about your choices and we will get through this just fine. Do to this shutdown we have had to cancel our April BOD, at this time we do not know if this is just postponed or if it is an out and out cancellation, stay tuned and we will find out together.

With the technology we have today we have to start thinking about changing our bylaws to include some sort of telecommunications in case of something like this so we can conduct business that needs to be handled in a timely manner. Just an item to look into. As for looking ahead I have received numerous calls and emails asking

about spring opener on whether it is going to be canceled also, the answer is we are moving forward with all aspects of spring opener, I believe we will be out of this mess and be able to have an excellent event that we have already put a tremendous amount of work into. I would like everyone to be ready to go balls out on the selling of raffle tickets and spring opener tickets. If we work together this will be the same great event we have been having in years past.

Another thing we are moving forward with is the Motorcycle Awareness Protest ride on May 9, leaving Eagle leather in Lakewood, see flyer. We are hoping that we will be able to proceed with this run as originally planned. It will be a great way to break out of this shutdown and actually have a little camaraderie for a change.

If we don’t change, we don’t grow. If we don’t grow, we aren’t really living.

Members, this has been a very long month with so many challenges to just get through a day.

Looking forward to riding to the Motorcycle Awareness Run on May 9th The purpose of the ride is to get the word out about how many riders have died on the state roads. What is the D.O.T and W.S.P. doing to help us make the public aware of the motorcycles? What are our legislatures doing to help make the roads safer?

Deputy Coordinator Chris Varner and myself recently met with D.O.T. and they are trying a program with Awareness signs on highway 101 and highway 14. This is just one small example of what needs to be done for the motorcycle community. Using the highway reader boards during events and adding more info to drivers training would also help.

We being the leader in motorcycle legislative affairs need to think about a bill for motorcycle awareness that would help our cause.

May 9th we will be at Eagle leather with State products and Spring Opener tickets. We will be there at 11am Kick stands up at 1:15 see the flyer in this month Freedom. Use this opportunity to get out on a run with all the others and get out’a the house. Look forward to seeing you there.

Speaking of Spring Opener at this point it is full on book your camping spots and get your tickets online.

May 2020 Legislative Report

I realize that many of us are “down” about the cancellation of so many of our wonderful events but, there is some good news for us and the motorcycle community.

Our Parking Bill, 6565, which was passed unanimously through the Legislature, was signed by the Governor on March 25th @ 3:26 pm. Due to restrictions imposed by the Governor, there was no public event for signing our Bill but, the signing can be viewed at www.tvw.org. Since we are still unsure how this month (May) is set to play out, we will just have to keep you posted regarding the Governor’s Proclamation of May as Motorcycle Awareness Month. Keep in mind that we were successful at getting the Resolution to

Proclaim May as Motorcycle Awareness Month passed. We will keep everyone updated as our restriction requirements allow.

During this time when the Legislators are not at the Capitol, we spend the time reviewing our strategies on legislative efforts for the next biennium: 2021-2022. We are, of course, going to push for our Helmet Pilot Bill and our Lane Sharing Bill again. We are also reviewing the Weight Fee Bill to determine whether it gets presented next biennium as well. We are contemplating another bill that would allow multiple bikes to park in a handicap spot as long as at least one of the bikes has a handicap parking permit. This issue was presented by a couple who rides their bikes together - he, with his disabilities, must park in handicap spots near an entrance thus leaving her to wander around to find a parking spot elsewhere. This parking split would often cause them issues at large venues such as rallies. Now that our Parking Bill has passed with allowances for multiple bikes per parking space, it may end up being just an amendment to allow multiple bikes per handicap spot with at least one handicap permit. The possibility of presenting this bill is planned for discussion at the next BOD.

There are also some changes going on in the Legislature that we are keeping an eye on. These changes may affect how we approach sponsors for the bills we want to present this upcoming biennium. These changes include the following: •Representative Doglio (Dist 22, Olympia, Lacey area) is leaving her state seat to run for Congress •Representative Mead (Dist 44, Snohomish, Lake Stevens area) is leaving his seat to run for City Council •Representative DeBolt (Dist 20, Centralia Morton, Packwood area) is leaving his seat for retirement. •ABATE’s Legislative Officer, Brian Lange has announced that he is running for the Dist 20 Representative seat vacated by DeBolt. Obviously, having someone like Brian Lange in the Legislature would be a great benefit for ABATE’s efforts. You can find more information about Brian’s campaign status, donation options, and where he stands on issues through his Facebook page: Elect Brian Lange for 20th District Position 1 R.

Normally the May issue of Freedom covers updates and information from the April BOD which had to be postponed due to state-issued gathering restrictions. As of the writing of this article, the BOD date has yet to be rescheduled so look forward to these updates in future issues.

As a side note: We would like to congratulate ABATE Idaho for the passage of their Motorcycle Anti-Profiling Bill (S 1292) into law. This Bill was signed into law by their Governor on March 26, 2020 after passing both Houses with a large majority. Good job Idaho!

SNOHOMISH - Well as you can see by the new flyer our Sky Valley bike show in May has changed to July 12th! You all can guess the reason why as we all are still at home. Yep things have changed and not for the better in most cases. As of the writing of this we still have the right to ride our motorcycles but not much else! This “emergency” is a eye opener for all of us on how quickly our rights can be swept away. I know it’s going to help slow this shit down but to what expense ? Our jobs, our investments, and our rights! Anyway I hope you are all safe and healthy and ready (like me) to have this over and done with so at least we can have a BOD! See you in the wind.

Elk Country ChapterFrom CARRIE BREDY, ASSISTANT SECRETARY

MORTON - There is not a lot to report on this month, since we have not been able to have our business meetings or any social activities within the chapter. That said, it’s important to at least say “Hello from Elk Country!” I’m hoping everyone is staying healthy and safe. Here in Lewis county only a couple of people have died from COVID-19, but that’s a couple too many in my opinion. I can’t wait for this all to be behind us, and the roads stretched out ahead of us. At least the weather has finally turned! I hope everyone got some good vitamin D out in the sunshine lately, whether it’s on 2 wheels or just in your own backyard. I got some “isolation rides” in, myself. Well, not fully isolated—I rode with Hardtail, but that’s who I’m in lock-down with every day anyway. Speaking of lock-down buddies, I hope everyone gets to enjoy this time with the person or people you love. Maybe use this time to do some tune-ups, wash and detail your bikes, check your equipment? Also be sure to check in on friends and chapter members to make sure everyone is holding up okay. Maybe you can drop off food or supplies on the front step of someone who is out of work right now. Trying to think of little ways to help so we all come through it together. Miss you folks!

SEATTLE - We had a successful Freeze Your Butt Off event on February 22nd. Weather held out for us, it wasn’t too cold fortunately. We’d like to give special thanks to Mark Sherman for retrieving the chapter flag in the middle of the highway which came off Joe’s bike on SR 518 near the airport (lessons learned). There were a dozen or so bikes, 19 people participating, and our fund raising for White Center Food Bank generated a net of $237 which considering the relatively small group was not too shabby. At our March Chapter meeting (just before the quarantine) we made plans to meet up at the food bank, and though we had a stay at home order in effect, getting money to the food bank was certainly an essential activity! Three chapter officers met up to present the check, which with all the furloughs and layoffs recently was much needed and appreciated. Many thanks to everyone who participated.

SHELTON - I hope this report finds everyone well in these unusual times. I won’t dwell on the subject of what to do and what not to do. There are already far too many flyers and informational pamphlets that do that, but I would like to applaud the actions of those in the medical profession that are doing their jobs every day whilst right in the middle of all this mess. Hands clapping. Mason County Chapter hasn’t had a meeting in the last month or two, nor have we had any organized events, so, really not much to mention about any chapter related on-goings. Everyone seems to be hunkered down and disappeared. One nice thing is the weather is cooperating fully with outdoor activities on the bike, and we did just that last week with a ride up to Mt St Helens. The weather was amazing and I guess a lot of other motorcycle enthusiast had the same idea about getting some fresh air. All the gates were closed so we just went as far as we could, took a break, and then headed back down. Social distancing at its best. Be safe.

POULSBO - Congratulations on the Parking Bill! Now this COVID crap has got to go! It is difficult to articulate what is happening in our chapter this month, but I will endeavor to fully impart information about all of the wonderful events and rides we have been participating in as a Chapter.Stay Home, Stay Safe The end. We have been keeping in virtual contact as a chapter, and a few of us essential workers have been able to ride to work. And I personally discovered a new scenic route to the Pharmacy, but It seemed to take hours along the waterfront. Is your bike’s GPS acting up too? When the current situation is in the past, we will “more than” resume our normal operations! We are all going nuts in isolation with the beautiful weather out there calling us to get some wind, so when this crap is finally over, we are going to ride, ride, ride. CHEHALIS - Is 2020 over yet? It sure seems like it has been a whole year since January 1st. Our chapter has been on hold the month of April. All the events and meetings that I knew of in April were canceled. Hopefully things will start to open up in May. This thing may drag itself into summer. Dealing with staying healthy, protecting our rights and hoping the economy stays afloat can be stressful. Trying to figure out which “expert” is right is not easy. We ABATE members have always strove for freedom of choice. When the government tells us what we cannot do. We tend to push back. Everyone must make the choice that is best for their family and themselves. Try to stay sane. Friends and family are sometimes just a phone call away. Enjoy the sunshine when you can. I know that nobody comes within six feet of me when I am riding down the road by myself. Stay healthy, wash your hands and save some toilet paper for the rest of us. The Covid 19 quarantine has caused unforeseen challenges. At the present time, no decision has been made Concerning our 101 Run. This unprecedented shut down has raised questions that will spark discussions in the future. ABATE defends Freedom On the Road, but Freedom and Liberty are not limited to the roads. For example, the Governor of WA closed public lands and closed recreational fishing, shell fishing and spring hunting seasons. Liberty to earn a living has been suspended for some. Temporary, voluntary relinquishment of Liberty is more palatable than a Governmental taking of those Liberties. We urge everybody to remain positive, and focused. Get out for a ride, and enjoy Spring. We will get past this! Stay sharp and ride safe.

AUBURN - Howdy folks. SKCC had a good time at EPCC night out as our monthly social. We had a great time hanging out with our brothers and sisters. We will have to evaluate our events that we had to all off due to COVID19. We’ve been laying low and helping members as much as we can with this social distancing and Stay at Home order. Spring Opener is going to continue to be planned. Raffle tickets can be sold. The raffle will happen. Think outside to box to sell tickets. Via mail and pay apps. I pray you are all doing well. PURDY - Greetings from the ‘Pen! Interesting times we are all living in and going through to say the least. My hope is that none of you have been personally adversely affected by the sickness and that you are all not about to rage with the restrictions that have been foisted upon us. Some say necessary evil, some say complete infringement of our rights, I just hope we can get back to normal soon. To that I will say that although we haven’t gone far, we have taken the opportunity to get in on some of this great riding weather and got out and grabbed some RPM therapy and from the looks of the forecast will have to do so again soon. I guess beyond freedom, riding to most of us is about decompressing and sanity. Follow your heart but please try not to make it political. We are all in this together no matter what side of the political fence you stand on. Take care of each other and as always, Stay Cool!

SPOKANE - Every job that someone depends on to support themselves and their family is necessary. The feeling around here among most folks is we’re about done with all this nonsense. Supposedly this shutdown was to prevent hospitals from being overrun with sick people. We were past that mark a few weeks ago. Kinda hard to show a downward curve to open things up again when you’ve had no crisis to begin with. This virus is boring. I’d prefer zombies. If anything just to see how the media would blame that on Trump too. Bait and switch is something the motorcycle community knows all about when it comes to legislation. If you support the shut down, if you oppose it or if you’ve got some concerns that you aren’t seeing addressed then take a minute to contact your legislators. Chances are you aren’t the only one thinking it no matter what your view is. Be the squeaky wheel! At the time of writing this the May 4th date for getting back to normal is still in effect. I don’t expect that to hold all things considered. Regardless the Awareness Run on the 9th is still on the schedule. Either 50 stir crazy people will show up and we’ll hold to the itinerary as close as the shutdown allows or both people who show can just do a ride. Am looking forward to trying out that new BBQ spot in Oldtown. If not then the deli at safeway is still there. Wonder if Jackson Street has a drive through window yet? The International Ride is still planned also for July 18th. Anyone who can’t do the overnight in Canada and still wants to do the ride let me know. I’m going to do the route before hand and chat with the border officers in case this craziness has enacted any new regulations we need to know about. I’ve got the North Idaho ABATE rides on the calendar. I haven’t gotten confirmation on them yet so check your emails for updates. I’ll forward them along when I get any new information. Idaho already announced and extension to their lock down. About it for this month. As always give a wave when we see you on the road!

COC UPDATE Legislative Stimulation

Our original bill now law, RCW 43.101.419 passed into law in 2011 regarding motorcycle profiling and it is our intention to amend this already effective law to include a “cause of action” that creates relief for the victims of profiling and a “deterrent” against profiling. This year we introduced Senate Bill (S.B.) 6130 for that purpose. SB 6130 was prefiled on January 2nd then had its first reading on January 13th that assigned the bill to committee. It was our intention to amend the “Motorcycle Profiling Law.” This amendment failed to gain traction in the Senate Law and Justice Committee. Our team was spot on with the approach and timely with our responses. It has been said that our amendment fell victim to a short session. I believe that to be partially true also to include other influences that prevented the passing of our bill into law. The original bill in 2011 was very effective and passed unanimously through all committees and both chambers of Washington State legislature. I find it hard to believe with such an overwhelmingly effective and popular Motorcycle Profiling Bill that our legislature would not want to remedy the recent uptick in profiling against our community.

Next session in 2021 the first of a biennium will give us a chance to file our bill and work it for two sessions, if necessary, consecutively and apply what we learned in the past to our future. We must prepare in the off season to be properly prepared for session. It is our hope to gain support from groups with influence and meet with our opposition. Gaining influential support helps to pass through committees and results in votes that favor this bill to pass through legislature. Meeting with our opposition creates an informed testimony in Committee. Before next session in 2021 we have time plan in detail our course of action and to increase participation from our community. We are looking forward to a well-oiled machine going into 2021 resulting in the passage of this amendment.

ABATE of Washington put 5 bills on the hill which created some success for our community. 1) lane splitting SB 5254 did not pass, 2) Vulnerable users passed in 2019, 3) Motorcycle parking SB 6565 passed in 2020, 4) Helmet pilot program had a house hearing then died in committee 5) to strike a $25.00 weight fee this bill had no sponsor. The vulnerable user bill passed and the effects of that are for example: if a biker is being tailgated, the fine for that would double, along with a few other “dangerous” traffic offenses. This created double the fines for certain traffic offenses against vulnerable users. Motorcycle Parking bill has been signed into law. The $25.00 weight fee bill was to strike this fee off the books, this never received a sponsor and was dead on arrival in 2020.

It will soon be time to begin preparation of our strategies to push forward on motorcycle profiling and the many issues that infringe on our freedoms. Together we can make a difference. We have a great opportunity every year to show our support during Black Thursday. Our freedoms are becoming defined by our participation. Fight back or get walked on. Keep it up by joining the fight. Thank you to those people who put in countless hours and legislators who support our rights base.
