There- fore, when a shop at Boeing has a change in design or material that requires a new cutting tool, they need look no further than their own brothers and sisters at CTSC. The responsiveness, service, creativity and talent CTSC delivers was recently demonstrated in helping Frederickson solve a potential production problem. Credit should also be given to our toolmakers, our tool and die makers and SPEEA tool de- signers. The situation arose when an engi- neering change somehow did not get communicated to the Skin Panel Mill- ing area. With production schedules tight (especially on the 737), it was imperative that the problem be resolved quickly to avoid any missed delivery or the cost associated with having to re- balance the assem- bly sequence of the 737 line. Initially, man- agement contacted an outside firm who estimated it would take 12 to 16 weeks for a new design and cutters. Since this wasn’t an option, CTSC was called. Within an hour of getting the call, CTSC arrived in Frederickson and began assessing the situation. Members from three Unions (the IAM, SPEEA, and Op- erating Engineers), teamed up to demonstrate their ingenuity and re- sourcefulness by devising a plan to develop a new router, router guides, templates and cutting tools that would enable the existing panels to be re- worked without impacting the final assembly schedule. Time was of the essence, and all parties stepped up and delivered. Within five (5) manufacturing days, the new tools were delivered and the panels were reworked to keep 737 production on schedule – quite an impres- sive feat. This is the level of support CTSC routinely provides that an outside vendor cannot match. Yet it couldn’t have happened without the skills, expertise and resourcefulness of all the individuals involved. Customer Service Rep, and 751-memberRoger Ahrnkiel, who has over 37 yearsin tool and cutter grind. Roger expressedconfidence that CTSC could design anew router, manufacture it from roundstock and have it to Frederickson in a fewdays. Roger and 751 Tool & CutterGrinder Sam Hobbs began the cutterdesign effort that same day and devel-oped two carbide router cutting tools (aroughing router and a finishing router)that could be used by the hand-held rout-ers on the skin panels. Sam developedthe NC program and tool fixtures used togrind the prototypes and after a few mi-nor adjustments completed the carbiderouter cutting tools the next day.

Meanwhile at Frederickson, Steve,with input from 751 members, completedhis router guide and template designs.He recruited 751-member SonnyDoering, an experienced Tool and DieMaker, to ensure it could be done. Be-cause they didn’t have the material instock and there was no time to order it,the job required them to be resourceful.

Sonny and Steve wentout to the “boneyard,”found some discardedaluminum chairs thatcontained the neededmaterial, dismantledthe chairs and usedthem as the sheet stockto build the first routerguides. Sonny, alongwith 751-membersGary Boulch and RonDyer, took Steve’s de-signs and built threetemplates. BillyFinnegan, a Boeingemployee who be-longs to the Operating Engineers, silversoldered the steel guides. Gary and Ronalso helped with the router adapters, inaddition to setting the depth of cut for theproduction shop prior to putting it intouse and assisted with the router adapters.

Finally, 751-members Al Gillespie,Bill Nolan, Jim Curry and Doug Craigused the new router and cutter tools torework the panels and make delivery onschedule. Thanks to the skills of all in-volved, the new cutters, templates andguides performed perfectly the first timeused – a testament to the expertise of ourmembers.

“This was a real TEAM effort whereeveryone did what they are best at. Bybeing able to communicate with eachother, we were able to make the neededchanges to the design so the rework wascompleted on time,” declared GaryBoulch, a toolmaker who was instru-mental on the job. “This type of commu-nication isn’t possible if our work orparts of the jobs are offloaded. It clearlyshows we have the skills in-house toaccomplish what is needed at any giventime. If part of this job was offloaded, itwould have taken a lot more time to justcomplete the paperwork, which wouldhave impacted delivery.”

Business Rep Tommy Wilson noted,

“This is a prime example of the tremen-dous service our members at CTSC candeliver to production and fabrication. Ithighlights the skills, ingenuity, and flex-ibility our members (in CTSC and tool-ing) provide Boeing to work to a shorttimeline and ensure production remainson schedule.”

Roger Ahrnkiel noted, “At CTSC,we work closely with customers to sup-port whatever their needs are. Our focusis quick, responsive service. Outsidemanufacturers lack the expertise andtechnical skills. Therefore, they cannotprovide the level of support and respon-siveness CTSC delivers. Our goal is tobecome indispensable so the shop willnot be considered for offload.”

Monthly Union dues rate for IAM hourly workers atBoeing will be $56.10 for the year 2005. News Worth Noting...

Effective December 3, 2004, a 5 cent cost-of-living adjust-ment (COLA) was added to the hourly wage rate for IAMmembers at Boeing. This brings the total hourly COLA gainunder the current contract to 73 cents. The new 5 cents wasgenerated for the quarter August, September, October 2004.COLA is generated quarterly under the IAM contract and isbased on the federal government’s Consumer Price Index.The next quarterly COLA payment will be March 4, 2005.

IAM Union Dues Reduced for 2005 COLA Generates 5¢ Effective 12/3/04

As we near the end of 2004,I can’t thank the membership ofDistrict 751 enough for all thesupport throughout this year andduring the past four years. It hasnever been easy on any of us, butour Union has remained strongand unified, mainly due to ourDEDICATED membership. Our UnionStewards, who logged some 9,000 volun-teer hours on their own time during theyear, helped make us successful. Rank andfile members, who came forward and vol-unteered on their own time, made a hugedifference.

Let’s recap some of the high-lights. We landed the 7E7 forthe State of Washington. It maynot bring as many jobs as pastprograms have brought, but itsends a strong signal that wewill be part of Boeing’s futurein THIS region. Many thoughtwe couldn’t do it. We said “WeCan Do It” and jobs will becreated as a result.

We landed the MMA – the militaryversion of the 737. This keeps the RentonBoeing plant in business for years to come.Rates are increasing for the 737 and 777models which will translate into more re-calls. The 747 program is steady, and wewill continue to fight for the 767 Tanker.

We successfully negotiated several con-tracts in Eastern Washington this year. Wehave organized several shops in the PugetSound Region, which will help these newmembers in the areas of wages, benefits,and working conditions. It also protectsthe benefits of other union shops in thearea. Our members at the Alcoa plant areback to work.

We just elected a worker-friendly StateHouse and Senate. This will help ourefforts in the 2005 legislative session. Mostimportantly, more than 1,100 laid off mem-bers have been recalled to Boeing. This iswelcome news for these families, and theoutlook is for many more recalls in 2005.

As many know, 2005 will also bringnegotiations with our largest employer, the

Boeing Company. We will have a healthcare survey in January, along with a fullcontract survey in March. Although nego-tiations are always tough, the economicconditions facing our members are quitedifferent than they were in 2001. I lookforward to the bargaining table and thisopportunity to improve on the contract forour members employed at Boeing. It willbe hard work, but I know I can count on ourmembership for unified support. We willsuccessfully negotiate a contract in 2005that is acceptable to our members, andshop floor support will be critical to thatsuccess. We’ll talk more on this next year.

You have all done an outstanding jobthis year. Enjoy the holiday season withyour loved ones, enjoy your deserved andnegotiated winter break, and let’s comeback next year to tackle any challengesbefore us.

We all have our reasons for voting, and those reasonsrange from “Death by a Thousand Cuts”, to “The BigIssue.” Somewhere in between those polar ends werereasons enough to get more people to vote in this electionthan ever before. The expert demographers claim the splitthat put Bush back in the White House was “morality.”

As for me, yes, I voted for Kerry. This article is myattempt to serve as a Cub Reporter for the Aero Mechanicnewspaper (as a volunteer) on election day.

My quick take is there were a whole lot of young peopleinvolved, a whole lot of energy, and a positive overallfeeling of “Chaos with a Purpose.” I found that evenamongst the younger folk, their issues were as polarized asthe older folk. Being older, my priority was centered onjobs, jobs, jobs. However, the youngsters seemed to swingmore on their traditional and religious backgrounds, socialissues, and the war. Even the good old draft was a strongconcern.

Using the draft as a segue to the moral edge that cutBush’s victory, I recollect my generation had a draft, and

Rather than going over data on howmany jobs have been lost, she urged thecommittee to take action. “You don’t needto study the issue to know jobs have beengoing overseas. You can read it in thepaper every day,” stated Lanham. “It’stime for us to quit talking about it, quitstudying it and decide as a state what to do.We need action now!”

“Our biggest priority is to make sureBoeing can compete and create jobs forour members and our communities,” addedLanham.

The Machinists’ Union testimony sug-gested state and federal leaders focus onfixing some of the big problems facing business, includ-ing health care costs, which often drives businesses toother places. One specific example would be to have theLegislature create purchasing pools to allow companiesto buy prescription drugs and other services in bulk.

Employee involvement is essen-tial to safety success. The IAM/Boeing Health and Safety Institute(HSI), Wings and Safety, Healthand Environmental Action (SHEA)recently honored four hourly mem-bers who have been serving as SafetyCoordinators in Renton.

Richard McCabe, Jack Smith,Mike Kudlo and Leslie Binghameach made significant safety im-provements to our work environ-ment, while serving their term asSafety Coordinator.

The Safety Coordinators, who arehourly employees selected throughan application and interview pro-cess, were established as a corner-stone of the wing line’s Partneringfor Safety program. Although thePartnering program has ended, theSafety Coordinator Role lives on as these indi-viduals work daily to make the shop floor safer forall employees.

HSI Safety Administrator Bill Stanley stated,“The Safety Coordinators we recognize todaywere invaluable to the Partnering for Safety pro-gram. They retain the knowledge along with the

once implemented, the War in Vietnamreally started to turn unpopular. Seems aslong as someone else’s kid was dying overthere, people didn’t mind being gung-hopatriotic. This sheds light on reinstating adraft for “war”, because that way, we’dreally find out if America wants to fight.

And in terms of “war”, nobody can saythe reasons Bush used for going into Iraqare the reasons he is using now. Am Isuggesting Bush lied to us? “Yes.” Is this amoral issue? “Absolutely.” Surprisingly,the moral issue experts claim won thiselection for the GOP was the issue of gaymarriage. Eleven states passed initiativesbanning gay marriage, and this turnout wasmotivated by religious principles.

I have a deep respect for people’s reli-gious beliefs, and as a kinda’-practicing-Christian, I gotta’ wonder what is moralityif moral issues decided this election. Ithought lying, especially telling “The BigLie” of non-existent WMD’s along withnon-existent chemical and nuclear capa-bility that gets over a hundred thousandpeople killed is a moral sin. Evidently,those were just little white lies. I guess I’mreally missing the moral connection here.

So what did I experience with this elec-tion journey? I felt a unique silent sadnessfrom the Kerry supporters that oddlyenough, gives me hope, because this si-lence feels like it is ready to ignite at anymoment. As to the Bush supporters, theyhave been fairly respectful with their atti-tudes towards “us losers”, although a fewhave defiantly had their way with me in aloving Brotherly fashion.

Perhaps, the best response that I took toheart was, “Hey, the GOP is in control,they got us into this mess, so let’s see if theycan get us out.” From Supreme Court Jus-tices, taxes, social security, health care,jobs, the economy, you name it, all are nowin the hands of a GOP controlled Congressand Administration. If things don’t getbetter, or actually get worse, they can’tblame those damned liberal Democratsagain for their abject failures. Because thenice thing about winning an election on alame duck majority vote is that in the wordsof The Kinks, you can now give the peoplewhat they want. Literally.

Passionate, caring, rewarding, andhumbling are adjectives our membersused to describe the United Way LoanedExecutive (LE) Program. Four 751 mem-bers – Max McEvoy, Byron Lymburn,Jim Scott and Jim Smith – spent the pastfour months working in this capacity.The experience has changed each of themforever – leaving them profoundly awareof the social needs in our community andhow United Way is there to help.

These individuals beam with pride asthey talk about their role at United Wayand the tremendous work United Waydoes in the community, as well as theimpact the Machinists Union and Boeinghave in this region. Their enthusiasm iscontagious, as they eagerly share this “mov-ing experience.” These dynamic leadersbecame community spokesmen, and eachassisted 20 to 40 local companies in run-ning United Way giving campaigns.

Beyond the satisfaction of helpingothers, these individuals also walkedaway with many new skills. Each day,they polished their public speaking skills,learned effective time management andproject planning, mastered multi-task-ing, and gained knowledge of how toread an audience.

The LE program is open to all Boeingemployees; yet traditionally, very fewhourly employees apply. These four mem-bers would like to change that by sharingtheir experiences. Their goal is to persuadeothers to get involved in the LE program.

I have learned alot about the commu-nity, what UnitedWay, Boeing and the Machinists con-tribute to our region.”

When he arrived to make one presen-tation, he realized the employees viewedhim as an executive because he was in acoat and tie. He noticed a forklift andexplained he drove one at Boeing beforebeing downgraded to factory service fol-lowing 9-11. The statement got the em-ployees to better relate to him and inreturn increased their contributions.“Each campaign is unique and you musttailor it to fit the audience – that is thechallenge,” McEvoy reported.

751 member Jim Smith has been withBoeing 23 years and currently works inAuburn. He has been active with theEmployees Community Fund (ECF) for18 out of the last 20 years as a boosterand building captain. This year he wantedto do more and applied to be an LE.

He was assigned aero-space companies throughoutSnohomish County. He notedthat LE’s see first hand theexceptional assistance UnitedWay agencies provide andjust how well the contribu-tions are managed by UnitedWay.

“Working as an LE is sorewarding, I would like to dothis part-time when I retire,”stated Smith. “The main thingon presentations is to be emo-tionally involved. When youget in front of a group, youhave to watch their eyes andbody language to get a reac-tion and ensure you are reach-

ing their heart. I am so thankful I got thisopportunity. I want to take this freshknowledge back to ECF and become partof their leadership team to continue mak-ing a difference.”

751 member Byron Lymburn hasworked at Boeing for 20 years as anexpediter and learned about the LE pro-gram on the Boeing website. “I live inBallard and see so much homelessnesson a daily basis. I thought it was time todo something more than just give mymoney,” stated Lymburn. “This was achance to give back to the community.”

Emotions run high as he describes theexperience. “I will go back to Boeing achanged person. I only wish I could do itagain next year so I could improve on theprograms. I’m excited to let others atBoeing know the fantastic work UnitedWay does and help get rid of any miscon-ceptions they may have,” stated Byron.

“There are so many ways to volunteerand so many agencies that do incrediblework in the community. I want to inspireothers to make a difference.”

Byron added that many people don’trealize that United Way agencies aren’tjust for low income people; often timesthese are the only places to handle aspecific situation. The Autism Societyof Washington is a prime example.

In his 16 years at Boeing, 751-memberJim Scott has served as an ECF booster andvolunteered as a focal on the backpackdrive and other community events. Heapplied as an LE to learn more aboutUnited Way of Snohomish County. One ofhis accounts was the IAM Union Hall inEverett, which raised his awareness of howmuch the Union is involved in ECF, UnitedWay and the community.

“I have seen what a true impact UnitedWay makes in our community. It was avery humbling experience to see what isgoing on in the community. On the Dayof Caring, I worked with Fred Meyerfolks, along with 10,000 volunteers co-ordinated by United Way Agenciesthroughout Snohomish, King and PierceCounties,” Scott added. “I want to en-courage everyone to get involved in thecommunity and take advantage of serv-ing in the Loaned Executive Program.You can’t put a value on what you walkout with in four months. It is overwhelm-ing and changes you forever.”

As it is now, the need is greater than the contributions.With the New Year coming, it would be very appre-

ciated if everyone could give a little so in the end wewould have a lot. Just a few of the services PSLAprovides include a food bank on Mondays (for thecommunity) and Fridays (for Union members). PSLAalso assists families with societal norms (beds, chairs,tables, TV, etc). Pick-up of clean, useable householdgoods can be arranged by calling 206-448-9277. Thesegoods are delivered directly to clients in need.

In 1974, KCLA started the first free wheel chair rampsprogram in the country. In the past few years, 751 volun-teers have worked with KCLA to build over 80 ramps.

The agency also provides: school supplies to children,giving new moms a complete layette, emergency aid, toysfor children during the holidays, shelter feeding programsand free tax preparation for lower income union members.

Working with local unions in assisting members isa top priority. Funding for all this comes from UnitedWay, Labor Day Raffle, Hogs for Hunger, Meet the

751 Union members throughout 2004have made a tremendous difference in thecommunity. Collectively, members havedonated over 9,000 volunteer hours. Theseefforts make our Union very visible in thecommunity – working to make this a betterplace to live, work and play.

While the holidays are always a hectictime, Union members still found time towork on a number of worthwhile commu-nity projects in the last two months of theyear.

ringing on Friday, December 3rd had Unionmembers swarming the Westlake Mall area.Union jackets were hard to miss and localmedia interviewed several members overthe course of the night.

That same weekend, volunteers showedup again in their red, white and blue Unioncoats to staff the King 5 Northwest HarvestFood Drives at both the Everett and Tacomamalls. King 5 ran a short piece highlightingthe volunteer effort of our members andnoting our work in the community.

During the year, members built 16 wheel-chair ramps, served food at area missionson 41 different occasions, constructed aplayground, built a retaining wall at an areahousing project, helped with a paint project,cleaned up stretches of road, built a side-walk at a community center, volunteered atvarious food drives, collected toys for needychildren, and the list goes on. The projectswere as varied as our members. Thanks toall that have given their time this year.

Northwest HarvestVolunteers Wanted

Helping Out a Fallen Member751-member Bob Stonecipher is a

prime example of how one minute canchange your life. Bob was helping hisfather-in-law in mid-October trimmingtrees on his property. When he cut throughone branch, it kicked back and knockedhim down. The subsequent fall broke hisneck.

While he is making progress, he re-mains in a halo, which restricts any move-ment of his neck, torso or spine. He isworking hard every day and keeping apositive attitude. His doctors remain opti-mistic that over time and with continuedtherapy he will be able to achieve moremovement, but time will tell how muchmovement.

Bob has always been one to help others– serving as a Union Steward, Local LodgeOfficer, Site Safety Committee member, volunteering oncommunity service projects, assisting others in the shop and

his community.A group of co-workers spent one Saturday winterizing his

house for the family. Yet Bob’s life altering accident has manyco-workers asking how they can help.

If you would like to help Bob and his family, below are a couplesuggestions. Co-workers set up an account at the Boeing Employ-ees Credit Union (BECU) for his benefit (BECU BenevolentAccount #3572726667). Checks should be written to the RobertJ. Cost of Living in Pension PlansAn issue that continues to concern retir-

ees is the effort to add a cost-of-livingfeature to defined benefit pension plans.

The consideration is that pervasivecreeping inflation in the prices of goodsand services gradually erodes the purchas-ing power of a fixed pension. Over time, apension sum that once went a long waytoward meeting the needs of the retiree,becomes worth less and less.

Resistance to the concept of a cost-of-living provision fosters the idea that in-creases in pension payments would de-plete the pension fund. This is not neces-sarily the case.

In an economy that experiences finan-cial inflation, the investments of a pensionfund also increase in value. We have seenthat as a percentage, the fixed (definedbenefit) pension payout becomes less andless of an obligation to the fund, and thatthe fund grows over time.

When the Machinists and Boeing origi-nally negotiated our pension plans, monieswere allocated to those funds in lieu ofwages – in other words, monies that other-wise would have gone to the employee,now retiree – OUR money. The questionbecomes, who should benefit from theincreases in these funds generated by inter-est and gains in investments caused byinflation? As the underlying investmentsof a pension fund increase in value andincome, with a general rise in inflation,that fund can reasonably be expected topay its beneficiaries a calculated increasereflecting that inflation, in other words, acost-of-living provision.

The calculation of the specific adjust-ment can be formulated and added to eachpension payment on a periodic basis, pos-sibly quarterly.

Such a cost-of-living provision, addedto a defined benefit pension plan is a matterof simple justice. As an economic factor itmaintains the retiree’s purchasing powerin the community, benefitting merchants,health care providers and the general eco-nomic health of the community.

We seek the passage of federal legisla-tion which would enable and facilitate theincorporation of cost-of-living provisionsin pension funds, and urge our politicalrepresentatives to support such legislation.

On November 22, seven employees at Aerospace DefenseManufacturing in Smokey Point unanimously voted to approvetheir first contract with IAM District 751.

The members were ex-cited at the chance to haveUnion representation and toget their wages and work-ing conditions outlined inwriting. To appreciate theircontract, you must under-stand that prior to voting forUnion representation, theyhad no medical benefits, noretirement plan, no paid va-cation or paid holidays.

For members at this smallmachine shop, the new Unioncontract was the first timethey were provided a health/medical package, and the cov-erage is fully paid by the com-pany. In addition, membersnow have a defined pension

plan, seven paid holidays and paid vacation at a specified accrualrate. Members will also get a General Wage Increase each year ofthe contract – 3.8% in the first year; 4.3% in the second year; and4.7% in the third year. A state certified apprenticeship programwas also established as part of the Agreement.

Secretary-Treasurer Bruce Spaldingnoted that getting an increase in pensions isa top priority. We are going forward intrying to change ERISA law so we have theright to bargain for our retirees. However,that task just got twice as difficult becausewe do not have the majority in Congress ora labor friendly White House. The newCongress and the Bush Administrationprobably won’t make the change becauseit currently benefits the companies.

Shirley Soggee celebrated her 80thbirthday at the luncheon andtook home a door prize.

Over 250 retirees and guests turned out for the annual Retired Club Christmas luncheonat the Seattle Union Hall on December 13. Those attending were treated to a wonderfulcatered lunch consisting of turkey with all the trimmings, festive decorations and music,visiting with old friends, and making new friends. Nearly 100 won a variety of door prizesdonated to the Club.

The event put everyone in the holiday spirit and helped kick off this festive time of year.

A delicious hotturkey dinnerwith all thetrimmings wasserved for theholidayluncheon.

Theyfind great pleasure in helping others so it wasonly fitting that someone helped them asAmanda looks toward her years in college.

Thanks to efforts by Union StewardJason Bailey, 751 members in the Se-attle Automotive Center will not onlycontinue to wash the Boeing buses andtrucks, but have new state-of-the-artequipment to accomplish the task.

Jason got a tip from a Teamster driverthat they were taking Boeing buses toGrayline to be washed, even thoughhourly members had performed this taskfor years. In fact, when Jason first hiredinto Boeing in 1988, one of his mainduties was to wash buses two times aweek on third shift.

He realized such an offload of workcould impact the headcount of his shopand immediately began looking for analternative that would keep the work inour members’ hands. Since the currentequipment was aging and cumbersometo use, he began to explore new equip-ment as a way for the shop to be moreefficient with the washes. He enlistedthe help and expertise of 751 Mainte-nance Mechanic Paul Burke, who workedon the old machine and will service thenew equipment. Together, with supportfrom their supervisor, they located anew bus washer that was more efficientand also contained a modem as part ofthe computer system. Paul is currentlychanging the program so the modemwill talk to the shop computer –– makingit more effective and tracking mucheasier. In addition, Paul, along withhourly GCU members, performed theinstallation and will maintain the equip-

Washing Away Thoughts of Offload

Members at the Developmental Center (DC) areexcited at the activity and new work they see cominginto their shop. Not only is their building involved inseveral cutting-edge projects for Boeing, including the7E7, Sea Launch, F-22 and Multi-Mission MaritimeAircraft (MMA), but 751 facilities members are install-ing new equipment, which is an investment in thefuture.

For the past month, a crew of 751 technicians,electricians, mechanics, plumbers and millwrights haveworked tirelessly to install an enormous AutomatedUltrasonic Scanning System (AUSS), which coversapproximately 1400 square feet of floor space (7800square feet for the work area). The AUSS will scancomposite layup material for voids on the 7E7, F-22 andSea Launch parts. Because of the high use of compos-ites on these projects, the AUSS will be a criticalcomponent. This 10-axis machine replaces 20 year oldequipment that was no longer cost effective to run.Instead of offloading the work and getting rid of theoutdated equipment, Boeing chose to invest in newequipment for our inspectors to run. An added bonuswas having our members do the installation and main-tenance of the new machine.

Business Rep Stan Johnson applauded Boeing’sdecision stating, “In the past the manufacturer of theequipment would normally do the installation and main-tenance work because it is under warranty. Using ourmembers for this job boosted morale. Members see it as

The crew even had two members recalled fromlayoff since the installation began.Marty Shepherd wasrecalled in September and added, “I have a lot of pridebeing assigned to this job and appreciate Boeing givingus the opportunity to do the installation. It is a hugeinvestment in the future, which will hopefully meanmore job security for us.”

Once the AUSS is up and running, the crew willbegin moving a portmill machine from Kent and per-form that installation, as well.
