NITI Aayog has released a vision document for theNational Data and Analytics Platform (NDAP). The

platform’s aim is to democratize access to publiclyavailable government data. It will host the latest datasetsfrom various government websites, present themcoherently, and provide tools for analytics andvisualization. NDAP will follow a user-centric approachand will enable data access in a simple and intuitive portaltailored to the needs of a variety of stakeholders.

ObjectivesUser-centric: Data access is user-friendly and

engaging, tailored to the needs of policymakers,bureaucrats, researchers, innovators, data scientists,journalists and citizens alike.

• Websites of all Departments and Ministries of theState Government, not exceeding 250

ChallengesData is not published in a user-centric manner. The

current data formats are often not conducive for researchand innovation. Many departments maintain public

dashboards with visualisations, and options to downloaddata in analysable formats. However, some datasets areonly available in PDF, webpage or as an image, makingit difficult for further analysis. If this issue is resolved,researchers and data scientists will significantly savetime and resources in cleaning and preparinggovernment datasets for analysis

Data ecosystem is incoherent due to differentstandards. Ministries and Departments do not use ashared standard for common indicators. Attributes likeregion and time period defined differently. This makes itdifficult for datasets to speak to each other and present acoherent picture. If we can solve this, many use-casescan emerge. For example, a District Magistrate canaccess data across all departments for their district,easily, in one platform.

ApproachWe intend to draw inspiration from the best

platforms around the world. Significant progress inimproving user experience while accessing datagenerated by the public, as can be seen in platformssuch as ‘datausa.io’ and ‘data.gov.sg’. The main utility ofsuch platforms is to provide a seamless, interactiveexperience in accessing data across multiple socio-economic indicators in one place. Also, they providedatasets in a machine-readable format.

We also seek to build on the success of existingIndian data platforms. Over the years, notableimprovements have taken place in the data publishingecosystem. For example, data.gov.in provides readyaccess to data from 165 departments. DISHA, by the

Ministry of Rural Development, provides access to datafrom 42 schemes across 20 ministries. Various statesalso have a ‘Chief Minister’s Dashboard’. Initiatives likethese provide a rich source of data for NDAP.

NDAP will take a user-centric approach toproviding access to data. The platform will be poweredby a user friendly search engine, backed by seamlessnavigation, with a world-class user interface. Data will beprovided in a machine-readable format with

customisable analytics. Dynamic visualisations will begenerated based on user search terms. The platform willbe designed and optimised to the needs of policymakers,bureaucrats, researchers, innovators, data scientists,journalists, and citizens.

NDAP will provide access to data from multiplesectors in one place. Data will be sourced from differentCentral and State Ministries and Departments. This willbe presented using a common schema, with cleardefinitions and narratives to help the user navigate thedifferences between similar data from different sources.

NDAP will be a reliable platform for up-to-date data.Standard Operating Procedures (SOPs) will bedeveloped to keep data updated. There will be regulartracking of compliance to these SOPs. Further, APIs,web-crawling and other methods will be used to keep thedata fully up-to-date.

Success of NDAP relies on effective collaboration.NDAP goes beyond just developing a platform and willrequire extensive consultation. Inputs will be neededfrom data producers in the government to identify datasources and develop data processing techniques for thedatasets to be coherent. Regular feedback from users --policymakers, bureaucrats, researchers, innovators, datascientists, journalists, and citizens -- will also assist inensuring the platform stays relevant.

NDAP has the potential to transform data-drivendiscourse, research, innovation, and decision-making in India. There are a large number of benefitsfor up-to-date and reliable data. NDAP’s vision is todemocratise access to public government data and

provide a worldclass user experience. We stronglybelieve it will be an important tool for the nation’sprogress

Governance StructureHigh Powered Steering CommitteeA high powered inter-ministerial steering committee

under the chairmanship of Vice Chairman, NITI Aayogwill be set up to provide direction, oversee progress,guide on data sources, and address various inter-ministerial issues on collating data.

Technical Advisory GroupA Technical Advisory Group consisting of sector and

technology experts will be established to provide expertconsultation. TAG will provide guidance on thedevelopment of the platform, management of data, andaligning the platform for user-needs.

Project Management UnitEstablished at NITI Aayog to coordinate with different

stakeholders and manage various facets of NDAP.Technology Vendor

A technology vendor will be engaged for developmentand operation of NDAP.

NITs were established in theyear 2009 and started functioning from academic year 2010-2011 in their tempo-rary campus with very limited space and infrastructure. These NITs will be fullyfunctional from their permanent campuses by 31st March, 2022. In a path breaking ruling, theSupreme Court on Tuesday said,the time has come when Parlia-ment should have a rethink onwhether disqualification petitionsought to be entrusted to a Speakeras a quasi-judicial authority whensuch Speaker continues to belongto a particular political party eitherde jure or de facto. The ApexCourt said, Parliament may seriously consider amending the Constitution to sub-stitute Speaker of Lok Sabha and Legislative Assemblies as arbiter of disqualifi-cation issues with a Permanent Tribunal headed by a retired Supreme CourtJudge or a retired Chief Justice of a High Court or some other mechanism toensure swift and impartial decisions.President Ram NathKovind presented thePradhan MantriRashtriya Bal Puraskar,2020 to 49 children atRashtrapati Bhavan on22 January. The BalPuraskar is given by gov-ernment every year torecognize exceptional achievements of children in various fields. These fields areinnovation, scholastic achievements, social service, arts and culture, sports andbravery. Twenty-two children who were selected for National Bravery Awards alsoreceived the awards from the President on the same occasion. The Ministry of Road Transport & Highways has assigned a new motor vehicleRegistration Mark "DD" to 'Dadra & Nagar Haveli and Daman and Diu' for regis-tration of vehicles. A new Union Territory has been formed after merger of Dadra& Nagar Haveli and Daman & Diu. The Ministry has issued a Notification No. S.O.295(E) dated 22nd January, 2020 to this effect, under the Motor Vehicle Act 1988.This will be implemented from 26th January, 2020.

ECONOMYDefence Acquisition Council, DAC hasapproved procurement of equipmentworth over five thousand crore rupeesfrom local sources to promote indige-nization. They include sophisticatedElectronic Warfare Systems for theArmy designed by Defence Researchand Development Organization,DRDO and manufactured locally by the Indian industry. These systems will beused in deserts and plains and will provide comprehensive Electronic Support andCounter Measure capabilities to the field formations in both communication andother aspects of Electronic Warfare.The council also approved prototype testingof trawl assemblies designed by DRDO for T-72 and T-90 tanks providing animportant indigenous de-mining capability to the Army. The DAC also accordedapproval for inclusion of Innovations for Defence Excellence (iDEX) in DefenceProcurement Procedure. This will provide avenues in capital procurement for theArmed Forces to startups and innovators working for iDEX and provide huge fillipto their budding efforts. In another significant step, the DAC also approved short-

listing of Indian Strategic Partners (SP) and the potential Original Equipment Man-ufacturers (OEMs) that will collaborate with SPs to construct six conventional sub-marines in India. In an affidavit, TRAIcounsel Venkatesh Dhond said it is a consumer-friendly measure. A divisionbench of Justices SC Dharmadhikari and R I Chagla was hearing a bunch of peti-tions filed by television broadcasters claiming that the new rules were unreason-able. The regulatory authority claimed that the provisions of the previous regula-tory framework are being misused by broadcasters and Distribution PlatformOperators. The bench has posted the petitions for further hearing on 30thJanuary.

He said that their relations are not simply of neighbours, but ofhistory and geography.The Hague-based International Court of Justice has ordered Myanmar to takeemergency measures to prevent the genocide of the Rohingyas. The court alsoordered Myanmar to report to them in four months on what measures the countryhas taken to comply with the order. The court asked to report every six months asthe case moves slowly through the world court. According to the ICJ, the court hasthe power to order provisional measures when irreparable prejudice could becaused to rights which are the subject of judicial proceedings. The court found thatthe condition of urgency had been met in this case. The court's President JudgeAbdulqawi Ahmed Yusuf said the International Court of Justice is of the opinionthat the Rohingya in Myanmar remain extremely vulnerable.

SPORTSThe World Archery has conditionally liftedthe suspension on India, less than a weekafter the embattled national federationheld its elections. A statement from theWorld Archery said the federation needsto comply with good governance andactivity portions of the World Archery con-stitution and rules. The Indian archers,who had to compete as neutral athletes atthe Asian Championships because of the suspension, can now represent thecountry under the Tricolour. The next international tournament is Indoor WorldSeries in Las Vegas in three weeks' time. Union Minister Arjun Munda was on 18January elected President of the Archery Association of India (AAI) after themuch-delayed elections were held in presence of three observers, including onefrom the World Archery.International Cricket Council (ICC) has confirmed that four among 16 countrieswill qualify for the tournament proper of ICC World T20 scheduled to be held inIndia in 2021. The event replaces the eight-team Champions Trophy ODI tourna-ment that was last held in 2017 in England. An ICC release said, 11 regional qual-ification tournaments will take place across the five ICC regions (Africa, Americas,Asia, East-Asia Pacific and Europe) with eight teams progressing to one of twoglobal qualifying events. The 12 teams, which make round two of the ICC T20World Cup 2020 in Australia will gain automatic entry into the event the followingyear. All Members who meet the ICC Event Participation Criteria (EPPC) will beeligible to participate in the qualification for the ICC Men's T20 World Cup 2021.
